FAMILY RIGHTS & PRIVACY ACTThe Milton Area School District complies with all provisions of the Family Educational Rights and Privacy Act (FERPA), as well as the Protection of Pupil Rights Amendment (PPRA). More detailed information about these policies and practices is contained in student handbooks and on the district website.
EDUCATION FOR STUDENTS WITH SPECIAL NEEDSThe Milton Area School District, through annual and ongoing screening and evaluation, identifies children with special needs and abilities and ensures them a free and appropriate education in the least restrictive environment. A full range of services for exceptional students is offered by the school district and is complemented by programs offered by the Central Susquehanna Intermediate Unit.
If, as a parent, you feel a need for a psycho-educational evaluation of your child for learning problems or possible exceptionalities, contact the principal of your child’s school or the office of the Director of Special Education (570-742- 0539). A Permission to Evaluate Consent Form will then be forwarded to you, by the school psychologist, to complete and return. A meeting will be scheduled to review the results and discuss the educational options to meet the needs of your child.
If you disagree with the results of the psycho-educational evaluation, you have the right to access an outside evaluation of your child. The Milton Area School District complies with all federal and state regulations and requirements regarding access to and provision of independent evaluations. MULTI-TIERED SYSTEM OF SUPPORT TEAMStudents may be referred to the Multi-Tiered System of Support Team (MTSS) by a parent or teacher. The team, with parent involvement, initiates intervention strategies and accommodations in the regular classroom to meet the student’s special needs. If significant change does not occur, the MTSS Team may refer the student for a multi-disciplinary evaluation.
STUDENT ASSISTANCE PROGRAMThe Student Assistance Program (SAP) is a group of school and community agency staff who are here to help students deal with problems that are stopping them from doing well in school or that are causing stress.

EARLY DISMISSALTo be excused from school for medical or dental appointments, students must bring a signed note from a parent/guardian, stating the dentist or physician to be seen, with excusal time properly indicated. Telephone requests will be honored only in emergency situations and must be followed by written verification. Early dismissals will be granted for the same reasons allowable for legal absences.
If the length of an early dismissal exceeds 100 minutes, student will be given one-half day excused absence.
The parent/guardian of an elementary or middle school student is responsible to stop in the school office to confirm the early dismissal at the time the student leaves the school. Upon arriving at school in the morning, high school students must present a parental excuse to receive an early dismissal form. They then must sign out at the office upon leaving and sign in upon returning the same day.
ATTENDANCEStudents who have been absent from school must bring an excuse, signed by the parent or guardian, and containing the dates of and reason for absence. Excuses not presented within three days of a student’s return to school are unlawful. All absences beyond ten (10) cumulative days shall require an excuse from a licensed physician. Absences are considered excused for the following reasons: illness; home quarantine; death in the family; recovery from an accident; required court attendance; family emergencies; and non-school sponsored educational tours and trips. All other absences are unexcused.

SCHOOL TOBACCO POLICYDistrict policy prohibits tobacco use and possession by students, employees and visitors at any time in a school building and on any property, buses, vans and vehicle that are owned, leased or controlled by the school district and at school-sponsored activities that are held off school property.
DRUGS AND ALCOHOLThe use, possession or distribution of any drug or alcohol during the school hours, on school property, on school buses, or at any school-sponsored event is prohibited.
WEAPONS POLICYStudents are prohibited from possessing or bringing a weapon onto school property and possessing or bringing a weapon directly on his/her way to or from school, in any vehicle providing authorized transportation of students to or from any school district building or district-sponsored function, activity or event.
DISCIPLINEThe Board shall establish fair, reasonable and nondiscriminatory rules and regulations regarding the conduct of all students in the school district during the time they are under the supervision of the school or
at any time while on school property, while present at school-sponsored activities, and while traveling to and from school and school-sponsored activities. Suspensions and expulsions shall be carried out in accordance with Board Policy.
SEARCHESUpon reasonable suspicion, students suspected of using, selling or possessing drugs or contraband will submit to a search in the presence of a principal or parent. Refusal may result in suspension or expulsion. Articles used for storage of personal property may also be searched upon reasonable suspicion that they contain drugs or contraband.
School officials have the authority to lawfully search students or their belongings, including lockers, automobiles, electronic devices, purses, backpacks, clothing, and other possessions, without a warrant, when in school, on schoolgrounds or when otherwise under school supervision, if there is a reasonable suspicion that the place or thing to be searched contains prohibited contraband, material that would pose a threat to the health, safety and welfare of the school population, or evidence that there has been a violation of the law, Board policy, or school rules. The scope and extent of searches must be reasonable in relation to the nature of the suspected evidence, contraband or dangerous material and to the grounds for suspecting that it may be found in the place or thing being searched.
SUSPENSIONS AND EXPULSIONSBuilding administrators may suspend any student from school for disobedience or misconduct, as outlined in the Pennsylvania School Code. In-school suspensions and exclusions from school also may be assigned at the discretion of the building administrators, as outlined in District Policy.
