Director’s Report - Rachael Rylance On behalf of Life Saving Victoria and the Aquatic Sports Council I would like to congratulate our

Competitors and thank our Officials, Coaches, Team Managers, Guests and Sponsors for a successful

season for 2018/19.

Thank you to all the clubs that hosted carnivals this season, provided work parties and the IRB crews

who set courses and provided water safety. A special thank you to Lorne SLSC and Warrnambool

SLSC for hosting our Junior and Youth/Senior Victorian Championships; to Lorne SLSC for hosting the

Masters Championships, the team of Officials who ran the Victorian Champion Lifesaver, Patrol

Competition and First Aid Competition at LSV, and Warrnambool SLSC for hosting the Victorian IRB

Championships. A lot of effort goes into running these events by the clubs and their dedicated

volunteers which I'm sure is greatly appreciated by all of the competitors.

I would also like to thank all the LSV team members and our volunteers on the Aquatic Sport

Executive who support the host clubs with the organisation of these events. It is truly a team effort

to ensure that we can run the best possible events for our members.

We experienced some challenges this season with weather conditions, which required us to modify

some events and unfortunately, in some cases, we had to cancel or finish events early. It is

disappointing to everyone when this happens, and the Carnival Committees did a great job in

considering all the information they had when making these decisions. The Junior Carnival at

Mordialloc had a record number of competitors, with over 1700 juniors registered. The large

numbers we are seeing at Junior carnivals is encouraging for the future of our sport, but also comes

with challenges in having suitable venues and resources to run these events efficiently. Our U14

athletes competed alongside the U15s at our Youth/Senior carnivals this season, which was a change

from previous seasons, and we implemented a number of other initiatives such as a focus on

training new officials, which resulted in over 180 new officials for the season. Competition

continued throughout the winter period with the TRE Victorian IRB Premiership Series and

commencement of the LSV Pool Competition Series.

Our Victorian State Teams competed successfully at the various National Championships over the

past year. The SLSA Interstates, incorporating the Youth Pathway Cup were held at Newport in

January with the Victorian Pathway Cup team finishing 4th overall, the Senior team 3rd, with an

overall result of 3rd and a number of great individual results. At the 2019 RLSSA Australian Pool

Lifesaving Championships held at Pymble Ladies College, NSW, in January we finished 2nd in the

overall point score, and won the CPR competition convincingly. The Victorian Surf Boat team came

home with 2nd in the interstate competition held at Eloeura, NSW. At the 2019 Australian IRB

Championships held at Kingscliff in July our Victorian IRB Team finished 3rd. On behalf of the LSV

Aquatic Sports Council and Executive I extend my congratulations to all competitors, coaches and

managers associated with these Teams for their efforts and contributions.

I'd also like to congratulate all of the Victorian athletes who competed for their Clubs at the SLSA

Championship events that have been held across the season, especially to those who brought home

medals. It is encouraging to see our athletes achieving such amazing results.

It was very exciting to have a number of Victorian Athletes named in the Australian Lifesaving teams

again. Brendon Smith was named in the 2018 Australian Youth Life Saving Team, which competed in

Adelaide in November at the World Championships. For the first time, an Australian IRB team also

competed at this event. The entire Australian IRB team consisted of members from Victorian Clubs –

Abby Esdale, Alastair Thomas, Calum Dickson, Kate Czerny, Rachael Moloney, Rhys Treloar, Shaun

Leith and Scott Ivey (Coach) from Williamstown S&LSC, Samantha Pownall from Barwon Heads 13th

Beach SLSC and myself, Rachael Rylance (Elwood LSC) as Team Manager. Congratulations on this

amazing achievement.

As many of you would know, during the 2017/18 season we undertook a detailed Sport Review.

From the final report we have been focusing on five key recommendations – Developing People,

Prioritising Safety, Upgrading Technology, Increasing Promotion and Improving Evaluation. To assist

with the delivery of the recommendations, we developed a work plan, of which we have now

completed the first year and are heading into our second year. In order to ensure that we can track

and evaluate our progress, we engaged the LSV Risk and Research team to assist with an evaluation

report at the end of the 2018/19 season. The amount of feedback we received is encouraging, and

we continue to welcome any suggestions from our members to ensure we can continue to improve

our sport in Victoria. The Aquatic Sport Executive will be working through the feedback from this

report in the coming months and the team is looking forward to seeing the outcomes come to life

this season. I hope that our members will see the benefits from some of the changes and

improvements we are looking to implement.

I would like to thank all our partners for their support, especially the Victorian Government, Surf

Coast Shire Council, Warrnambool City Council, Engine Swimwear, TRE Motorsport, TTG Trailers,

McCutcheon Builders & Jim’s Storage, AC Goulding Air Conditioning and Charger Surf Craft.

Finally, a big thank you to our dedicated Officials, IRB Drivers and Crew, Water Safety, and First Aid

personnel who give up their time to enable our Sports Carnivals to run. Without the efforts of these

individuals we would be unable to compete.

As we approach the 2019/20 season, I am looking forward to a successful summer and I’m excited by

the opportunities we have ahead of us.

Junior Referee Report - Leonie Newey The 2018/19 season began in earnest and on a high with Altona LSC hosting the first carnival in November. Mother Nature no longer became our friend when Mt Martha was reverted to a ‘beach only’ carnival due to rain and water quality and then Cosy Corner (Torquay SLSC) was cancelled due to extreme heat. Jan Juc SLSC hosted the first qualifying carnival at Bancoora. This provided its own challenges with access to the beach, but surf conditions were excellent. The second qualifier was hosted by Mordialloc LSC and proved to be the largest carnival yet with approximately 1700 competitors. Lorne SLSC again assisted with hosting the final carnival when it was deemed that the Apollo Bay beach was not going to be able to accommodate the junior competitor numbers. We listened to feedback from the Aquatic Sport Council members and trialled an early Victorian Junior Lifesaving Championships, holding it in February at Lorne SLSC. As always there were positive and negatives to this, the main negative being that many clubs were yet to finish their nipper program before close of entries. Lorne SLSC put on yet another sterling effort in hosting the championships but again. Unfortunately Mother Nature didn’t agree and made the conditions unsuitable for deep water events on the second day of competition. But the sun was out! Congratulations to the Ocean Grove SLSC on being crowned the Junior State Champions for 2019. Thank you to all the members of these clubs for hosting nipper carnivals this season. You go above and beyond what is already required at club level. Every year LSV awards our champion nippers on their performance over the season. We congratulate the following winners: U13 Champion Athlete Award (Beach) – Darcy Winstanley, Fairhaven SLSC and Pippi McIntyre, Ocean Grove SLSC U13 Champion Athlete Award (Water) – James Leahy, Ocean Grove SLSC and Fern O’Brien, Mentone LSC R&R Team of the Year – Natasha Rourke and Sinead Sullivan, Williamstown S&LSC I would like to acknowledge the great work that Kate Simpson, Kirsty Clark, Alex Winterbauer, Nick Metcalfe and Sharon Rich do in organising junior sport and the countless volunteers from all clubs that make the sport what it is. To the officials, the water safety, the set up and pack up crews, the providers of lunches, the BBQ cooks and anyone else who puts their hand up to assist, I thank you. Junior sport is an activity that would not happen without the volunteers driving it. A huge thank you to all the following people: To Elliott Lewis who is moving on to Youth/Senior carnivals. Elliott has been a great sounding board and has been active in mentoring future carnival and area referees. To Les Rudas, Simon Hirth and Glenn Cain, for your ongoing support of junior carnivals. To Dwayne Cananzi, Paul Francis and Jonathon Holt, for answering any technical questions that I have in all things lifesaving. Planning is well under way for the 2019/20 season which will be here before we know it. I look forward to seeing you all on the beach.

Chief Referee - Harry Hannas Firstly, I’d like to mention a big thank you to all the Officials who attended junior, Youth/Senior, pool and IRB carnivals over the 2018/19 season. This year at the Youth/Senior carnivals we saw the trial of U14 competitors attending and competing alongside U15s in a Youth Arena. This created a new format to the carnivals, and yes, we had hiccups along the way, but with the help of some key Officials to run this area, particularly the work of Philip Mawkes, it has been a success. At some venues we had some constraints in running areas to a full course and we will factor this into our planning and communications going forward. Thank you to the clubs that hosted carnivals - without your support these carnivals wouldn’t be possible. To the clubs that supplied IRB craft and duty members - without your help safety wouldn’t be possible, so thank you. This year we welcomed Sharon Rich and Ric Mitchell to organise and run Officials’ courses, which was well received. Going forward, the clubs need to meet their requirements at all carnivals during summer and winter to ensure we are able to successfully run all areas and events. This year at both the Mordialloc LSC carnival and Junior State Championships we ran a table top emergency scenario. These sessions are paramount as we have a duty of care to all and we look forward to implementing more in the future. Finally, a special thank you to Kirsty, Alex, Nick and Kate, without whose support these carnivals wouldn’t be possible. I came to this position on a temporary basis and thank everyone for their support in helping me transition to the role.

Surf Boat/VSRL Representative - Barry Hill The 2018/19 season has seen many of the stalwart Victorian boat clubs working hard to race, develop and promote the sport of surf rowing across all grades. There has been an increase in the number of both male and female crews in the U19 and U23 categories and some clubs who have been off the water for a few years have re-entered the competitions. It is good to see some younger rowers starting to sweep their own crews. Victorian crews have been at the pointy end of racing at the World Titles, the ASRL Open, the Aussie Masters and the Aussie Titles. The Victorian State Team, (Captain: Geoff Matthews, Team Manager: Jackson McCaffrey) placed second in the interstate competition at Elouera in February, only a few points behind the winning state. I would like to thank all those members of the surf rowing community who have helped me take on the role as President of the VSRL. Our referees (Tamara Brawn and Pete Van Deuren) and officials, the club boat captains, the VSRL committee (Rod Costa, Brain Millman, Meredith Woods, Jackson McCaffrey, Andrew Vogels and Pat Spinazzola), the Chief Referee (Harry Hannas) and the LSV staff (Kate, Kirsty, Alex, Sharon and Nick) have all been supportive, helpful, challenging and committed. All the surf rowing family in Victoria, and Australia, were shocked and saddened by the loss of Ross and Andy Powell at Port Campbell at Easter. Both long time rowers will be missed and we will continue to offer our support to their families, crews, club and community.

Through the Navy sponsorship of surf rowing, all rowers are given a high vis racing singlet. Based on the previous season we ordered 250 singlets, and this wasn’t enough! Nearly 60 crews raced in Navy events with 27 crews attending the ASRL Open. A number of these crews ended the season ranked in the top ten in Australia.

An initiative this season was the boaties requal held after the first carnival of the season. We’d like to thank all officials and the Ocean Grove SLSC for assisting as this made it easier for our athletes to compete. We also thank Frank Veltman and the Lorne SLSC for hosting the National Selection trials. These were a well organised event and were attended by boat crews from QLD, NSW and South Australia.

Sweep and rower education will be a focus as we move into the 2019/20 season. There are a number of fledgling boat crews that need knowledge and mentoring to transition into competition.

Beach Representative - Maurice McCutcheon Carnival season 2018/19 was as busy as previous seasons for junior and senior events. In addition we held a series of officials’ practical courses to boost the number of accredited officials in Victoria. The results of these courses became evident at the Youth/Senior State Championships at Warrnambool SLSC, where we had a full complement of officials in the beach area over the two days of competition. The introduction of the U/14s to senior carnivals didn’t impinge on the overall time it took to complete all beach events, but it did entail additional setting up of beach courses at the start of the day. Good numbers in the Youth area this season will hopefully help to increase numbers in older age groups as they progress through each year. Our regular number of beach officials were not affected by the inclusion of the U14s as most of their officials continued to follow that age group from the Nipper program under the guidance of Phillip Mawkes. The new events and alternating program seemed to be well accepted by competitors and clubs. The only negative was that those new events did not appear on the Australian Championship program this year. Word has it that they will be included in 2020. A number of clubs have expressed an interest to include the “Belt n Reel” for seniors next season. An ‘expression of interest’ will be released to assess if there will be adequate support by clubs. Altona LSC hosted a sand - only carnival again with numbers increasing slightly for the event. Masters events were included, but with again little response from the Masters fraternity. Altona should be proud of their work force and the way they run the event and look after officials. We look forward to another sand carnival at that venue next season, with a plan to junior age groups. The new beach equipment boxes are a valuable asset in getting the beach areas set up for carnivals. The purchase of new lane rope reels will complete the upgrade of beach equipment. The Youth/Senior State Championships at Warrnambool SLSC, with the cool and windy conditions, tested competitors and officials. For the last two seasons it seems we have been fighting with the tides and running out of beach for both sprint and flag finals. In spite of that, there were some well-earned results across the clubs, including Altona LSC open mixed relay team taking out the sponsor’s $1000 prize for overall accumulated points during the season. Our beach officials ended the season with a cohesive team performance under the guidance of area referee Ben Homberg. Five Victorian officials were allocated positions on the beach at this year’s Australian Championships - Ben Homberg, Jim and Barb Morgan, Ashley Wolf and Cutch. I would encourage more of our beach officials to apply for positions at the Aussies, to gain further experience that they can bring home to improve our events in Victoria. Fifteen Victorian clubs contested events at the Aussie Youth Champs in Queensland. Many competitors achieved quarters, semis and finals places.

Board and Ski Representative - Bruce Sampson Board and Ski competition for the season commenced with the 2019 Endurance Championships at

Mornington in November. Good numbers attended in nearly all age groups, with boards and skis

almost equally represented. The carnival is a good one to test pre-season preparation for ski and

board paddlers and a number of clubs sent novice paddlers for that reason.

The six season carnivals were, in general, well attended by board and ski paddlers, although the

Sandridge evening carnival was less popular. The Pt Leo carnival was better attended than last

season, but numbers were still disappointingly low. As was noted last season, Double Ski crews were

again on the increase and there were a number of younger competitors forming new crews. This is a

good sign for upcoming Aussies campaigns as lower numbers nationally in this event mean that

finals are a realistic prospect for even younger paddlers. U17 events this season were again strongly

contested in both board and ski with a number of clubs new to ski paddling entering competitors;

another good sign for future. The transition of the U14s into senior only competition did not seem to

affect numbers of junior board paddlers noticeably and competition was strong, as always in the

U15 area.

As was noted last year, the challenge remains to retain interest and participation from the older

craft competitors, while promoting and encouraging the U15 and U17 age groups on both next

board and ski and it is good to see that we have some events at the “traditional” surf beaches next

season as lacking surf was reported by many craft competitors, coaches and team managers as an

issue this year.

State Championships went off well for craft competitors with some challenging conditions which

were appreciated by many. Warrnambool SLSC were again a dominant board force, although Ocean

Grove had numbers in the water and on the podium. Ocean Grove and Half Bay were again the

dominant ski teams across the season. U19 craft numbers were slightly up which was good to see

and open numbers stayed stable, although numbers of older open numbers continue to decline,

which is a concern both competitively and in terms of sourcing the next generation of coaches for

clubs.

Aussies once more some good Victorian U15 results on board and in both board and ski for masters,

with open and U17-19 medals much harder to come by. The Interstates showed that, while we have

some talent on both board and ski our depth in these disciplines puts us behind the NSW and QLD

teams.

In discussion across the season and since it has become clear that many smaller clubs (and some

bigger ones) are looking for ways to train board and ski coaches or upskill those they have. During

the 2019/20 season one of the LSV focus areas will be identifying and training new coaches, so this

will hopefully aid many of these clubs.

Input from clubs, especially from competitors, managers and coaches is, as always, welcome and I

invite clubs to make contact with me with thoughts or suggestions on enhancing and improving

participation and skills in the craft areas.

Swim Representative - Natalie Hood In my first year as Swim Representative on the Aquatic Sports Council Executive, the initial goal was

to gain some understanding and insight into the workings of the group and how to best support the

needs of the lifesaving sports community, in particular our swimmers. Areas targeted aimed to

improve participation in swimming events, improve fairness in competitive judging and promote

camaraderie between competitors, officials, parents and spectators.

Specifics achievements this season have included:

• Local rules on wetsuits that allowed all junior and endurance competitors the option of wearing wetsuits during the season should weather conditions be inclement.

• An improved judging system for rescue tube races that minimized inconsistencies of results.

• SLSA national rule changes that better clarify wetsuit specifications.

• SLSA national rule changes that are more permissive with female swimwear specifications.

• Frequent liaison with swimmers, officials, club managers and parents, recording and reporting feedback on areas for improvement in the running of our LSV events and carnivals.

Congratulations to the following Victorian swimmers who won medals at the 2019 Aussies in the

following swim or multi-discipline events that include a swim leg:

Tom Regan (Portsea) U15 Male Surf Race – Silver

Masters:

Naantali Marshall (Anglesea) 40 – 44 Female Surf Race and Iron – 2 x Gold

Haydn Tierney (Pt Leo) 35 – 39 Male Ocean Swim - Gold

In addition, congratulations to the many Victorians who achieved Aussies finals qualifications in

many other swimming events including Surf Races, Surf Teams, Belt Races, Taplin, Rescue Tube

Rescue Race and Iron events across the Youth, Masters and Senior arenas.

The relaxing of our Victorian Combined Team rules is aimed at increasing participation from smaller clubs and will hopefully see a greater number of entries in our swimming team events. The combining of the U14 and U15 events in our Youth Arena will strengthen entry numbers and the standard of competition, with an aim to align with the Youth Aussies program, and hopefully see greater numbers of Victorian Swim Teams at the national championships in April 2020.

Pool Panel Coordinator - Jo Teagle This season we have scheduled a total of seven carnivals, which consist of three senior carnivals, two junior carnivals and the Senior and Junior State Championships. To date, competitor levels have increased in senior and junior competitions, with the Junior State Championships attracting over 100 competitors, including from new pool competition clubs such as Mt Martha. We have continued to encourage our junior competitors to experience senior carnivals with a short course program. This format provides younger athletes exposure to the senior events and also provides them with the opportunity to transition to senior events smoothly. We held two come and try pool lifesaving evening at training at the commencement of the season and this resulted in a number of new competitors joining the junior and senior competitions. The second come and try session attracted over 50 participants. The Aquatic Sport Pool Panel introduced a further change for junior events for the 2018/19 season (including manikin carry for under 9s), with the aim of progressing the skills of our juniors to assist with the transition to senior competition. The changes were well received, and the Pool Panel will continue to work to integrate the junior events skill sets with the senior events to ensure a smooth transition of our athletes to ILS events. In addition, we again applied the composite team policy for the Junior State Championships based on a random allocation of competitors to teams (following refinement as a result of the first season's operation). Feedback regarding this approach has been positive and the Pool Panel intends to continue to apply this policy for the 2019/20 season. A composite policy has also been introduced for senior competitions and will be trialled at the Senior State Championships in September. The pool panel has also overseen the purchase of 5 sets of fibre glass fins, which will be used to facilitate our athletes development. A list of new equipment required for competition and training has been supplied to LSV for consideration. We have also continued to grow our officials ranks with targeted mentoring of accredited officials. LSV has lead the development of pool officials, accredited approx. 8 pool officials this season. We thank Sharon Rich for implementing this program. The 1-3 ratio for the provision of officials at pool carnivals has also continued to be successful and ensured smooth running of carnivals. Key challenges for the Pool Panel going forward include encouraging greater participation in pool carnivals and working with the Development Panel to ensure Victoria is able to field competitive State Teams at National Championships. Another challenge is venue identification such that we can hold competitions in a number of geographic locations to spread the travel time for competitors, team management and officials. We are currently investigating alternate 50m pool options for 2020 (and welcome suggestions). National Pool Competitions The RLSSA Australian Pool Life Saving Championships were held at home in Sydney in January and Victoria sent both a State Team and a Development Team (and a number of club teams also completed given the local location). Victoria finished 2nd overall, a great result, having finished 4th in 2018.

One of the key highlights for Victoria was our success in the CPR competition, which was won by Victoria. We received a CPR manikin as a result of winning the CPR competition which will be used to continue the State's success in the CPR event. The CPR results were outstanding and are a credit to CPR coach Justine Birchall - who was assisted by a number of parents/coaches, who assisted with training the athletes each Sunday night. Victoria placed in every age group, won 4 of the 6 and had a clean sweep in 3 age groups. In the CPR competition Victoria recorded the following individual results:

Victoria has not endorsed a team to compete in SLSA's Pool Rescue Championships to be held in late August 2019 (although there will be a number of individual competitors). The Pool Panel will continue to work with the Development Panel and LSV to develop strategies to facilitate greater Victorian representation in this competition.

World Lifesaving Titles - Australian Lifesaving Youth Team Brendon Smith competed as a member of the Australian Youth Lifesaving Team for Rescue 2018 in Adelaide in November last year . Brendon's results included an individual silver medal in the 200m obstacles. Officials Appointments We also had 2 appointments to senior roles at the World Lifesaving Titles in Adelaide, Rescue 2018, Annie Gardiner, Deputy Referee and Jo Teagle, Chief Referee SERC, National Teams and Interclub. In November 2019 a number of Victorian officials will head to the Commonwealth Lifesaving Championships and Festival of Lifesaving. Appointments to these Championships include Barb Morgan and Jim Morgan, Mary Veal (Deputy Referee Dry SERC) and Jo Teagle (Deputy Referee Championships). Anni Gardiner has been appointed as the Event Co-ordinator for the Championships. Way Forward I look forward to seeing a successful end to the local season with the last of our senior carnivals being held end of August and our State Championship events coming up on 8 September at Watermarc at Greensborough. Development Coordinator - Brian Happ Interstate Competition 2019 The Interstate Team Competed at Newport Beach NSW 24th Jan 2019. Results The results were extremely close with a 3rd placing for the Interstates Team and 3rd overall for both the Interstate team and the Youth Pathway Cup team.

Senior interstates Highlights A great effort by all athletes on what was a long and challenging day. Whilst all athletes gave their all, some outstanding efforts were made, particularly in the team events. Harriet Brown with a season ending injury at Worlds continued to support and assist the state team by putting her hand up as assistant coach. Youth Pathway Cup Highlights Overall the Victorian Team finished 4th in the Youth Pathways Cup. This was the second year of this format and a few of the teething bugs in year one were ironed out for year two. Combining with the traditional Manly / Freshwater carnival provided a great opportunity for the athletes to get up to three days of competition. There were some very positive results across the 3 days, some individual 2nd and 3rd places at Manly, as well as some strong team performances across all the days. Several athletes made finals at Manly which was a great effort backing up. Australian Pool Lifesaving Championships – State Team The 2019 RLSSA Australian Pool Lifesaving Championships were held in Pymble Ladies College Sydney. Victoria sent a full team, with an U16 and U19 Development teams and four U14 competitors. We had some great results, finishing 2nd overall was a great achievement and testimony to all the hard work undertaken by coaches and athletes. CPR Three years ago the Victorian coaches set a goal to win the overall CPR title – which they did this year with some outstanding individual achievements, a score of 103 – 36 points clear of our nearest rival. Australian Pool Life Saving Championships – Development Team The Victorian Development Team consisted of four U14s, four U16s and four U19s athletes, with great performance throughout the 3-day championships. The Development Team showed great promise for future years. IRB State Team The IRB State Team competed at IRB Interstates which was held at Kingscliff, NSW. A very close interstate competition with Vic finishing 3rd overall. Some great team performances in both men and women’s competition. IRB Development Team Once again Victoria provided a development team at the IRB Interstates. Victorian clubs represented by their competitors aged U23 or with limited competition experience. Whilst this competition is not formalized, it provides a great experience and development opportunity just ahead of the main event.

High Performance Programs (HPP) The success of the High Performance program has continued to grow, with 70 ocean athletes included in the program. Anglesea SLSC generously hosted the sessions and were open with their time and resources, welcoming members from across the state to their club. The senior squad was coached by Rhys Burrows, Noosa Heads SLSC and Victorian volunteers led the junior athletes. Jamo Porter, Alexander Headland SLSC was also at hand on several occasions, leading some great sessions, with insight from a Victorian background and his Queensland based insight. I’d also like to recognize the additional volunteers who helped make the program possible. There are many, but special thanks goes to Jono Holt for his invaluable assistance coaching the junior program, Scott McNaughton as camp commander, Alex Winterbauer for the camp logistics and the awesome catering provided by Sandy Patterson and Kylie Taylor. Winter Development Squad (WDS) Once again Greg Schmidt stepped forward and volunteered to coordinate our Winter Development Squad. This squad gets better each year it runs and provides an opportunity of those athletes who wish to train / improve during the winter months. Many of the WDS athletes have gone on to place at states the following season. The LSV Winter Development Squad 2018 was open to all 2017-2018 U12s-U15s. The aim of this squad was to provide the following:

- Develop and improve surf and beach competition theory and technique skills - Encourage a positive approach to training and competition through S.M.A.R.T. goal setting,

planning (long term and short) and training/competing with a Growth Mindset - Build friendships with athletes from other clubs in Victoria

There are far too many volunteers to thank for their contribution to this program but in particular we thank the coaches and parent water safety. We would like to specifically thank Josie’s Transport who generously offered subsidies to the HPS /WDS Participant Hoodies. Aquatic Sport Review - Background

The LSV Board commissioned the Aquatic Sport Review in 2017/18.

Objective

• To identify the issues/challenges associated with the delivery of Aquatic Sport and recommend

solutions for improvement

Goal

• Better before bigger

Outcomes

• Five priority areas (PA) to be addressed:

1. Developing People (PA1)

2. Prioritising safety (PA2)

3. Upgrading technology (PA3)

4. Increasing promotion (PA4)

5. Improving evaluation (PA5)

• A two-year Work Plan for implementing the priority areas developed

Developing People (PA1)

The appointment of the Development Officer,

with a focus on developing Officials and

Coaches, has had a significant impact on

process, culture, resources and an increase in

accredited officials; all better equipped to

conduct their roles at carnivals.

Recommendation

A focus on better training, support, planning,

tools and guidance to help our members fulfil the

range of roles they play, while fostering and

increasing accountability for better behaviour

from all stakeholders.

There has been great engagement from key

stakeholders in the Aquatic Sport Risk

Management Review project, independently

conducted by RiskFacilitator. This evidences a

strong safety culture and keenness to

continuously improve safety measures.

The Sport Apps being built, have the potential to

have the greatest positive impact on Sport, with

increased efficiency, accuracy and member

satisfaction. Stakeholder consultation and a

clear implementation plan, including testing and

trialing, will be critical in Year 2.

stakeholders, including before, during and after

carnivals, has increased real-time updates,

improved information flow and increased

transparency in decision making.

provide a set of valuable recommendations and

baselines for the Sport team to address in Year 2

and beyond.
