The Fujairah Bunkering & Fuel Oil Forum (FUJCON) is the pre-eminent & most prestigious bunker forum for the Middle East bunker markets. The anchor event held during the “Fujairah Bunkering Week,” FUJCON has grown to enjoy international recognition and attendance from over 50 countries covering the full supply chain of the bunkering industry.

The Fujairah Bunkering Week provides a week of professional training catering to the specialized needs of the fuel oil industry comprising the main forum, bunker courses & briefings, laboratory and offshore site visits, providing intensive learning opportunities and extensive networking opportunities.

FUJCON has raised the profile of Fujairah as an internationally recognized service Anchorage, being amongst the world’s top three bunkering locations and as a global hub for both oil storage and product supply.

Continuing in this tradition of excellence, FUJCON 2017 – The Tenth International Fujairah Bunkering & Fuel Oil Forum – will take place from 27 – 29 March 2017 at the Al Diar Siji Hotel, Fujairah, UAE. The Forum is held under the auspices of the Government of Fujairah & Port of Fujairah with the Patronage of His Highness, Sheikh Hamad bin Mohammed Al Sharqi, Member of the UAE Supreme Council & Ruler of Fujairah.

Fujairah has spent the last decade positioning itself as a major bunkering and storage centre, a position the Emirate is now building on by expanding along the energy value chain, with new VLCC berths and increased Anchorage positions at the Fujairah offshore Anchorage Area and will allow ships carrying LNG to transfer cargo from ship to ship.

Onshore storage capacity has increased twenty fold in the past two decades, with an expected increase to 14 million tonnes by 2020.

The $3.3 billion, 380 kilometer Habshan-Fujairah crude pipeline, allows Abu Dhabi to export crude oil directly from Fujairah.

A strategic position with strategic facilities, Fujairah continues to grow its services to meet the industry’s needs for bunkering, oil storage, refining and export of crude and oil product supplies.

SPOTLIGHT ON FUJAIRAH’S DEVELOPMENTS

OUTLOOK FOR FUEL OIL & BUNKER MARKETS

Chairman

Members

MembersMr Mohammed Obaid Majid Al Aleeli Director-General of Dept. of Industry & Economy and Board Member, National Bank of Fujairah, UAE

The FUJCON Steering Committee consisting of key representatives from the Government of Fujairah and Port of Fujairah, works with the organisers to develop the forum agenda and facilitate invitations to speakers and panellists.

Mr Salim Muhammad Ali Al-Mukassah Director, Dept. of Public Works & Agriculture, Fujairah, UAE

Capt Mayed Alameiry Deputy Harbour Master, Port of Fujairah, UAE

Capt Salem Al Hamoudi Deputy Manager of FOTT, Port of Fujairah, UAE

Capt Saeed Alyammahi Deputy Operations Manager/Port Security Officer, Port of Fujairah, UAE

The Middle East faces a growing shortage of fuel oil. While the five net exporters (Bahrain, Iran, Iraq, Kuwait & Qatar) and three net importers (Oman, Saudi Arabia & UAE) may suggest an improbability for the shortage, fuel oil output has been falling and that trend is expected to continue until after 2020. Fuel oil output has dropped by 130 kb/d since 2014 and is likely to fall further by 2018. Much of the capacity addition planned for the near term is actually condensate refining which creates no fuel oil.

Fuel oil demand on the other hand has been growing, though less rapidly. Demand for fuel oil was 1,110 kb/d in 2010 and is expected to increase to 1,310 kb/d. This is due mostly to the increasing demand in the Saudi power sector and a steady growth in fuel oil imports for bunkering in Fujairah and Oman.

On the supply side, the timing of Kuwait refinery investments is key. With some delays in refinery expansions, Kuwait is expected to become a significant net importer of fuel oil. This is likely to start in 2017 - imports will rise as new cracking facilities come on stream late, with deficits growing until late 2021.

The other great uncertainty is the IMO Global Cap bunker-sulphur ruling which has recently been announced for 2020.

It is not certain what the 2020 implementation would mean to the market. Compliance will generally mean switching to other fuels (such as 0.5% gasoil, some ‘intermediate blend’ including desulphurized VGO or LNG, or adding on-board fuel-oil desulphurization to ships, or a combination of these strategies. As long as total oil exports from the Middle East continue to rise, total bunkers are likely to rise. The question arises how bunkers will be apportioned between fuels.

While bunker infrastructure for LNG is expanding in coastal trades within existing ECAs such as Europe and North America, there is no round-the-world LNG bunkering infrastructure. Hence fuel oil (for on-board desulphurization) or ‘intermediate blend’ will continue to be the dominant bunker fuel in the Middle East well into the next decade.

Attend FUJCON 2017 to be part of an active dialogue to debate and deliberate the requirements, challenges, opportunities and possibilities of managing and complying with the upcoming regulations that will likely revolutionize the business model of the whole industry. Seize the perfect opportunity to expand your network, speak to key decision makers, understand emerging trends in the industry and define your own strategies to improve profitability.
