Fujairah has spent the last decade positioning itself as a major bunkering and storage centre, a position the Emirate is now building on by expanding along the energy value chain, with new VLCC berths and increased Anchorage positions at the Fujairah offshore Anchorage Area and will allow ships carrying LNG to transfer cargo from ship to ship.
Onshore storage capacity has increased twenty fold in the past two decades, with an expected increase to 14 million tonnes by 2020.
The $3.3 billion, 380 kilometer Habshan-Fujairah crude pipeline, allows Abu Dhabi to export crude oil directly from Fujairah.
A strategic position with strategic facilities, Fujairah continues to grow its services to meet the industry’s needs for bunkering, oil storage, refining and export of crude and oil product supplies.

The Middle East faces a growing shortage of fuel oil. While the five net exporters (Bahrain, Iran, Iraq, Kuwait & Qatar) and three net importers (Oman, Saudi Arabia & UAE) may suggest an improbability for the shortage, fuel oil output has been falling and that trend is expected to continue until after 2020. Fuel oil output has dropped by 130 kb/d since 2014 and is likely to fall further by 2018. Much of the capacity addition planned for the near term is actually condensate refining which creates no fuel oil.
Fuel oil demand on the other hand has been growing, though less rapidly. Demand for fuel oil was 1,110 kb/d in 2010 and is expected to increase to 1,310 kb/d. This is due mostly to the increasing demand in the Saudi power sector and a steady growth in fuel oil imports for bunkering in Fujairah and Oman.
On the supply side, the timing of Kuwait refinery investments is key. With some delays in refinery expansions, Kuwait is expected to become a significant net importer of fuel oil. This is likely to start in 2017 - imports will rise as new cracking facilities come on stream late, with deficits growing until late 2021.
The other great uncertainty is the IMO Global Cap bunker-sulphur ruling which has recently been announced for 2020.
It is not certain what the 2020 implementation would mean to the market. Compliance will generally mean switching to other fuels (such as 0.5% gasoil, some ‘intermediate blend’ including desulphurized VGO or LNG, or adding on-board fuel-oil desulphurization to ships, or a combination of these strategies. As long as total oil exports from the Middle East continue to rise, total bunkers are likely to rise. The question arises how bunkers will be apportioned between fuels.
While bunker infrastructure for LNG is expanding in coastal trades within existing ECAs such as Europe and North America, there is no round-the-world LNG bunkering infrastructure. Hence fuel oil (for on-board desulphurization) or ‘intermediate blend’ will continue to be the dominant bunker fuel in the Middle East well into the next decade.

Course ObjectivesThe course will cover challenges for the switch over between high sulfur bunker fuels to low sulfur fuel distillates when entering ECAs and vice-versa. Participants will acquire knowledge on the various pollution protocols under IMO main conventions such as MARPOL, SOLAS and STWC. ABOUT YOUR COURSE DIRECTOR FOR MODULE 1 & 2William Tan is trained in Environmental Engineering and has a Master’s Degree in International Business. He has more than 23 years in the marine industry. He joined DNV Petroleum Services in 1994 till 1999 as the Assistant Sales Manager marketing fuel testing and bunker survey services to the Japanese, Korean and South East Asian Market. He founded
Marine Fuel Consultants International Pte Ltd in the year 2000 with a group of marine engineers, fuel consultants and claim specialists, providing services of fuel quality management and claims handling. In 2002, he joined Miyabi Industries Pte Ltd as Vice-President and its Principal Consultant. The company is an Engineering and Consultancy firm specializing in fuel, lubricants, risk assessments, loss control and claims recovery to the bunkering and shipping community. He is also the program leader and course lecturer to the largely successful Bunkering Disputes course since 2002 with more than 500 participants to date.
William is well known within the bunkering industry from Europe, to Middle East, to Asia. His expertise is much sought after by the industry as an expert witness, technical consultant, mediator and arbitrator on bunker dispute cases.

Mr. Vautrain is founder of Vautrain & Company Pte. Ltd, a Singapore-based energy economics consulting firm. Over his consulting career, Mr. Vautrain has been stationed in Texas, California and Singapore.
Mr. Vautrain has been consulting since 1981. From 1981 to 2011 Mr. Vautrain was employed by Purvin & Gertz, Inc in Dallas, Texas, Los Angeles, California and Singapore and served as manager of two consulting offices as well as a director of the firm. Before embarking on his consulting career, Mr. Vautrain was with Phillips Petroleum Company and Union Carbide Corporation in petroleum refining and petrochemical manufacturing operations. Mr. Vautrain holds a Bachelor’s degree in chemistry from the University of Texas and a Master’s degree in chemical engineering from the University of Utah.

A fuels blending automation consulting firm, Refinery Automation Institute specializes in the profitable growth, development, and implementation of blending operations and technology.
Previously, he served as a group head of Exxon Research and Engineering Company where he designed, implemented, started up, and commissioned over 20 blending and oil movement systems across the United States, Europe, South America, the Middle East, and Asia.
In 1985, he formed 3X Corporation, which was later acquired by ABB, building on his 40+ years of experience in over 60 blending automation and optimization projects.
Ara is a member of ASTM, AIChE, ISA, and IBIA. He graduated from the City University of New York with a B.S. and M.S. degrees in Electrical Engineering.
