We would like to let you know that the CEAP National Board of Trustees has scheduled the 2017 CEAP National Convention on September 27 to September 29 at the SMX Convention Center, Lanang, Davao City.
The CEAP celebrated its 75th founding anniversary in 2016 following 5 years of pre-determined themes. For this year’s 76th convention, the theme is “COMMUNIO: Building and Sustaining Ecclesial Communities for Life” and will have concurrent sessions on the domains and standards of the Philippine Catholic Schools Standards (PCSS) for Educational Institutions, Engagement and Recent Trends, Issues and Concerns affecting Private Education and Catholic Education. Speakers and resource persons are from the Catholic Bishops Conference of the Philippines (CBCP), educational leaders, researchers, academicians and advocates. As is customary during the previous CEAP Conventions, we will also have an Educators’ Exhibit featuring educational products and services at the SMX Lanang pre-convention lobby and at the SM Mall Activity Area.
The School Heads’ Meeting will be on September 26, 2017 at 3:00 – 7:30 PM at SMX Function Room 1, SMX Lanang, Davao City.
Attached is the Convention Programme, Registration Guidelines, Registration Fees, COMELEC Rules and Regulations, Proxy and Nomination Forms, Guidelines and letter of the Membership and Awards Committee on CEAP’s Pro Deo et Patria Awards and List of Hotels/Lodging House. The participants are expected to take care of their travel, board and lodging arrangements or hotel reservations. We encourage participants to register early so that they can avail of discounted registration fees and for the convention organizers to finalize arrangements for food, venue and preparation of convention materials. The convention website will be live on April 5, 2017.
Likewise, we would like to appeal for your support in accomplishing the School Data Sheet before you register for the convention. This digital form is available online as you start the registration process.

2017 CEAP National Convention Registration Guidelines for CEAP Member-Schools
To facilitate easy and efficient registration to the 2017 CEAP National Convention carefully read and follow the steps outlined below. Observe registration deadlines to give the organizers enough time to finalize venue/food arrangements, production of convention kits and materials, and other logistical considerations. Check your e-mails regularly for notices and important announcements. Updates may also be received through facebook.com/CatholicEdPH and twitter.com/CatholicEdPH
ONLINE REGISTRATION GUIDELINESSTEP 1 - Log on to http://convention.ceap.org.ph and click the “Register Now” button. Fill up the form completely and click “Submit”. Wait for the approved registration to load and PRINT. You need to PRINT and SAVE the form for future reference. The online facility will be open starting on April 5, 2017.STEP 2 - Pay the Registration Fee thru:
A. Over the counter at any Banco De Oro (BDO) branch using the BILLS PAYMENT SLIP. Note that you need to provide the following information in the slip:
CEAP-BDO ID number: (subscriber account number – each school has its own 15-digit ID number); School name (subscriber name) If paying in check, make it payable to the CATHOLIC EDUCATIONAL ASSOCIATION OF THE PHILIPPINES.
B. Any local courier or directly to the CEAP National Secretariat Office at #7 Road 16, Brgy. Bagong Pag-asa, Quezon City. Should you need assistance please call (02) 376-66-70 or email [email protected].
For ONLINE Registration the system will automatically compute the total fees after you have completed the form.
For your guidance, please refer to the schedule of fees on the following page. You may call the National Secretariat to verify your computation.
STEP 3 - Send us a clear copy of the machine-validated PAYMENT SLIP through e-mail: [email protected] or Fax (02) 426-2670. We, however, prefer to receive your payment slips through e-mail.
IMPORTANT: Please indicate in the payment slip a contact person and his/her contact information so we will know who to talk to just in case we need clarification. Failure to send your payment slip with the required details could mean that your registration is incomplete and no O.R. will be issued.
STEP 4 - Check the “Registered Participants” page of the Convention website for confirmation of your completed registration within 5 working days after payment. Only paid registrants are guaranteed—seats, kits, meals, and slots to the Concurrent Sessions.
NOTES:
1. NO REFUND IS ALLOWED. Request for substitution of participants will be allowed only until 8 September 2017. No request for substitution will be entertained beyond this date.
2. Participants will have to take care of their own travel and board/lodging arrangements. A list of available hotels is attached with this communication.

2017 ELECTION RULES & REGULATIONS
1. VOTING RIGHTS/PROXIES 1.1 Only school heads, superintendents or their duly authorized proxies are entitled to vote. 1.2 All proxies must be duly authorized by their school heads in writing, submitted to and received by the Committee on Elections (COMELEC) not later than August 31, 2017. 1.3 No employee of the CEAP shall be authorized as proxy for purposes of voting during the CEAP Convention. 1.4 The COMELEC shall have authority on voting rights and qualifications of delegates or proxies.
2. VOTING/BALLOTS 2.1 Secret voting for a new CEAP Trustee-at-large shall be held in the afternoon, following an orientation on COMELEC rules, on September 26, 2017. 2.2 Ballots shall be distributed to and filled up by the school heads/superintendents or their duly authorized proxies, and canvassed based on pre-determined face values. Each ballot shall have a face value of 1 vote, 2 votes, 3 votes, or 4 votes, depending on the number of votes each school is entitled to, based on departmental levels offered/registered at the CEAP National Office. These ballots are color-coded to facilitate the canvassing process. 2.3 Each school shall be entitled to one (1) vote for each of the following departments offered: pre-elementary/elementary, secondary (including SHS), college and graduate school.
3. NOMINATIONS 3.1 Any CEAP member school head/representative may submit advanced nominations for the election of the Trustee-at-Large, which shall be received by the CEAP COMELEC Chairperson c/o CEAP National Office, not later than August 31, 2017. A nominee must confirm his/her acceptance in writing, by telegram or telefax (426-2670) to the CEAP COMELEC Chairperson c/o CEAP National Office (may be emailed to [email protected]) not later than September 15, 2017. 3.2 A nominee is allowed to accept nomination for only one vacant position. 3.3 The COMELEC shall have final authority on qualifications of nominees. A nominee must come from a school, which is on active membership status determined by the National Office. 3.4 The COMELEC shall present the list of advanced/ accepted/qualified nominations to the Assembly prior to voting. 3.5 The COMELEC may allow additional nominations from the floor, provided the nominees are qualified and willing to accept their nomination.
4. CANVASSING 4.1 The COMELEC, assisted by duly designated CEAP staff, shall conduct the canvassing of votes. The casting of ballots may be done after the orientation by the Chair of the COMELEC during the General Membership Meeting of School Heads/Superintendents until 5:00 PM of the following day (September 27, 2017).
5. RESULTS OF ELECTIONS 5.1 The COMELEC shall submit the result of the election to the CEAP National Board right after the canvassing of ballots on September 27, 2016. The announcement of the election results and proclamation of the winner will be done before the closing of the CEAP Convention.

I would like to let you know that the National Board of the Catholic Educational Association of the Philippines (CEAP) through the Membership and Awards Committee has opened the nomination for the 2017 CEAP Pro Deo et Patria Award.
The Pro Deo et Patria is the highest award given by the Association. Past recipients of this award are the late Manila Archbishop Jaime Cardinal Sin, the late President Corazon C. Aquino (posthumously), Cebu Archbishop Ricardo Cardinal Vidal (Cebu 2010), Fr. Anscar R. Chupungco, OSB (posthumously, Cebu 2013), Fr. Catalino G. Arevalo, SJ, Abp. Leonardo Z. Legaspi, D.D. O.P.(Davao 2014), Dr. Lourdes S. Quisumbing (Manila 2015), Amb. Henrietta De Villa and Cardinal Rosales, D.D. (Cebu 2016). They were chosen by the members of the board from nominees recommended by member institutions, superintendents or Regional Councils.

I. Nature and Description The Catholic Educational Association of the Philippines (CEAP), committed to promote democracy, concern and respect for human dignity, recognizes the noble and significant contributions of the lay and consecrated people to education, through the highest award that it confers known as Pro Deo et Patria Award (for God and Country). CEAP acknowledges the internal and external manifestation of the awardees love for God and country and his/her faithfulness to Catholic teachings as part of service to God. The awardee must be seen as a model of Christ the Teacher.

II. The Award
1. The awardee will receive an Icon of Christ the Teacher and a plaque during the Closing Program of the 2017 CEAP National Convention on September 29, 2017 at the SMX Lanang, Davao City. No monetary award will be given to the awardee. 2. The accomplishments of the Pro Deo et Patria awardee would be included in the CEAP Bulletin and other publications that would be released by the association. An audio-visual presentation (AVP) featuring these achievements would be shown during to the awarding.
III. Criteria
A. Service to God
1. The awardee must have significantly contributed in the promotion of Catholic values in the country through his/her advocacy, initiation of and/or participation in specific projects, activities or programs.
a. These projects/advocacies must have been clearly demonstrated and proven to have positively affected Philippine society or the specific communities where these were initiated. These should be stable, sustainable and capable of being replicated; or
b. These projects/advocacies must have ushered in new ways to promote Catholic education so that many people may be influenced to consciously explore innovative and creative avenues to uphold transformative education and improvement in the larger educational system in general.
2. The awardee must be of high moral and spiritual integrity, whose faith can be emulated and promoted as worthy of emulation.
B. Service to the Country
1. The awardee must also be involved in socio-civic work which aims to improve the lives of others. This shows that there is a check in the promotion of a well-rounded being. A solid contribution to the JEEPGY pillar programs of CEAP is a preference.
2. The awardee must be a leader in his/her field but need not be a person of immense power or stature. His/her leadership status shows that s/he does not just do what s/he does for the sake of doing it but that s/he wants to lead and mobilize others to realize their objectives, clearly a better way of bringing in encouraging change.
IV. Guidelines
• The candidate must have been nominated by a member-school, Regional Trustee or any member of the Board through the Membership and Awards Committee, before June of this year.
• The advocates for the candidates must furnish documents to the Membership and Awards Committee whose members will deliberate and prepare its recommendation to the National Board.
• The Membership and Awards Committee will convene for a special meeting upon receipt of written nominations before the 1st quarter Board Meeting (June 2017). A 2/3 vote from the members of the Committee would warrant endorsement to the CEAP National Board.
• The National Board will deliberate and/or approve the recommendation of the Membership and Awards Committee. The awardee must have received 2/3 votes of all the members and a resolution from the National Board before the 2017 National Convention for the award to be granted.
• The National Board will no longer accommodate a nominee whose name has been submitted to the Board three times. All deliberations on this award are strictly confidential. • If no nominees have been submitted before June 2017, the CEAP Board may not confer the award for this year.
