ABOUT THE VIETNAMESE ASSOCIATION, TORONTO (VAT)

Established in 1972 as a fraternal organization and incorporated in 1979 as a non-profit charitable

organization, VAT has the following Mission Statements:

To provide settlement and adaptation services to immigrants and help them integrate and participate

successfully in Canadian society.

To promote mutual understanding, tolerance and racial harmony among ethno-cultural

communities.

To work for the promotion and preservation of the Vietnamese heritage and culture, and for the

enrichment of multiculturalism in Canada.

SƠ LƯỢC VỀ HỘI NGƯỜI VIỆT TORONTO (HNV)

Hội Người Việt Toronto đã phát triển từ một tổ chức thân hữu khi được thành lập năm 1972 thành một

tổ chức phi lợi nhuận và từ thiện năm 1979 với các mục đích sau:

Cung cấp các dịch vụ nhằm trợ giúp người di dân mới đến ổn định và hội nhập thành công với cuộc

sống xã hội tại Canada.

Thúc đẩy sự hiểu biết và hòa hợp giữa các cộng đồng sắc dân thiểu số.

Phát triển và bảo tồn di sản văn hóa của người Việt nhằm làm phong phú thêm môi trường đa văn

MESSAGE FROM VAT PRESIDENT

On behalf of the Board of Directors and the Staff of the Vietnamese Association,

Toronto (VAT), we would like to welcome you back to our 2018 Annual General

Meeting.

Speaking before you today, amongst friends and members of the Vietnamese

Association Toronto, we are humbled and grateful for the trust and support you have

bestowed upon our Board over the past year, for the honour and privileges to add our

voice and yours to the Viet spirit and collective movement of Vietnamese Canadians

in the GTA and across Canada. Without you and your fervent support, our current

positions and missions would not exist, Hội Người Việt Toronto would not be the

same institution we are today. You are the soul and driving force of our Vietnamese

Canadian community.

Thank you for all the memories. It has been a challenging but exciting year in which

invaluable experiences were gained and lifelong friendships were bonded. For our

Board, there had been many memorable events to report to you.

This past year, VAT became fully involved throughout the year together with multiple

community associations, in such community activities as Parade of Nations

celebrating Canada's 150th Anniversary after Confederation, Việt Summer Festival

together with thousands of Vietnamese Canadians at Toronto City Hall's Nathan

Phillips Square, Mid-Autumn Lantern Festival TẾT Trung Thu, Lunar New Year

Festival TẾT Mậu Tuất 2018, 50th Commemoration of TẾT Mậu Thân 1968, the

Flag-raising April 30th Commemoration for the first time at Toronto City Hall after

13 years of absence, and last but not least, the upcoming Việt Youth Festival this

Summer.

Once again, we have come full circle to where we began at VAT AGM, where last

year VAT reported an amazing profit in our TẾT 2017, and this year another record-

breaking surplus once more in TẾT 2018 despite challenging circumstances.

Once again, thanks to the unifying strength of our community.

LỜI NGỎ CỦA CHỦ TỊCH HỘI NGƯỜI VIỆT TORONTO

Thay mặt Hội Đồng Quản Trị (HĐQT), Ban Chấp Hành (BCH) và tất cả nhân viên của Hội Người Việt

Toronto (HNVT), chúng tôi xin kính gửi những lời chào đón quý mến nhất đến quý vị, những khách quý và

bạn hiền của HNVT.

Dưới mái nhà khiêm tốn này của HNVT trong suốt năm qua, quý vị đã cùng đồng hành với HNVT và Liên

Hội Người Việt Canada (LH-VCF) trong những sinh hoạt cộng đồng. Anh em chúng tôi vô cùng cảm kích về

sự tin tưởng của quý vị đã dành cho chúng tôi trong thời gian qua để giúp chúng tôi góp chút công sức vào

công việc phát triển và bồi dắp bảo vệ cộng đồng. Nếu không có được sự hậu thuẫn và tiếng nói sức mạnh

của quý vị, chúng tôi sẽ không được đứng đây ngày hôm nay mà cùng chia sẻ về HNVT và LH-VCF. Xin

quý vị nhận nơi đây lời cảm tạ chân thành từ HNVT và LH-VCF.

Cũng xin cảm ơn các Hội Đoàn Tổ Chức trong ngoài thành phố Toronto đã tặng cho anh em chúng tôi nhiều

kỷ niệm ấm vui. Năm qua là năm đã mang lại nhiều sự bất ngờ, nhiều cái gọi là "Lần Đầu Tiên" đáng được

tường trình và lưu lại trong trí nhớ.

Thay mặt HNVT, xin thành thật cảm ơn tất cả Thiện Nguyện Viên và các Hội Đoàn Tổ Chức đã cùng nhau

sát cánh tổ chức những buổi Lễ Cộng Đồng trong suốt năm như Diễn Hành Parade of Nations đón mừng 150

năm ngày Quốc Khánh Canada, Việt Summer Festival vào dịp Hè ăn mừng với hàng ngàn người Việt trong

ngoài GTA, Tết Trung Thu, Tiệc CMC và Giáng Sinh cuối năm 2017, HCT Cộng Đồng Tết Mậu Tuất

"Thương Về Miền Trung", Lễ Hai Bà Trưng cũng như Lễ Việt Youth Festival Mùa Hè tháng Tám sắp tới.

HNVT cũng đã yểm trợ góp sức với Liên Hội (LH-VCF) qua những cuộc đấu tranh cho Dân Chủ và Nhân

Quyền bàn thảo về Luật Magnitsky S-226, biểu tình chống "Văn Hóa Vận" giữa buổi trời lạnh lẽo tại North

York vào tháng Giêng 1 tuần lễ trước HCT CD, cũng như vào dịp Lễ Tưởng Niệm 50 Năm Thảm Sát Tết

MậuThân 1968, trong tháng Ba vừa qua.

LH-VCF và HNVT cũng đồng hành cùng đồng bào khắp thế giới tưởng niệm "Lễ Thượng Kỳ" long trọng,

"lần đầu tiên" sau 13 năm vắng bóng trước Tòa Đô Chính Toronto City Hall, lần thứ nhì trước Quốc Hội

Tỉnh Bang Ontario tại Queen's Park, cũng như trước Quốc Hội Liên Bang tại Thủ Đô Ottawa trong mùa

Quốc Hận vừa qua.

Ngày 8 và 9 tháng 6, 2018. là "lần đầu tiên" LH-VCF và HNVT chúng ta tham gia buổi Hội Thảo và Diễn

Hành, về vấn đề Dân Chủ và Nhân Quyền tại Liên Hiệp Quốc giữa thành phố Nữu Ước, và trong tương lai

vấn đề môi sinh Việt Nam tại Quốc Hội ở Ottawa, Canada

Cuối cùng chúng tôi xin báo tin vui về HCT. Nhờ sự ủng hộ nồng nhiệt của Cộng Đồng, nhiều nhà bảo trợ và

biết bao thiện nguyện viên, HCT năm nay 2018, HNVT chúng ta cũng được lời phá kỷ lục "lần đầu tiên" dù

chi phí mướn 6 ca sĩ và MC Mỹ lên rất cao vì tiền Canada bị giảm giá thấp.

HĐQT xin thành tâm cảm ơn sự tin tưởng ủy nhiệm của quý vị để cho anh em chúng tôi có cơ hội phục vụ

cộng đồng chúng ta.

Executive Committee

President: Dr. Kien Le, M.D. (2017-2020)

Kien Le was educated at the University of Toronto and further sharpened by an additional surgical

year at UCLA. He served as President of the U of T Vietnamese Student Association, also the

Canadian natives in Northern Ontario, and a tour in the White Head camp in Hong

Kong where thousands of Vietnamese boat people were detained and subsequently forced to return

to communist Vietnam. At this time he has immersed himself into the mission to construct a senior

residence for the Vietnamese elderly and to add a voice to the Vietnamese Canadian collective spirit

and freedom movement via Vietnamese Association, Toronto (VAT), Golden Age Village for the

Elderly (GAVE), Vietnamese Canadian Federation (VCF), Vietnamese Canadian Voting &

Advocacy Association (VCVAA), and Vietnamese Boat People Memorial Association (VBPMA).

Vice-President of External Affairs: Duy Ngoc Nguyen (2016-2019)

Duy Ngoc Nguyen fled Vietnam in 1980 and came to Canada as a political refugee in 1982. Since

escaping the communist regime, he has spent his whole time here in Toronto. Duy is an

entrepreneur who started a graphic design and print company called Advanced Graphics Inc. in

downtown Toronto. The company operated from 1990 until 2014, serving thousands of corporate

and retail customers, while providing employment for about 20 staff over the course of 24 years.

Duy has completed courses in Advertising Layout & Design, Studio Management, Professional

Copywriting at George Brown College. Duy has a strong passion for community activities and has

organized numerous events to raise funds for charities, to support the Human Rights Activists in

Vietnam, to entertain community members during New Year festivals and to benefit and educate the

people in the Vietnamese community. Duy has served as president of the Quang Ngai Friendship

Association of Ontario for one term and as Vice-President of the Catholic Marriage Family

Enrichment Program, Toronto for two terms. He is currently serving as Vice-President of the

Committee To Support Vietnam’s Human Rights & Democracy Movement, Toronto (second term)

and is also sitting on the Advisory Board of the Vietnamese Canadian Voting & Advocacy

Association (VCVAA) (second term).

Vice-President of Internal Affairs: Nguyen Thanh Nguyen, B. Eng. (2017-2020)

Graduated as an Electrical Engineer in 1970 at the Electrical Engineering School of the Phu Tho

National Technical Centre in Vietnam. After graduation, he became lecturer at the same school for

12 years, until 1982 when he immigrated to Canada. From 1984 he worked for Panasonic Canada

Inc. as a specialist in broadcast and security products for 24 years, until his retirement in 2008.

Treasurer: Ha Nguyen (2017-2020)

Harry has spent his career in finance and accounting fields of the private sectors in both Montreal

and Toronto areas at all levels of the organization. Harry was the Chief Financial and organizing

member of the Kinh-Thuong Alumni Reunion in Toronto 2006. A low key approach but a firm

decision maker, he was active with the Vietnamese student association while studying toward his

degree in Sir George Williams Campus, Concordia University 1980. Harry is now self employed

and taking his times in volunteer works and personal hobbies.

Secretary General: Tan Nguyen (2017-2020)

Tan Nguyen was a former member of the Army of the Republic of Vietnam (ARVN). At the

refugee camp in Pulau Bidong in Malaysia, he was appointed Chief of Security to help maintaining

the orderly processing of refugees for resettlement in other countries. He was also appointed Head

of Section 9 of the Baataan Refugee Camp in the Philippines for taking care of its administration

duties. Tan Nguyen was former President of the ARVN Veterans Association of Ontario, former

Vice-President of ARVN Veterans Association of Canada, and is the current President of the

Committee for Democracy in Vietnam. For his long standing community work, Tan Nguyen has

received numerous commendations, including from Prime Minister Stephen Harper and Senator Hai

Ngo. He was awarded the Queen Elizabeth II Diamond Jubilee Medal in 2012.

Other Members of the Board of Directors

Hung Vu (2016-2019)

Hung Vu completed Mechanical Engineering from the University of Technology and Education in

Vietnam in 1980. He was among Vietnamese boat people and immigrated to Canada in 1980. He

graduated Mechanical Engineering from the University of Manitoba in 1990. He is a Professional

Engineer with more than 20 years of management experience in the Canadian automotive industry.

He is now self-employed as Manufacturing Consultant. Hung Vu is an active member of the Board

of Directors of the Vietnamese Community Centre of Mississauga (VCCM) and the Board of

Directors of the Vietnamese Women’s Association of Toronto (VWAT). He is an Integral Taichi

Instructor for classes at the Driftwood Community Centre in North York and the Vietnamese

Community Centre of Mississauga.

Lisa Dietrich (2016-2019)

Lisa Dietrich started her own career in Auto Body Appraisal since 1995. For community oriented

work, she continues to show Vietnamese heritage through her participation in many events held by

the Vietnamese community such as the Lunar New Year (Tet) festival, Oktoberfest in Kitchener-

Waterloo, and the Veterans Parade at the annual Canadian National Exhibition. Lisa Dietrich is the

founder of the Toronto Vietnamese Marching Band which is a well-known organization that

engages Vietnamese youth to spread awareness about Vietnamese culture through the use of music.

Lisa Dietrich also participates in the Committee for Democracy in Vietnam and has received many

commendations as well as the Queen Elizabeth II Jubilee award.

Khiet Nguyen (2017-2020)

Khiet Nguyen is reporter for the Saigon Broadcasting Television Network (SBTN) TV with Head

Office in the U.S. and Branch Office in Canada. He has been involved in media communication and

is also a teacher of Vietnamese language. He has been a community volunteer for over 12 years

working toward community development and poverty relief.

JULY 8 – ORGANIZED SEMINAR WITH SENATOR HAI NGO ON BILL C-6 (CITIZENSHIP

ACT) AND BILL S-226 (SERGEI MAGNITSKY ACT) / TỔ CHỨC HỘI THẢO VỚI TNS NGÔ

THANH HẢI VỀ DỰ LUẬT C-6 (CÔNG DÂN) VÀ DỰ LUẬT S- 226 (SERGEI MAGNITSKY)

On the occasion of Canada Day to celebrate Canada 150th Anniversary, VAT participated in Parade of Nations

organized by the Community Folk Art Council of Toronto. Our parade was successful with participation of

many associations, groups and individuals, wearing uniforms and carrying Vietnamese Freedom Flags. Our

parade was the largest among participating communities./ Nhân dịp Lễ Quốc Khánh Canada Kỷ Niệm 150 Năm,

HNV Toronto tham gia “Parade of Nations” do Community Folk Art Council of Toronto tổ chức. Buổi diễn

hành của cộng đồng người Việt thành công với sư tham gia của nhiều hội đoàn , nhóm và cá nhân mặc đồng

phục và mang Cờ Vàng Ba Sọc Đỏ. Trong các sắc dân tham dự cuộc diễn hành này, số người Canada gốc Việt

tham dự là đông nhất.

On July 8, VAT organized a seminar with Senator Thanh

Hai Ngo as the keynote speaker to present Bill C- 6

(Change of Citizenship Act) and Bill S-226 (The Sergei

Magnitsky Act) which would provide Canada with a set

of tools to establish sanctions against foreign nationals

responsible for gross violations of internationally

recognized human rights. / Ngày 8 tháng 7, HNV Toronto

tổ chức buổi hội thảo do TNS Ngô Thanh Hải trình bày về

dự luật C-6 (Tu Chỉnh Luật Công Dân), và dự luật S-226

(Sergei Magnitsky) để tạo công cụ cho Canada có thể áp

dụng chế tài đối với những người ngoại quốc vi phạm

nhân quyền đã được quốc tế công nhận.

JULY 9 – ORGANIZED VIET SUMMER FESTIVAL AT NATHAN PHILLIPS SQUARE /

TỔ CHỨC LỄ HỘI MÙA HẺ TẠI NATHAN PHILLIPS SQUARE

On July 9, VAT organized the first Viet Summer Festival at Nathan Phillips

Square of Toronto City Hall, with the participation of several thousand

people. There were singers from the U.S. and performers from GTA to

entertain the crowd. IRCC Minister Ahmed Hussen attended on behalf of

Prime Minister Justin Trudeau. Other guests included Senator Thanh Hai

Ngo, MP Julie Dzerowicz, MP Peter Kent, Ontario MCI Minister Laura

Albanese and Toronto City Mayor John Tory who promised to have the

Freedom Flag raised at Toronto City Hall in April 2018. / Ngày 9 tháng 7,

HNV Toronto tổ chức lần đầu tiên Lễ Hội Mùa Hè tại Quảng Trường

Nathan Phillips của Thành Phố Toronto, với sự tham dự của hàng ngàn

đồng hương. Chương trình văn nghệ có các ca sĩ Don Hồ, Diễm Liên, Mai

Thanh Sơn đến từ Hoa Kỳ và các nhóm trình diễn địa phương. Khách danh

dự gồm có Bộ Trưởng Di Trú Ahmed Hussen đại diện cho Thủ Tướng Justin

Trudeau, TNS Ngô Thanh Hải, Dân Biểu Julie Dzerowicz, Dân Biểu Peter

The fundraising dinner for Tet Festival 2018

organized by VAT on December 9 was a big success

with sold-out attendance for a banquet hall with

capacity of 500 people, showing the overwhelming

support of the community for this annual cultural

event./ Buổi Tiệc Gây Quỹ cho HCT 2018 do HVT

Toronto tổ chức ngày 9 tháng 12 là một thành công

lớn, với hội trường 500 chỗ bán hết vé, chứng tỏ sự

ủng hộ nồng nhiệt của cộng đồng đối với Lễ Hội Tết

hàng năm này.

This meeting of 36 participants from 23 organizations has elected an Executive Committee consisting of 7

organizations to plan for the Flag Raising Ceremony at Toronto City Hall. This E.C. remains open to other

organizations to join later on. / Trong buổi họp này, 36 tham dự viên từ 23 tổ chức đã bầu ra một Ban Chấp Hành

gồm 7 Hội Đoàn sau để xúc tiến việc tổ chức Lễ Thượng Kỳ. Các hội đoàn khác có thể tham gia thêm vào Ban Chấp

TET FESTIVAL PERFORMANCES / VĂN NGHỆ HỘI CHỢ TẾT Cultural performances are always popular features of the Tet Festivals. Performers are from different generations,

from experienced professionals to younger apprentices who use the Tet Festival as an opportunity to appear before a

live audience. This is an example of the transfer of cultural knowledge and skills between generations of Vietnamese

living overseas. / Các tiết mục văn nghệ là một trong những phần chính của HCT. Các thế hệ, từ những nghệ sĩ lão

thành nhiều kinh nghiệm đến các thanh niên đang bắt đầu chuyên nghiệp trình diễn trên sân khấu HCT và cũng là cơ

hội cho các mầm non thực tập khả năng trước công chúng. Đây là một trường hợp truyền đạt văn hóa của các thế hệ

The Tet Festival attracted not only a large number of the public, but also attention of all levels of

The annual Tet Festival was successful thanks to hundreds of volunteers of all ages, especially our youth. A

“Volunteer Appreciation Party” was held at a popular restaurant to honour their important contributions/ Hội Chợ

Tết hàng năm thành công nhờ hàng trăm thiện nguyện viên mọi lứa tuổi, nhưng đặc biệt là giới trẻ, tích cực giúp.

Một buổi tiệc được tổ chức tại nhà hàng được ưa chuộng để họp mặt và ghi nhận sự đóng góp quan trọng này.

VAT participated in the Heritage & Freedom Flag Raising Ceremony at Nathan Phillips Square, co-organized by

7 community associations. Thanks to the lobbying by Senator Thanh Hai Ngo and unanimous approval of

Toronto City Councillors, the VNCH Flag was raised again at Toronto City Hall after being absent for more than

12 years. / HNV Toronto tham dự Lễ Thượng Kỳ Tưởng Niệm Ngày Quốc Hân lần thứ 43 do 7 hội đoàn đồng tổ

April 30 marked the second time the Vietnamese Canadian community raised the Heritage & Freedom Flag in front

of Parliament Building in Ottawa. Over 600 community members from Ottawa, Toronto, Mississauga, Kitchener,

Waterloo, Guelph, Cambridge, Montreal, Sherbrooke, Saskatoon and other cities participated in this ceremony.

Senator Thanh Hai Ngo and many Members of Parliament participated in this event / Ngày 30 tháng 4 đánh dấu lần

thứ nhì cộng đồng Việt làm Lễ Thượng Kỳ trước Quốc Hội Canada ở Ottawa. Trên 600 đồng bào đã đến tham dự từ

các thành phố Ottawa, Toronto, Mississauga, Kitchener, Waterloo, Guelph, Cambridge, Montreal, Sherbrooke,

Saskatoon và các nơi khác. TNS Ngô Thanh Hải và nhiều Dân Biểu đã đến tham dự buổi lễ.

VAT participated in the Asian Heritage Month Gala organized by the Canadian Multicultural Council and

celebrated with Dr. Hieu Cong Truong in the winning the Outstanding Asian Canadian Award and the Science

and Technology Pioneer Award. Dr. Truong, a Vietnamese Canadian engineer who led the Mint’s research and

development programs for 36 years, was appointed an Officer of the Order of Canada by His Excellency the

Right Honourable David Johnston, Governor General of Canada. / HNV Toronto tham dự buổi tiệc Gala do Hội

VAT settlement counsellors serve newcomers under the funding of Immigration, Refugees and Citizenship

Canada (IRCC). Programs include one-on-one counseling and monthly workshops on various topics such

as employment assistance, citizenship test preparation class, income tax preparation information sessions,

etc. In the fiscal year from April 1, 2017 to March 31, 2018, VAT staff served 7,711 client visits. VAT staff

also organized 76 workshops, information sessions and classes. VAT currently provides settlement services

in English, Vietnamese, Mandarin, Cantonese, Tagalog, Tibetan and Hindi. Many immigrants have found

convenient rental accommodation, employment in their own field of expertise, and eventually bought their

own homes to settle down as a result of help from VAT. Besides the main funding of $704,489 from IRCC

during the government fiscal year 2017-2018, VAT also received additional funding from other sources:

New Horizons for Seniors Program (NHSP): $11,752

Multicultural Community Capacity Grant of the Government of Ontario: $7,600

Centre for Addiction and Mental Health (CAMH): $5,602

City of Toronto: $47,790
