II. Historical Background

The history of Panteion University goes back more than 90 years. It is the story of a creative, progressive struggle associated not only with the course of Higher Education and the development of Social Sciences in Greece, but also with the broader transformations of social and political life in this country.

The names of two men are associated with the founding of the School. One of them was a Cypriot from an historic Limassol family, Georgios S. Frangoudis (1869-1939), who studied law in Athens and political science in Paris. The second was the son of a well-to-do family from Volos, Greece, Alexandros I. Pantos (1888-1930), who also studied law in Athens and then political science in Paris. Both men studied at the École Libre des Sciences Politiques in Paris, although in different times because of the difference in their ages. As a free forum for scientific

9

knowledge and expression, this School in Paris exerted great influence on intellectuals.

Even though the paths of these two men never crossed, they had a common vision, which was to establish a School of Political Sciences in Greece, similar to that in Paris. The former, Frangoudis, at some point made this vision his life work. The latter, Pantos, made the vision possible, as he left virtually his entire estate for the foundation of a School of Political Sciences in Greece inspired by the École Libre des Sciences Politiques in Paris. To promote his ideas for reforms, Frangoudis established the Educational Renaissance Society in 1924, thus identifying the areas in education that required reforms. To realise this goal, G. Frangoudis founded the School of Political Sciences through

“Educational Renaissance”.

Panteios was recognized as a cradle of freely expressed ideas along the lines envisaged by its founders, particularly after the famous debates on parliamentarism in May, 1932. Among the debate participants was George Papandreou who was Minister of Education at the time as well as other distinguished academics and students.

Panteion University is a member of European Universities Association (EUA).

The University aims to provide students with a solid academic education as well as to equip them with the latest skills in preparation for their professional lives. We pride ourselves on the quality of our teaching as well as on our wide-ranging and innovative study programs which meet the needs of

society, help to improve the competitiveness of the labor market through master’s and Phd level students as well as staff development.

The Panteion University authorities create conditions favorable for developing student self-governance while Panteion students, through educational, research and community-oriented activities make full use of the privileges granted to them.

STUDY PROGRAMS TEACHING & RESEARCH

Our University’s reputation rests on the quality of its research and teaching as well as on its multi-disciplinary profile which offers exciting research and learning opportunities across a wide range of disciplines.

Panteion University promotes a great number of initiatives targeted at designing, implementing and assessing curricula and at improving management, teaching innovation and teacher training so as to meet the demands for high quality teaching. Panteion University also fosters the implementation of teaching and research innovation projects, creates new teaching and research resources, supports new educational experiences and prepares reports and analyses to enhance the quality of teaching and encourage teaching and research innovation.

FACULTIES AND ACADEMIC DEPARTMENTS

Each academic department in Panteion University awards a degree in its particular field. In some academic departments, this degree encapsulates

directions or specializations. The study program of every academic department includes compulsory and elective courses. Panteion University students may

attend courses in other departments of this University or at other Universities with which Panteion University collaborates. Off-campus courses are selected after having been approved by the department in which the student is registered. The study programs are assessed on a yearly basis and decided upon by the General Assembly of each academic department in April. The study programs for the academic year to follow are announced at the end of every academic year.

Internships

An important part of a student’s program is the internship, which takes place in the private or in the public sector. The Internship provides students with experience related to their field of study and provides that student with the opportunity to take part in the labor market. An internship lasts for about three months. It is equivalent to one course in the study program and after its completion, students are awarded credits (ECTS) which count towards their degree.

Undergraduate Thesis

In some departments, students in the last academic semester of their studies submit a thesis which is regarded as a compulsory course. The thesis

gives the students one last opportunity to be evaluated and to evaluate themselves with respect to the knowledge and skills they have acquired in their undergraduate studies. In cooperation with their supervisor, students test their ability to express themselves on a scholarly subject of interest to them, by writing a paper

that will also demonstrate their skills in bibliographical research, in planning, and conducting scholarly investigation. But

above all it will reflect their ability to set out their theoretical thesis clearly and to justify it on a theoretical or methodological basis.

Examinations - Grades

An academic year is made up of two semesters, the winter and the spring semester each of 13 weeks duration. If they do not pass one of their courses, students are provided with the opportunity to repeat it.

Semester examinations, written or oral, are held at the end of every semester. If a student fails in a semester course exam (in February for the winter semester and in June for the spring semester), he is not considered to have completed the course until he successfully sits for a supplementary assessment in September.

Grades are allocated on a scale of 0-10 (no decimal points) with a minimum passing mark of five.

Degrees

To receive a degree, students must have completed the required number of academic semesters of study (a minimum of 4 semesters, a maximum of 8

semesters). This is defined by the level of studies (undergraduate, postgraduate, or doctoral level) of the student and the category to which the student belongs to according the status of his/her entrance into the University. The student must have acquired the number of

credits necessary, both as a total and per category of courses, as defined by the department in which the student is enrolled.

Aim of the Department

The Department focuses on a relatively new subject, which incorporates modern interdisciplinary notions concerning the nature and character of regional and overall economic development. The "philosophy" of the Department is based on the view that the analysis of economic growth consists of complex social processes whose critical dimensions are space and time, that is its people, the place and its history.

Space is treated simultaneously as geographic (place, city, region, etc.) with specific problems but also as a historical in the sense of the historical determinations and limitations. The Department seeks to analyze the

phenomenon of development, not within the narrow limits of economics, but also enriched with knowledge coming from the area of social and natural sciences. The exchange programs and active international contacts and

collaborations offer opportunities for our students to study abroad as well as possibilities for incoming students.

In fact, we welcome students from many countries all over the world through the international and European Erasmus + exchange programs. To serve our international students, we offer a wide range of high quality and innovative learning opportunities, mainly in English, ranging from individual courses, through “reading courses” to entire modules and Master’s and doctoral programs. All of the University’s departments are now within the European Credit Transfer System.

To facilitate student mobility we are continuously upgrading our academic and student support services. The Erasmus Student Network (ESN) plays an important role in looking after the welfare and well-being of our international students and organizes a wide range of social and cultural activities. For several years, we have sought to define our profile by stressing the international dimension in our research and teaching activities, in our cultural policy and in the services we provide. Our strategic goal is to strengthen our position as a multi-disciplinary university equipped to meet the global, international and regional challenges.

The international activities and cooperation in which the University is engaged both influence and enhance the quality of our education and research. These activities improve our students’ ability to compete both in the national and international markets.

The outgoing or incoming Erasmus students, our own teaching staff and our administrative staff, as well as

visiting staff from abroad, play a central role in

strengthening international

cooperation at all levels. We strongly believe that even a short period of

teaching and also training abroad can help to equip the teaching staff as well as administrative staff to face the challenges of internationalization.

Our aim is not only to provide international students with good quality teaching and interesting research projects but also to offer modern, up-to-date facilities, pleasant surroundings and a variety of social activities.

The European and International mobility of Panteion is implemented through its Department of International Relations and European Union (Erasmus Office). The main tasks of the Department are the promotion and monitoring of inter-university agreements, the collection and diffusion of academic exchange programs and research opportunities, the coordination and administrative support of the University’s European Educational Programs, especially within the framework of inter-institutional agreements, such as Erasmus, the organization of international meetings and expositions, etc.

The Erasmus+ Program is coordinated by the Institutional Coordinator who is assisted by Departmental Coordinators and the Erasmus Committee which is appointed by the Senate. The Erasmus Office consists of highly qualified administrative members. Promotional and guideline meetings, organized by the International Office, take place twice a year. The Panteion Erasmus Student Network (ESN) assists in our efforts to organize supplementary events to the profit of the Erasmus Society in order to promote exchange mobility. Public access is accomplished through our website. The Bilateral Agreements are signed by the Rector who is the legal representative of the Institution, after being closely scrutinized so as to assure academic added value.

The successful completion of the study period abroad for each of the selected courses mentioned in the Learning Agreement is recognized by awarding ECTS. Our Institution has already adopted the ECTS (along with our local credit system) which is designed to guarantee quality, transparency and full academic recognition. The credits for each course attended abroad are allocated and approved by both the academic and departmental coordinators according to the Transcript of Records approved by the host institution. Students are awarded ECTS after attending and successfully completing courses according to the pre-signed Learning Agreement and after taking part in examinations leading to the successful completion and approval of the student’s knowledge/skill. The academic credit system adopted emerges from the Bologna Convention in accordance with the demands of the Greek Higher Education system. A great number of fundamental operational and academic principles are currently under revision.

Panteion University was one of the very first Greek universities to join the Erasmus program which was founded in 1987. Since that year, through its Department of International Relations and European Union, Panteion has successfully participated in the program. It has now concluded more than 180 bilateral agreements with participating universities all over Europe, facilitating outbound and inbound students, as well as administrative and teaching staff mobility, in addition to safeguarding the principles set out in the Erasmus Charter.

In 2015 Panteion University joined Erasmus+ International Credit Mobility establishing bilateral agreements

with universities from the People’s Republic of China, Egypt, the USA, the Russian Federation and Serbia. In 2016, Panteion University submitted a new proposal including over forty

Universities in 13 countries worldwide, thus widening the scientific spectrum of student and teaching

mobility on a global basis.

As the connection between science and practice has become imperative and in view of the economic difficulties and rising unemployment, Panteion University has spearheaded the foundation of a Consortium for Traineeships (Placement) within the framework of Erasmus+. This program enables students to pursue an internship, and potentially a career, abroad. Originally made up

only of the Higher Education Institutions led by Panteion University, the Consortium has now been enriched by local authorities connecting and diffusing knowledge to society and the labor market. Currently, the Consortium members are Panteion University (Coordinator), University of Piraeus, Harokopio University, the National Technical University, Democritus

University of Athens, the Technological Education Institute of Piraeus (Piraeus University of Applied Sciences), the Municipality of Piraeus, the Municipality of Kallithea, and the Municipality of Maroussi).

The Department of European Union is responsible for the smooth operation and viability of the Erasmus+ program through all its stages, from the drafting of proposals to the administrative implementation, to providing support for outgoing as well as incoming participants. Our University has secured free access for these students to University Library services and to the Panteion sports Center. To

further facilitate the integration of foreign students into everyday Greek life and culture, Panteion University also offers Greek language courses in cooperation with the Modern Greek Language Teaching School of the University of Athens.

SCHOLARSHIPS

According to Greek Law, all Greek students are provided with undergraduate studies free of charge. At Panteion University, students also do not have to pay for their postgraduate studies. In addition, every Academic Department is given a number of awards and scholarships which are funded by the Ministry of National Education and Religious Affairs, the State Scholarship Foundation and also other foundations or agencies. The scholarships are awarded to diligent students who excel in the entrance exams to the University or during their course of studies at the University. Scholarships, awards and books in the student’s field of studies are granted to students on the basis of their performance and financial status.

As a complement to the national and international scholarships which

are available, Panteion University offers scholarships for a number of different purposes, such as complementing the Erasmus+ mobility Program, supporting university participation and information, fostering access to postgraduate

studies, implementing the European Credit Transfer System, supporting technical issues and general services, etc.

Panteion University is widely acknowledged as one of the leading

European destinations for students from other member States in the Erasmus mobility program. Therefore our Institution promotes and economically supports academic exchanges, thus reaffirming the creation of opportunities for all.

The Bologna Declaration, signed by the Ministers for Education of 29

European countries, was the official start of the convergence process towards a European Higher Education Area, in which all European Union member States take part. The new educational area will allow for mobility of European students, who will benefit from study periods abroad. We are running three European Programs within Erasmus+:

Erasmus+ Program for studies, teaching and training Mobility,

Erasmus+ Panteion University Consortium for Placement

Erasmus+ International Credit Mobility.

More than 4,000 of our students, a great number of our teaching and administrative staff members have already participated in these European Programs and benefited from these initiatives. As befits any serious University, we are strongly committed to the future and thus we actively promote quality in

teaching and research. Furthermore, we work hard to strengthen links with institutions, businesses and agents in the Private Sector, which has enabled Panteion University to increase

its funds devoted to research and scientific production in general.

Every year, Panteion University welcomes almost two hundred foreign

students and teachers from all over the world.
