Questions for the Handicap Committee
may be submitted to
The purpose of the USGA Handicap System is to make the game of
golf more enjoyable by enabling players of differing abilities to
compete on an equitable basis. The System provides a fair Course
Handicap for each player, regardless of ability, and adjusts a
player's Handicap Index up or down as the player's game changes.
At the same time, the System disregards high scores that bear little
relation to the player's potential ability and promotes continuity by
making a Handicap Index continuous from one playing season or
year to the next.
Weymouth Country Club and Fox Meadow Country Club are
members of the Northern Ohio Golf Association (NOGA), a regional
designee of the United States Golf Association (USGA). To
facilitate participation in the many NOGA tournaments held each
year throughout the region, and to establish handicaps for our club
events, our members must adhere to all the rules and decisions
defined by the USGA.
Two basic premises underlie the USGA Handicap System:
1. Each player will try to make the best score at every hole
in every round
2. The player will promptly post their scores for peer review
An essential element of the USGA Handicap System is the Handicap
Committee. Each golf club or golf association utilizing the USGA
Handicap System must appoint a Handicap Committee to insure
the integrity of the Handicap Index issued for its members.
Weymouth Country Club and Fox Meadow Country Club have a
single combined Handicap Committee as a way to insure uniformity
in peer review.

The Handicap Committee will be auditing Handicap Indices on a
regular basis throughout the golfing season, and has the
responsibility to insure that each player has a Handicap Index
reflecting potential ability. The Handicap Index is not an
indicator of an “average” or a “most likely” score… It’s all about
potential.
Peer Review
Each club member will have their Handicap Index revised every two
weeks during the active season (April 1 – October 31). Handicaps
will be prominently posted in designated locations at both clubs so
that members may review the Handicap Index of any club member,
along with the number of rounds posted.
Equitable Stroke Control (ESC)
Equitable Stroke Control (ESC) is a required component of a USGA
Handicap Index. ESC limits the number of strokes a golfer may
report on any hole for handicap purposes.
For handicap purposes only, the posted score for any hole must be adjusted as follows:
Course Handicap Maximum Score on any Hole
9 or less Double Bogey
10 through 19 7
20 through 29 8
30 through 39 9
40 or more 10
The game of golf is based on the premise that the player will play as well as the player can play. Under the USGA Handicap System, each player is required to record a hole score for any hole not
finished, not played, or not playable under the principles of the “Rules of Golf,” and to reduce any hole score when it is higher than the maximum number allowed under ESC.
Holes not played, holes not finished, holes conceded
A player who starts, but does not complete a hole or is conceded a
stroke must record for handicap purposes the most likely score. The most likely score may not exceed the player’s ESC limit. The most likely score should be preceded by an “X.”
The most likely score consists of the number of strokes already taken plus, in the player’s best judgement, the number of strokes
the player would take to complete the hole from that position more than half the time. When a hole is not started, or not played in accordance with the principles of “Rules of Golf,” the score to be entered for handicap purposes is par (for the hole) plus any handicap strokes the player is entitled to, based on Course Handicap. Posting Scores After completing 18 holes, the player must post his score for peer
review. This may be done at the computer in the Pro Shop designated for such use, or via the Internet using the GHIN service. GHIN also provides a free app for use on a smartphone to facilitate the posting of scores, and the review of other player’s scores and handicap history. If you have questions concerning any of the above procedures, please ask one of your Handicap Committee members or your Golf Professionals for assistance. As a Weymouth/Fox Meadow member, you are required to always
post your score under the following conditions:
You play a round at home or away during an active season at the course you played.
You play in any form of play; match play, stroke play, even team play, in which you play your own ball.
You play at least 7 holes (post a 9 hole score) or 13 holes (post an 18 hole score). On the holes you didn’t play record par plus any handicap strokes you would have received.
Do not post scores under the following circumstances:
**NEW USGA Handicap Regulation 2016** o When playing alone.
If you play fewer than 7 holes.
When you play in a competition limiting the number of clubs used, such as a one-club or irons-only event.
When an 18 hole course is less than 3000 yards.
When an event is not played under the Rules of Golf, such as a “scramble” or “shamble.”
When you play a course currently observing an inactive season.
Penalty Score for failure to post
If a player fails to post an acceptable score as soon as practicable after completion of the round, the Handicap Committee may do one of the following:
1. Post the actual score made by the player; 2. Post a penalty score equal to the lowest/highest Handicap
Differential in the scoring record; 3. Post the actual score and a penalty score.
The Handicap Committee is not required to notify the player prior to posting a penalty score.
Tournament Performance Review
In order to protect the field, the Handicap Committee is required to review and reduce a player’s Handicap Index for exceptional tournament scores prior to any event. The procedure for this reduction is an automatic calculation. For details, see the USGA Handicap System section 10-3. The Handicap Committee may also use this procedure between rounds of a multi-round tournament. All match play events will be posted as tournament scores. Score cards for other tournament events will be collected at the end of each day’s play and scores will be posted by the Golf Staff.
The goal of the Handicap Committee is to provide a fair and equitable competition at the Weymouth and Fox Meadow clubs. Golf is a game of integrity, and we believe our members prefer it that way. But we all know there are times when steps must be taken to protect the integrity of the competition, and the Handicap Committee is required and empowered by the USGA to take the necessary actions needed to insure a level playing field. We thank the membership for their cooperation.
CANCELLATION\NO SHOW & WITHDRAWAL POLICY
Participants in club events need to be cognizant of the planning and preparation involved in putting on each tournament. Signing up for an event and canceling at the last minute or not showing up to play causes issues with flight placement and pairings. Entering a multi-round tournament, playing the first round and withdrawing also causes pairings issues for those that play the remaining rounds and demonstrates disrespect to the other Members in the field for that event. For these reasons a member will be subject to the following penalty due to late cancellation of their entry, not showing for a tournament in which they are entered, or not completing all rounds of the event after starting the event: The member will be ineligible to participate in the next scheduled major event (Member\Member, Tradition, Member Guest, Senior Club Championship, Club Championship) and will be ineligible to participate in the Interclub event if any of the following occur: 1. Cancellation of entry less than 10 days prior to the start date for the event. 2. No show for scheduled tee time in the event. 3. Withdrawal from the event prior to completion. 4. All fees are final and non-refundable without approval from the golf committee.
Hole-in-one policy
When a hole-in-one is made at one of our clubs, by a Full Golf Member or a spouse of a Full Golf Member, they will be awarded a certificate in the amount of $200 which is redeemable for drinks in the Clubhouse the day (only) of the hole-in-one, and the balance redeemable in pro shop merchandise. Also, each hole-in-one recipient will receive an award to commemorate the event. A hole-in-one must be made between the dates of April 1 and October 31, inclusive, and must be witnessed by another player during the course of a 9 or 18 hole round.
Qualifications for Tournament Play
1. In order to be eligible for tournament play, each entrant must
be a Full Golf Member in good standing. Children of a member who have reached the age of 19 and are not older than 23 years old, who is a full time student or serving in the military and has, played and posted a minimum of 20 rounds may participate.
2. Tournament players will play to the current revision of their “USGA Handicap”. Unless modified by the Handicap Committee.
3. All players must adhere to the following guidelines for number of scores posted in 2016.

4. The Interclub Team shall be comprised of a. Golf Professional b. Club Champion (Championship Flight) c. Sr. Club Champion d. Individual Season Long Match Play Champion e. Top 10 available on Season Long Points List
5. MATCH PLAY a. Each round of matches will have a tee time on the day of
the deadline. If the match has not been played for whatever reason, and only one of the participants in present on the deadline date, that participant will advance.
b. Once the match is over, the remaining un-played holes for handicap purposes shall be recorded as par plus any handicap strokes that you are entitled to receive on the un-played holes.
6. Only Equipment that is conforming to the USGA regulations will be permitted. Use of non-conforming equipment will result in disqualification.
7. All players must exchange scorecards for each tournament round.

Format: This is a two-person Best Ball match play
tournament. Each match will be played of the lowest handicap in each round. Your handicap cannot increase during the tournament; however it decreases you will play to the lower.

Format: 4 Man Strategy Scramble
– “Step Aside Scramble” Everyone tees off, select 1 ball in play, and
the person who hit the shot selected must step aside for that next shot. Repeat until ball
is on the green, everyone putts. Each player must use at least three drives.
Each team must reach a minimum total handicap of 52 or pay cash penalties into
Captain’s Pot. All draft procedures will be provided prior to the draft.
Field: Limited to 100 total players, 25 teams

2016 Ladies “Lite” League
Ladies “Lite” League is designed to allow beginner women golfers to come out
and play without all of the added pressure of league play. It’s all about fun!
Every week we will hold different competitions that women of all skills can take
part in, pairing will be made by the Pro Shop. The off weeks will be for you to
call up and make your own tee times with your friends, to have a good time,
and to work on the parts of your game that you need to work on to make
yourself a better golfer. The first three weeks will be clinics to get you back
into the “swing” of things. Throughout the summer we will hold clinics to tune
up your skills in the different areas of the game.
The intermediate golfers will play 3 holes from the red tees. You may play
more holes if you like, but the competition will be only on the assigned three
holes. In the intermediate group you should have a basic understanding of the
golf swing and be able to make solid contact with the ball.
The beginner golfers will play three holes from a designated spot in the
fairway; usually about 150 yards. You may play more holes if you like, but the
competition will be only on the assigned three holes. In the beginner group, you
should have a little knowledge of the game and how it is played.
After the competition round is complete, turn in your scorecard to one of the
Ladies “Lite” chair members. The winners of each level will be awarded a prize
to be picked up in the Pro Shop at their convenience.
