THREE BLIND REFS - 2016 TOURNAMENT RULES Flathead Soccer Club

FIELD LOCATIONS: KidSport Soccer Complex - 4 Mile Dr., Kalispell,MT.

Glacier High School - 375 Wolfpack Way, Kalispell, MT.

1. REQUIRED MATERIALS - US TEAMSa) Players must present player identification with picture issued by USSF or its

equivalentfrom a federation affiliated association for the current seasonal year.b) Teams must provide travel paperwork from their sanctioning State Association if

from outside the state of Montanac) Teams must have a completed form from their State or National governing body

approving participation in the Three Blind Refs Tournamentd) Concussion Policy and Procedure form completed by all players and parentse) Medical release form for each playerf) Guest player form (if applicable)g) Final team roster

2. REQUIRED MATERIALS - TEAMS OUTSIDE OF THE USa) Teams are required to have and present picture player cards issued by their National

or Provincial Associationb) Teams must provide travel paperwork from their sanctioning State Association if

from outside the State of Montanac) Teams must have a completed form from their Provincial or National governing body

approving participation in the Three Blind Refs Tournament

d) Concussion Policy and Procedure form completed by all players and parentse) Medical release form for each playerf) Guest player form (if applicable)g) Final team roster

3. AGE GROUPS AND ELIGIBILITY - Boys and Girls

4. GUEST PLAYERSa) Five (5) guest players may be registered for the tournament. Guest players must

provide appropriate State/Provincial form for permission to compete for the team

for which they are rostered in the tournament AND meet previously stated eligibility requirements.

5. MATCH PROTOCOLa) Home team shall be listed first on the game schedule and shall wear white/light

colored uniform for match play. Teams listed first will change uniform in the event of a conflict.

b) Player identification cards will be available at all matches.c) Player uniform numbers must match the uniform number submitted prior to the

tournament and on the official roster form. No duplicate numbers will be allowed.d) Spectators shall remain on the opposite sideline from the player/team and shall not

stand behind goal or goalline. In the event of penalty kicks, no spectators will be allowed to stand on the sideline inside of the penalty box.

e) Refs will inspect the players and make sure they are safe to play.f) Players on U12 teams and lower are not allowed to head the ball. If a player on a

U12 team or lower heads the ball, or is struck on the head by a ball, the referee will stop play and send the player off the field to be evaluated by team officials. The restart will be a dropped ball. The coach can substitute or not, but the player cannot return to play until the next substitution opportunity. If the referee sees “signs or symptoms of a concussion” the player may not play for the rest of that match, and the possible concussion must be noted in the game results.

g) Red Cards: An adult must escort a sent-off player to the fan side, to be supervised by parents or some other adult. Therefore, if there is only one coach or administrator, another adult should be brought to the team side, so there will be no delay in restarting the game while the sent-off player is escorted around the field.

6. LAWS OF THE GAMEa) All matches will be played in accordance with the FIFA Laws of the Game.b) All players are required to wear shin guards.c) No player will be allowed to play with anything deemed unsafe by referees.d) MATCH LENGTH i) All matches will be two (2) x thirty (30) minute halves with a five (5) minute halftime.e) SUBSTITUTIONS i) Substitutions may be made during any stoppage of play at the discretion

of the referee. ii) Free substitutions will be allowed for all age groups. iii) Delaying of the match via repetitive substitutions may be waived off at the discretion of the referee.f) MINIMUM NUMBER OF PLAYERS i) Seven (7) players for 11v 11matches ii) Six (6) players for 9 v 9 matches

iii) Six (6) players for 7 v 7 matches

7. TOURNAMENT PROCEEDURES, SCHEDULE AND POLICIESa) Teams shall play a minimum of three (3) games.b) Teams shall play no more than two (2) games per day.c) DIVISIONS BREAKDOWN i) Divisions will be broken down by age group. ii) There may be multiple age group divisions. 1) Depending on the number of teams in each division, play will either be round robin or preliminary game play.d) No overtime periods shall be played to break a tie after regulation time.e) The Tournament Directors shall use their discretion in the event of a delay as the

result of weather or other unforeseen event with regards to cancellation or re-scheduling.

f) NO REFUNDS shall be issued for delay or cancellation once the tournament has officially started.

g) Tournament reserves the right to accept or reject a team at our discretion. Any team not accepted will receive a full refund of entry fees.

h) NO REFUNDS once a team is registered and accepted.

8. FORFEITSa) A team not showing up within 10 minutes after scheduled game time will be subject

to forfeiting the match by a score of 2-0b) A forfeit must be declared by the referee prior to the start of a match. If a match is

played, the result of the match will be reported in the standings unless the match is not completed as described below

c) A team forfeiting a match will report to the Tournament Directors where a decision will be made as to their continuation in the tournament

d) Matches will start on time if minimums are present.e) Any team that fails to complete a match or leaves a match without having been

directed to do so by the referee or tournament official shall forfeit the match.

9. STANDINGS AND TIEBREAKERSa) Teams will be awarded 3 points for a win, 1 points for a tie, 0 points for a loss.b) Procedure for breaking tie in standings i) Head to Head Competition ii) Most Wins iii Goals Against iv Goal Differential ( max of 3) v) Most Shutouts vi) Penalty Shots

c) Semi-Final and Championship games i) In case of a tie in a Semifinal or Final match, overtime periods will not be

played. The game goes directly to kicks from the mark in accordance with FIFA, using only those players who were on the pitch at the end of regulation time.

10. MATCH AND SCORE REPORTINGa) Referees shall report the score on an official match scorecard provided and

returned directly to the tournament headquarters where results will be posted.b) Cautions and ejections shall be noted on official match scorecard and reported

directly to the tournament headquarters.

11. PROTESTS AND DISPUTESa) Decisions made by the referee may not be appealedb) Protests of match results will not be entertained or discussedc) Issues of eligibility shall be noted prior to match and will be determined prior to

game being started. Issues pertaining to eligibility will first be evaluated by the match officials and then forwarded to the Tournament Directors for further evaluation if dispute is not resolved.

d) All decisions made by the Tournament Directors are final and are not subject to protest.

12. CONDUCT AND DISCIPLINEa) Teams and spectators are expected to conduct themselves with in the spirit of Fair

Play. Misconduct contributed to a team or spectator will result in the Tournament Directors being notified and possible expulsion of the offending individual and/or team.

b) MISCONDUCT SHALL INCLUDE: i) No animals, alcohol or tobacco shall be permitted on the fields and shall remain

outside of fence surrounding fields. ii) Verbal abuse of a player, coach, spectator or official will not be tolerated.

13. MATCH CONDUCTa) A player accumulating three (3) cautions during match play may be required to sit

out the next matchb) A player or coach that is ejected from a match shall be required to sit out the next

match.c) A player or coach that is ejected due to violent conduct or fighting shall not

participate in any further tournament play.d) A player or coach that exhibits hostile behavior in public may be subject to

discipline or removal from further tournament participation.

e) Any disciplinary action thatis taken will be reported to your State/Provincial Association or governing body.

14. INJURIESa) All injuries must be reported to and evaluated by the Tournament Medical Staff.b) If a player is deemed unfit to play due to injury, they may not participate in any

further games unless seen, evaluated and cleared to play by a Doctor of Medicine (MD).
