Background
According to the University By-Laws (3335-5-48.12), it is the responsibility of the Faculty Compensation and Benefits Committee (FCBC) to “Study the adequacy and other attributes of the university’s policies and provisions for: (i) Salaries, outside professional services and supplemental compensation; and (ii) Retirement benefits, hospitalization, and medical insurance and other health benefits, life insurance, other insurance, travel reimbursement, educational benefits, recreational benefits, and other perquisites, benefits, and conditions of faculty employment”.
Each year, the FCBC issues a report to the university community at large, outlining the results of its on-going examination of salaries, benefits, and other conditions of faculty employment at OSU. This report includes recommendations for compensation which are shared with university administration. These recommendations are based primarily on comparisons of OSU faculty salary data with salary data of established groups of peer institutions derived from the annual AAUP Faculty Compensation Survey.
2015-16 FCBC Initiatives
During the academic year 2015-16, FCBC met nine times and examined the following:
• Growth in upper-level administrative employment relative to that of the faculty over the past 15 years
• Executive compensation at OSU in comparison to peer institutions • Rules governing family leave for employees with less than one year of service • Changes to the medical plan that were implemented in 2015-16 and proposed changes that will
take effect next year • Legislative activity concerning the STRS mitigating rate • Salary data for 2015-16 from the AAUP Faculty Compensation Survey
At a meeting with President Drake, Interim Provost McPheron, and SVP and CFO Geoff Chatas, the committee discussed concerns about growth of administrative employment and executive compensation.
Brian Perera (Office of Government Affairs) provided regular updates on the status of HB 520, the bill currently under consideration in the legislature that would affect the mitigating rate policy.
Executive Compensation Concerns and Recommendations The Committee wished to examine executive compensation at Ohio State as a way of gauging where faculty salaries stand in comparison with those who occupy executive positions on the campus. We looked only at salaries of senior officials and deans. The data were obtained from the College and University Professional Association for Human Resources, and the comparison groups we used were the same ones that are used for our annual report on faculty salaries. We also want to look at bonuses for this group of top administrators, but the data became available only recently. The report will therefore be completed during the summer of 2016.

Our preliminary conclusion from studying the data is that salaries for most OSU top executive and senior institutional officers are considerably higher than the average of our peer groups. This is in sharp contrast with the faculty salary comparisons described below, which show OSU close to or below the average, and declining in rank. The salaries of OSU deans were also higher than those of deans at the comparison cohorts, but the difference was not as large as for other senior administrators.
Recommendation (1): The Committee believes that for reasons of faculty morale and responsible spending, as well as fairness to others in the campus community, the rankings of OSU administrative and faculty salaries should be more in line with our peer institutions. We call on the Board of Trustees and the administration to justify the substantial and disproportionate growth in administrative salaries and, unless unquestionably warranted, to slow the growth rate of the already high average executive salaries. The gap in growth between administration and faculty should be reduced over time by benchmarking the salaries for new administrative appointments more closely to our peer institutions and through increases in faculty salaries to improve OSU’s overall ranking when we make new hires, and increase faculty salaries as recommended below.
Administrative Employment Growth Concerns and Recommendations In a separate report, FCBC has documented large growth in employment of both upper-level administrators and associated and clinical faculty. This trend is in stark (and troubling) contrast to the absence of growth in employment of tenure track faculty over the same time period. These trends are concerning because the tenure track faculty is at the core of OSU’s research, teaching, and service missions. OSU did not carry out an active plan to decrease the size of the tenure track faculty, either in absolute terms or relative to upper level administration. The trend happened seemingly without planning or intent. Without a concrete plan to reverse the trend, a reversal will very likely not happen.
Recommendation (2): The President and Provost should treat the widening gap between administrative and tenured faculty growth and compensation as a high priority issue, and collaborate with the faculty to develop a plan to implement the Board of Trustees’ goal of increasing the number of tenure track faculty by 390 in 2020 from the 2014-15 level of 2,738.
Recommendation (3): The administration should conduct its own analysis of the causes of rapid growth in administrative employment, and should explain to the university community why it has occurred and whether such disproportionate growth is justified. The administration should develop a plan to reverse this growth in cases in which there is no clear justification.
Faculty Compensation Concerns and Recommendations The Faculty Salary Comparisons data for 2015-16 that follow below indicate that OSU either remained at the same rank as last year or declined by one or two ranks in comparison to its peer groups. This trend

continues a long history of decline or no change in rank. The last time OSU faculty experienced an increase in any salary rank was in 2012. When salaries are adjusted for the cost of living, OSU’s rank in the faculty salary distribution is significantly higher, but the important point is that OSU’s cost-of-living adjusted rank among the Association of American Universities (AAU) institutions declined from 21 to 30 between 2005 and 2016. The declines at the assistant and full professor levels were even steeper: from 19 to 32 and 18 to 31, respectively, while there was no net decline at the associate professor level. The analysis by the Office of Human Resources (OHR) provided below includes a calculation of salary increases for continuing faculty. This tends to remove the influence of changes in faculty composition over time, e.g. replacement of a retiring full professor’s salary with that of a newly hired assistant professor. OSU ranks 8th among 10 benchmark institutions in the five-year growth rate of continuing faculty salaries. OHR’s analysis suggests that OSU’s rank in this distribution will decline further in the near term.
The FCBC is not aware of any direct causal link between faculty salaries, executive compensation, and growth in administrative employment. But the high level of OSU executive compensation in relation to peer institutions and the rapid expansion of administrative employment at OSU when compared to the decline in faculty compensation rank and number of tenure track faculty employment suggest a serious structural imbalance at OSU. In our view, this problem is of first order concern. Recommendation (4): The OSU Board of Trustees should add another goal to its academic initiatives (https://oaa.osu.edu/board-of-trustees-scorecard.html) – to improve OSU’s status as a premier research institution by increasing faculty compensation to be competitive with our aspirational peers. The OSU administration should develop a plan to implement this goal.
FCBC Goals for 2016-17 FCBC looks forward to continuing to work with Senate and university administration to address faculty compensation issues. Some issues which FCBC has identified for consideration include the following:
• Identify ways to better inform faculty of the short and long term financial implications of the available retirement plan options and the impact of the mitigation rate policies. FCBC hopes to work with OHR to accomplish this.
• Initiate an effort to track and review compensation for associated faculty at OSU • Review salary compression at OSU • Continue to discuss and review parental leave policy for new faculty
2015-16 Faculty Salary Comparisons
The following section of this report contains a comprehensive review of 2015-16 OSU faculty salaries compared to those of faculty at other institutions within the following groups of established peers:
• American Association of Universities (AAU) – composed of 58 leading research universities in the US, and two in Canada.

• Benchmark Institutions – composed of 10 similarly sized and structured comprehensive universities selected by the Office of Academic Affairs
• Committee on Institutional Cooperation (CIC) – composed of the 14 Big Ten institutions and the University of Chicago
• US News Top 25 Public Institutions
Data in this section of the report may be used to evaluate the competitiveness of OSU faculty salaries, a critical measure of the institution’s progression from excellence to eminence. These data include only base salaries, and do not include other forms of compensation such as off-duty pay, overloads, consulting, or other forms of supplemental compensation. Data for retirement, health insurance, and other benefits are not included in the report because of questions about their comparability across institutions.
It is appropriate for many university units to utilize alternative data sets to review and manage faculty salaries in their units. These data sets typically provide insight into a unit’s salaries in comparison to market salaries for that discipline, and/or to those of similarly-structured and operated peer units at other universities. Depending upon the OSU unit, these universities may or may not be included in the four groups of peer institutions listed above. FCBC encourages units to continue reviewing such unit-specific data, but does not review or report such data itself.

Introduction: Based on results from the annual American Association of University Professors’ (AAUP) Faculty Compensation Survey*, comparisons within established groups of peers are made to measure the competitiveness of Ohio State’s faculty salaries. Overall salaries are a weighted average of rank salaries using Ohio State's rank distribution**. The attached exhibits provide comparisons (actual salaries and rankings) of Ohio State within four groups: AAU Institutions, Benchmark Institutions, CIC Institutions and the U.S. News Top 25 Public Institutions. Finally, salary comparisons with consideration to cost-of-living information using the Runzheimer Report of Living Cost Standards are presented.

Projections Ohio State is currently ranked 42nd in overall average salary ranking within the AAU Institutions, and over the past 10 years, the average annual increase for the 42nd ranked institution was 2.7%. For Ohio State to maintain its 42nd rank, using the historic average annual increase, an increase of $3,150 in overall average salary would be needed at Ohio State. The additional salary cost for this increase would be $7.3 million for the AAUP survey population (excludes clinical or basic science faculty located in schools of medicine) and $10.2 million for the Ohio State AMCP eligible faculty population (as of 3/31/16). The total projected cost based on the proposed faculty benefit composite rate would be $9.4 million for the AAUP survey population and $13.2 million for the Ohio State AMCP eligible faculty population without taking into account future salary package increases or change in the number of positions.
Ohio State’s highest position within the AAU in the past 15 years is 34th. An increase of $6,700 in overall average salary would be needed to achieve the 34th position this year, and over the past 10 years, the average annual increase for the 34th ranked institution was 3.1%. Projecting for Ohio State to move up to the 34th rank next year, using the historic average annual increase, an additional increase of $3,800 in overall average salary would be needed at Ohio State. This equates to a $10,500 increase in overall average salary over this year’s average of $115,730. The table below shows the projected salary and salary with benefits cost for the AAUP survey population and AMCP eligible faculty associated with this $10,500 increase.
A similar projection analysis was completed using the same process outlined above for maintaining Ohio State’s 8th position in the CIC for overall average salary and moving up to the highest position in the CIC in the past 15 years (6th position). The results are outlined in the table below.
It’s important to note that Ohio State’s faculty salary rank is contingent on the salary package increases given by other institutions relative to Ohio State’s salary package increase. The overall rank is determined from a weighted average of rank salaries using Ohio State's rank distribution as weights.

Additional analysis on changes within the AAU Institutions’ ranks Over the past five years, the following institutions have improved in overall rank by at least five positions:
Washington (9) Virginia (6) UC Davis (6) UC Santa Barbara (5) Penn State (5)
Most of these increases in rank can likely be attributed to salary freezes at the respective institutions five years ago that are no longer in place. For instance, University of Washington had frozen faculty salaries for four years, and then proceeded with salary increases of 4% in 2013, 4% in 2014, and 3% in 2015. Similarly, at University of Virginia from 2008 to 2013, four of the five years had a 0% salary increase, but salary increases of 4.75% in 2013, 4.75% in 2014, and 4.5% in 2015 helped improve Virginia’s overall rank in the AAU. The University of California System had five years without a general pay increase until 2013 with a 2% increase followed by 3% increases in 2014 and 2015.
Over the past five years, the following institutions have dropped in overall rank by at least seven positions. Note that Boston University and Johns Hopkins University did not report data in 2012 and their higher salaries (at higher cost of living locations) caused many institutions to move down in rank by two positions at the end of the five year review period when both institutions reported data:

Salary freezes also affected the institutions that dropped in ranks, but the lower salary increases that followed likely contributed to the subsequent drop in ranks. The faculty at the SUNY institutions had a three year pay freeze followed by 2% salary increases in 2014 and 2015. The University of North Carolina also had pay freezes during the five year period except for a 1.2% increase in 2012 and a 2% increase in 2015.
