1. GENERAL ADMINISTRATION
1.1. BASKETBALL TOURNAMENT ADMINISTRATIONThe Pac-12 Conference Basketball Tournament shall be under the direct supervision of the Conference Commissioner. The Conference owns all rights, including media rights, marketing/sponsorship rights and ticket sales through the Pac-12 Conference and Pac-12 Networks. A Men’s Tournament Games Committee will be made up of three Directors of Athletics or designees. The Commissioner shall designate a Tournament Director from the Conference office staff for the Tournament. The Tournament Director shall be responsible for execution of the policies of the Tournament and the Games Committee and all details of Tournament administration.

1.2. DATES AND SITEThe 2016 Pac-12 Conference Men’s Basketball Tournament will be held in Las Vegas, Nevada on March 9-12, 2016. All games will be held at the MGM Grand Garden Arena.
1.3. GAME OFFICIALSThe Conference Coordinator of Men’s Basketball Officiating will have the responsibility for selection of officials for the Tournament. The coordinator also will assign the officials for each contest. Selection of officials will be released to the participating teams on game day.
1.4. PARTICIPANTSAll Conference members that are eligible for post-season play shall participate in the men’s tournament. The winner of the Conference Tournament shall represent the Conference in the NCAA Division I Men’s Basketball Championship.
Each participant in the Pac-12 Conference Basketball Tournament must be eligible under the rules of his own institution, the Conference and the NCAA. The NCAA rules governing the eligibility of the individual student-athlete for participation in the NCAA Championships will be applied to each participant.
1.5. TOURNAMENT CANCELLATION / INTERRUPTION POLICIESIn the event the Conference tournament has not begun and cannot be played, the automatic qualification berth shall be awarded to the regular season champion. If two or more teams tied for the regular season championship, the seeding procedures in place for the Conference Tournament shall be used, and the number one seed shall receive the berth the Conference received through automatic qualification. In the event the Conference Tournament has begun, but cannot be played to completion, the automatic qualification berth shall be awarded to the highest seeded team remaining in the Conference Tournament at the time of cancellation.

2. TOURNAMENT STRUCTURE
2.1. SEEDING AND TIE BREAKERS All Conference teams that are eligible for post-season play shall participate in the Tournament. The seedings and pairings shall be determined upon completion of regular season play on Saturday, March 5. The won-lost percentage record of the teams in regular season Conference play will determine tournament seedings. The team with the best won-lost percentage in Conference play will be seeded #1, the next best won-lost percentage in Conference play will be seeded #2, and so forth through all the seeds.
2.2. TIE BREAKERSTie breaking procedures for determining all Tournament seeding will be:
2.2.1. TWO-TEAM TIEa. Results of head-to-head competition during the regular season.b. Each team’s record (won-lost percentage) vs. the team occupying the highest position in the
final regular season standings, and then continuing down through the standings until one team gains an advantage.
c. When arriving at another group of tied teams while comparing records, use each team’s record (won-lost percentage) against the collective tied teams as a group (prior to that group’s own tie-breaking procedure), rather than the performance against individual tied teams.
d. Won-lost percentage against all Division I opponents.e. Coin toss conducted by the Commissioner or designee.
2.2.2. MULTIPLE-TEAM TIEa. Results (won-lost percentage) of collective head-to-head competition during the regular
season among the tied teams.b. If more than two teams are still tied, each of the tied team’s record (won-lost percentage)
vs. the team occupying the highest position in the final regular season standings, and then continuing down through the standings, eliminating tied teams with inferior records until one team gains an advantage.
When arriving at another group of tied teams while comparing records, use each team’s record (won-lost percentage) against the collective tied teams as a group (prior to that group’s own tie-breaking procedure), rather than the performance against individual tied teams.
After one team has an advantage and is seeded, all remaining teams in the multiple-team tie-breaker will repeat the multiple-team tie-breaking procedure.
When the multiple-team tie is reduced to two teams, the two-team tie-breaking procedures will be applied.
c. Winning percentage against all Division I opponents.d. Coin toss conducted by the Commissioner or designee.
If a coin toss is needed to establish the final seeding and pairings, it will be administered by Commissioner Larry Scott. Each institution involved in the coin toss is entitled to have a representative present. If a representative does not attend, the institution will be advised of the results immediately upon completion. Results of the coin toss will be made available to the wire services and other media outlets between 12-1 p.m. PST on Sunday, March 6, 2016.

2.3. BRACKET AND FORMATFirst-round games involving seeds No. 8 vs. No. 9, No. 5 vs. No. 12, No. 7 vs. No. 10 and seed No. 6 vs. 11 will be played Wednesday, March 9, 2016. Quarterfinal round games will be played Thursday, March 10, 2016, with semifinal games on Friday, March 11, 2016, and the championship game on Saturday, March 12, 2016. All games will be played at the MGM Grand Garden Arena. The Tournament bracket is attached as Appendix A.

3. EXPENSE ALLOWANCE & REIMBURSEMENT POLICIES
3.1. OFFICIAL TRAVEL PARTIESInstitutional Tournament expenses will be reimbursed for the following members of the official travel party. For reimbursement purposes, the official travel party is divided into Groups A, B and C, as detailed below.
Note: Following the 2015-16 change to the Conference meeting schedule, there are no longer Council Meetings in conjunction with the Men’s Basketball Tournament. Therefore, travel expenses for SWA’s and FAR’s are no longer reimbursed by the Conference for attendance to the tournament. CEO’s and AD’s will continue to conduct meetings at the tournament and are therefore included in Group A.
3.1.1. GROUP A - CEO AND ATHLETIC DIRECTOR:
Expense Reimbursement for Members of Group A:Each individual will be provided with an expense report by the Conference and will be reimbursed for actual expenses incurred for the entire Tournament, or any portion thereof, if the individual remains at the Tournament site. Hotel accommodations for Group A are included in the block of 22 rooms provided to each institution (See Section 5.6). Reimbursement of transportation and per diem will be according to the Conference’s Meeting Expense reimbursement policy for Council members.
3.1.2. GROUP B - 28 STUDENT-ATHLETES, COACHES AND ADMINISTRATORSEach institution will be reimbursed for a maximum of 28 individuals selected from Group B. The 28 individuals may consist of:
(23) Members of the Official Team Travel Party (Bench Access):
Ø A maximum of 15 student-athletes Ø (4) Coaches (one Head Coach and three assistants) Ø (4) Team staff members (i.e. Director of Operations, trainer, managers, doctor, etc.)
Note: additional team staff may be added to the Team Travel Party if less than 15 Student-Athletes travel, for a maximum of 23 people.
(5) Members of the Official Staff Travel Party (NO Bench Access): Ø Additional Team Staff, Administrators, and Athletic Department Staff (i.e. Basketball
Administrator, Team Video Coordinator, ticket personnel, etc.)
Expense Reimbursement for Members of Group B:
Ø Economy/coach airfare. Ø Per diem of $50 for the day preceding the team’s first Tournament game, each day on which the
team plays, and one-half day per diem for the day after the team plays its final game (if the team stays overnight on the day it plays its final game).
Ø Hotel costs (room and tax) for up to 22 rooms per night (total includes rooms for members of Group A).
Ø Post-game meal per diem of $15 on each day in which the team competes (only applicable for the 23 members on the Official Team Travel Party).
The Conference reimbursement period for all teams shall cover up to 48 hours prior to the start of the team’s first game and conclude the day following the team’s final game. Teams wishing to depart campus before the 48-hour mark or stay additional days in Las Vegas will be responsible for all incurred expenses during those days.
Note: Three members of Group B (Head Coach, SID and Tournament Administrative Contact) are authorized to receive reimbursement for actual hotel and per diem for the entire Tournament, or any portion thereof, if the individual remains at the Tournament site.

3.1.3. GROUP C - 44 BAND AND SPIRIT SQUAD MEMBERS:
Ø 30 band members (includes director.) Ø 14 spirit squad members (12 cheerleaders, one mascot and one coach/advisor.)
Expense Reimbursement for members of Group C within 450 miles of the Tournament site (Arizona, Arizona State, UCLA, USC, Utah):
Ø Ground transportation costs (one charter bus) to/from the institution. Ø Actual hotel costs (room & tax), up to 20 rooms on each night in which the team plays and the
night before the first game. Ø Per diem: $50 for the day preceding the team’s first Tournament game and each day on which
the team plays, and one-half day per diem for the day after the team plays its final game (if the team stays overnight on the day it plays its final game.)
Expense Reimbursement for members of Group C located more than 450 miles from the Tournament site:
Ø Actual air transportation (economy / coach airfare). Ø Actual hotel costs (room & tax), up to 20 rooms on each night in which the team plays and the
night before the first game Ø Per diem: $50 for the day preceding the team’s first Tournament game and each day on which
the team plays, and one-half day per diem for the day after the team plays its final game (if the team stays overnight on the day it plays its final game.)
After the conclusion of the Tournament, an expense reimbursement package for Groups B and C will be distributed electronically to each institution’s Athletic Business Office.Group A members will receive individual expense reports directly from the Conference.

4. BAND & CHEER
4.1. BUILDING ENTRYBands and spirit squads will enter the MGM Grand Garden Arena via the loading dock, and be escorted to their seating location. Tournament staff members will be at the entry location to check in band and spirit members. Each band/spirit member must be on the gate list, and have his/her credential and a photo ID in order to be admitted. Bands and spirit squads that arrive early at the MGM Grand Garden Arena will be ushered by a tournament ambassador to unoccupied seats or to a backstage waiting area.
4.2. DRESSING ROOMS / STORAGEA shared storage area will be available for band equipment on the event level of the arena in Studio 10. It is suggested that bands limit the number of cases or other equipment that needs to be stored at the site to the extent possible. The Conference will not be responsible for lost or stolen items. Spirit squads may also use Studio 10 as a warm-up / stretching area. No other private dressing rooms will be available.
4.3. CREDENTIALSCredentials for the band members (maximum of 30, including the band director) will be left for the band director, while credentials for the spirit squad members (maximum of 14, including one coach/advisor and one mascot) will be left for the spirit squad coach/advisor upon arrival at the assigned hotel. Credentials will provide access to band/spirit entrance, designated band/spirit seating and storage area.
A photographer credential will not be provided to band and cheer squads. Should a band / spirit squad need pictures taken of their respective groups during their game, they should make arrangements with the staff photographer assigned by the athletics department to cover their team during the tournament.
4.4. GAME ARRIVALBand and spirit squads may arrive to the MGM Grand Garden Arena via two methods of transportation:
a. Walking: there is a bridge on the Mezzanine Level of the New York New York Hotel which provides convenient access directly to the MGM Grand. Once inside the MGM Grand, head downstairs to the casino level and walk through the gaming area towards “The District”. Upon arriving at the arena, proceed downstairs to the street level, and walk to the north side of the arena to check in at the loading dock.
b. Shuttle: groups preferring not to walk will be provided a shuttle service to and from the Grand Garden Arena for games in which their institution is competing. It is the responsibility of each institution to coordinate pick-up times directly with the bus company prior to each game.
4.5. GROUND TRANSPORTATIONGround transportation in Las Vegas is to be arranged by each band/spirit squad through GPTLS, LLC. The Conference will provide (1) charter bus for the following transportation needs each day an institution is eligible for competition, including travel dates:
a. Airport transfers: arrival and departure transfer between McCarren International Airport (LAS) and the New York New York Hotel (for institutions located more than 450 miles from the Tournament site).
b. Campus transfers: arrival and departure to and from Las Vegas and the institution’s campus (for institutions located within 450 miles of the Tournament site – ASU, Arizona, UCLA, USC, Utah).
c. Games: shuttle transportation to and from the New York New York Hotel and MGM Grand Garden Arena.

All other transportation services and requests are to be arranged and covered by the institutions.Each institution is responsible for coordinating logistics during the tournament directly with the bus company. No courtesy cars will be provided. The GPTLS contacts are (best to copy both):

4.6. LODGINGThe New York New York Las Vegas Hotel & Casino, located across the street from the MGM Grand at 3790 S Las Vegas Blvd, Las Vegas, NV 89109, will serve as the band and spirit squad hotel for the Tournament. Eighteen (18) double queen rooms and two (2) king rooms have been blocked for each institution.
All arrangements and reservations must be made via rooming list directly with the New York New York. The hotel has assigned two contacts for the group – each will manage six institutions as outlined below:
The cutoff date to submit rooming lists is Friday, February 19, 2016. Each institution is responsible for establishing a master account with the New York New York and providing a rooming list. Institutions are responsible for pre-payment of hotel bills and executing a final settlement with the hotel following the event. Appropriate reimbursement will be made to the institutions following the Tournament
4.7. PERFORMANCE GUIDELINES
BandsBand members will not be permitted to play while the game action is underway. The NCAA Basketball playing rule prohibiting playing after the first horn during timeouts will be enforced strictly. Pac-12 regulations prohibit the use of electronic amplification with the exception of one bass amplifier during the Tournament. Power will be supplied at each band location. The use of artificial noisemakers and air horns is prohibited.
The Conference will assign one stage manager to each band who will coordinate all performances for timeouts and halftime. The stage manager will be in direct communication via headset with the Game Director. Bands should anticipate promotional activities preceding their performances.

Spirit SquadsA maximum of 12 spirit squad members and one mascot will be permitted to perform. The NCAA playing rules prohibit cheerleaders from taking the court during the 30-second timeouts or during a full timeout called by a coach (which lasts 60 seconds, rather than the 120 seconds of a media timeout). A Conference assigned stage manager will coordinate each spirit squad performance and communicate other assignments and appearances as needed. Cheerleaders should anticipate promotional activities preceding their performances. Cheerleaders will be asked to participate in some promotional activities.
Per Conference regulations, cheerleaders must comply with the applicable AACCA College Guidelines. The institutional cheer coach or advisor is responsible for ensuring compliance at the Tournament.
4.8. SEATINGBands will be assigned specially designated seating for 30 members on the floor level below sections 1/2 (south seating) or 22/24 (north seating) and can remain there only when their institutions are playing. Each band must vacate the seating area immediately after the game in which its team is participating so that the band for the next game may move into the seating area.
Water will be provided near the band seating area. Band/spirit members are asked to clear the area of litter as they leave if another game follows immediately, since there will not be time for the arena custodial crew to clean between games.
4.9. STUDY CENTERThere will be three quiet rooms available for band/spirit study and exam administration in cleared suites at the New York New York. The rooms will be open 24 hours a day starting at noon on Tuesday, March 8 through midnight Saturday, March 12. Access to the Study Center may be gained via key card to be issued to every institution at hotel check in. Any required supervision must be provided by the institution. All users of the room are expected to maintain a quiet atmosphere conducive to study. Wireless internet access will be provided in this room.
4.10. TRAVEL PARTYThe Pac-12 Council has authorized reimbursement for a total of 44 individuals: 30 band members, including the director, and 14 spirit squad members, comprised of 12 cheerleaders, one mascot, and one coach/advisor.

5. TEAMS & OFFICIAL TRAVEL PARTY
5.1. BASKETBALLSThe Wilson Solution NCAA Game Ball will be used for all Tournament games. The same basketball is used during the NCAA Tournament. All basketballs will be well broken-in.
5.2. BENCHESTeam benches will be set for 18 people, consistent with the NCAA Tournament policy. Individuals authorized to sit on the team benches will be limited to players, coaches, trainers, doctors and managers. No one else will be authorized to sit in the bench area during tournament play. No additional chairs may be added to the area. This applies to the area immediately behind the team bench as well. Institutions are expected to enforce this policy during their games.
Three seats in the media area will be provided to each Sports Information Director, Basketball Tournament Administrative Contact and an Administrator to be designated by the institution during each game in which their team is participating.
Benches will be assigned according to the placement of each institution’s tickets.
5.3. GROUND TRANSPORTATIONGround transportation in Las Vegas is to be arranged by each institution through GPTLS, LLC. The Conference will provide (1) charter bus for the following transportation needs for each day a team is eligible for competition, including travel dates:
a. Airport Transfers: arrival and departure transfer between Las Vegas airports and the team hotel.
b. Off-Site Practices: shuttle transportation from the team hotel to off-site practices and shootarounds.
c. Games: shuttle transportation from the team hotel to the team entrance of the MGM Grand Garden Arena.*
*Note: for teams staying at the MGM Grand, a shuttle service is also available from the hotel loading dock to the arena for teams not wishing to walk through public areas. However, this service must be arranged through GPTLS 24 hours in advance of tip-off.
All other transportation services and requests are to be arranged and covered by the institutions. No courtesy cars will be provided.
Each institution is responsible for coordinating logistics during the tournament directly with the bus company. The GPTLS contacts are (best to copy both):

Teams staying at the MGM Grand Hotel can walk to and from the arena for games and on-site practices. Teams must travel from the hotel to the arena as a group on a predetermined route. Security will be provided for games to ensure team safety while in route from the hotel to the arena.

5.4. LAUNDRY SERVICESLaundry services can be arranged through Advent Cleaners of Las Vegas. Each institution is responsible for coordinating the pick-up and delivery of their items and the costs associated with all services. The Conference has arranged the following pricing for team laundry services:

5.5. LOCKER ROOMSTeam locker rooms are located on the event level of the MGM Grand Garden Arena (please reference Appendix C for locker room and training room locations). Locker room assignments will be made by the Tournament Director based on the bench locations for each team. Water, Gatorade, towels, and soap will be provided in team locker rooms at all times.
Teams must leave their locker rooms by halftime of the game following the one in which they played to allow the room to be cleaned for the next team.
Locker rooms may not be available for practice sessions at the MGM Grand Garden Arena.
Please note that team locker rooms are located in an area of the MGM Grand Garden Arena that requires a credential for entrance. Non-credentialed individuals, including family members and friends, will not be permitted to enter this area.
5.6. LODGING The Conference will determine and reserve a hotel room block for each institution. Each institution shall work directly with the hotel designated by the Conference to make arrangements for the team and official travel party. All arrangements and reservations must be made via rooming list directly with the hotel. Hotel assignments will rotate each year. The deadline to provide a rooming list and information/materials to your respective hotel is Friday, February 12.

Space has been reserved at each hotel for single or double occupancy rooms for each team and their official party participating in the Tournament. In addition, a suite for each University President / Chancellor, Director of Athletics, and Head Basketball Coach has been reserved.

Please note that, while February 12 is the rooming list due date, the Conference advises each institution to submit its rooming list for its complimentary block of 22 rooms as soon as possible. Given the projected high occupancy of the hotels, the sooner each hotel receives the rooming lists, the greater ability it will have to hold the best room block for each team, with all rooms in close proximity to each other.
The hotel requests that you provide your contingency plans (in the event your team is eliminated from the tournament) when you submit your rooming list so that the hotel can be prepared for rooms and meal cancellations.
For the extent of each institution’s stay, the 22 rooms outlined above will be provided complimentary. Each institution is responsible for establishing a master account at each hotel property for additional rooms, incidentals, and catering. All institutions are responsible for payment of hotel bills upon departure. Appropriate reimbursement will be made to the institutions following the Tournament.
5.6.1. ADDITIONAL HOTEL ROOMSTo arrange additional rooms beyond the outlined block of 22, please reach out to hotel contacts below, who will provide further information. Each institution will be financially responsible for any additional rooms. The Conference has worked with each hotel to make a limited number of additional rooms available to each team at a discounted rate. This discounted rate is not set and occupancy for this period will be high, so teams are encouraged to reserve these rooms as soon as possible.
Please also note that these discounted rooms can only be “accessed” by the designated institutional tournament contacts (each hotel has been provided a list of institutional contacts).

5.7. MEDIA OBLIGATIONSHead coaches are obligated to participate in the following media functions: (1) For teams seeded 5-12, a 10-minute interview session with the head coach either prior to or after the team’s 30-minute practice at the MGM Grand Garden Arena on Tuesday, March 8 (see schedule below). For teams seeded 1-4, and for teams seeded 5-12 who will not utilize their 30-minute practice, arrangements will be made to connect those head coaches with the media at the MGM Grand Garden Arena via speaker phone on Tuesday, March 8. Those times will be arranged after teams have been seeded. (2) A brief Pac-12 Networks and FS1 interview on the day of each game when the team arrives at its locker room, and (3) an on-court, halftime and post-game television interview with P12 Networks and FS1 (whichever network is the rightsholder for that game) following any game in which his team participates. Head coaches and sports information directors will be notified of the interview schedule prior to the start of the game.
All head coaches and selected players must participate in a post-game press conference following each game in which his team participates. After a cooling-off period, the locker room must be opened to the media for postgame interviews. In addition, the television rightsholder may also request pregame, halftime, and/or postgame locker room access, which will be solely at the discretion of each institution. These interviews will be coordinated with the institution’s Sports Information Director.
Broadcast talent, directors, and producers will be permitted to observe each team’s 30-minute shoot-around held at the MGM Grand Garden Arena Tuesday - Thursday.

5.8. MEETING/DINING ROOMSEach team will have access to a meeting/dining area at their designated hotel to host catered meals and team meetings. Each area can be setup with tables and seating, along with A/V equipment for viewing game film. The Conference will follow-up separately with each team with more details on the meeting space for their respective property. Each team should work directly with their hotel contact to arrange all setups and catering. Catering expenses are the responsibility of each member institution. Teams may not have unlimited access to these areas and should not plan on leaving or storing equipment. Please reference the Group Dining contacts for each hotel below.

5.9. NATIONAL ANTHEMThe National Anthem will be performed before team introductions of the first game during each session. Teams should form a line at the free throw line in front of their respective bench, facing the flag hanging from the south end of the arena. If a Military Color Guard is present, teams shall face center court for the duration of the ceremony.
5.10. PARTICIPANT MEMENTOSEach rostered student-athlete eligible to compete in the Pac-12 Tournament will receive a participant memento from the Conference. This includes eligible student-athletes not on the official travel party. The Conference will work with each institution’s compliance department to determine the complete list of eligible student-athletes on each team’s official roster. A Tournament Ambassador will coordinate with each team’s Director of Operations on-site to deliver and present participant mementos in the team locker room. Participant mementos are not provided to the coaching staff, support staff, or team administrators.
5.11. PLAYER GUEST ADMISSIONSPlayer guest admissions should come out of the allocation of tickets ordered by each institution. An area at MGM Grand Garden Arena (Studio B) will be designated for distribution of player guest admissions and each institution is required to provide one person to staff the player guest admissions for its team.
Note that the following policies regarding player guest tickets are in effect:
a. Players are authorized to receive six complimentary admissions for the entire tournament, not just for the sessions in which their teams participate.
b. The names of the persons authorized to receive the complimentary admissions may be changed from session to session.
c. Team members wishing to attend games in sessions in which they are not competing will need tickets in the stands. It is permissible for players to use their own complimentary admissions for this purpose.
5.12. POSTGAME MEALSPostgame meals at the MGM Grand Garden Arena are to be arranged by each institution. Teams have the option of ordering postgame meals (box lunches) via the arena caterer, Aramark, or from an outside vendor. The contact for arena catering is:

5.13.2. OFF-SITE PRACTICESTeams are responsible for scheduling their own off-site practices and shootarounds. Transportation to and from off-site practices will be covered by the Conference, however each team must communicate scheduling and logistics directly with the bus company.
The Conference has coordinated with a few high schools and facilities in the Las Vegas area which have welcomed the opportunity to host team practices and walkthroughs on a first-come, first-serve basis. If your team is interested in hosting a practice or shootaround at Durango High School, Clark High School, or the Las Vegas YMCA, please contact Alex Gonzalez of Las Vegas Events ([email protected] or 702-260-8605) by Sunday, March 6 to arrange a practice time. Teams are responsible for supplying their own equipment for off-site practices (basketballs, water coolers, towels, etc.).
5.14. SCOUTING SEATSSix designated seats (three per team) in the press section will be available for scouting purposes. These seats will be reserved only for remaining tournament teams and only for a game involving the next potential Tournament opponent of the scouting team. Coaches must wear their Scouting Seat credential to access these seats. The reserved seats are located in Media Row B, seats 1-3 (higher seed) and 49-51 (lower seed).

5.15. SECURITYFor team movements before and after practices/games, security personnel will be provided to escort teams through the public areas. MGM Grand Security will provide a uniformed officer to escort and shadow each team and coaching staff at all times during competition. In addition, MGM Security will guard and lock each dressing room, while the team is absent.
5.16. SIDELINE CUPS AND COOLERSThe Conference will equip each bench area with coolers, cups and towels. All courtside hydration equipment and products will display the marks of Gatorade. Institutions are not required to utilize the Gatorade products, but may not display coolers and supplies featuring a competing product. Institutions are permitted to use any product inside the Gatorade supplies, provided all vessels are filled in the locker room and competing products are not viewed on the court of play.
5.17. SQUAD SIZEEach team shall be limited to 15 players in uniform. The 15-player limit means an institution may pay expenses for 15 student-athletes to participate in the event. Additional student-athletes who wish to travel to the event on their own and at their own expense may not be involved in team activities (practice, meals, etc.) and may not be designated as managers, video-camera operators or other similar roles in order to be added to the official travel party. A team may not change the make-up of the 15 student-athletes roster part-way through the tournament. If additional student-athletes pay for their own transportation to the event, a student-athlete on the 15-person roster may provide additional student-athletes with complimentary admission to tournament games in accordance with NCAA 16.2.1.1.1.
5.18. STUDENT-ATHLETE STUDY CENTEREach team should use the team meeting room for student-athlete study and exam administration. If there is a conflict with team meetings and meals, teams should work directly with hotel contact for alternate location.
5.19. TEAM ARRIVALTeams should consult with their athletic department and Faculty Athletic Representative to determine the most appropriate departure date from campus. Please note that the expense reimbursement policies outlined in Section 3 of this handbook only apply to the 48-hour period prior to the team’s first game and up until the day following the team’s final game.
5.20. TEAM INTRODUCTIONSThe starting five players from each team shall retreat to the tunnel nearest to their bench to prepare for pregame introductions. Each player, once announced, will run through the tunnel and proceed to center court.
The team introduction procedure used will be identical to that used in the NCAA Championship. The PA announcer will introduce the starting players in the following order, beginning with the lower-seeded team and alternating players from each team: forward, forward, center, guard, guard. The first player introduced will proceed to the jump circle at mid-court and remain there. Next, the first player from the higher-seeded team is introduced. This individual proceeds to the jump circle, and these two players shake hands; then each goes to the free-throw line in front of his respective bench. The second player from the lower-seeded team introduced shall move to the jump circle, and the same procedure is observed until the final starter form the higher-seeded team has been presented. The two head coaches will be introduced (lower-seeded team coach first), and they will shake hands in front of the scorers table.

5.21. TRAINING ROOMEach team locker room will be equipped with an examination table for taping. A shared training room and tournament medical operation will be located just north of the team locker rooms near the loading dock (Please see Appendix C for locker room and training room locations). A local ATC, Mark Doren, will coordinate medical operations on-site and work with institution athletic trainers for all needs. Mark can be reached at (702) 521-3055 or [email protected] for any questions or needs related to athletic training.
Training room will be available for team use Tuesday, March 8 - Saturday, March 12 during all practices and competition.

5.22. UNIFORMSFor each Tournament game, the higher seeded team shall wear its light-colored uniform, with the lower seeded team wearing its dark-colored uniform. Each player is expected to wear the official uniform of the institution exclusively during the competition and related ceremonies. All uniforms must display Pac-12 patch used in regular season. There will not be a Tournament-specific patch. Celebratory championship t-shirts and hats will be provided to the winning team at the conclusion of the championship game during the post-game ceremonies.
5.23. VIDEO OPERATIONSThe following operations will be in place for teams to obtain game and scouting footage:
a. Scouting Video (TV) An SD/HD mult video distribution system will be in place in the media interview room (Studios 2/3) that allows all teams to live capture from the TV feed. Due to space near the mult box, teams directly participating will have priority seating if logging space becomes an issue. Each institution is responsible for supplying all equipment surrounding live capture (laptops, batteries, converters, cables, power cables, extension cords, etc.).
b. Scouting Video (Coaches Video) Teams intending to shoot their own video will be positioned on the concourse level in Section 113, same side as team benches. The shooting location will have access to power, however each institution is responsible for supplying all other equipment surrounding shooting and live capture (cameras, laptops, batteries, converters, cables, canopus/aja boxes, extension cords, etc.). The shooting location is the same as last year’s tournament, so if your team would like any additional information or specifics, please contact Mike Ortiz ([email protected]).
c. TV Copies For all games institutions may receive a digital TV copy 15 minutes following each game. The digital copies will be available for pick-up from Michael Brady ([email protected]), who will be located in the media interview area (Studios 2/3). Each institution is responsible for supplying a drive to copy to. Following the last game of the night, the digital copies will be available for 15 minutes and then available 30 minutes prior to the following day’s first session. Please make arrangements to pick up the game file(s) promptly following the final session of each night.

d. TV Production Footage at the Truck Any institution wishing to use production equipment to record the game copy, please connect at the press mult box in the press area (Studios 2/3). Each school is responsible for their own decks and cabling.
e. Production Melts Any team interested in a production melt should contact Mike Ortiz ([email protected]) to discuss specifics.
f. Postgame Press Conferences Institutions are welcome to set up in the press area and cover at will.
5.24. WARM-UPSTeams will warm up away from their respective benches before the start of the game. For the first game scheduled each day for first-round, quarterfinal and semifinal sessions, teams may begin warm-up 60 minutes before the scheduled game time. Teams participating in subsequent games of a session may begin warm-ups as soon as the floor is cleared from the previous game and will receive a minimum of 27 minutes warm-up time before tip-off (Note: There will be a minimum of 30 minutes between games, broken down into 27 minutes for warm-ups and three minutes for introductions).

6. MEDIA OPERATIONS
6.1. AWARDS AND ALL-TOURNAMENT TEAMThe Media Director will conduct a poll among credentialed media representatives covering the Tournament to determine a five-person All-Tournament Team and a Most Outstanding Player. The selections are to be announced immediately after the completion of the championship game and those selected will receive an award.
The presentation of the championship trophy and the Most Outstanding Player award will take place on the playing floor as soon as possible following the championship game. The All-Tournament Team will be announced following the trophy presentation.
6.2. MEDIA DIRECTORDave Hirsch will serve as the Media Director for the Tournament. Hirsch will be responsible for all media arrangements, publicity activities and media accreditation. Sports information personnel from the Pac-12 institutions will assist the Media Director with Tournament publicity and promotional activities.
6.3. MEDIA ARRANGEMENTS AND CREDENTIALSAll media arrangements and credential requests are to be made online at www.sportssystems.com/pac12basketball. Media members must present a working press credential to gain admittance to each session and the credential must be visible at all times during games. All working credentials may be claimed in person at Media Will Call. At the MGM Grand Garden Arena, Media Will Call is located in Studio B. The Media Director will be responsible for assigning seats in the media areas at the MGM Grand Garden Arena. The media hotel is the MGM Grand (3799 South Las Vegas Blvd., Las Vegas, NV 89109). If necessary, additional rooms will be arranged with the New York New York Hotel (3790 S Las Vegas Blvd., Las Vegas, NV 89109).
6.4. POST-GAME INTERVIEW AND DRESSING ROOM POLICYPost-game interview and dressing room policies for the Pac-12 Tournament are similar to those utilized in the NCAA Tournament. After each game, all dressing rooms shall be open to the media after a cooling-off period not to exceed 10 minutes for the non-winning team and 15 minutes for the winning team. The cooling-off period begins when the coach enters the dressing room immediately following the game. The coach must proceed directly to the dressing room after the game unless requested to remain on the floor for a short interview by the organization that has purchased rights to televise the game. After the cooling-off period, the dressing room will be opened to all representatives of the media with proper credentials. Coaches shall not make themselves available to selected media representatives (such as a reporter for the institution’s radio network or a coach’s show) prior to the conclusion of the cooling-off period. Should a coach permit one media agency to enter the dressing room before the cooling-off period has expired, the dressing room shall be opened to all other media representatives desiring access to the area. Once opened, the dressing rooms shall remain open for a minimum of 30 minutes for the winning team, and a minimum of 20 minutes for the non-winning team.
The non-winning coach and two or three players from the non-winning team will make themselves available in the media interview room as soon as possible after the game, and they must proceed to the interview room no later than immediately after the cooling-off period. The winning coach and two or three players from the winning team shall make themselves available in the interview room after the session with the non-winning team.

Late Games: For games with a scheduled tipoff of 7 p.m. or later (men’s games 4, 8, 10, and 11), only the winning coach and players need to make themselves available in the interview room. Following games 4, 8, 10 and 11, the non-winning coach and players will be available in the locker room for a minimum of 20 minutes.
The Tournament Media Director will be responsible for polling media members to find out which student-athletes are requested in the interview room. Institutional Sports Information Directors will be notified of those requests.
6.5. STATISTICS AND TEAM NOTESThe Media Director will be responsible for the statistics operation, which will provide NCAA-approved box scores. A copy of the official box score and play-by-play for each Tournament game will be provided to the competing institutions and members of the media in the most expedient manner possible. For teams that advance, Sports Information Directors shall provide one page (front and back) of updated team notes, and one page (front and back) of updated statistics to the Media Director.

7. ANCILLARY EVENTS
7.1. ALUMNI AND INSTITUTIONAL EVENTSInstitutions, alumni associations, and groups wishing to host special events at the MGM or team hotels should work directly with the hotel on these inquiries. Event space is available on a first-come, first-serve basis.
7.2. CENTENNIAL CLUBThe Centennial Club is the official hospitality area at the MGM Grand Garden Arena hosted by the Pac-12. It is located above sections 22-24 on the concourse and admittance requires a Centennial Club ticket. Each institution will be alloted a maximum of 13 tickets, as outlined below. However, if a Council member or recipient does not RSVP to attend the Tournament, their Centennial Club tickets will not be re-distributed. Tickets will be distributed in the Conference Delegate packets at the registration desk in Studio B at the MGM Grand.

7.3. HALL OF HONOR EVENT The Hall of Honor Event will begin at 4:00pm on Saturday, March 12, at Hakkasan Las Vegas (inside the MGM Grand) before the final game and will feature cocktails and hors d’oeuvres. The event will be in recognition of the 2016 inductees into the Pac-12 Hall of Honor. Attendance by the team and coaching staff is not required, although head coaches still on site and not competing are encouraged to attend. Each institution’s Athletics Director should be in attendance to present the award to its inductee.
7.4. PROGRAMS / ROSTER CARDSRoster cards will available for fans at arena entry points and inside the Centennial Club hospitality area. There will not be a game program created for the tournament.
7.5. REGISTRATION DESKCouncil Members and Delegates can visit the Pac-12 Registration Desk to pickup requested tickets and tournament information. The Registration Desk will be located at the MGM Grand inside Studio B, directly outside the arena entrance. Registration will be open during the following hours:

Institutional personnel in attendance should include administrators with responsibilities involving the 2016 Tournament and ticket personnel. For the four teams receiving byes and not planning to arrive until Wednesday, one administrator from each of those four institutions should plan to travel in advance in order to attend the meeting. Coaches, sports information directors and other official party members are welcome. Pac-12 Staff will be in attendance to discuss tournament arrangements and answer questions.

8. CREDENTIALS
ALL CREDENTIALS WILL BEAR THE NAME OF THE USER AND BE NON-TRANSFERABLE.
8.1. TEAM AND OFFICIAL PARTY CREDENTIALS
a. Team Bench Area (23 Credentials)Each team will be provided with 23 bench credentials (bag tags for uniformed student athletes and bench pins for coaches, staff, and non-uniformed student athletes) which will allow team personnel access to the arena and bench areas during games in which they are competing. Credential pins will change daily; bag tags will stay consistent. Non-uniformed bench personnel must wear credential pins to be allowed in the bench area. Both uniformed players and non-uniformed bench personnel must be listed on the official bench list to receive the credential needed that day to gain admittance to the arena.
b. Scouting Seat (4 Credentials)Each team also shall be provided with four credentials for its coaching staff that will allow coaches access to the arena for all sessions, for scouting purposes. These credentials will have the coaches’ names and photos on them and are to be used only by the coaches. For games in which the team is participating, each coach will still need to wear a bench pin.
c. Staff (8 Credentials)Each institution will receive eight (8) Staff credentials. These credentials will allow access to the arena and official areas within the arena throughout the tournament. These credentials are for use by team personnel not seated on the bench, the institutional administrative contact and SID. These credentials are not good for a seat in the arena and non-bench personnel must have tickets in the stands, which should come out of the institution’s allotment. Three seats in the media area will be provided to each Sports Information Director, Basketball Tournament Administrative Contact and an Administrator to be designated by the institution during each game in which their team is participating. Media members traveling with the team must complete the online credential application at www.sportssystems.com/pac12basketball.
d. Council (4 Credentials)Separate credentials will be provided to Council members (CEOs or designees, Faculty Representatives, Athletics Directors and Senior Women Administrators) who attend the tournament, so they do not need to be included among the eight Conference Delegate credentials above.
8.2. CREDENTIAL DISTRIBUTIONStudent-Athlete bag tags, Scouting and Staff credentials will be distributed to the institutional contact by tournament personnel at the Tournament Meeting on Tuesday, March 8 at the MGM Grand. Credential pins will be distributed by a Pac-12 ambassador prior to being escorted to the arena for each game.
Council Member credentials will be available for pickup on-site at the Pac-12 Registration Desk located at the MGM Grand inside Studio B, directly outside the arena entrance. Please refer to Section 7.5 for operating hours.

9. TELEVISION / RADIO RIGHTS & POLICIES
9.1. TELEVISIONThe Pac-12 controls the exclusive rights to all forms of television for the Tournament. Arrangements have been made for the Pac-12 Networks to annually televise nationally eight (8) Tournament games. FOX (FS1) will televise the other three (3) games at the 2016 Tournament, including one quarterfinal game, one semifinal game and the Championship contest.
ESPN and FOX shall rotate the televising of three (3) Tournament games through the duration of the agreement, which runs through 2024. The specific networks to be used by ESPN and FOX for distribution of the Tournament games shall be determined on an annual basis.
9.2. RADIOThe Pac-12 has the exclusive radio rights for all Tournament games. Broadcast rights will be granted to the official radio station of each institution to broadcast Tournament games involving that institution over the same network used during the regular season.
The Pac-12 has the exclusive national and satellite radio rights for all Tournament games and the institutions shall not be allowed to sell or distribute broadcasts on either national or satellite radio [Note: for the 2016 Tournament, the institutions have been granted permission by the Pac-12 to distribute games one (1) through eight (8) on Sirius XM radio). Games nine (9), ten (10), and eleven (11) must not be on SiriusXM.]
There shall be no rights fee charged to the institution’s official radio station by the Pac-12. Each official radio station shall be granted a radio position, not to exceed three seats, for the game(s) it’s institutional partner participates in during the Tournament. The Media Director will assign the broadcast positions and arrange for radio lines to be installed.
Non-commercial student radio stations that broadcast all home games during the regular season may be granted two media credentials for broadcast purposes at the Pac-12 Tournament. There shall be no rights fee charged for non-commercial student radio stations by the Pac-12. The Media Director will assign the broadcast positions. 10. TICKET POLICIES
10.1. PRICES/GENERAL POLICY
10.1.1. ALL-TOURNAMENT PASSESa. General Public All-Tournament Passes priced from $240-$460 to the general public, plus
additional fees.b. Institutions are allotted a minimum of 350 initial All-Tournament Passes to sell to their donors/
STH/ticket base priced at $345, with the opportunity to purchase more.
10.1.2. SINGLE SESSIONGeneral public single session tickets will go on sale February 16, if available. Prices will start at $30 for session 1 & 2, $43 for sessions 3 & 4, $68 for session 5, and $58 for session 6 (additional ticket fees apply).
10.1.3. ADA SEATINGEach institution may trade like-priced tickets for disabled seats as needed, based on availability. To arrange for disabled seating at MGM Grand Garden Arena, please contact Scott Tester (419-236-5379) at the Pac-12 Conference.
10.2. GENERAL SEATINGThere are three levels of seating at the MGM Grand Garden Arena: The lower level (sections 1-24), the 100-level (sections 101-117), and the 200-level (sections 201-219). If you are standing at the bottom of the section looking up at it, seat 1 is to your far left no matter what section you are in. The main arena entry and concourse is located between the lower level and the 100-level.
10.3. NON-PLAYING PARTICIPANT SEATINGSeating for the non-playing participants of the current session only will be in the first rows of Sections 5, 7, 19, and 21. These areas shall be restricted to individuals who have been issued bench credentials. In addition, Pac-12 tournament staff may utilize these seats.
10.4. PARTICIPANT SEATSEach institution will receive 24 participant seats directly behind their respective team’s bench in Sections 9, 11, 15 and 17 for each game in which it participates at the MGM Grand Garden Arena. Wristbands will be distributed prior to each game that will allow individuals to sit in the participant seats and must be accompanied by a game ticket from the allotment of tickets ordered by each institution to gain entry into MGM Grand Garden Arena. Each institution will be permitted to distribute the wristbands to player/coach-guests, donors, and fans at their discretion.
10.5. VIP / COURTSIDE SEATING
10.5.1. COURTSIDE SEATINGFor each session, the four participating schools each have the opportunity to purchase 2seats in Floor Row A and 2 seats in Floor Row B (4 total seats, per school) at $150 per ticket per session. Tickets are good for the full session, no accompanying voucher necessary. For reference, last year, each school had the opportunity to purchase 2 seats in Floor Row A and only for their specific game (not the full session).
10.5.2. VIP SEATINGAdditionally, for each session, the four participating schools each have the opportunity to purchase up to 10 seats in the first four rows of Section 13 (lower bowl, center court). Tickets are good for the full session, no accompanying voucher necessary. Please note that these seats are lower-bowl,

center court on the camera-facing side of arena, so it is important that these seats are utilized. The prices are as follows:

10.5.3. DISTRIBUTION AND PAYMENTa. These vouchers will be distributed prior to each game that will allow individuals to sit in the
purchased seats and must be accompanied by a game ticket from the allotment of tickets ordered by each institution to gain entry into MGM Grand Garden Arena. Each institution will be permitted to distribute the vouchers to player/coach-guests, donors, and fans at their discretion.
b. Initial orders must be submitted to Scott Tester at [email protected] by end of day Tuesday, January 26. Opening round tickets will be distributed with your institution wristbands at the tournament operations meeting on March 8, and at least 90 minutes prior to tipoff for subsequent games.
c. The payment will be collected by the Pac-12 as part of the institution settlement reconciliation post-event.
10.6. STUDENT TICKETSEach institution has been offered 50 complimentary GAME wristbands that will be distributed to their students in Las Vegas to create a “home court atmosphere” behind one of the baskets.
a. Institutions are NOT obligated to utilize the 50 tickets, but must utilize at least 30 tickets OR provide t-shirts to distribute to local students in their place.
b. Wristbands are for designated student seating areas during their respective GAME (not session). Students will be issued a complimentary session ticket along with their wristband to use for the other game in their session.
c. Institutions must communicate student instructions to their respective students. d. Institutions are responsible for coordinating (at their discretion) transportation and
accommodations for their students.e. Institutions must provide a list of student names by end of day, Monday, March 7, 2016f. If possible, we request that an official from your school is on site to staff your student ticket
pickup process.
10.7. PLAYER GUEST ADMISSIONSPlayer guest admissions should come out of the allocation of tickets ordered by each institution. An area at MGM Grand Garden Arena (Studio B) will be designated for distribution of player guest admissions and each institution is required to provide one person to staff the player guest admissions for its team.
Note that the following policies regarding player guest tickets are in effect:
a. Players are authorized to receive six complimentary admissions for the entire tournament, not just for the sessions in which their teams participate.
b. The names of the persons authorized to receive the complimentary admissions may be changed from session to session.
c. Team members wishing to attend games in sessions in which they are not competing will need tickets in the stands. It is permissible for players to use their own complimentary admissions for this purpose.

10.8. WILL CALLInstitutions are responsible for their own will call. The institutions may distribute player guest/friends/family will call in Studio B along with their own non-player will call.
10.9. THIRD-PARTY RESELLERSInstitutions are prohibited from making any non-direct sales of Tournament tickets, including but not limited to sales to ticket brokers, without consent of the Pac-12.

EMERGENCY PROCEDURES FOR MGM GRAND GARDEN ARENA
In the event of an arena situation not requiring arena evacuation (e.g., power outage):
1. Upon recognition/announcement of a situation that requires a stoppage of play, but does not require building evacuation, the Commissioner, Tournament Director, basketball tournament committee chair, Media Director and Coordinator of Officials should proceed to the Pac-12 tournament office in Studio 5 on the south side of the lower level of MGM Grand Garden Arena.
2. The above personnel and MGM Grand Garden Arena management shall evaluate the situation and determine whether play may be resumed.
3. The Commissioner, Tournament Director, basketball tournament committee chair and Media Director will determine when/if play will be resumed or the time at which the next decision will be made.
4. The teams and institutional personnel, television personnel and officials will be informed of any decisions made. Announcements to the spectators will be made if appropriate.
5. All public statements regarding the situation will be coordinated by the Tournament Director and Media Director. The Commissioner will serve as the primary spokesperson.
In the event of an arena situation which requires arena evacuation:
1. All individuals in the arena must follow the directions of building security staff and exit the building as instructed.
2. As soon as possible, proceed to the closest tunnel exit or concourse fire exit (located on the east and west sides of the building) as directed by arena personnel. The MGM Emergency Response Command Team will group people into zones based on their location at the time of evacuation and exit the building accordingly. Pac-12 Tournament personnel should proceed to the parking lot on Audrie Street adjacent to the east side of the arena (near “Old Box Office”) for assembly and evaluation of events.
3. Meeting of Commissioner, Tournament Director, basketball tournament committee chair, Media Director and Coordinator of Officials to evaluate situation. Meet with MGM Grand Garden Arena management to receive information and assess whether play may be resumed.
4. The Commissioner, Tournament Director, men’s basketball tournament committee chair, Media Director and Coordinator of Officials will determine a course of action including whether/when play will be resumed.
5. All institutional representatives (ADC and tournament contacts) and television personnel will be informed of course of action. Game officials will be informed by Coordinator of Officials.
6. All public statements regarding the situation will be coordinated by the Tournament Director and Media Director. The Commissioner will serve as the primary spokesperson.
