HISTORY The inaugural Oklahoma Diversity Officers and Pract it ioners Consortium (ODOPC) meeting was held in April of 2008, on the campus of the INTEGRIS Health Baptist Medical Center. The concept of the ODOPC was conceived by the inaugural ODOPC President and former Vice President of Community Wellness & Diversity, Jason Thompson. Thompson wanted to create a forum to address diversity issues through networking, organizational meetings, workshops, conferences, and diversity speakers and invited diversity officers from across the state of Oklahoma to attend. The ODOPC strives to create, identify and disseminate best practices that positively impact organizational behavior, academic excellence, and enhance professional growth. It is an inclusive organization comprised of diversity professionals from various industries who are interested in furthering diversity initiatives by identifying and addressing challenges and opportunities.

MISSION Oklahoma Diversity Officers and Practitioners Consortium (ODOPC) is an inclusive organization comprised of professionals from various industries to further diversity initiatives by identifying and addressing challenges and opportunities. The organization provides a forum to address diversity issues through networking, organizational meetings, workshops, conferences, and diversity speakers. The consortium strives to create, identify and disseminate best practices that will positively impact organizational behavior, academic excellence and enhance professional growth.

VISION The Oklahoma Diversity Officers and Practitioners Consortium (ODOPC) provides formal opportunities for diversity officers and practitioners from Oklahoma's education and corporate communities to engage in meaningful, thought provoking and open dialogue. The consortium will produce ample resources, program operational models and best practices which serve to advance diversity.

SPEAKER —

JASON R. THOMPSON was named director of diversity

and inclusion for the United

States Olympic Committee in

April 2012. In his current role,

Thompson is responsible for

creating and managing the

USOC's diversity and inclusion

initiatives.

A 25-year veteran in the area of diversity and inclusion programs,

Thompson previously served as vice president of diversity and

community health improvement at INTEGRIS Health in Oklahoma

City. Prior, he served as director for the Office of Diversity at the

University of Colorado at Denver and Health Sciences Center. He

has served on local, regional and national committees for a

multiple organizations, including the Oklahoma Institute for

Child Advocacy, Oklahoma Diversity Officers and Practitioners

Consortium, United States Commission on Civil Rights, Advisory

Board and the Center for African-American Health.

In 2006, he established the Undergraduate Pre-Health Program

(UPP) at the University of Colorado Anschutz Medical Campus,

which earned honorable mention for the 2013 Examples of

Excelencia for its work to accelerate Latino student success in

higher education. The UPP program was recognized for the

impact, innovative and the promising approach that it has had on

Latino students.

Thompson earned a master's and bachelor's degree in sociology

from the University of Wyoming and is a graduate of Harvard's

John F. Kennedy School executive training program.

He currently resides in Colorado Springs, Colo., with his wife and

their two children.

DR. DAVID WRIGHT

serves as the Evaluation Projects

Manager in Decision Support

Services for the Oklahoma

Department of Mental Health

and Substance Abuse Services.

The responsibilities of this

position involve performing

evaluation, statistical analysis,

and research supporting

treatment programs for justice-involved individuals.

Dr. Wright oversees the evaluation of Adult and Juvenile Drug

Courts, DUI Courts, Family Drug Courts, Mental Health Courts,

Diversion Programs, and Prison Re-Entry Programs. Prior to

this position, Dr. Wright served as the Director of the

Oklahoma Statistical Analysis Center and Director of Research

at the Oklahoma Criminal Justice Resource Center. He has

received numerous awards and honors for his research

publications.

Dr. Wright received his Ph.D. in political science from the

University of Houston, after receiving his Masters degree at

Oklahoma State University and his Bachelors degree at

Southwestern Oklahoma State University.

CINTHYA L. ALLEN manages legislative and

community s t akeho lder

relationships to ensure the

right public policies are in

place for AT&T to fulfill its

vision of connecting people.

She proudly supports local

c o m m u n i t i e s t h r o u g h

philanthropic efforts and

volunteerism. Cinthya leads

strategic initiatives for

HACEMOS, AT&T’s 10,700-member Hispanic/Latino employee

association, and serves as its national president. HACEMOS

distributes an average $175,000 annually in student

scholarships.

Cinthya has been with AT&T for 15 years, beginning her career

in Finance. In 2008, she was promoted into management and

since then has held proving roles in Finance, Network and most

recently, External and Legislative Affairs. Throughout her career,

Cinthya has embarked on opportunities of great scope; from

developing her immediate team, to collaborating with AT&T

Business Sales to solidify global transactions, and now affecting

public policy.

Cinthya has received numerous awards including; the Hispanic

Association on Corporate Responsibility’s Young Hispanic

Corporate Achievers™ award, and in 2014 and graduated from

the HITEC Emerging Executive Program in November 2015.

Cinthya was honored with the 2016 Woman of the Year, Fifty

Making a Difference award by The Journal Record.

Cinthya is a native of Chihuahua, Mexico, and a proud alumnus

of the University of Oklahoma. She and her husband, Gayron,

have three daughters – Angel, 11, and 3-year-old twins, Victoria

and Isabella.

ROBERT BIBLE has served as President of the

College of the Muscogee Nation

in Okmulgee, Oklahoma since

July 1, 2009. From 2005-2009

he served as a member of the

Board of Regents for the College

of the Muscogee Nation.

He has 20 years of experience in

public education as a teacher,

coach , Academic Dean,

Discipline Dean, Junior High

School Assistant Principal, High

School Assistant Principal, High School Principal, and

Superintendent.

President Bible holds a Bachelor’s of Arts degree in Social Studies

and a Master’s in School Administration from Northeastern State

University in Tahlequah, Oklahoma. He and his wife, Melissa

have four children and five grandchildren.

JENNY ALLEN is the Civil Rights Division

Manager at the Oklahoma

Department of Transportation

(ODOT). Prior to coming on

board at the ODOT, Jenny has

worked for two other State

agencies and one Federal

agency.

Jenny's background includes

t r a i n i n g , r e c r u i t i n g ,

investigations and employment

law. Jenny is a certified Discrimination Complaint Investigator for

the State of Oklahoma and a certified Mediator. Jenny has a

Bachelor’s degree in Business Management and a Master’s degree

in Human Relations both from the University of Oklahoma.

DR. VALERIE

THOMPSON has served since 1999, as the

second female president and

CEO for the Urban League of

Greater Oklahoma City in the

affiliate’s 69 year history.

Dr. Thompson serves on a

number of local and national

boards focused on issues that

impact African Americans and

under-served populations.

Dr. Thompson has received a number of awards including; The

Journal Record’s 2011 Oklahoma Most Admired CEO, the

National Association of Social Workers, Oklahoma chapter

2015 Public Citizen of the Year award, 2015 National Urban

League Woman of Power Award, and was recognized by the

Journal Record’s as one of “50 Making a Difference” Woman of

the Year honorees and will receive the 2016 Oklahoma State

University Black Alumni Association Trailblazer award.

Dr. Thompson received a doctorate in political science and a

master’s of business administration from the University of

Oklahoma. She also has a bachelor’s degree in business

administration from Oklahoma State University.

Dr. Thompson is also an adjunct professor at Oklahoma City

University’s School of Social Work. Thompson’s research and

professional interests remain on nonprofit strategic planning

and program evaluation. Her latest publications were

published in Action Learning and Action Research Journal.

Dr. Thompson and her husband, Warren, have one daughter,

Maya Rae who attends Oklahoma State University.

JOYCE SAUNDERS joined INTEGRIS Health’s

Diversity Initiative as the

Affirmative Action Specialist in

2009. Joyce comes to INTEGRIS

f r o m t h e O k l a h o m a

Department of Mental Health

and Substance Abuse Services,

where she served as the

Affirmative Action Officer, Civil

Rights Coordinator, and ADA

Coordinator. Joyce has several

y e a r s e x p e r i e n c e i n

implementing affirmative

action plan initiatives, as well as over 10 years’ experience in

investigating employment discrimination complaints and

handling requests for reasonable accommodation.

Joyce’s responsibilities include developing and implementing

the INTEGRIS Health affirmative action programs; assisting in

identifying AAP/EEO problems and arriving at solutions;

designing and implementing an internal audit and reporting

system for measuring outcomes of recruitment and retention

strategies; keeping management informed of EEO progress and

reporting potential problems; and serving as liaison with

enforcement agencies.

Joyce has a Master of Arts in Industrial/Organizational

Psychology from the University of Tulsa and a Bachelor’s degree

in Management with a minor in Women’s Studies from the

University of Oklahoma.

MIKE CARPENTER is a twenty-eight year veteran of

the Oklahoma Department of

Corrections. He began as a

Correctional Officer Cadet in

1989 and promoted through the

ranks to Chief of Security in

2003. In 2012 he became a

Security and Facility Operations

Manager with responsibility of

seven secure facilities and

supervision of the Security and

Technology Unit and the

Construction and Maintenance Unit for the Agency. In 2014

Mike moved to Compliance Manager for the agency conducting

compliance audits at all Oklahoma facilities, public and private,

ensuring compliance with federal and state law as well as

agency policy, American Correctional Association standards,

and “best correctional practice”.

JOVETTE R. DEW received her BS degree in industrial

engineering and management from

Oklahoma State University. After

working in industry, she returned to

OSU to become an academic advisor

and the coordinator of the

Multicultural Engineering Program

in the College of Engineering,

Architecture and Technology. While

in this position, she advised over

11,000 students. Dr. Dew holds a

master’s degree in counseling and

student personnel and a PhD in educational psychology, with

research interests in student involvement and retention.

Currently, she is the director of the Diversity Academic Support/

TRiO Department within the Division of Institutional Diversity.

THERESA FLANNERY has more than 25 years of

experience in both public and

nonprofit arenas, working with

people with disabilities and the

economically disadvantaged.

She has experience in project

management, staff training,

administration and quality

assurance.

Ms. Flannery currently serves as

Dale Rogers Training Center’s

Community Resources and

Compliance Director. She is

responsible for all community outreach and development with

the service delivery system for programs to enhance the image

and visibility of DRTC and its programs. She is responsible for

understanding and implementing state and federal law and

statutes, state waivers granted by Centers for Medicaid and

Medicare Services (CMMS), HIPAA compliance within realm of

responsibility, WIOA and understanding changes in regulations.

Ms. Flannery also serves as the primary contact for state funding

sources for on-campus programs.

Ms. Flannery has served as a board member for the Central

Oklahoma Workforce Investment Board, the Citizens Advisory

Committee the Association of Central Oklahoma Governments

(ACOG), Advisory Committee for the Mid-Del Technology Center

Occupational Services Programs, Tolbert Center Advisory

Committee and Add Us In Consortium. She currently is a

member of the Advisory Committee on Services to Persons with

Developmental Disabilities and the Oklahoma Transition Council.

She has been recognized by DRS as the Employment Partner of

the Year and by the Oklahoma Rehabilitation Association as

Employer of the Year. She holds a Bachelor of Science degree in

psychology with a minor in counseling from Southwestern

Oklahoma State University.

JABAR SHUMATE is a life-long Oklahoman who

grew up in Tulsa, Oklahoma

graduating from Booker T.

Washington High School.

Jabar completed his bachelors

and master’s degree at the

University of Oklahoma.

During his undergraduate

years, he served as Student

Body President and went on to

work for OU President David

Boren as his Press Secretary.

Jabar spent 10 years in the Oklahoma Legislature serving in both

the State House and State Senate where he focused on expanding

quality educational options for all kids. During his time in the

Legislature, he served as chair of the Oklahoma Legislative Black

Caucus and was selected for the prestigious Toll Legislative

Fellowship Program. Jabar was selected by OU President David

Boren to serve as the University of Oklahoma’s first Vice-

President for University Community overseeing the University’s

diversity programs and initiatives in June 2015.

Jabar is active in his community serving on the Board of

Directors of the Oklahoma City Urban League, as Trustee for the

National Urban League, a member of Kappa Alpha Psi Fraternity,

Inc. and on the Board of Directors for the Oklahoma Foundation

for Excellence in Education.

DR. MYRON L. POPE serves as Central's Vice

President for Student Affairs

since 2005. Pope attended the

University of Alabama where he

received a bachelor's degree in

history/English and a master's

and doctorate in higher

education administration. While

at the University of Alabama, he

played football for the Crimson

Tide and was a part of the 1992

National Championship team.

During his career, he has worked

in a community college system of Alabama, at the University of

Alabama, and at the University of Oklahoma as a faculty member

in the Adult and Higher Education program, as well as in the

African and African-American Studies program.

He has conducted a variety of research on higher education

related issues, including community college student and

administrative issues, minority student concerns, faculty

governance issues, and institutional trust. He has been published

in scholarly journals and books and also has presented

regionally, nationally, and internationally on these topics. He has

been active on the regional and national levels of the American

College Personnel Association, the Association for the Study of

Higher Education, the Council for the Study of Community

Colleges, and the National Association of Student Personnel

Administrators, as well as serving as an evaluator with the

Higher Learning Commission. He is a member of Phi Beta Sigma

Fraternity, Inc. He resides in Edmond with his wife, Shanna, and

their three children, Michael, Allison, and Isaiah. He is active in

the community in a number of organizations including;

Leadership Edmond, YMCA, Watch D.O.G.S. program at his

children's school, and board member for the Edmond Chamber

of Commerce, the YMCA and the HOPE Center of Edmond.

DR. JASON F. KIRKSEY is the Vice President for

Institutional Diversity and the

Chief Diversity Officer at

Oklahoma State University. He

also holds the rank of Associate

Professor of Political Science at

OSU.

Dr. Kirksey holds a BA in both

Political Science and Economics

from Oklahoma State University

(1989) and an MA in Political

Science also from OSU (1991).

He earned his Ph.D. in Political Science from the University of

New Orleans in 1997. Dr. Kirksey has over 20 years of experience

teaching, researching, and studying issues related to diversity

and inclusion.

Dr. Kirksey’s published research has appeared in the National

Political Science Review, Women and Politics, the Voting Rights

Review, Focus on Law Review, and Oklahoma Politics. He has also

served as an expert witness in federal and state voting rights

litigation. Dr. Kirksey serves as the principal investigator for the

Oklahoma Louis Stokes Alliance for Minority Participation

Program, which is a $3.4M, five-year National Science Foundation

grant designed to increase underrepresented minority STEM

graduates at eleven higher educational institutions across the

state of Oklahoma. Dr. Kirksey serves on a number of diversity-

related boards and councils and has given numerous

presentations and workshops on the topic of diversity.

He is currently the President of the Big 12 Chief Diversity

Officers Consortium. He is also President of the Oklahoma

Diversity Officers/Practitioners Consortium. Dr. Kirksey is a

native of Denver, Colorado.

Diversity & Inclusion Training Session:

Dr. Jason F. Kirksey is the Vice President for Institutional Diversity and Chief Diversity Officer at

Oklahoma State University. Dr. Kirksey is also an Associate Professor of Political Science at OSU.

He will be presenting on the 50th Anniversary of the historic Voting Rights Act of 1965. Dr.

Kirksey’s talk will present aspects of the Voting Rights Act and examine the overall issue of the

enfranchisement of African Americans. This lecture identifies and discusses the legal and

legislative history of voting among African Americans, including some of the occurrences within

the state of Oklahoma.

 V. Proposal to Create an Organizational Membership 

a. By‐laws would be changed to reflect creation of an organizational membership. b. The cost for organizational membership would be one hundred twenty‐five 

dollars ($125.00) per year. c. An organizational membership will include up to three (3) members from the 

organization. d. Organizational membership would constitute one (1) vote for all matters coming 

before the meeting. e. Also included in the membership would be the ability to post up to ten (10) job 

listings per year on the ODOPC website and the organization’s logo on the member listing page of the ODOPC website.  

VI. Proposal to Create a Diversity Training Program a. Purpose would be to enrich the educational opportunities for those persons 

active or interested in the field of diversity in Oklahoma. b. Training sessions or workshops would be held four (4) times per year, 

immediately following the regular business meetings. c. Presenters would generally come from the ODOPC membership and would 

present on a variety of topics of need and interest to the diversity community. d. Training sessions would begin in 2013. e. Sessions would begin at 12:30am and last until 2:00pm

f. Non‐members would also have the opportunity to attend the training sessions for $25, which would also entitle them to an individual membership in ODOPC; current ODOPC members could attend for free.
