Often the concerns about limited resources and prioritizing the budget come from a
perspective of scarcity. Key questions guiding this discussion: What do the local

14. ENDOWMENTThe Conference’s endowment consists of donor-restricted and unrestricted -designated endowment funds. As required by accounting standards generallyaccepted in theUnited States ofAmerica, net assets associatedwith endowmentfunds are classified and reported based on the existence or absence of donor-imposedrestrictions.TheConferenceCouncilonFinanceandAdministrationhasinterpretedtheUniformPrudent Management of Institutional Funds Act (UPMIFA) as requiring thepreservationofthehistoricdollarvalueoftheoriginalgiftasofthegiftdateofthedonor-restricted endowment funds, absent explicit donor stipulations to thecontrary.Asaresultofthisinterpretation, theConferenceclassifiesaspermanentlyrestricted net assets (a) the original value of gifts donated to the permanentendowment,(b)theoriginalvalueofsubsequentgiftstothepermanentendowment, and(c)accumulationstothepermanentendowmentmadeinaccordancewiththedirection of the applicable donor gift instrument at the time the accumulation isaddedtothefund.Theremainingportionofthedonor-restrictedendowmentfundthatisnotclassifiedinpermanentlyrestrictednetassetsisclassifiedastemporarilyrestrictednetassetsuntil thoseamountsareappropriated forexpenditureby theConference in amanner consistent with the standard of prudence prescribed byUPMIFA.The Conference has adopted investment and spending policies for endowmentassets that attempt to provide a predictable stream of funding to programssupportedbyitsendowmentwhileseekingtomaintainthepurchasingpoweroftheendowment assets. The endowment assets are invested in accordance withpredetermined asset allocation and performance benchmarks. To satisfy its long-
97
term rate-of-returnobjectives, theConference relies on a total return strategy inwhich investmentreturnsareachievedthroughbothcapitalappreciation(realizedand unrealized) and current yield (interest and dividends). The Conference’sspending policy provides that only the income from endowments may be usedaccordingtodonor-imposedrestrictions. EndowmentnetassetcompositionbytypeoffundasofDecember31,2015and2014:
