    Wow, in a few days, it will be March already!Until recently, this winter felt more like autumn most of the time. It's miserable today (February 25th), and now, I―want―spring! I have the utmost respect for Mother Nature and appreciate that she may have other plans, however. She is the boss, after all!I'm off to the Kingston Canadian Film Festival this afternoon. I attended the Festival with three of my best friends last year (the same ladies I travelled with two years ago). It was the first time I had been to a film festival. I was worried about sitting in theatre chairs for hours and hours. After watching twelve films, however, I was no worse for wear. I discovered that spending time watching movies, with pub visits and lively conversation with friends in between, is one of the most relaxing ways to spend a weekend. We all had a good time and decided to make the Festival an annual get-together. I can't wait to finish the Briar Crier! A

    LETTER from a Briar Hill resident:As a resident of Briar Hill and a dog owner, I feel compelled to post this message of concern to other resident dog owners.All dog owners know that their beloved pets have four main jobs in their lives, pooping, eating, sleeping and playing/being a member of a loving family. You notice that pooping comes first on my list. Dogs poop a lot! Big dogs poop a lot more than little dogs. I walk my dog three times a day, mostly on the nature trails. Over time, it has become more and more distressingly apparent that more and more dog poops are being silently abandoned by pet owners. Perhaps, naively, the thought is that no one will notice, or the dog was off leash and the owner believed their beloved pet just might not poop. All dog owners will almost certainly return from a walk with a prize for taking their pet on said walk. It should not be an embarrassment to return home with a poop bag in hand. In fact, if anyone thinks that this lack of goodies is not noticed, they are naively mistaken! Take responsibility for your pet and it's business. There has always been a courtesy to owning pets in communities and this has not changed because one lives in Briar Hill where there are nature trails. Common areas, other peoples' properties, and other areas where people are walking are NOT pet toilets where the courtesy to pick up your dog's excrement can be foregone. Many non-pet owners, families and guests also enjoy these nature trails. It is not pleasant to dodge unsightly dog feces or left behind poop bags. This is a pet friendly community but there are rules. To be allowing your dog to use the aforementioned areas as their toilets and not pick up after them will affect all dog owners ultimately. Please do your duty to scoop up after your pet. Be proud of this beautiful community. It is delightful seeing dogs happily walking with their proud and courteous owners.Sincerely,

    Prescription painkillers: deadly when misusedIn Ontario, you now stand a greater chance of dying from a prescription painkiller overdose than you do from a car crash. That’s the sobering reality we face from the epidemic level of painkiller misuse.

    People often see their health care practitioner because of pain. Sometimes people will be prescribed opioids, morphine-like medications that include Percocet, Tylenol 3, Demerol, Fentanyl and others. When taken as prescribed, opioids can be effective for moderate to severe pain. However, there is also a risk of addiction to opioids and, particularly when misused, there is a potential to overdose.

    Between 2000 and 2009, there were 109 deaths from opioid use in Simcoe Muskoka. The death rate from opioids here is higher than Ontario’s average. Ontario leads all Canadian provinces in opioid consumption. And next to the U.S., Canada is the second-largest per capita consumer of prescription opioids.

    While all age groups are affected, the issue is more concentrated among the young. A study in 2014 revealed that among people in Ontario aged 25 to 34, one of every eight deaths is related to opioids. Among youth in Grades 7 to 12, opioids are now the third-most-common illicitly used drug after alcohol and cannabis.

    In Simcoe Muskoka, about 11 percent of Grade 7 to 12 students have tried opioids recreationally at least once.It’s a tragic situation both for those who become addicted, as well as for their families. Any addiction can affect personal, family, work, and community life. The impacts can spill over to seniors and others who have these prescribed medications at home, as they become potential victims of break-ins and theft.The good news is that we all have the ability to help reduce this problem. Here are a few ways:• Educate yourself about prescription opioids. • Talk to your children, relatives, friends, and medical professionals about the risks of these drugs. Ask questions about opioids and other ways to help reduce pain.• Use prescription medications as prescribed: see your medical professional regularly to assess if the medication is working well for you.

    • Monitor your prescriptions: know how many pills or patches you have, and keep them out of sight and locked up at all times. Most high school students who have used opioids say they got them from home.

    • Clean out your expired and unused medications and take them to your pharmacy for free, safe disposal.

    Help is available for people who are struggling with opioid dependence. The Canadian Mental Health Association and other counselling and addiction supports are located throughout Simcoe Muskoka. If you have questions about prescription painkiller use, ConnexOntario has a toll-free drug and alcohol confidential advice helpline available 24 hours a day at 1-800-565-8603.

    Food Freedom Day celebrates Simcoe County’s local food system (MIDHURST ON 2/8/16 )― The Canadian Federation of Agriculture has declared February 9, 2016 as Food Freedom Day in Canada, the date by which the average Canadian will have earned enough income to pay for his or her grocery bill for 2016.Food Freedom Day provides an opportunity to consider our roles and the impact we have on the Canadian food system, whether that be as a municipality, consumer, farmer, processor or retailer.“Simcoe County has a strong, vibrant and growing agri-food sector and we are committed to supporting our farmers, food entrepreneurs, and our entire local food system,” said Warden Gerry Marshall. “As a County, we are investing in training opportunities for our business owners, protecting prime agricultural lands, promoting our products beyond our borders and supporting initiatives that create access to affordable local food options for all our residents, including our most vulnerable citizens.”This year’s Food Freedom Day aims to bring awareness to the impact of increases in food prices on day-to-day budgets.     Year of the Pulses by the Food and Agriculture Organization of the United Nations (FAO), in an effort to raise awareness about lower cost nutritional foods. Simcoe County produces a number of pulses (leguminous crops) including soybeans, dried field beans, white beans, and alfalfa. Pulses are part of sustainable food production aimed towards food security and nutrition, but also provide the opportunity for greater equal food access.“There are different ways that people can deal with the increase in food prices due to the downturn of the Canadian dollar. This includes purchasing produce when it is in season or finding other healthy protein alternatives at lower costs – pulses is a good example. Increases in food prices can impact equal access to food and food security. It is then important that communities and organizations continue to work together to reduce hunger with more vulnerable populations,” says John Hemsted, Chair of the Food Partners Alliance.“As the cost of healthy food continues to climb, a sustainable solution to this situation becomes ever more urgent.     n 1960, Toronto had a subway on Yonge Street, going from Union Station to Eglinton Avenue, with a total of 12 stops. There were street cars and buses for surface travel, but no public commuter transportation to bring folks into the city. Bars closed at 1:00 a.m. and the subway stopped running at 2:00 a.m. There must have been after-hours clubs, but I didn’t know where they were located. Cultural diversity had begun but hadn't yet exploded. In other words "Toronto the Good" was not yet a world-class city.In October of that year, I received my Green Card to work in the USA. How

    exciting! I was leaving home and family for an adventure in a foreign country. I didn’t know when I would be back, or if I would be back at all. Ergo, I had to take all my worldly possessions with me. I bought the largest suitcase I could find and proceeded to load it with books, clothes, shoes, cosmetics and jewellery. Once it was packed I was only able to lift it an inch off the floor, and the stupid thing didn’t even have wheels. I also had a small suitcase, as well as my purse to manage. Barbara, my friend and soon-to-be roommate, had four or five smaller bags to deal with. No matter, we were off to New York City!

    We boarded a train in Union Station on a Wednesday at 8:00 p.m., and I truly do not know how we got all those bags, as well as ourselves, onto that train. The next morning we arrived in Grand Central Station. It was the height of morning rush hour. Among pushing, jostling, cursing commuters we somehow managed to get ourselves and the luggage off the train and into the main concourse. Barbara left me in charge of this sea of possessions and went off to find a telephone. Our first order of business was to get a room at the YWCA.

    Shock #1I stood watching, gob-smacked by the incredible number of people walking, running, storming toward the multiple exits to subways, buses, office towers. I could not believe my eyes. I saw as many commuters that morning as I would have seen in Toronto in a month. I had never felt so inconsequential before. All those people and no one even spared a glance in my direction. I was suddenly very scared. What had I been thinking? What was I doing in this place? If I had been traveling by myself, I think I would have got the next train back to Toronto and the familiar.Shock # 2Before I could start crying, Barbara returned with good news—we had a room at the Y. Struggling through the mob, we got our mound of bags out to the curb and hailed a taxi. I guess we looked like a couple of rubes, because the taxi driver told us we had to pay for our bags. And the blighter didn’t even help us put them into the trunk! If it hadn’t been for a gallant pedestrian, Barbara and I might still be there trying to get that cursed brown menace up and over the lip of the trunk. We found out later that charging for bags was illegal.Shock # 3We arrived at the Y and found our room to be so small we had to leave the suitcases in an unlocked storage cupboard at the end of the hall. As we settled in, Barbara dropped the bombshell—the woman at the Y had told her there were no jobs in New York City, and we should go back to where we came from. Our original plan had been to take a couple of weeks to look around and then find jobs and a place to live. We immediately revised the plan and that first weekend found an inexpensive two-room furnished flat in Queens and moved in. It certainly wasn't luxurious. The kitchen/living room had a cheap plastic couch and chair, a two-burner hot plate, a small fridge, and a rickety table with two chairs. The bedroom was almost palatial by comparison,

    with two single beds and a dresser. Oh well, we reasoned, things could only go up from here.

    Shock # 4

    That Monday we started to look for work. We learned that if an employment agency found you a job, you had to pay a placement fee of two weeks’ gross salary from your first four pay cheques. I found a job through an agency in the first week and it cost me $140. Barbara, who refused to pay an agency, didn’t find a job for three weeks.

    The elegance of Park Avenue and Fifth Avenue, contrasted sharply with the glitzy, tawdry, in-your-face Times Square where the smells and noise were over-powering. There was nothing in my experience to compare with mid-town Manhattan. It was like a living entity—moving, throbbing, pulsing to its own rhythm. The city never shut down. No matter what time of day or night, there were people out and about pushing and jostling each other to claim their own space. I felt like I had landed on a different planet. It was both wonderful and scary at the same time.

    In my naïveté I had expected to make friends with the girls I would meet at work. But—surprise, surprise—the New York girls didn’t socialize with each other after work. They stayed in their own neighborhoods and their friends were the people they had grown up with and had gone to school with. At home my social life had always been totally integrated with my co-workers—going to movies, parties and generally hanging out together. In the year and a half that I lived in New York, I was only invited once to someone’s home. I might have thought it was just me, but Barbara found the same situation at her place of work. I was glad we at least had each other.

    Shock #7In 1960 Toronto consisted mainly of Europeans, and my own small world was almost exclusively Anglo Saxon. There was a small, vibrant Chinatown but very little in the way of other visible minorities. New York City, on the other hand, had a large African-American population, as well as many other ethnicities. It took me a couple of months to acclimatize to the cornucopia of cultures.I returned home in 1962 and had a reverse culture shock. I had to change some of the expectations I had built up in New York. For instance, I couldn't find a street vendor selling hot dogs; I couldn't buy pizza by the slice for lunch; there was no network of subways to carry me around the city; bars still closed at 1:00 a.m.; and there weren’t wall-to-wall people at every event. But on the bright side, I could once again make friends with co-workers; get a seat on the subway; and live in something more luxurious than a cheaply-furnished two-room flat. New York was a great experience and is still one of my treasured memories. But Toronto has grown immensely in the past fifty-five years and I love the diversity and bustle that now exists. "Toronto the Good" is now a world-class city.And I still own that huge brown menace, and it still doesn’t have wheels.

    The DeclarationA condominium corporation’s Declaration is an important and powerful document. It is subject only to the Condominium Act (“the Act”). Condominium boards should be knowledgeable and constantly aware of what is contained in the Declaration that governs their corporation.A danger from not knowing or caring what is in the Declaration could, for example, mean that a well-meaning board might attempt to go down a path that contravenes their Declaration and find themselves in legal difficulties as a result. This would be true even if the proposed course of action meets with the approval of the owners. For example, a majority of owners might be keen gardeners. “Why pay a contractor to maintain the gardens when we can do a better job ourselves, and enjoy doing it?” might be the question. The board might find this money-saving initiative attractive and might put it on the agenda for the Annual General Meeting of Owners. The owners at that meeting might vote in favour of the change. But nevertheless,

    the action would be invalid if the Declaration contained a provision that a garden maintenance service would be provided, and an action by a disaffected owner to force the corporation to continue to pay for garden maintenance would almost certainly be successful.A clear understanding of what the Declaration actually says is important in establishing what is and is not a common area. For example, a corporation might have responsibilities to repair or maintain features that are not common areas. Windows might be clearly defined as not common areas and repair of a broken window might be the responsibility of the owner. However, the Declaration might oblige the corporation to have the windows cleaned on some schedule. A Standard Unit By-law might include features, such as interior walls, that are not common areas but that the corporation is obliged under the that by-law to insure and repair if damaged. However, a Standard Unit By-law that imposed a responsibility on the corporation to repair items that are specifically defined in the Declaration as the owners’ responsibilities, e.g. window glass, would be invalid.The general rule, of course, is that a junior rule or law cannot change or supersede a senior one. A board cannot enact rules that contravene the corporation’s by-laws; it cannot enact for the approval of the owners, whether or not such approval is given at a meeting of the owners, any by-law that contravenes the Declaration and it cannot, of course, do anything that is not consistent with the requirements of the Act.The Act provides that a Declaration can be changed. However the difficulties involved, not to mention the likelihood of significant legal fees, makes any such attempt to do so almost certainly not worthwhile.

    New technology helps increase safety for the deaf and hard of hearing

    (NC) Hearing smoke alarms blaring and escaping a fire

    is a terrifying experience for anyone. Now, imagine if you are deaf or hard

    of hearing.

    A smoke alarm with an integrated LED strobe light

    has been introduced by Kidde Canada to help the deaf and their family members have greater peace of mind in fire emergencies. Designed to be hardwired into a home's electrical system, the new device also features a 10-year sealed backup battery to keep the alarm functioning during a power outage. It never needs to be changed for the life of the alarm.

    A voice warning also calls out “Fire!” if the alarm activates. It will also call out “Carbon Monoxide!” if it is interconnected with a separate Kidde carbon monoxide alarm.

    “In the past, it was possible to add a strobe light to hardwired smoke alarms but you ended up with two units on your ceiling,” says Carol Heller of Kidde. “A powerful strobe light has now been integrated right into the smoke alarm, along with a 10-year backup battery, a first in Canada.”

    (NC) We're always looking for ways to switch up the dinner party routine. So this season, forget the four-course dinner. Lighten the mood (and your workload) by getting guests involved in the cooking and making your kitchen centre stage for the evening.

    Follow these three tips from President's Choice executive chef Tom Filippou to brighten up your dinner party by breaking the table rules:

    1. Put them to work – Gone are the days where the host remains hidden away in the kitchen.
