2015 RADIO RESEARCH AND DEVELOPMENT INSTITUTE NIIR was founded in 1949 pursuant to the USSR Government Decree. Today NIIR includes: - 3 branches: NIIR LONIIR, NIIR SONIIR and NIIRRadio; 5 test ranges. In accordance with the Decrees of the Russian Federation President and Orders of the Russian Federation Government the LONIIR, SONIIR and Radio have been affiliated to the FSUE NIIR in NIIR Action Lines NIIR PARTICIPATION IN DEVELOPMENT OF PRIORITIZED ACTION LINES IN INFOCOMMUNICATION OF THE COUNTRY SCIENTIFIC AND METHODOLIGICAL SUPPORT OF NATIONAL AND INTERNATIONAL REGULATION IN SPECTRUM USE AND EMC COMMUNICATION AND TV BROADCASTING SYSTEMS AND EQUIPMENT DEVELOPMENT OF RADIO ELECTRONIC SYSTEMS AND DEVICES 3 4 Development of concept-based documents Development of regulatory and engineering documents Programme implementation TV broadcasting development concept till 2025 Implementation concept for terrestrial digital TV and broadcasting in Russia Integrated project Development of Digital Broadcasting in the Russian Federation Frequency-territory plan for MUX 1 (12 Russian territorial entities) MUX 2 (39 Russian territorial entities) System project for DTV distribution network in the Russian Federation Design of DTV sites (227 Radio and TV broadcasting transmit stations) Standards on DTV (3 documents) Design and estimate of costs for DTV sites (1520 transmit stations) Building of regional DTV networks (completed 198, in process 88 transmit stations) Development and production of DTV equipment (260 DVB-S/S2 receivers) 4 Development of Express-AM5 payload Development of Express-AM6 payload Space retransmission system Monitoring of DTV State Programme progress Results of NIIR activities in the development of Digital TV Broadcasting Network in the Russian Federation 5 Development of design and estimate-of-costs documentation for radio and TV broadcasting transmit stations Development of design and estimate-of-costs documentation and building of radio and TV broadcasting transmit stations Geography distribution of NIIR activity under DTV State Programme Kazakhstan Mongolia Russian Federation 66 Conceptual designing of the HEO space communication and broadcasting system (R&D "Express-RB") 7 Primorka-M Satellite Communication System Yamal-200 GSO spacecraft at 49E Express-MD GSO spacecraft at 145E Express-A GSO spacecraft at 103E CAD up-to-date design and development techniques CLEAN ROOM Hi-Tech assembly, alignment and testing of complex products VIBRATION TABLE testing of developed product models COMPUTER CENTRE complex high-performance computing 3D-VISUALIZATION - capability to visualize calculations made by the Computer Centre, 3D modelling INDUSTRIAL SITES FOR R&D CENTRES Mastering the comprehensive technological cycle to develop complex systems Development of production technologies 9 Computing center Planning the radio frequency spectrum; Calculating and simulating EMC; Design calculations and simulations of radio electronic equipment; Other resource-intensive scientific and technological calculations Objectives Sun Microsystems Competence Center for high performance computations Technical characteristics Creating and operating complex information systems; Capability to organize remote and distributed computations. The basic challenge for deployment of video walls is lack of possibility to broadcast audio to all screens of the wall without overlap effect. At the international events audio support should also be provided in different languages for each screen, as well as support of interactive choice of language for the visitors. FSUE NIIR and OJSC Intellect Telecom have developed and patented Video Information System allowing individual audio from a selected section of the polyscreen via user mobile phone with a possibility to choose broadcasting screen and language. 13 During operation of the Video Information System at the international fora and exhibitions, organizers and participants were highly interested in its implementation The first in the world Video Information System with audio support was exhibited at the International Exhibition Expo-2010 in Shanghai by the Russian Regions and Rosnano at the Russian pavilion. The System broadcasted video with audio support via 3G network using 4 screens and three languages: English, Russian and Chinese. The VIS was also successfully operated at the III International Forum and Exhibition Open Innovations 2014. At the events dedicated to the ITUs 150 anniversary, it is proposed to deploy the VIS in order to provide multi-language audio services to smartphones/tablets of participants with interactive selection of a screen and language of audio. 14 NIIR 448 specialists, including: 18 Doctors of Sciences, 73 Candidates of Sciences and 50 Laureates of the Russian State Awards and the Russian Government Awards in Science and Technology NIIR - LONIIR 117 specialists, including: 1 Doctor of Sciences, 17 Candidates of Sciences and 6 Laureates of the State and Government Awards NIIR - SONIIR 124 specialists, including: 2 Doctors of Sciences, 13 Candidates of Sciences, 4 Laureates of the Russian State Award after Marshal of the Soviet Union G.
