Greetings to all SGFMA Members,
Hope everyone has had a great summer.
Things are getting very busy again as vaca-
tions are coming to end and school will be
starting back up again soon. Our time is also
getting near to our upcoming conference Oc-
tober 11th - 14th at Myrtle Beach Sheraton
Convention Center.
We have a great line up of speakers and training this year and a
lot of vendors at our vendor show. We are changing things a little this
year with our vendor show covering two days instead of putting it all into
one day. You don’t want to miss out on all that our vendors have to offer.
Also we have an outing planned for Sunday evening to Ripley’s Aquarium,
and shopping at Broadway at the Beach.
Again I want to thank the SGFMA board members, committees,
and volunteers for all the hard work they have put into making this year’s
conference the best ever. Also remember our membership drive; you
could be the winner for some extra cash for the most new members you
get to sign up. Full details for the contest are on our SGFMA website.

Southeast Governmental Fleet Managers Association is
rolling out the red carpet to welcome our newest members since the
last newsletter. More and more organizations and vendors have
come to appreciate the benefits of networking with other fleet pro-

STRENGTH IN NUMBERS
SGFMA MEMBERSHIP DRIVE CONTEST
Earn a little extra cash for promoting the Association and the benefits of membership to potential
members.
•The 2014-2015 Membership Drive began on September 17, 2014 and ends October 1, 2015.
•Only current members in good standing of SGFMA may participate.
•Current members will receive (1) point for each new member recruited (either individual or vender
member)
•To receive credit for a new member, the new member must fill out the “Referred By” section on the
membership application.
•If the new member attends the 2015 conference (5) additional points will be awarded
•The member with the most recruiting points accumulated will be awarded the prize of $500 at our
2015 Annual Conference.
•In case of a tie, the prize will be equally divided among the winners. We strongly encourage all
members to participate in this effort. A monetary prize is an excellent incentive. Please visit our web-

The best way to help raise the level of our profession is by sharing our success stories. Tell us about a new improvement or innovative practice that your fleet is using. We encourage you to nominate your organization for an award to be presented at the Southeast Governmental Fleet Managers Annual Meeting. The Jan Smoak Memorial Award for Quality Fleet Management will recognize Individual Innovative Practices in Fleet Repair and/or Maintenance in three different categories – city, county and state government. SGFMA proudly embraces this belief by actively supporting a scholarship program directed towards graduating High School Seniors and current College/University Students. The Darrell E. Floyd Scholarship awards are funded by the association each year to assist those are pursuing higher education in a certified degree program in an accredited institution. Blanche “Cookie” Harrison - Secretary Cookie has been with the City of Lenoir for 17 ½ years & have been the Fleet Manager for 12 years. She is
responsible for procuring new vehicles & equipment for the City of Lenoir as well as maintenance on all City
vehicles & equipment. She is also responsible for ordering gasoline & diesel fuel for the City of Lenoir as well
as the Gamewell Fire Department & all departments for Caldwell County. Cookies has a staff of 3 one of
which is the assistant & two technicians. She is responsible to see that these individuals get training as availa-
ble. Cookie has been a member of the SGFMA for 12 years and is currently serving as Secretary. Cookie is a
member of the American Public Works Association NC Chapter where she is served on the Equipment Ser-
vices Board as Board Member President Elect & President for the year 2012.
Garland Veasey - President Garland is the Director for Research Farm Services - Clemson University. He has a BS and MS degrees from Clemson and has been with Clemson’s farms division for 21 years. Gar-land served as the Facility Supervisor for our SC State Certified Maintenance Facility for 16 years. The facility received the “Outstanding State Maintenance Facility Award” in 2000 and manages a fleet of rolling stock totals over 250 units. Garland has been a member of SGFMA for 17 years and has served several terms on the Board of Directors. He was Region 4 Director and Membership Committee Chair 2003-2005. Garland also served as Director at Large and Information and Publicity Committee Chair 2011–2013. He is SGFMA Vice President and Program Committee Chair from 2013-Present.
Jerry A. Glass - Region 6 Director Jerry is the Fleet Specialist for the City of North Charleston S.C.
A native of Ruston, Louisiana moved to South Carolina in 1961.
Began his career at the Charleston Naval Shipyard as an apprentice electrician in 1965. Retired from the Charleston Naval Weapons Station in March of 2005 as the Public Works Center Jacksonville, Transportation Department Head after being offered an opportunity to work for the City of North Charleston as Fleet Manag-er. Currently has a combined length public service exceeding fifty years.
He and his wife Bonnie have two sons, six grandchildren and one great granddaughter. Resides in Goose Creek, South Carolina volunteering in community service including coaching recreational baseball, softball and soccer teams. Has served as a member and passed chairman of Goose Creek city planning and zoning commission, Berkeley County planning commissioner and current member, appointed by the Governor, as a Commissioner of the Goose Creek Recreation Commission where he serves as the present Commission Chairman.
Received numerous outstanding service awards throughout his career both for his public service perfor-mance and his community service including being named Commissioner Emeritus by the Mayor and City Council of Goose Creek, SC.
He is a member of Crowfield Baptist Church and enjoys fishing, hunting, camping and other outside recrea-tional activities.

Dennis Taylor - Region 2 Director
Dennis Taylor is the Fleet Services Supervisor for Horry County. He has worked for Horry County for 9 years. Dennis has over 25 years of experience working in the automotive field -- in both municipal government and in retail automotive service. He manages a fleet of 787 vehicles and helps supervise the repairs of over 300 pieces of heavy machinery and equipment. He oversees the Communications department which installs equipment on emergency vehicles. He is also a Master Certified Ford Service Manager. Dennis has served on the County’s Accident Review Board and helped revise the County’s safety policy. In 2014 he was nominated for Employee of the Year. He has been a member of the SGFMA since 2007.
Mark T. Kostos - Vice President
Mark is a Fleet Shop Supervisor for Charleston County Fleet Operations. Born and raised in Chicago Illinois. Mark attended Lincoln Technical Institute and graduated with a degree in Automotive and Diesel Technology. Mark has been in the Fleet maintenance industry for over 37 years. He worked as a Fleet Technician for the Fire-stone Rubber and Tire Company before moving to Charleston South Carolina in 1986. He worked for the Toyota Motor Company before going to work for Charleston Coun-ty Fleet Operations. Mark has been a Fleet Shop Supervisor for Charleston County Fleet Operations for 18 years. He is an ASE Certified Master Technician and Medi-um/Heavy Truck Technician. Mark led the Fleet to “The ASE Blue Seal Certification
Recognition Program” and has been an SGFMA Member since 1996. Mark has been
serving as Information Officer since 2013.
Karen Hyatt -Treasurer
Karen Hyatt is the Assistant Public Works Director for Sumter County. She oversees the fleet maintenance division, sanitation division, landfill and county roads. She has been employed with Sumter County 30 years. Karen has a BA in Human Resource Administration and BS in Computer Science. Karen has been a member of SGFMA for 23 years. Currently serving on the Board as Treasurer and has served in previous board positions throughout the years including President, Vice President, and Region Director. She is a Member of The American Public Works Association (SC Chapter), Carolina Recycling Association, and Keep America Beautiful. She is a Graduate of Leadership Sumter. Karen served as past board member with Sumter Civitan Club, Kiwanis Club of Sumter, and YWCA TWIN (Tribute to Women in Industry) Honoree.

Rick Smith - Director at Large 5
Rick Smith is the Fleet Manager of the Charlotte Mecklenburg Police Department and has held that position over the last eighteen years. Prior to working with the Police department, Rick worked six years with the City Radio Network Technology Services Department and the City IT Department. Rick presently serves on the City Fleet Management Advisory Team and the City Radio Communications Council and just finished a three year term with the Ford Police Advisory Board. Rick is a member of the SGFMA having served the last two years as the Website Committee Chair. Before that he served in the positions of President, Vice President, Awards Committee Chairman, and Nominating Commit-tee Chairman. Rick is an active member of Pearl Baptist Church. His hobbies include antique and muscle cars as he is active in the Hornet’s Nest Region having served on their Board of Directors in the past and the Mid Carolinas Region of the Antique Automobile Club of America. Rick has been blessed with a wife of 38 years, three children, and four grandchildren.
Jimmy Brown - Director at Large 1 Jimmy Brown is the Fleet Manager for the Greenwood County in SC. He has been employed with Greenwood County Government since July 1987 and has managed the Garage and supervised Fleet Technicians since being hired. The Fleet at Greenwood County consists of approximately 485 piec-es that include Tractors, Backhoes, Motor Graders, Dump trucks, Mowers, Sheriff Cars, Ambulances, Parks and Recreation Equipment, Roll Off Trucks, Recycle Trucks, and many other types of equip-ment such as saws , weed eaters, etc. He has been a member of SGFMA for approximately 21 years and has served as Regional Director, Director at Large, Vice President, and President of this great organization. He is currently serving as Director at Large and is the Professional Development Com-mittee Chair. This Committee provides training opportunity to the SGFMA Membership throughout the year by working with vendors and various trainers to provide training of all kinds at different locations in SC, Georgia, and NC.
Gene Jordan - Region 4 Director Gene is the Fleet Maintenance Superintendent for the City of Rock Hill and has been employed with the city for 23 years. He supervises a group of 12 employees that keep the city moving. The fleet includes Police, Fire, Sanitation, Public Works, and Utilities vehicles and equipment. Gene has a great group of talented technicians that just earned the ASE “Blue Seal of Excellence Program Certifi-cation” and he is proud of each one of them. This is the first year Gene will serve on the board for SGFMA. He has been a SGFMA Member for 19 years.
Brian Wood - Director at Large 3 Brian is a Generator Technician for the Renewable Water Resource Department of Greenville South
Carolina. He has been an employee for ReWa for 10 years.
Brian oversees generators that control nine waste water plants throughout Greenville County. He
follows procedures to insure all generator maintenance is done in an appropriate and timely manner
to meet DEHAC regulations, including monthly testing.

AL BY THE MEMBERSHIP BY REMOVING ANY REFERENCE TO THE “INDIVIDUAL” MEMBERSHIP CATEGORY.
Supporting statement: Confusion of some that attempt to register as an individual member and then, attempt to use that
membership for other purposes that would otherwise cost more. The additional revenue will be used to offset the higher cost
of convention expenses.

Our Mission Statement is:
To foster and promote the advancement of the fleet profession through membership, association, and assistance to fellow fleet managers.
To provide an open forum for the exchange of ideas, experience, and information related to the fleet management profession.
To develop and promote improved standards and methods for the good management of fleet operations and assets.
To seek the improvement of laws and regulations pertaining to fleet administration.
Provide the exchange of information on procurement, maintenance, operation, and disposition of fleet equipment.
Promote the professional, social, and personal interaction between members of the fleet management profession.
To promote improved intergovernmental profession.
All our board members are actively working to achieve each of these goals to promote our profession as a top quality Fleet Manager Association.
We are also working hard to keep our association dues, training, and conference expenses to the lowest possible cost to make it affordable for
your education, training, and conference expenses to the lowest possible cost.
