Executive Summary

This Updating and Screening assessment fulfils the requirements of the Local Air Quality Management process as set out in Part IV of the Environment Act (1995), the Air Quality Strategy for England, Scotland, Wales and Northern Ireland 2007 and the relevant Policy and Technical Guidance documents. The LAQM process places an obligation on all local authorities to regularly review and assess air quality in their areas, and to determine whether or not the air quality objectives are likely to be achieved. Where exceedances are considered likely, the local authority must then declare an Air Quality Management Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting out the measures it intends to put in place in pursuit of the objectives. A review of new monitoring data has identified the following:

No annual mean NO2 concentration in excess of the 40 µg.m-3 objective was recorded at any of the Hart District Council diffusion tube sites during 2014.

Examination of the trends in measurements at the network of diffusion tubes over the last seven years indicates that NO2 concentrations have in general been decreasing at all sites.

The assessment of new sources has not identified any sources not previously assessed or any new locations where a detailed assessment is required. The Updating and Screening assessment has not identified any locations where a Detailed Assessment for any source or pollutant should be conducted. Hart District Council will continue monitoring at the existing NO2 diffusion tube sites within the District. The next air quality review and assessment report will be the 2016 Progress Report.

1 Introduction

1.1 Description of Local Authority Area

Hart District lies in the north-east corner of Hampshire and is approximately 83 square miles in extent. The majority of land use within the District is rural, with a varied landscape made up of woodland, heathland common and arable land. The urban areas are concentrated in the north-east and east of the District around the towns of Yateley, Blackwater and Fleet. Hook is a recently expanded village on the western boundary. The other settlements within the district are villages, particularly notable for their historically and architecturally important buildings. There are 32 Conservation Areas and nearly 1,000 listed buildings in the District. From Hart’s northern boundary with Berkshire, the land rises to the North Downs in the south of the District. Three small rivers cross the area flowing northwards into the River Thames; one of which, the Blackwater, forms part of the boundary with Surrey and Berkshire. The Whitewater flows from the western side into the River Hart, from which the District takes its name.

1.2 Purpose of Report

This report fulfils the requirements of the Local Air Quality Management process as set out in Part IV of the Environment Act (1995), the Air Quality Strategy for England, Scotland, Wales and Northern Ireland 2007 and the relevant Policy and Technical Guidance documents. The LAQM process places an obligation on all local authorities to regularly review and assess air quality in their areas, and to determine whether or not the air quality objectives are likely to be achieved. Where exceedences are considered likely, the local authority must then declare an Air Quality Management Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting out the measures it intends to put in place in pursuit of the objectives. The objective of this Updating and Screening Assessment is to identify any matters that have changed which may lead to risk of an air quality objective being exceeded. A checklist approach and screening tools are used to identify significant new sources or changes and whether there is a need for a Detailed Assessment. The USA report should provide an update of any outstanding information requested previously in Review and Assessment reports.

1.3 Air Quality Objectives

The air quality objectives applicable to LAQM in England are set out in the Air Quality (England) Regulations 2000 (SI 928), The Air Quality (England) (Amendment) Regulations 2002 (SI 3043), and are shown in Table 1.1. This table shows the objectives in units of microgrammes per cubic metre µg.m-3 (milligrammes per cubic metre, mg.m-3 for carbon monoxide) with the number of exceedences in each year that are permitted (where applicable).

1.4 Summary of Previous Review and Assessments

Between 2003 and 2014 Hart District Council have completed four rounds of LAQM review and assessment and produced the associated annual reports. No requirement to proceed to a Detailed Assessment of air quality was identified during any of these rounds of review and assessment. A summary of the reports prepared during the latest round of the air quality review and assessment cycle (2012 to 2014) are as follows:

The 2012 Updating and Screening assessment concluded that NO2 and PM10 concentrations measured during 2011 were significantly below the respective annual mean objectives

The 2013 Progress Report concluded that updated monitoring data supported the conclusions of previous assessments of air quality in the District. The NO2 concentrations were significantly below the objectives in 2012 at all monitoring sites. PM10 was significantly below both the annual mean and short-term objectives; however measured PM10 concentrations have been increasing over recent years at the Blackwater automatic monitoring site.

The 2014 Progress Report also concluded that no pollutant concentrations in excess of the objectives were measured during 2014 and no further action was required.

No air quality management areas (AQMA) have been declared within Hart District to date.

2 New Monitoring Data

2.1 Summary of Monitoring Undertaken

During 2014 Hart District Council measured NO2 and PM10 concentrations within the district at twelve diffusion tube sites.

2.1.1 Automatic Monitoring Sites

Continuous monitoring of NO2 and PM10 was previously conducted in Blackwater; monitoring at this site was discontinued in March 2014. Hart District Council no longer conduct any automatic monitoring within the district.

2.1.1 Non-Automatic Monitoring

Diffusion tube monitoring of NO2 was carried out at twelve sites within the Hart District Council area during 2014. Details of the diffusion tube monitoring locations are presented in Table 2.1. The locations include kerbside, roadside and background sites. Maps showing the locations of the diffusion tube monitoring sites are presented in Figures 2.1 to 2.9. A bias adjustment factor of 0.91 reported as the national average of co-location studies conducted using diffusion tubes prepared and analysed by Gradko during 2014 has been used to adjust the diffusion tube results. Full details of the diffusion tube QA/QC are presented in Appendix A.

2.2 Comparison of Monitoring Results with AQ Objectives

2.2.1 Nitrogen Dioxide

Diffusion Tube Monitoring Data

Details of the annual mean NO2 concentrations measured using diffusion tube sites during 2014 are presented in Table 2.2 and the series of results measured from 2007 to 2011 are presented in Table 2.3. Data capture was generally good across the network of diffusion tubes during 2014, one short-term to long-term adjustment calculations was required for the tube at The Poachers, South Warnborough. Details of the adjustment factor calculated are presented in Appendix A. No annual mean NO2 concentrations in excess of the 40 µg.m-3 objective were recorded at the Hart District Council diffusion tube sites during 2014. A bar chart showing the trends in annual mean NO2 concentrations measured across the Hart District Council network of diffusion tubes over the last seven years is presented in Figure 2.10. Examination of the trend indicates that NO2 concentrations have in general been decreasing at all sites. The results should be considered in context with the bias adjustment factor applied as presented in Table 2.3.

2.2.2 Sulphur Dioxide and other NAQS pollutants.

Hart District Council do not currently measure sulphur dioxide or any of the other NAQS pollutants.

2.2.3 Summary of Compliance with AQS Objectives

Hart District Council has examined the results from monitoring in the district. Concentrations are all below the objectives, therefore there is no need to proceed to a Detailed Assessment.

3 Road Traffic Sources

3.1 Narrow Congested Streets with Residential Properties Close to the Kerb

Hart District Council confirms that there are no new/newly identified congested streets with a flow above 5,000 vehicles per day and residential properties close to the kerb, that have not been adequately considered in previous rounds of Review and Assessment.

3.2 Busy Streets Where People May Spend 1-hour or More Close to Traffic

4 Other Transport Sources

4.1 Airports

Farnborough airport is located within the Rushmoor Borough Council area which is located close to the eastern boundary of Hart District. There is no relevant exposure within 1000 m of the airport that is located within the Hart District Council area. Blackbushe airport is located approximately 3 km west of Blackwater. The airport is used by light aircraft only for private aviation purposes; the passenger numbers and amount of freight processed at the airport does not fall within the screening criteria specified in the TG(09) guidance.

Hart District Council has assessed the airports close to, and within, the local authority area against the relevant screening criteria and confirms that there are no airports in the Local Authority area which require a detailed assessment.

4.2 Railways (Diesel and Steam Trains)

4.2.1 Stationary Trains

Hart District Council confirms that there are no locations where diesel or steam trains are regularly stationary for periods of 15 minutes or more, with potential for relevant exposure within 15 m.

4.2.2 Moving Trains

Hart District Council confirms that there are no locations with a large number of movements of diesel locomotives, and potential long-term relevant exposure within 30 m.

8 Conclusions and Proposed Actions

8.1 Conclusions from New Monitoring Data

No annual mean NO2 concentration in excess of the 40 µg.m-3 objective was recorded at any of the Hart District Council diffusion tube sites during 2014. Examination of the trends in measurements at the network of diffusion tubes over the last seven years indicates that NO2 concentrations have in general been decreasing at all sites.

8.2 Conclusions from Assessment of Sources

The assessment of new sources has not identified any sources not previously assessed or any new locations where a detailed assessment is required.

8.3 Proposed Actions

The Updating and Screening assessment has not identified any locations where a Detailed Assessment for any source or pollutant should be conducted. Hart District Council will continue monitoring at the existing diffusion tube sites within the District.

QA/QC of diffusion tube monitoring

Diffusion Tube Bias Adjustment Factors

The diffusion tubes deployed by Hart District Council are supplied and analysed by Gradko using a preparation mixture of 20% triethanolamine (TEA) in water. The bias adjustment factor of 0.91 reported in the national database of co-location studies, conducted using diffusion tubes prepared and analysed by Gradko during 2014, has been used to adjust the diffusion tube results. Gradko have participated in recent HSL WASP NO2 PT rounds and the percentage (%) of results submitted which were subsequently determined to be satisfactory during 2014 based upon a z-score of < ± 2 were as follows:

Jan – Mar 2014: 100%

Apr – Jun 2014: 100%

Jul – Sep 2014: 100%

Oct – Nov 2014: 100%

Diffusion tube precision

Diffusion tube precision was assessed during 2014 at the Blackwater site where duplicate tubes were sited. The calculated tube precision is presented in Figure A.1; all months were classified as having

good precision. Short-term to Long-term Data adjustment

A short to long term data adjustment was applied to annual mean NO2 measurements where the data capture was less than 75%. One adjustment ratio was calculated as presented in Tables A.1.
