    Executive Summary

    This report fulfils the requirements of the Local Air Quality Management process as set out in

    Part IV of the Environment Act (1995), the Air Quality Strategy for England, Scotland, Wales

    and Northern Ireland 2007 and the relevant Policy and Technical Guidance documents.

    This document is Tonbridge and Malling Borough Council’s fifth round Updating and

    Screening Assessment. Results from monitoring by the Council are presented and sources of

    air pollution are identified. The Updating and Screening Assessment determines those

    changes since the last assessment, which could lead to the risk of an air quality objective

    being exceeded.

    Two junctions have been identified within Tonbridge and Malling Borough which may be at risk

    of exceeding the annual mean nitrogen dioxide objective. A Detailed Assessment is required

    in these locations which will, in the first instance be in the form of further monitoring.

    Monitoring within the Borough has not identified any new exceedences outside existing

    AQMA’s but has confirmed the need for the Detailed Assessment at Borough Green, which is

    already underway.

    Monitoring has also identified a potential exceedence of the 1-hour mean nitrogen dioxide

    objective at locations within the existing Wateringbury AQMA. This AQMA will need to be

    amended to include the 1-hour mean objective.

    It should be noted that the Ditton AQMA has not experienced any exceedences of the annual

    mean objective at locations with relevant exposure since 2006. Consideration could be given

    to revoking this AQMA.

    1 Introduction

    1.1. Description of Local Authority Area

    The borough of Tonbridge and Malling lies in the heart of Kent and is an area of variety and

    historical interest. The borough is dotted with numerous picturesque villages including West

    Malling, East Malling, Ightham, Offham, Trottiscliffe, Aylesford and Shipbourne. The River

    Medway flows in a north-easterly direction through Tonbridge and the Medway Gap in the

    North Downs.

    Industry and commerce are concentrated around Tonbridge, Aylesford, Ditton, Larkfield and

    Snodland. Mineral extraction has been carried out in the area for many years. Paper and

    packaging mills, distribution, general and light industry and many small businesses make up

    the industrial scene. The borough is a popular area for office location and high tech

    development, particularly at Kings Hill business and residential community.

    The borough is well served with roads and there are two main railway lines to London and the

    Channel ports.

    The main source of air pollution in the borough is road traffic emissions from major roads,

    notably the M20, M26, M2, A20, A21, A25, A26, A227, A228 and A229. The Council has

    declared six Air Quality Management Areas in relation to road traffic emissions of nitrogen

    oxides and, in addition, one area (M20 corridor) for particulate matter (PM10). Other pollution

    sources, including commercial, industrial and domestic sources, also make a contribution to

    background pollution concentrations.

    1.2. Purpose of Report

    This report fulfils the requirements of the Local Air Quality Management process as set out in

    Part IV of the Environment Act (1995), the Air Quality Strategy for England, Scotland, Wales

    and Northern Ireland 2007 and the relevant Policy and Technical Guidance documents. The

    LAQM process places an obligation on all local authorities to regularly review and assess air

    quality in their areas, and to determine whether or not the air quality objectives are likely to be

    achieved. Where exceedences are considered likely, the local authority must then declare an

    Air Quality Management Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting

    out the measures it intends to put in place in pursuit of the objectives.

    The objective of this Updating and Screening Assessment is to identify any matters that have

    changed which may lead to a risk of an air quality objective being exceeded. A checklist

    approach and screening tools are used to identify significant new sources or changes and

    whether there is a need for a Detailed Assessment. The Updating and Screening Assessment

    should provide an update of any outstanding information requested previously in Review and

    Assessment reports.

    1.3. Air Quality Objectives

    The air quality objectives applicable to LAQM in England are set out in the Air Quality

    (England) Regulations 2000 (SI 928) and Air Quality (England) (Amendment) Regulations

    2002 (SI 3043), and are summarised in Table 1.1. This table shows the objectives in units of

    micrograms per cubic metre g/m3 (milligrams per cubic metre, mg/m3 for carbon monoxide)

    with the number of exceedences in each year that are permitted (where applicable).

    1.4. Summary of Previous Review and Assessments

    Tonbridge and Malling Borough Council undertook the first round of review and assessment

    between 1998 and 2001. The first round concluded that it was necessary to declare an Air

    Quality Management Area (AQMA) for nitrogen dioxide and PM10 along the M20 corridor at

    Larkfield, Ditton and Aylesford due to road traffic emissions (Figure 4). An Air Quality Action

    Plan is in place to improve air quality within the M20 AQMA (Tonbridge and Malling Borough

    Council, 2011), in partnership with the Highways Agency.

    The second round commenced in 2003 with the Updating and Screening Assessment and

    concluded that there was a risk of exceedence of the nitrogen dioxide annual mean objective

    at the nearest receptors to the:

    Tonbridge High Street (southern end: Figure 5 ),

    A26 Tonbridge Road/Red Hill junction, Wateringbury (Figure 6), and

    A20 London Road/Station Road junction, Ditton (Figure 2).

    Following a Detailed Assessment, Tonbridge and Malling Borough Council declared three

    further AQMAs at these locations on 1st June 2005. Road traffic emissions have been

    identified as the major contributor to exceedences of the annual mean nitrogen dioxide

    objective in these three AQMA areas. Tonbridge & Malling Borough Council is working in

    partnership with Kent County Council to implement actions to improve air quality through the

    Local Transport Plan.

    The third round of Review and Assessment began with an Updating and Screening

    Assessment in 2006, which concluded that a Detailed Assessment was required for nitrogen

    dioxide due to emissions from road traffic on London Road in Larkfield, Ditton and Aylesford.

    Recommendations were also made for relocation of kerbside diffusion tube sites at Castle

    Way, Leybourne and London Road, Aylesford to more appropriate sites near to relevant

    exposure. In addition, monitoring was recommended at the nearest receptors to Hadlow

    Road/Cannon Lane, Tonbridge and A20 Hall Road/Mills Road, Aylesford junctions, to check

    compliance with the annual mean objective. The Detailed Assessment, which was informed

    by the additional monitoring, confirmed the need for two additional AQMAs along London

    Road at Larkfield/Ditton and Aylesford, which were declared in 2008 (Figure 1 and Figure 3).

    The Further Assessment was completed in 2009, which recommended continuance of the two

    AQMAs, along London Road at Aylesford and Larkfield, although the Larkfield AQMA was

    predicted to be marginally below the objective and may be revoked in future should monitoring

    continue to show compliance with the annual mean objective.

    The Annual Progress Report 2010 concluded that analysis of monitoring results indicated one

    site exceeded the nitrogen dioxide annual mean objective, outside an AQMA. The site, TN70,

    at 55 Sevenoaks Road in Borough Green, was a new site installed in 2009 following a

    recommendation in the Further Assessment. The diffusion tube only had 4 months of data

    available for 2009, but there is relevant exposure at this location. It was recommended that

    the Council should continue to monitor at this location, increasing the robustness of monitoring

    at this and other relevant sites of exposure in the vicinity to aid future LAQM work. It was

    recommended that the Council progress to a Detailed Assessment if monitoring demonstrates

    a risk of exceedence of the annual mean objective once the full year’s dataset is collated.

    The Annual Progress Report 2011 concluded that further monitoring around the Borough

    Green area indicated a possible exceedence of the annual mean nitrogen dioxide objective

    and a Detailed Assessment was recommended. This assessment is currently underway and

    is expected to be completed shortly. The report also identified a diffusion tube site in

    Wateringbury with an annual mean above 60 g/m3 which may indicate an exceedence of the

    1-hour mean nitrogen dioxide objective. Further monitoring was recommended as was

    amending the current AQMA at that location to include the 1-hour mean nitrogen dioxide

    objective.

    An Air Quality Action Plan was produced in early 2011, and it summarised the current status

    of the air quality in Tonbridge and Malling’s six AQMAs, and set out various measures that

    should be taken to improve the air quality in these areas. The document was reviewed by

    relevant stakeholders during 2011.

    2 New Monitoring Data

    2.1. Summary of Monitoring Undertaken

    2.1.1. Automatic Monitoring Sites

    Tonbridge and Malling Borough Council operate one automatic monitoring station, measuring

    nitrogen dioxide, situated at a roadside site on Tonbridge High Street. Since the fourth round

    Updating and Screening Assessment in 2009 there have been no changes to the Council’s

    automatic monitoring site. Figure 7 and Table 2.1 give details of the automatic monitoring site

    located in Tonbridge.

    2.1.2. Non-Automatic Monitoring Sites

    During 2011, Tonbridge and Malling Borough Council also monitored annual mean nitrogen

    dioxide concentrations using passive diffusion tubes at 26 locations across the Borough, six of

    which have triplicate sites. Figure 8 to Figure 13 and Table 2.2 give details of the diffusion

    tubes within the borough during 2011.

    2.2. Comparison of Monitoring Results with AQ Objectives

    2.2.1. Nitrogen Dioxide

    2.2.2. Automatic Monitoring Data

    The recorded results from the Tonbridge Roadside 2 (ZT5) automatic monitoring station

    (Table 2.3) show that the nitrogen dioxide concentrations were above the annual mean

    objective from 2009 to 2011. Figure 14 shows the changes in annual average nitrogen

    dioxide concentrations measured at this site between 2007 and 2011;Table 2.4 shows that

    concentrations have been well below the 1-hour mean nitrogen dioxide objective for the last

    three years.

    2.2.3. Diffusion Tube Monitoring Data

    The 2011 nitrogen dioxide diffusion tube data are summarised in Table 2.5, with the full

    dataset of monthly mean values included in Appendix A1. Sites TN64 and HA223 have a data

    capture rate of 75% or less, and have therefore been annualised using the method in Box 3.2

    of TG(09). HA223 was monitored by the Highway Agency (funding was removed in May)

    during January to April (the results are shown in Table A2.1 for reference only) and then taken

    over by TMBC from June- December. The Highway Agency used a different laboratory for

    their tube analysis than TMBC and thus the data is not compatible with TMBC’s diffusion tube

    results and needed to be annualised. Details of the calculations are provided in Appendix A1.

    The nitrogen dioxide concentrations measured by diffusion tubes show that the annual mean

    objective was exceeded at 10 locations in 2011 compared to 13 locations in 2010. Only one

    of these sites was outside of a currently declared AQMA. This was at a triplicate diffusion

    tube site at 55 Sevenoaks Road, Borough Green, located on the façade of a relevant receptor.

    A Detailed Assessment is currently being completed for this area.

    There is one site where annual mean nitrogen concentrations exceed 60 µg/m3, which is an

    indication of a potential exceedence of the 1-hour mean objective. This is at a triplicate site

    on Tonbridge Road, Wateringbury. Comparison with 2009 and 2010 monitoring results (Table 

    2.6) shows that concentrations at this site were above 60 µg/m3 in 2009 and 2010, and it was

    identified in the 2011 Progress Report that further work would need to be undertaken to

    identify whether there is an exceedence of the 1-hour mean objective at this location.

    Tonbridge and Malling Borough Council have not identified a practical location for a

    continuous analyser at this site, and traffic data are not currently available to support a

    detailed modelling study. It is therefore recommended that the Wateringbury AQMA be

    amended to include the 1-hour mean nitrogen dioxide objective as a precautionary approach.

    2.2.5. Sulphur Dioxide

    No monitoring of sulphur dioxide was undertaken by Tonbridge and Malling Borough Council in

    2011.

    2.2.6. Benzene

    No monitoring of benzene was undertaken by Tonbridge and Malling Borough Council in 2011.

    2.2.7. Other pollutants monitored

    No other monitoring was undertaken by Tonbridge and Malling Borough Council in 2011.

    2.2.8. Summary of Compliance with AQS Objectives

    Tonbridge and Malling Borough Council has measured concentrations of nitrogen dioxide above the annual mean objective on Sevenoaks Road, Borough Green at a relevant location outside of any AQMA and a Detailed Assessment for the area is already underway.

    The Council has also identified a site where the nitrogen dioxide 1-hour mean objective may be exceeded at relevant locations in the Wateringbury AQMA, and will need to either proceed to a Detailed Assessment, or amend the AQMA to include the 1-hour mean objective.

    3 Road Traffic Sources

    3.1. Narrow Congested Streets with Residential Properties Close to the Kerb

    The criteria for assessing narrow congested streets are set out in Box 5.3, section A1 of TG(09).

    Narrow congested streets were considered in previous Updating and Screening Assessments and

    no such locations were identified.

    Tonbridge and Malling Borough Council confirms that there are no new/newly identified congested streets with a flow above 5,000 vehicles per day and residential properties close to the kerb, that have not been adequately considered in previous rounds of Review and Assessment.

    3.2. Busy Streets Where People May Spend 1-hour or More Close to Traffic

    The criteria for assessing busy streets relevant for the hourly nitrogen dioxide objective are set out

    in Box 5.3, section A2 of TG(09). Busy streets where people may spend 1-hour or more close to

    traffic were considered in the previous Updating and Screening Assessment.

    Tonbridge and Malling Borough Council confirms that there are no new/newly identified busy streets where people may spend 1 hour or more close to traffic.

    3.3. Roads with a High Flow of Buses and/or HGVs.

    The criteria for assessing roads with high flows of buses and/ or HGVs are set out in Box 5.3,

    section A3 of TG(09). Roads with a high flow of buses and/or HGVs were considered in previous

    Updating and Screening Assessments and no such locations identified.

    Tonbridge and Malling Borough Council confirms that there are no new/newly identified roads with high flows of buses/HDVs.

    3.4. Junctions

    The criteria for assessing junctions are set out in Box 5.3, section A4 of TG(09). Tonbridge and

    Malling Borough Council have identified two busy junctions that have not previously been

    assessed.

    The London Road (B245) / Shipbourne Road (A227) junction in Tonbridge has relevant exposure

    within 20 m of the kerb and will therefore need to be considered as part of a Detailed Assessment.

    As there is currently no monitoring at this junction, it is therefore recommended that the Detailed

    Assessment be in the form of monitoring in the first instance, with further investigations being

    required if monitoring suggests there may be an exceedence of an objective.

    The High Street / Bordyke junction in Tonbridge also has relevant exposure close to the junction

    and therefore a Detailed Assessment is required for this location. As there is currently no

    monitoring at this junction, it is therefore recommended that the Detailed Assessment be in the

    form of monitoring in the first instance, with further investigations being required if monitoring

    suggests there may be an exceedence of an objective.

    Tonbridge an Malling Borough Council has assessed new/newly identified junctions meeting the criteria in Section A.4 of Box 5.3 in TG(09), and concluded that it will be necessary to proceed to a Detailed Assessment (to be in the form of monitoring in the first instance) for Nitrogen Dioxide and PM10.

    3.5. New Roads Constructed or Proposed Since the Last Round of Review and Assessment

    The criteria for assessing new roads are set out in Box 5.3, section A5 of TG(09) and are

    unchanged from previous rounds of Review and Assessment. There have been no new roads

    identified within Tonbridge and Malling.

    Tonbridge and Malling Borough Council confirms that there are no new/proposed roads.

    3.6. Roads with Significantly Changed Traffic Flows

    The criteria for assessing roads with significantly changed traffic flows are set out in Box 5.3,

    section A6 of TG(09). The predictions of increased traffic do not exceed 25% on roads with more

    than 10,000 vpd. There have been no new roads identified within Tonbridge and Malling.

    Tonbridge and Malling Borough Council confirms that there are no new/newly identified roads with significantly changed traffic flows

    3.6.1. Bus and Coach Stations

    The criteria for bus and coach stations are set out in Box 5.3, section A7 of TG(09). Bus and

    coach stations were considered in previous Updating and Screening Assessments and no such

    locations identified.

    Tonbridge and Malling Borough Council confirms that there are no relevant bus stations in the Local Authority area.

    4 Other Transport Sources

    4.1. Airports

    The criteria for assessing airports are set out in Box 5.4, section B1 of TG(09). Airports were

    considered in previous Updating and Screening Assessments and no such locations identified.

    Tonbridge and Malling Borough Council confirms that there are no airports in the Local Authority area.

    4.2. Railways (Diesel and Steam Trains)

    4.2.1. Stationary Trains

    The criteria for assessing stationary locomotives are set out in Box 5.4, section B2 of TG(09)

    (Approach 1). There are no locations in Tonbridge and Malling borough where trains are stationary

    for 15 minutes or more, more than three times a day.

    Tonbridge and Malling Borough Council confirms that there are no locations where diesel or steam trains are regularly stationary for periods of 15 minutes or more, with potential for relevant exposure within 15m.

    4.2.2. Moving Trains

    The criteria for assessing moving locomotives are set out in Box 5.4, section B2 of TG(09)

    (Approach 2). No rail lines listed in Table 5.1 of the Technical Guidance LAQM.TG(09) pass

    through Tonbridge and Malling borough.

    Tonbridge and Malling Borough Council confirms that there are no locations with a large number of movements of diesel locomotives, and potential long-term relevant exposure within 30m.

    4.3. Ports (Shipping)

    The criteria for assessing ports are set out in Box 5.4, section B3 of TG(09) and are unchanged

    from previous rounds of Review and Assessment. There is no shipping activity in Tonbridge and

    Malling borough.

    Tonbridge and Malling Borough Council confirms that there are no ports or shipping that meet the specified criteria within the Local Authority area.

    5 Industrial Sources

    5.1. Industrial Installations

    5.1.1. New or Proposed Installations for which an Air Quality Assessment has been Carried Out

    The criteria for assessing industrial installations are set out in Box 5.5, section C1 of TG(09).

    There are no new or proposed industrial installations within Tonbridge and Malling since the last

    Updating and Screening Assessment for which an Air Quality Assessment has been carried out.

    Tonbridge and Malling Borough Council confirms that there are no new or proposed industrial installations for which planning approval has been granted within its area or nearby in a neighbouring authority for which an air quality assessment has been carried out.

    5.1.2. Existing Installations where Emissions have Increased Substantially or New Relevant Exposure has been Introduced

    None of the industrial installations identified in previous Updating and Screening Assessments

    have substantially increased emissions. There is new exposure within 100 m of an existing

    industrial process, Drytech, located on Morley Road in Tonbridge, however there are unlikely to be

    emissions from the facility which would affect residents.

    Tonbridge and Malling Borough Council has assessed industrial installations with new relevant exposure in their vicinity, and concluded that it will not be necessary to proceed to a Detailed Assessment.

    5.1.3. New or Significantly Changed Installations with No Previous Air Quality Assessment

    The criteria for assessing industrial installations are set out in Box 5.5, section C1 of TG(09).

    There are four new industrial installations within the borough since the last Updating and Screening

    Assessment. These are:

    Concrete batching plant on Hale Street, East Peckham

    Surface Cleaning using VOC’s, Sovereign Way, Tonbridge

    Waste Oil Burner, Branbridges Rd, East Peckham

    Dry Cleaner, High St, Tonbridge

    None of these processes will significantly affect local air quality and therefore they do not need to

    be assessed further.

    There has also been a significant reduction of emissions from Muraspec (wall paper manufacturer)

    over 2011 from ~350 tonnes to 100 tonnes of VOC use.

    Tonbridge and Malling Borough Council has assessed new/proposed industrial installations, and concluded that it will not be necessary to proceed to a Detailed Assessment.

    5.2. Major Fuel (Petrol) Storage Depots

    The criteria for assessing major fuel (petrol) storage depots are set out in Box 5.5, section C2 of

    TG(09). Major petrol storage depots were considered in the previous Updating and Screening

    Assessments and no such locations identified.

    There are no major fuel (petrol) storage depots within the Local Authority area.

    5.3. Petrol Stations

    The criteria for assessing petrol stations are set out in Box 5.5, section C3 of TG(09). There are no

    petrol stations within Tonbridge and Malling that fulfil the criteria.

    Tonbridge and Malling Borough Council confirms that there are no petrol stations meeting the specified criteria.

    5.4. Poultry Farms

    The criteria for assessing poultry farms are set out in Box 5.5, section C4 of TG(09). No farms

    exceeding the relevant criteria (turkey units with greater than 100,000 birds, naturally ventilated

    units with greater than 200,000 birds or mechanically ventilated units with greater than 400,000)

    have been identified.

    Tonbridge and Malling Borough Council confirms that there are no poultry farms meeting the specified criteria.

    6 Commercial and Domestic Sources

    6.1. Biomass Combustion – Individual Installations

    The criteria for assessing biomass combustion (individual installations) are set out in Box 5.8,

    section D1 of TG(09). Tonbridge and Malling Borough Council has not identified any biomass

    boilers between 50kW and 20MW.

    Tonbridge and Malling District Council confirms that there are no biomass combustion plant in the Local Authority area.

    6.2. Biomass Combustion – Combined Impacts

    The criteria for assessing biomass combustion (combined impacts) are set out in Box 5.8, section

    D2 of TG(09). The likelihood of areas of combined biomass combustion exceeding the criteria is

    considered highly unlikely.

    Tonbridge and Malling Borough Council confirms that there are no biomass combustion plant in the Local Authority area.

    6.3. Domestic Solid-Fuel Burning

    The criteria for assessing domestic solid-fuel burning are set out in Box 5.8, section D2 of TG(09)

    Tonbridge and Malling Borough Council has not identified any areas where significant coal burning

    takes place.

    Tonbridge and Malling confirms that there are no areas of significant domestic fuel use in the Local Authority area.

    7 Fugitive or Uncontrolled Sources

    The criteria for assessing fugitive or uncontrolled sources are set out in Box 5.10, section E1 of

    TG(09). There are no quarries, landfill sites or other dusty operations in Tonbridge and Malling that

    have the potential to have a significant effect on PM10 concentrations at residential properties.

    Tonbridge and Malling Borough Council confirms that there are no potential sources of fugitive particulate matter emissions in the Local Authority area.

    8 Conclusions and Proposed Actions

    8.1. Conclusions from New Monitoring Data

    Tonbridge and Malling Borough Council has identified that the 1-hour mean nitrogen dioxide

    objective may be exceeded within the Wateringbury AQMA. The Council will need to consider

    amending the AQMA to include this objective.

    No other exceedences have been identified outside of existing AQMA’s and areas already being

    considered in a Detailed Assessment.

    It should be noted that the Ditton AQMA has not experienced any exceedences of the annual mean

    objective at locations with relevant exposure since 2006. Consideration could be given to revoking

    this AQMA.

    8.2. Conclusions from Assessment of Sources

    Tonbridge and Malling Borough Council has identified two busy junctions in Tonbridge (London

    Road / Shipbourne Road and High Street / Bordyke) where there is a risk of exceeding the annual

    mean nitrogen dioxide objective. As there are no existing monitoring data for these locations

    monitoring, in the first instance, should be carried out as part of a Detailed Assessment.

    8.3. Proposed Actions

    Proposed actions are:

    Prepare 2013 Progress Report

    Amend Wateringbury AQMA to include the 1-hour mean nitrogen dioxide objective, or

    complete a Detailed Assessment for this area

    Undertake monitoring at these Tonbridge locations: London Road (B245) / Shipbourne

    Road (A227) junction and High Street / Bordyke junction, to inform Detailed Assessments

    for these areas.

    Submit the Detailed Assessment for Borough Green.

    Diffusion Tube Bias Adjustment Factors

    Diffusion tubes used by Tonbridge and Malling Borough Council are supplied and analysed by

    ESG Scientifics utilising the 50% Triethanolamine (TEA) in acetone preparation method. The

    national bias adjustment factor, for diffusion tubes from this lab, with this preparation is 0.83 for

    2011 (based on the National Diffusion Tube Bias Adjustment Factors Spreadsheet published in

    June 2012) .

    Discussion of Choice of Factor to Use

    Tonbridge and Malling do not have any diffusion tubes co-located with the automatic monitor and

    therefore no local bias adjustment factor is available. The national bias adjustment factor of 0.83

    has therefore been used.

    Short-term to Long-term Data adjustment

    There are two diffusion tube sites (HA223 and TN64) in Tonbridge & Malling Borough for which

    there is low data capture for 2011 (≤75% for diffusion tubes). Data for these sites have been

    annualised (adjusted to represent the annual mean) following the guidance set out in Box 3.2 of

    TG(09).

    The annual mean for each of three automatic background sites was compared to a “period mean”

    for the same site. The “period mean” is the mean for the period for which there is data and has

    been calculated using the dates that the diffusion tubes were exposed. For each background site,

    a ratio is then calculated between the annual mean and the period mean. The average ratio is

    used to adjust the short term results to represent annual means.

    The three sites chosen for use in the calculations are Canterbury (Chaucer School), Rochester

    Stoke and Thurrock (Grays). These are all AURN urban background sites with relatively high data

    capture for 2011 (>88% for each). Details of the sites used and the ratios calculated are provided

    in Table A1.1.

    QA/QC of automatic monitoring

    Calibrations are carried out every two weeks on the continuous analyser ZT5 (Tonbridge Roadside

    2), with ratification being carried out by AEA who manage the Kent & Medway Air Quality network.

    QA/QC of diffusion tube monitoring

    The samples have been analysed in accordance with Scientifics’ standard operating procedure

    HS/WI/1015 Issue 15. This method meets the guidelines set out in DEFRA’s ‘Diffusion Tubes for

    Ambient NO2 Monitoring: Practical Guidance.’

    The tubes were prepared by spiking acetone:triethanolamine (50:50) onto the grids prior to the

    tubes being assembled. The tubes were desorbed with distilled water and the extract analysed

    using a segmented flow auto analyser with ultraviolet detection. All samples were received in good

    condition, unless otherwise stated in the comments field of results table.

    As set out in the practical guidance, the results were initially calculated assuming an ambient

    temperature of 11oC, the reported values have been adjusted to 20oC to allow for direct

    comparison with EU limits. The reported raw results (Appendix A2) have not been bias adjusted.

    In the WASP intercomparison scheme for comparing spiked nitrogen dioxide diffusion tubes, ESG

    Scientifics is currently ranked as a category “Good” laboratory.
