method was not limited by distance and was possible anywhere wireless data service could be obtained. The use of this technology for GPS surveying at the beginning of the project was in its infancy. Still, the HRG team believed that applying this technology to the RTK survey method could provide sub-stantial improvements in efficiency while achieving the required accuracy.
HRG personnel determined that Airlink cellular modems via a nine-pin serial port could be readily interfaced with the Trimble R8 and 5800 GPS receivers used for field surveys. Once the modems were configured properly, real-time data could be transmitted by one modem at the base receiver to its “mate” connected to a rover receiver realizing a modem “pair.” After establishing the connection through a wireless network, a high-quality “fixed” RTK solution was achieved, which

guaranteeing that the public was getting a reliably accurate dataset. The HRG proj-ect team had just three years and a limited budget to cover a project area consisting of 46,000 square miles in 67 counties. Meeting the objectives required the right technology and an innovative approach.An equal distribution of checkpoints across the data collection area was a key project requirement. For the orthophotog-raphy checkpoints, the HRG team selected photo-identifiable ground features in the office prior to the survey. Using the PAMAP
orthophotography in Esri ArcMap software, survey technicians “heads up” digi-tized each checkpoint over existing surface features vis-ible on the imagery before field visits. These points were then imported into Panasonic Toughbooks with Delorme Street Atlas software so that they could be easily navigat-ed to while in the field. The use of this GPS navigation software was essential as field personnel moved through unfamiliar terrain and greatly increased efficiency.The LiDAR points proved more chal-lenging since they essentially had to be chosen “on the fly” in the field. The HRG team had to select points that fit the crite-ria for the five land cover classes and were also distributed well spatially while also meeting criteria set by Dewberry.The criteria were based on the 1998 National Standard for Spatial Data Accuracy (NSSDA) and specified that horizontal accuracy would be tested by comparing the planimetric coordinates of well-defined points in the dataset with coordinates of the same points from an independent source of higher accuracy. Vertical accuracy would be tested by comparing the elevations in the data-set with elevations of the same points as determined from an independent source of higher accuracy. Since the NSSDA was developed before widespread use of LiDAR, the project team also relied on supplemental guidelines issued by the American Society for Photogrammetry and Remote Sensing (ASPRS), the National Digital Elevation Program (NDEP) and FEMA for vertical accuracy testing of LiDAR data. These guidelines recommend surveying 100 vertical check-
points for each LiDAR collection block, which equated to 20 checkpoints each for the five land cover types specified in the project (bare ground, high grass, brush, woods and urban). The accuracy of all checkpoint survey-ing required the use of dual-frequency GPS equipment. GPS offers substantial benefits over conventional (angle/distance) survey methods, but at the time the survey began, only two methods of GPS surveying were commonly used: static and radio-based RTK. Neither method was satisfactory for the purposes of this survey. Time constraints and a high volume of checkpoints over an expansive, statewide project area ruled out the use of static GPS due to the lengthy observation times required. The other drawback to this method was that there was no way to verify the quality of the data being col-lected until it was downloaded and pro-cessed in the office. This was of particular concern in relation to the checkpoints in the “woods” land cover class. To survey these points, an inter-visible pair of control points had to be set and observed with GPS. The control points were then occu-pied with an electronic total station, and the checkpoint was measured under tree cover where GPS is ineffective. RTK GPS was impractical due to the large geographic area of the project; most broadcast radio signals are limited to a range of two to five miles. Rapidly and cost-effectively collecting a high volume of checkpoints over an expansive area that had highly accurate horizontal and vertical positions required a different approach.

data. The seamless, consistent, high-reso-
lution set of digital geospatial data provides
vital components of the state’s spatial data
infrastructure for use by citizens, state and
federal agencies, county and municipal
government, institutions, business enti-
ties and community organizations. The
initiative was launched in 2001 and is
managed as a partnership between the
Pennsylvania Department of Conservation
and Natural Resources (DCNR) and
the Office of Administration – Office for
Information Technology (OIT). On behalf
of the Commonwealth, The Pennsylvania
State University oversees PAMAP produc-
tion and coordinates long-term program
design and implementation. In 2007, Penn State contracted
Dewberry, a full-service engineering and
surveying firm, headquartered in Fairfax,
Va., to provide independent accuracy
testing and qualitative analysis of the
data collected for the PAMAP Program.
Dewberry, in turn, contracted Herbert,
Rowland & Grubic Inc. (HRG), a multidis-
ciplinary engineering and related services
firm based in Harrisburg, Pa., to perform
the statewide data collection of check-
points that were needed to support quality
assurance and quality control (QA/QC)
analysis of both the PAMAP LiDAR data
and orthophotography. Due to the mul-
tiple data vendors involved in the PAMAP
initiative and the varying dates of capture,

With the recognition of property rights and due process which affords it marketability, an individual will become a participant in the production cycle which creates profit and/or loss, which in return contributes to the econom-ic growth of a nation and finally raises the standard of living. This kind of economic empowerment spreads beyond a nation to link countries at a common ground, i.e. the international market.”
Releasing the value of property provides benefits to more than just the individual property owners. In sub-Saharan Africa, municipal and metropolitan authorities face debilitating challenges, often due to lack of money for local administration and development. The lax, or even nonexistent tax base can be attributed to the lack of functional cadastres. When the land is described and titled, its value is not just released to the owner; the land can also be assessed and taxed to provide funds for local growth and investment. Thus, the fundamental role of the cadastre in eco-nomic development is clear: The cadas-tre gathers, manages and shares informa-tion that defines and reinforces property rights. In turn, the property rights trans-late directly into economic development, social stability and physical well being.
A large percentage of land information is based on spatial data, with maps and dia-grams playing the key role. Although some form of cadastre exists in many developing regions, the information has evolved and coalesced from multiple, often haphazard systems for land description. Paper records, often incomplete and poorly organized, make up a large percentage of the cadas-tral database in many regions. Information cannot be verified, shared or compared against other systems, and thus does not satisfy requirements of financial institutions to release the capital value of the land. Cadastres may be fragmented as well, with bits of related information held by differ-ent agencies in different locations. This
introduces cost and complexity in gaining and using rights to property, which affects the poor the most. De Soto describes how it required 728 separate steps for a poor person to obtain a title for property near Lima, Peru. In contrast, a wealthy person has the means to navigate the regulatory maze, often bypassing delays and high fees.
Modern cadastral systems can replace the old methods in a sustainable, cost-effective manner, and digital information is quickly replacing paper maps and records, both in developed and developing coun-tries. In digital format, records are more easily protected against fire or destruction and can be indexed for access by search engines and land information databases. This can help to detect ownership con-flicts and track usage agreements (ease-ments, leases and rights of way) attached
to parcels. A central or regional data-base based on a Geographic Information System (GIS) is a common, highly effec-tive platform for managing cadastral infor-mation. Within a GIS, a series of layers can be customized to handle cadastral information. These layers provide accu-rate, secure records of the description, ownership and usage rights for parcels. A parcel’s chain of title can be traced and managed, which eliminates a source of risk for financial investors and makes it easier to release the property’s capital value. The land information system can link cadas-tral data to other attributes as well. For example, spatial and numerical informa-tion on topography, environmental condi-tions, land use and natural resources can be linked to the graphical depictions of real property.

A round the world, billions of people reside on land they do not own or have legal rights to occupy. In some cases, they may have permission of the state or landowner to use the land, but they do not have a long-term guarantee of the right to use the property. As a result, these residents have little incentive to invest in property improvements. In rural areas, a farmer who has no tenure or assurance of access to land is not likely to install irrigation or other systems to improve the agricultural productivity. In some develop-ing countries’ urban areas, the absence of defined property rights is a common factor in slums and barrios, where residents invest little or nothing in land improvements. In many of these situations, it is nearly impossible to gain secure title to land or real property. The reason for this lies in the lack of mechanisms that can reli-ably describe land and its ownership. For example, the boundary of a parcel may be poorly defined (if it is defined at all) and known only by general reference to natural features. Simple oral descriptions of land are not uncommon. Within families or clans, ownership of the land may be assigned and transferred with little docu-mentation, and is often subject to dispute. In some areas, people may have so-called usufructuary rights to occupy real prop-erty owned by others. But frequently, these rights carry no secure or transferable finan-cial benefits, and the rights often disappear once the grantee dies or moves away. Clearly, if the risk of being pushed off the land is high, then there is no incentive to invest or improve. In his book “The Mystery of Capital,” Hernando de Soto presented the theory that a unified legal system of property rights is the catalyst that releases the capital value of land. By comparing the experience of Western nations with that of developing countries in South America, de Soto demonstrates that secure title and valuation of land and property are funda-mental drivers to economic stability and growth. The success of the West comes in part from centuries-old systems for gath-ering, managing and sharing information about real property, including its owner-ship, extents, value and usage. There is strong empirical support for de Soto’s theory. In its International Property
Rights Index 2009 Report, the Property Rights Alliance provides an analysis based on the quality of a country’s land definition and ownership systems, together with the system of legal protection that reinforces the ownership. The report’s lead author, Anne Chandima Dedigama, illustrates the positive relationship between land titling and a country’s economic strength or gross domestic production (GDP). The report reveals that even small countries that have strong land titling and informa-tion systems tend to have greater wealth than larger countries where the systems for land ownership are lacking.In a separate study, Sebastian Galiani and Ernesto Shargrodsky researched the effect of property titling and ownership within the San Francisco Solano barrio near Buenos Aires, Argentina. Their data
showed how poor households with full property rights differ from nearby homes that have only usufructuary land rights. The study found that full property rights resulted in substantially increased investment and improved living conditions. It also found that families with property rights were smaller, and relied less on the presence of extended family members. Education for the children in these families tended to be higher as well. The study concluded, “In sum, entitling the poor increases their investment both in the house and in the human capital of their children, which will contribute to reduce the poverty of the next generation.”Dedigama agrees: “When a property has value, it affords the owner an opportu-nity to participate in the economic process through successful entrepreneurial and/or agricultural activities.
