Presidents’ Letter Be Alert about Recycling Scavenging The Public Works Commission will be hearing a proposal to make anyone caught scavenging recyclables from a Recology bin subject to fines ranging from $100-$500. It is being proposed as a municipal code amendment and if approved by the Public Works Commission, it will be re- viewed and voted on by the City Council. The purpose of this code amendment is to deter indi- viduals from reaping the financial benefits of stealing from recycling bins by levying a penal- ty. The collection of recyclables from the blue Recology bins helps to reduce the costs for the ratepayers. So scavenging is affecting the rate- payers of trash collection. Often times these scavengers don't put the lid back on, leaving debris on the streets of residential and commercial venues. In particular, scaven- gers are looking for aluminum cans, plastic bottles, beer bottles and even cardboards. If you see someone taking things from your recycling bins, you can ask them to stop as it is illegal for them to do so. Scavengers can still col- lect from trash containers as long as it isn't the Recology ones. Collecting recyclables can be a big business for some scavengers who can earn several hundred dollars per week. Scavengers come in all sizes and genders. Jane Williams & Bertha Sanchez The North B St. Improvement Initiative The first phase of the North B Street Improvement Initiative ended with a community cele- bration at Taqueria La Cumbre on Tuesday, June 10. The cele- bration marked the beginning of what’s to come for the North B corridor and provided an oppor- tunity for businesses, residents, community partners including the Downtown San Mateo Asso- ciation (DSMA), Peninsula Conflict Resolution Center (PCRC) and City officials to recognize all that has been accomplished since launching the initiative in February. Some of the successes celebrated on June 10 include: increased collaboration between the San Mateo Police Department and North B Street merchants, extending the Downtown SummerFest, sponsored by the DSMA, to Tilton Avenue on June 21 and 22, developing the initial design for the installation of a pedes- trian crosswalk, street trees and bicycle racks, and the opening of three new neighborhood- serving businesses. “Collaboration was the key to the success of this project and a lot was accomplished in a short amount of time,” says Economic Devel- opment Manager, Marcus Clarke. “The next phase of the project will involve pedestrian improvements, opportunities to enhance its physical appearance and establish better connections to the greater downtown area.” The City of San Mateo would like to thank the San Mateo United Homeowners Association (SMUHA) and the Homeowners Association of North Central San Mateo (HANCSM) for their participation and valuable input into the project. Poplar Corridor Project In the last six months, the Poplar Corridor Traffic Safety Improvement Project has completed the planning and com-munity outreach phase. This project will ultimately con-struct a median on Poplar Ave from Amphlett to Idaho. This safety improvement, which is referred to as “Option 2A” in previous studies, will cause a diversion of traffic onto Humboldt from Peninsula to Poplar. Therefore, the City is including various traffic calming measures on the Humboldt corridor. The City of San Mateo held a workshop on February 13 in order to receive community input on the median design for Poplar Ave, as well as the traffic calming measures for Humboldt Street. Based on individual table and group dis-cussions, preliminary design drawings were drafted. On March 22, an open house informational meeting was con-ducted by the City in order to present the conceptual de-signs based on community input received at the workshop held in February. The City is moving forward with the de-sign and Caltrans approval process, with construction scheduled for Summer 2015. Scramaglia, P.E., Department of Public Works City Services Academy The City of San Mateo’s City Services Academy is a com-prehensive, hands-on learning experience that gives partici-pants the opportunity to interact with City staff and learn about our City government. The Academy will begin on Wednesday, August 27, 2014, and continue Wednesday nights through November 12, 2014. Most Academy meet-ings will be held Wednesday evenings 6:00pm - 9:00pm, with one Saturday session to be held 9:00am – noon. DEADLINE TO SIGN UP: August 18th. Oversized Vehicle Parking Ordinance In September 2013, the City of San Mateo began enforce-ment of the Oversized Vehicle Parking ordinance, improv-ing lines of sight and visibility for pedestrians, bicyclists, and automobiles throughout the city. This ordinance re-stricts the parking of unattached trailers, boat trailers, recre-ational vehicles, and other oversized vehicles (exceeding 7.5’ tall, 7.5’ wide, or 22’ long) in the public right-of-way. The policy was initially requested by the San Mateo United Homeowner’s Association and was influenced by the find-ings at public workshops and Public Works Commission meetings. FEMA Flood Zone Information The City of San Mateo held a Neighborhood Meeting in North Central on June 19, 2014 to update residents on the Federal Emergency Management Agency determinations. I’m excited to be partnering with HANCSM as your new Area Lieutenant. Together we will work to maintain the quality of life you all expect for your neighborhood. I hope to continue the great relationship Lt. Pat Molly has forged and be equally as responsive to your needs. I was raised and attended high school right here in San Mateo. At 18 I began

working for the City as a seasonal employee with Parks and Rec and volunteered as a Police Cadet. I was hired as a police officer with SMPD in 1994 and have thoroughly enjoyed the past 20 years. I’ve held a number of different specialty assignments and positions throughout my career, which have provided me with opportunities to develop my problem-solving skills and taught me the im-portance of partnering with the community to create long term solutions. I’m very familiar with the unique issues specific to North Central San Mateo, as I spent a large por-tion of my career working in this area. I have a number of hobbies and interests which keep me active in our community. I’ve been able to parlay some of these hobbies and interests into volunteering with our Po-lice Activities League. I have a vested interest in our community as I live locally with my growing family. I look forward to introducing my-self in person and meeting everyone at the next meeting.
