OUR MISSION: Delaware Guidance Services for Children and Youth, Inc. exists to provide quality

mental health services for children, youth and their families. We believe that all

children have a right to good mental health and should have access to quality

therapeutic care, regardless of their ability to pay.

Dear Friends,

There is never enough time and resources to keep up with the steadily growing need for mental health services for children in Delaware. Despite our continued growth as an agency, it seems we never fully achieve our vision to have quality mental health services for every child in Delaware. There are just so many that need our help, so many more lives to be transformed. If we can at least get them headed down the right path they will have a better chance to succeed in life.

It seems each year we see tremendous growth and this year is no exception as we served over 18,000 children and families. It is rewarding to know that the percentage of clients who express satisfaction with our services continues to increase and is now well over 90%, whereas the national average is 85%. We guess the right help at the right time really does work, but, we also must consider how fortunate we are that children are resilient and with proper help are able to heal from traumatic events, learn skills to improve behavior and better manage emotions, and build self-esteem.

This year in an effort to address the critical need for more mental health services for children and the shortage of licensed mental health professionals in Delaware, we were able to initiate a new Advanced Clinical Training Program (ACTP). With start-up funds provided by Highmark Blue Cross Blue Shield of Delaware through their Blueprints for the Community grant, we were able to initiate the program and take on five trainees this past year. This training program is the only one of its kind in Delaware and is designed to take clinicians who have finished graduate school and provide them with the two years of intensive practical clinical skills training needed to obtain licensure. This is a particularly exciting program because it not only allows us to see a lot more children each year, but it also helps us to increase the number of highly qualified clinicians living and working in Delaware.

Watching a child transform and find the right path to success is what makes our work rewarding. We want to thank all of our supporters, without whom we couldn’t do it. As always our board and staff wish to thank the Division of Prevention and Behavioral Health Services, State of Delaware General Assembly, United Way of Delaware, Foundations, Corporations, small businesses and individuals in the community who support us and who are critical partners in our continued success.

Outpatient ServicesDGS outpatient services comprise the core treatment programming of the organization. Throughout the five sites, outpatient therapists in 2014 provided 39,928 treatment sessions to 2,772 clients. Outpatient Services are primarily provided in the office by licensed professionals.

Intensive Outpatient Community-Based ServicesIntensive Outpatient Services (IOP) are treatment services primarily provided out of the office–in homes, schools, and the community. Clients referred to IOP are those who have not been successful in regular office based outpatient services whose level of behavioral/emotional distress and risk warrant a higher level of programming.

Day Treatment ProgramDay treatment services are offered to children between the ages of six through fourteen at DGS Dover and DGS Lewes sites. This is a family focused therapeutic day program with an educational component aimed to stabilize school, community and social interactions. This intensive day program provides an alternative to psychiatric hospitalization or residential treatment.

Parent-Child Interaction Therapy (PCIT)Parent-Child Interaction Therapy serves children ages two to five years old and their respective caregivers. Children served in PCIT typicallyhave concerns related to compromised parent/child interactions, non-compliance, aggression, and attention.

School-Based Counseling ServicesThrough contacts with the Christina School District, DGS provides staff as consultants to area elementary schools who function as guidance counselors in some ways and as clinicians in other ways. In addition, clinicians provide school based services for clients in our Outpatient Program, but the children are seen in confidential settings in their schools.

DGS programs are helping to guide children on a path to success

CPRS is a statewide Crisis Services Program for children and adolescents, funded by the Division of Prevention and Behavioral Health Services (DPBHS). Our highly trained staff provides service 24 hours a day 365 days a year for children and youth between the ages of two and eighteen who are at risk of harm to themselves or others, have experienced recent trauma or are experiencing serious mental health symptoms.

Child Development-Community Policing (CD-CP)In partnership with the City of Wilmington, the CD-CP team provides trauma assessments and follow up services to children and youth who have been involved in or witness to traumatic events. (These include shootings, accidents, domestic violence, unusual or traumatic death of a close family member and other crimes).

Suicide Prevention and Intervention (SPI)The SPI program provides Lifeline Suicide Prevention education to middle school students throughout the state. With a supervisor leading a team of three mental health clinicians, the staff has reached out to almost all middle schools statewide and has provided training to more than 5,925 students during the 2014 school year.
