I. Press Briefing The 2013 Labor Day celebration kicked off with a press briefing on April 30 at Highway 21, General Luna St., Iloilo City. This was participated in by the heads of the Regional Coordi-nating Council (RCC) member-agencies and the Chairperson, 2013 Labor Day Job Fair Committee/President, Panay Service Exporters’ Association of Iloilo, Ms. Pearl Janet A. Gorriceta.

As part of the celebration and to set the day right, DOLE-RCC officers and staff, and representatives from participating local companies, overseas recruit-ment agencies and intermediaries heard mass at the Sto. Nino Chapel, Valeria St., Iloilo City and invoked the Sovereign God to bless all the people involved in the various activities with strength to survive the demands of the day.

II. Labor Day Job & Livelihood Fair

Before the opening program and to set a festive mood inside the job fair area, everyone participates in the flash mob and
Zumba to the delight of jobseekers who were entertained while
queuing in the registration area.

To create a festive atmosphere at the job fair area, the officers and staff of the RCC member-agencies, rep-resentatives of participating local companies and overseas recruitment agencies, and DOLE intermediaries joined in the flash mob and Zumba where everyone enjoys dancing oblivi-ous of the heat inside the mall as the air-conditioning units had just been switched on.
Job Fair Opening Programs
This year’s Labor Day Job Fairs were held simultaneously in three venues: Marymart Mall and SM City in Iloilo City, and SM City in Ba-colod City. The center of activities was in Marymart Mall, Iloilo City, wherein, aside from
the job fair, other activities were held to celebrate the event such as the livelihood fair, skills demonstration, help desks, diskwento para sa mga Pilipinong manggagawa, and libreng tawag for OFW families.
The opening program was attended by the heads of the RCC member-agencies, representatives of participating local companies and overseas recruitment agencies, DOLE intermediaries and the press. Honorable Asst. Secretary Joji V. Aragon graced the opening program.

On May 2, 2013, the Professional Regulation Commission Regional Office 6 (PRC RO6) conducted a forum on gender and development with a theme, “Women Empower-ment: Challenges and Strategies”.
There were twenty four (24) participants coming from government agencies and public and private colleges and universities who attended the said activity.
The topics which were discussed were Women Situation and Why Focus on Women; Career Issues Which Affect Men and Women at the Workplace; Challenges of women at the Workplace; and Supporting Women Empowerment at the Workplace. The activity aimed to provide participants an idea on the significance of women as household providers and their importance for the potentials and strength they could con-tribute in the successful operation of their respective workplaces.

IV. DOLE Capiz Field Office 2013 Career Extravaganza
Parents coming from various elementary and secondary
schools as far as Jamindan listened attentively to Dr. Ro-
meo Lorenzo's lecturette on "Parents' role in their chil-
dren's choice of career or profession.
Serving the enduring tradition of extending tribute to the working mass along with the 2013 Labor Month-long celebration, DOLE Capiz Field Office to-gether with intermediaries consisting of Provincial Tripartite Industrial Peace Council, PESO Federation, Guidance Coun-selors Network, Occupational Safety and Health Network and the Business Sector conducted the Provincial Career Fiesta Extravaganza on May 2, 2013. There were a total of two hundred eighteen (218) attendees
(female: 157) which includes DOLE intermediaries ( GC Net,
TIPC, OSH Net, PESO Federation) attended the activity. The activity aimed to heighten the awareness on public-private partnership en-
deavor of the government as a way of de-
livering its much needed information and
programs to further “more decent jobs” .
Mr. William P. Dungog of DOLE Capiz Field Office enlightened the attendees about the Career Fiesta Extravaganza and the under-
lying objectives of the labor month celebration.
It was also a way of “passing on” to the Parent-Teachers Associations/Parent- Teachers and Community Associations the Key Employment Generators for them make appropriate contributions and recommendations to the schools. It will also guide the parents to facilitate their children’s choice of courses and or/professions to take.

In the activity, Members of the World Vision ABK3 LEAP partnered with DOLE Capiz to disseminate their advocacy and projects in the municipalities of Maayon, Panitan and President Roxas. Capiz.
Guidance Counselors Network (GCNet) and PESO Association of Capiz, enthusiastically supported the joint activ-ity of DOLE Capiz and World Vision ABK3 LEAP.
V. DOLE Aklan Field Office Releasing of Starter Kits
Mr. Vidolo C. Salvacion, Head, Aklan Field Office, spearheads the distribution of the Livelihood Starter Kits to the beneficiaries in the Municipality of Altavas, Aklan.
Eighty-one (81) beneficiaries were given livelihood assistance through releas-ing of Starter Kits such as carpentry, plumbing, electrical and small engine repair tools on May 3, 2013. A total amount of PhP 500, 037.20 were the allotted budget for the said liveli-hood assistance. Residents of Altavas, Aklan, headed by their Municipal Mayor Denny D. Refol, were very grateful for the assistance given to them.

VI. Appreciation Course on Conciliation Mediation
One of the activities identified by DOLE RO6 for the 2013 Labor Month-long celebration is the conduct of an Ap-preciation Course on Conciliation-Mediation for members of the TIPC and other employers groups.
OIC-ARD Salome Siaton gives an overview and the
objectives of the course.
The activity was conducted last May 6, 2013 to equip participants with skills on conciliation-mediation as an al-ternative mode in settling disputes. It
became also a venue to make participants be aware of the DOLE framework, for them to relate and connect what they are doing to one of the Decent Work pillars i.e. Social Dia-logue. Regional Director Ponciano M. Ligutom informed the participants that this activity will lead to more trainings in the future to equip the would-be participants with the nec-essary skills in conducting conciliation-mediation.
News DOLE RO6 also advocates its programs through tapping the media
(TV, print, radio and social network) for wider dissemination of infor-
mation. Through the help of media, which is considered to be the “third
estate”, the goal of the department in promoting convergence between
public and private sectors is being materialized.

The activity aimed to provide basic knowledge on career coaching, career testing and interpretation for Guidance Counselors as their tool in resolving the concern on job-skills mismatch which has been identified as one of the sources of structural unemployment beset-ting the country today.

VII. Appreciation Course on Career Coaching
DOLE RO6 conducted an Appreciation Course activity for Career Coaching with a theme, “Transforming the Future of Career Guidance” on May 6, 2013.
Alma Golipatan, Registered Guidance Counselor of Ramon Avancena National High School, Arevalo, Iloilo City shares her
knowledge and skills on career coaching to the participants.
The attendance of close to 100 guidance counselors & designates simply shows their interest to build their ca-
pacities in helping the students in their career mapping.
DOLE RO6 RD Ponciano M. Ligutom recognized the significant role of guidance coun-selors in resolving the problem of job-skills mismatch by guiding the students make sound decisions in their career choices. He urged the participants to put their hearts in everything that they do for they help shape the future of the youths.

VIII. Consultation Workshop: Crafting of the On the Job Training (OJT) Manual
The lack of skills of fresh graduate impedes their chances of getting employed right after graduation. Thus, this Consultation-Workshop on Crafting the OJT Manual was initi-ated to provide participants from various public and private higher education institutions all over region 6 the necessary skills, knowledge and right attitude and, eventually, im-prove their employability.
On May 10, 2013, a total of 60 participants joined the activity which aimed to gather relevant in-formation that could be used in the creation of a common manual and eventually, of various OJT manuals specific to the training require-ments of students.

CHED 6 Asst. Regional Director Casiple said that the Consultation-Workshop was the most opportune time to strategize feasible actions to address the long-time problem of mismatch between what the academe produces and what the industry needs.

cation (CHED) as he discusses the significance of conducting OJT in
producing skill-providers needed by the industry.

He acknowledged that quality products and services cannot just happen without quality education and training provided by educational and training institutions, which, among other factors, includes the right kind of OJT, internship or practicum pro-gram of schools and industry are giv-ing to the students.
Dir. Emervencia L. Ligutom, of Institute of Service Learning, Siliman University, another speaker of the ac-tivity, mentioned that in school the teachers emphasized so much on the students’ knowledge and skills but not on attitude. Thus, during the OJT, the student-trainees should learn the right attitude, work ethics and work values while learning the skills.

vention.

According to Ligutom, this initiative will address one of the gaps identified during the validation-meeting with various stakeholders on Project JobsFit: The DOLE 2020 Vi-sion on the lack of experience/skills of fresh graduates which impedes their chances of getting employed right after graduation.
Following the sharing of best practices was a workshop wherein the participants were grouped into three and were able to discuss the issues and concern, critical skills needed by industries, and intervention/mechanisms to address the observed issues.

IX. Workers and Employers Forum - Bacolod City
On May 21, 2013, a Workers and Employers Forum was conducted at Sugar Workers Development Center (SWDC), Bacolod City, which was in-tended to address the issues and con-cerns affecting employer-employee rela-tionships and to recommend solution on how these problems will be addressed through peaceful negotiation, as one tri-partite body for the purpose of achieving industrial peace. festo with all participants from both sectors have signed committing themselves to up-hold the principles and guidelines of the labor code and to adhere in maintaining social justice through peaceful and meaningful conferences.
X. Workers Congress on Freedom of Association and Collective Bargaining - Iloilo City
On May 22, 2013, another activity, in line with the 2013 Labor Month-long cele-bration of DOLE RO6, which aimed to build the capability of workers in main-taining industrial peace was conducted; “Workers Congress on Freedom of Asso-ciation and Collective Bargaining”.
More than fifty workers from 25 la-bor organizations in Panay and Negros Oc-cidental participated in the said Congress.
Some of the participants were very thankful that they were invited to this Congress. According to them, it is their first time to attend in this activity.
Regional Director Ponciano M. Ligutom, in his message said that workers are the stakeholders in the workplace. As such, they are responsible in maintaining industrial peace. He added that if the workers are adversarial, there can never be peace. RD Nonoy also emphasized that the work of DOLE is to balance the interests of both workers and employers.

The signing of the resolution recommending to respect the rights to or-ganize and bargain collectively in all sec-tors and industries and stop harassment of minor organizers, leaders and mem-bers, among others, crafted by FFW Na-tional President himself Atty. Sonny Matula, became the highlight of the activ-ity. The panelists, composed of NCMB6 Director Hacelfeo T. Cuares, Atty. Matula and DOLE RO6 Sr.LEO Mr. Danny Espinosa, were able to answer the con-cerns of the workers.

XI. Contractors Network of Negros Occidental (CONNO) General Assembly
Simultaneously held with the Workers’ and Employers’ Forum in Bacolod City, a Gen-eral Assembly of the Contractors Organiza-tion Network of Negros Occidental (CONNO) was conducted on May 21, 2013 which was participated in by thirty-nine (39) partici-pants. The activity was intended for the mem-bers to adhere to the IRR of DO-18-A for dis-pute avoidance in the workplace.

The activity ended through the ratification of Constitution and By Laws (CBL) of the association and election of eleven (11) officers to occupy the different positions. They also pledged their commitment in fulfilling their functions as DOLE's intermediary in the im-plementation of DO 18-A in their respective agencies.

XII. Construction Safety Training In line with the Labor Month-long celebration, DOLE RO6, in partnership with the Occupational Safety and Health Center (OSHC), conducted the Construc-tion Safety Training for safety officers of construction companies as well as build-ing officials of various LGUs on May 20-24, 2013 at Sugar Workers Development Center (SWDC), Bacolod City.

XIII. Intermediaries Assembly Another activity related to the 2013 Labor Month Celebration is the Interme-diaries' Assembly which further strength-ened DOLE relationship with its partners through the signing of Accord where they submit their commitment, passion and multi-partite spirit of cooperation to serve the people with fairness, justice and equity to build a more healthy and safe environment, and productive and globally competitive workforce.

To discuss the implementation of la-bor standards enforcement and incentiviz-ing compliance programs in the workplace as well as the recently passed “Batas Ka-sambahay”, an Employers Forum was con-ducted on May 29, 2013 at the Iloilo City Hall. A total of sixty-six (66) participants coming from different employment sectors attended the activity. Some of them have actively participated in the discussion by raising issues like the implementation of the Single Entry Approach (SEnA) and other unobserved regulations regarding labor standards.
The Implementing Rules and Regu-lations of Republic Act 10361 or the “Batas Kasambahay” was also discussed during the activity to enlighten employers on the policies that they need to conform in em-ploying domestic helpers.

DOLE Antique Field Office facilitated the general assembly of the Tripartite In-dustrial Peace Council (TIPC) of Antique for them to elect their sectoral representatives and new set of officers and to finalize their Constitution and By Laws on May 28, 2013 at Antique Youth and Migrant Center, San Jose, Antique. At the end of the activity, the associa-tion was able to come up with their organ-izational structure and planned schedule of activities.

XVI. Fiesta sa Mayo Para sa mga Obrero, Year 2 - SPES Nite/Got Talent, Food Festival, Concert
The Culmination Night of the 2013 Labor Month Celebration was filled with revelry as this was cele-brated with food festival and concert. The event, which was hailed as “Fiesta sa Mayo para sa mga Obrero Year 2”, was supported by DOLE partners, rep-resentatives of participating local com-panies and overseas recruitment agen-cies and DOLE family of agencies. More than a thousand workers trooped to the area to join and witness the event.
Iloilo City Mayor Jed Patrick Mabilog gave a message of support and was able to witness the showcase of tal-ents of SPES beneficiaries or the Special Program for the Employment of Students of the city. Partners from the business & work-ers groups, national agencies/organizations and Regional Coordinating Council (RCC) members were also recog-nized for the partnership they have en-trusted to the department. DOLE RO6 Asst. Regional Director Salome O. Siaton, to-gether with other RCC Heads, awarded the certificates of appreciation to the repre-sentatives of each company.

Guest performers from Antique showcased their talents by singing the original compositions of the true-blooded Antiqueño, Ms. Dianalyn A. Opina, scribbled in Tagalog and in their own dialect. The rendition of the songs captivated the audience for its wonder-ful melody and lyrics. Iloilo City SPES beneficiaries also performed a Mob Dancing and joined the community singing at the end of the activity where in all participants were encouraged to dance and sing along with the performers. The students’ ac-tive participation all through out the ac-tivity sustained the Culmination Night’s lively atmosphere until its successful fin. On the other hand, nine (9) res-taurants and member of the Iloilo Hotels and Restaurants and Resorts Associa-tion of Iloilo (IHRRA), Inc. took part in the food festival. Ninety-three thousand pesos (PhP 93, 000) was the total amount of sales gained by the partici-pating restaurants during the activity.

People enjoy the food served during the food festival. Native
delicacies and specialties of different participating restau-
rants were served which gave buyers more choices. Through
the food festival, participating restaurants were able to gen-
