    2013-2014 Candidate Form

    How do you want to serve Circle K? The Carolinas District is looking for

    members to share their time, skills, and passion with Circle K by running for

    office at the 2013 District Convention! The attached pages outline the

    responsibilities of the different District board members. If you have any

    questions about a position please contact the current person holding that

    office (contact information can be found at carolinascki.org). If you

    choose to run for office, please send this form and a letter of intent to the

    4. Perform the roles and duties of Governor, as outlined in Policy Codes- Section 3-Aa. The Carolinas District Governor (henceforth referred to as the Governor) shall serve as the Chief

    Executive Officer of the District.

    b. The Governor shall preside over all District functions including all meetings of the District Board, FallRally, and District Convention.

    c. The Governor shall ensure that plans for District Convention are prepared and executed.d. The Governor shall work closely with the Kiwanis Governor, the Kiwanis Governors appointed

    representatives, the Key Club Governor and the District Administrator, as well as the Kiwanis

    Committee on Circle K.

    e. The Governor shall work closely with the District Treasurer and the District Administrator to develop anoperating budget for the administrative year.

    f. The Governor shall work closely with the Lieutenant Governors on new club building, re-buildingclubs, and strengthening of current clubs.

    g. The Governor shall appoint committee chairs and committee members with the approval of theDistrict Board.h. The Governor shall be responsible for the leadership training of the District Officers and shall overseethe leadership training of all club officers of the District.

    i. The Governor shall visit each division of the District at least once and shall strive to visit each club inthe District.

    j. The Governor shall ensure that all District Officers perform their assigned duties.k. The Governor shall distribute a form of contact to all members of the District at least quarterly

    throughout the administrative year by means of a newsletter, reflector, or blog.

    l. The Governor shall communicate with the District Board, District Administrator, and InternationalSubregion Representative and shall inform the listed parties of District activities. The Governor shall

    also share appropriate information with the District.

    m. The Governor shall maintain communication with all club presidents.n. The Governor shall represent the District and maintain a professional image of his/her self and the

    District.

    o. The Governor shall remain active in his/her home club.p. The Governor shall brief his/her successor on the duties and responsibilities of the office and shall passon pertinent files and information collected throughout the administrative year.

    q. The Governor shall notify, in writing, the Kiwanis Governor, Kiwanis Committee on Circle K, Key ClubGovernor, Key Club Administrator, District Board, and all club presidents in the District of all meetings,

    including date, time and location, fourteen (14) days in advance.

    r. The Governor shall prepare a tentative agenda for all regular meetings of the District Board and shalldistribute it no later than fourteen (14) days before the meeting to the District Board, District

    Administrator, Kiwanis District Governor, Kiwanis District Secretary, Kiwanis Committee on Circle K, Key

    Club District Governor, Key Club District Administrator, and all club presidents in the District.

    District Convention, and reports of proceedings and actions. He/She shall distribute a copy

    within fourteen (14) days to each member of the District Board, the District Administrator,

    International Subregion Representative, Kiwanis Governor, Kiwanis District Secretary, Key

    Club Governor, Key Club Administrator, and all club presidents of the District.

    c. The Secretary shall receive and keep record of all club monthly reports.d. The Secretary shall cooperate with the Governor in forwarding all official reports required

    by Circle K International.

    e. The Secretary shall maintain a directory with contact information of each District Boardmember, the District Administrator, club officers in the District, and any other contacts for

    the District.

    f. The Secretary shall submit a monthly report form in a specified format to the Governor andDistrict Administrator by the tenth (10th) of every month.

    g. The Secretary shall brief his/her successor on the duties and responsibilities of the office andshall pass on a pertinent set of files.

    h. The Secretary shall perform any duties as assigned by the Governor or the District Board.i. The Secretary shall remain an active member in his/her home club.

    b. The Treasurer shall work with the Governor and the District Administrator to develop anoperating budget at the beginning of the administrative year.

    c. The Treasurer shall make a financial report at all meetings of the Board or by request of theGovernor or the District Administrator.

    d. The Treasurer shall assist in the collection and the disbursement of District dues, conventionregistration fees, and other District income under the supervision of the District

    Administrator.

    e. The Treasurer shall work with the District Administrator to implement proper accountingprocedures and to ensure all disbursements of funds within in the District are within the

    budget and made with proper authorization and vouchers.

    f. The Treasurer shall submit a monthly report form in a specified format to the Governor,Secretary, and District Administrator by the tenth (10th) of every month.

    g. The Treasurer shall brief his/her successor on the duties and responsibilities of the office andshall pass on a pertinent set of files.

    h. The Treasurer shall perform any duties as assigned by the Governor or the District Board.i. The Treasurer shall remain an active member in his/her home club.

    Administrator, Kiwanis Committee on Circle K, Key Club Governor, and Key Club

    Administrator.

    c. The Bulletin Editor shall encourage all clubs within the District to submit articles and shall setdeadlines for submission and publication.

    d. The Bulletin Editor shall submit a monthly report form in a specified format to the Governor,Secretary, and District Administrator by the tenth (10th) of every month.

    e. The Bulletin Editor shall perform all other duties as assigned by the District Governor andDistrict Board.

    f. The Bulletin Editor shall remain an active member of his/her home club.

    Governor, agree to faithfully perform the following duties as District Bulletin Editor, should I be

    elected:

    Lieutenant Governors, and Kiwanis Clubs within the division on new club building,

    reactivating clubs, and strengthening current clubs.b. The Lieutenant Governor shall make a minimum of one (1) visit to each club within the

    division throughout the administrative year.

    c. The Lieutenant Governor shall publish a newsletter at least twice a term to benefit the clubofficers and members of the division.

    d. The Lieutenant Governor shall submit a monthly report form in a specified format to theGovernor, Secretary, and District Administrator by the tenth (10th) of every month.

    e. The Lieutenant Governor shall assist the Secretary in the collection of club monthly reports.f. The Lieutenant Governor shall assist the club presidents within the division upon request

    and shall keep them informed of all District and International activities.

    g. The Lieutenant Governor shall promote interclubs with Kiwanis Family members throughoutthe division.

    h. The Lieutenant Governor shall copy any official correspondence, newsletter, or any otherofficial paperwork to the Governor, Secretary, and the District Administrator.

    i. The Lieutenant Governor shall establish communication with Kiwanis and Key Club DistrictOfficers within the division.

    j. The Lieutenant Governor shall attend all meetings of the District Board.k. The Lieutenant Governor shall brief his/her successor on the duties and responsibilities of

    the office and shall pass on a pertinent set of files.

    l. The Lieutenant Governor shall remain an active member of his/her home club.

    1. A candidate shall not campaign outside his/her home club until sixty (60) days prior to DistrictConvention. A club shall not limit the number of candidates endorsed for each office of the

    Governor, Secretary, Treasurer, Bulletin Editor, Lieutenant Governor, and general endorsement of a

    District office. An endorsement for District Office is a general endorsement, on behalf of a club,

    providing club approval for the candidate to seek any of the District offices.

    2. No candidate for District office shall travel outside of his/her home club for the purpose ofcampaigning. If a candidate does travel to another clubs convention, conference, meeting, orevent for travel purposes only, he/she shall not be introduced as a candidate for office by

    him/herself or anyone at the event.

    3. A candidates packet will be developed and will be made available upon request from theDistrict Board. This packet shall include, but is not limited to the following: completed

    questionnaires, description of and service agreement for each office, Candidates Financial

    Report form, mailing list, and any other materials deemed necessary by the District Board.

    4. A candidate may only be officially endorsed by his/her home club. A club may only officiallyendorse a candidate from its own club. An official endorsement is defined as an

    acknowledgment that the club believes the candidate is qualified to hold the position he/she is

    seeking and wants to wish him/her the best of luck. The delegates from said club are not bound

    by the endorsement to vote for their candidate.

    5. Campaign-related communication may only be from the candidate and not from anotherindividual or group on behalf of the candidate. An initial mailing may not exceed three (3) 8.5 x11 sheets of paper. All costs associated with all forms of campaign-related communication noted

    above must be included within the total campaign-spending limit.

    a. During pre-convention campaigning, a candidate shall be allowed one letter with a length ofno more than seven hundred fifty (750) words to the District Board and the club presidents to

    announce candidacy and a platform. Any reflector, listserv, or electronic mailing list, which

    includes individuals other than those whose offices are listed above, is not allowed. Club

    presidents and Lieutenant Governors are permitted to forward candidate's e-mails to any

    Circle K members, reflectors, listservs, or electronic mailing within the respective areas if they so

    choose. Mail may also be used when a candidate is initially announcing his or her candidacy.

    b. Any further mailings, e-mails, phone calls, or other communications may be permissible onlywhen requested by the recipient.

    c. In addition, a candidate may call and/or write the Governor, Secretary, Treasurer, or his/herLieutenant Governor for the purpose of gathering additional information.6. Convention campaigning is defined as any promotion of a Circle K member at District Convention

    for the purpose of being elected to a District office.

    a. In order to actively campaign, a candidate shall complete the proper certification and formsnecessary for the office at the Candidates' Meeting or at the time he/she declares his/her

    candidacy and submits them to the Governor.

    b. Only current District members may campaign for a candidate. No past or current DistrictBoard member may endorse or actively campaign for a candidate.

    7. Campaign funding is defined as any funds, materials, gifts, etc. given to a candidate or spent bya candidate for the purpose of promoting him/herself for a District office.

    a. A candidate running for District Office shall be required to submit a Candidate's FinancialReport for all campaign costs and contributions used during convention campaigning, with

    receipts, to the Governor and Treasurer at District Convention.b. A candidate running for District Office may only accept donations or contributions from his/her

    home club, his/her home clubs sponsoring Kiwanis club, and the academic institution at

    which he/she is an official Circle K member.

    c. All donations shall be included on the Candidate's Financial Report with information includingthe type of donation, the donation amount, the donator, and the use of the donation.

    Receipts for all donations will be attached to the Candidate's Financial Report.

    8. Any violation of these policies will result in the disqualification of the candidate.
