2013 Highlights�e Legislative Session:

• Lawmakers passed H.401, requiring municipal and regional planning commissions to incorporate �ood resilience into their plans.

• Late in the session the legislature passed H.377, a bill that will revise the state’s neighborhood designation program and allow neighborhood development areas to become eligible for benefits, helping advance the goal of creating more housing in and around downtowns and villages.

• The legislature passed H. 131, giving the Department of Forests, Parks and Recreation more time to develop, with public participation, voluntary harvesting guidelines for landowners, and procurement standards for state purchasing of wood products and new electric generation facilities using wood.

• The Working Lands Enterprise Initiative effort received an increase in funding, showing a continued commitment to farm and forest enterprises despite a tough budget year.

• H.395, a bill that creates a “Vermont Clean Energy Loan Fund,” showed commitment to supporting clean energy initiatives. The bill opens the door for the Vermont Economic Development Authority to allocate $5 million to help Vermont businesses and farms finance e�ciency, conservation or renewable energy initiatives that reduce greenhouse gas emissions.

• Although the House passed H.526, a modest shoreland protection bill with a strong majority, the bill was not picked up by the Senate. Instead, the Senate decided to take the concept of shoreland protection around Vermont to public meetings for discussion and input. VNRC is urging lawmakers to pass strong legislation in 2014.

Resilient Communities ScorecardVNRC released �e Resilient Communities Scorecard, a checklist to help towns rate whether or not they are economically, environmentally, and socially resilient. Building on the Smart Growth Scorecard published by the Vermont Forum on Sprawl in 2001, the update makes it the first scorecard developed in Vermont that looks at resilience.

New Forest Program Guidebook VNRC released Community Strategies for Vermont’s Forests and Wildlife: A Guide for Local Action. Over the years, VNRC has supported Vermont communities by offering proactive solutions to reduce forest fragmentation and parcelization in Vermont to maintain the rural character of our state. There are many different ways that communities can help sustain forests and wildlife at the local and regional levels, and the Guide provides town officials and interested citizens with the tools – both regulatory and non-regulatory – to do just that.

Arthur Gibb Award for Individual Leadership At VNRC’s 51st Annual Meeting, Bob Klein received the Arthur Gibb Award for Individual Leadership. Klein, of East Montpelier, was the state director of the Vermont Chapter of The Nature Conservancy (TNC) for over 30 years and a founder and co-chair of the Vermont Housing and Conservation Coalition. He has helped add thousands of acres of land to Vermont state parks and forests, and bring millions of dollars in state funds to Vermont’s ongoing conservation efforts.

Strategic Partnership with Vermont Conservation VotersIn fall 2013, VNRC entered into a partnership with the Vermont Conservation Voters (formerly Vermont League of Conservation Voters). VCV has hired Lauren Hierl as its Political Director. She will join VCV in March 2014 to focus on VCV’s mission of moving forward a pro-conservation, pro-environment, and pro-smart growth agenda in Montpelier. The added support and technical expertise provided by VNRC will provide VCV with a much stronger foundation in policy analysis and a greater ability to reach out to voters.
