    The City Concil is an electedbody that has administrativeand legislative athority over

    City bsiness. The Mayor iselected every two years and isthe presiding ocer at Concilmeetings and has other dties.Council members are electedevery for years, two personseach every two years. The Concilmakes nmeros and dicltdecisions abot managinggrowth, providing services, andtransportation improvementsto name a few. Meetings are

    held at 6:30 pm, the rst and third Wednesday each month at theCity Hall. Council Members also serve as liaisons on various boardsand commissions sch as the Planning Commission, Parks Boardand Economic Development Athority (EDA).     I also want to inform yo that the Citys mainstreet (RailroadAvene) will be reconstrcted in the year 2013 beginning in April.The improvements will consist of a new concrete street, storm sewer,sanitary sewer, water main, water and sanitary services, sidewalk,overhead wire relocation, and street lighting improvements. Themainstreet bsinesses will be open dring the constrction so Iencorage everyone to shop local and spport these bsinessesdring the constrction improvements.

    The City of Albany was incorporated in 1890, btnot withot a strggle. The rst petition to incorporate,signed by 33 male residents of the proposed area ofincorporation, was presented to the Stearns Conty Boardof Commissioners on November 30, 1888. The ContyBoard issed a notice calling for an election on the isseat the District 59 schoolhose the following Janary.

    The Great Northern and Soo Line Railroads once

    bonded the city, bt have since been removed and theright of way now is tilized for pedestrian (hiking/biking)travel. One of the lines rnning from Avon throgh Albanyto Sak Centre is now a paved bike, hike and snowmobiletrail called The Lake Wobegon Trail.

    The water plant was installed in 1902 and electricity in1909. Beatifl Pine and Pelican Lakes are abot 1/5 and4 miles northeast of Albany.

    It wasnt an accident that the commercial developmenton Railroad Avene (Main Street) was almost connedto one side of the street. The railroad designed it thatway, the objective always being to receive revene frompeople who sed the rails. The land within the 300-foot

    railroad right

    of way wasnot for sale,only for lease.B u s i n e s s e sallowed tolease theland fromthe railroadwere thosewho shipped

    by rail livestock, grain, general merchandise, farmimplements, atomobiles and so on. Retail merchants andservice bsinesses hesitated to bild on the railroad rightof way with only a 30-day lease, so they bilt on the northside of Main Street. The City celebrated its 100th yearcentennial in 1990.

    Two Rivers Settlement in 1862John Schwinghammer, Jr. laid the rst claim in Two

    Rivers Settlement. The Obermiller and Platz familiesfollowed one year later. A halfway hose was here dring themid 1860s to accommodate pioneer travelers and traderson the Red River Trail. Seven Dolors parish was organizedand a log chrch was bilt in 1868. This chrch also servedas a school. Isador Obermiller served as rst postmasterin 1870 with the coming of the Great Northern RailroadNorth of here. The settlement was relocated in 1872 andnamed Albany.

    The Albany Fire Department was establishedin 1893 to protect the Albany area. The original16-member department battled res with horse-drawn re apparats, hand pmps and pails ofwater. Althogh their eqipment and methodsseem crde in todays time, the original memberswere jst as brave and dedicated as modern dayre ghters.

    Over the years and into the 21st centry, theAlbany Fire Department has evolved with pdatedeqipment, better training and additionalpersonnel. The Albany Fire Department has a fllsta of volnteer re ghters, which protect theCity and Township of Albany and a portion ofFarming and Krain Townships.

    The Albany Fire Department has 25 trained

    volnteers that respond to res, medical crises,car accidents and many other emergencies andare on call 24 hors a day, seven days a week.

    WATER: Albanys mnicipal water system consists of a250,000 gallon elevated water storage tank. The portablewater hardness is 410 parts per million. To meet new federaldrinking water reglations, a new water treatment plant wascompleted in the fall of 2007. The water treatment plant iscrrently capable of treating two million gallons of water perday and can be expanded to treat for million gallons perday as the citys demand for water increases.     WASTEWATER: Albanys mnicipal wastewater collector and

    This event is held the second weekend after LaborDay each September and is located a mile north ofAlbany between Highway 238 and Conty 10. The showstarted in 1975 and is pt on by the Stearns Conty

    Pioneer Clb, Inc. This non-prot organization hasapproximately 425 members.The show draws exhibitors, msicians and vendors

    from not only all over the state, bt from states as faraway as New York as well as overseas.

    The show is a re-enactment of the life the pioneerslived. Old tyme activities inclde threshing, lmber

    sawing, blacksmith shop, general store, printing press,lath mill, contry school, working water wheel, CorlissEngine, Big Rope making machine, model RailroadMsem along with over 500 gas engines and morethan 400 tractors on display.     three-day hospital stay and incldes skilled nrsing,physical or occpational therapy and medicationadministration, as well as a weekly visit by the patientsattending provider. Patients in the swing bed programcan be transitioned to AAHMC from any health care

    facility. A reqirement is that the patient is activelyparticipating in making progress towards establishedgoals. The swing bed program allows or area residentsto be close to home while patients maintain or retrn totheir highest level of independence.

    The swing bed program oers rehab services toallow patients to come back home near their family andfriends while they recover from major illness or srgery.By receiving services locally, patients can maintainongoing contact with their friends and loves ones. Thelow sta-to-patient ratio provides for more personalcontact dring the recovery process.
