2011 North Central Region Operator of the Year Chris Helgestad - Spencer
The 2011 award winner has very active within the WWOA North Central region, serving on the steering committee in various positions from 2006 to 2009. He has also been involved in organizing and hosting 2 regional meetings in his village. He takes great pride in his work as the manager of the WWTF of his village and its continued high quality plant performance to meet effluent standards. The WWTF has recently won the Registered Lab of the year award from the DNR, demonstrating his dedication for a well run highly efficient plant. He has always gone "the extra step" as an officer of the NCR North Central region promoting the WWOA organization and encouraging others to get involved. He is very passionate about his work in the wastewater profession and is always willing to offer advice, experiences or help in any he can. He is very knowledgeable in all aspects of wastewater treatment. At this time I would like to name this year’s North Central Operator of the Year, Chris Helgestad from the Village of Spencer WWTF. Unfortunately, Chris is unable to attend the conference this year, so he will be receiving the award at the Village board meeting October 17th. The Village of Spencer will try to keep it a secret until then.

Vanden Heuvel called the meeting to order at 12:15 pm.
2012 Officer Assignments
Terry Vanden Heuvel – Chairman Matt Saloun – Vice Chairman Ken Bloom – Treasurer Rich Boden – Secretary
Dickrell announced he is retiring from Marshfield by December 31, 2011. After some discussion, Dickrell agreed to serve the rest of his term which ends in 2012.
Future Meetings Plover will host the winter meeting. Almond is awaiting approval to host the spring meeting. Merrill will host the summer meeting.
Nekoosa volunteered to host another meeting. They will host a 2013 meeting. Rhinelander and Union Center were also mentioned as possible sites for 2013.
Topics include water reuse for frac sand production; wetland discharge; PO4 rule update; safety; wellness training; oil recycling; biosolids; DNR apprenticeship program; lab safety; safety inspections / audits.
Operator Competition Lutz reported that the operators’ competition is planned for 2012. Some past NC team members have expressed interest in doing it again. The team has to be organized by April.
Training Events The concept of holding half or full day training events where small groups of operators work in teams to perform hands on safety, lab, or maintenance was discussed. The possibility of working with UWSP was put forth.
It was agreed to sponsoring another Microscopic Exam training session in 2012. Vanden Heuvel will work on the arrangements.
Financial Report The financial report was reviewed. The region has a large enough fund balance to consider spending the balance down. Suggestions included subsidizing some upcoming meetings or buying door prizes for meetings.
Other items
It was noted that LMD uses only email to announce meetings. Boden will contact LMD for more details.
The use of social media at the regional level was discussed. Gruber agreed to set up demonstrations for the committee to use and review.
The meeting was adjourned at 1:30 pm.

Social Media Guidelines Purpose The North Central Region has begun to use social media outlets in order to reach operators and share information in an interactive way.
Our short-term goal is to maintain a presence on LinkedIn, Facebook, and Twitter by sharing information about upcoming events, interesting articles, and useful resources.
Our long-term goal is to extend the community experienced in traditional meetings and conferences to social media, creating an ongoing, interactive, and vibrant online community for members.

Welcome to Plover and we hope you enjoy your visit.
The Village of Plover has a population of 12,200. The Village has experienced strong growth over the past 20 years. The Wastewater Utility has a relatively large industrial customer base related to food product production. The Plover Wastewater Utility was established in 1973 as a lagoon system. An oxidation ditch replaced the lagoon in 1987. Several upgrades added phosphorus removal, auto thermal digestion, and UV disinfection. The 2010‐11 upgrades added mixing basins and aeration basins to increase organic capacity. The basins created a hybrid system with deep tank aeration basins followed by an oxidation ditch second stage.

North Central Regional WWOA Meeting February 29, 2012
Plover, WI
The winter meeting of the North Central Region of the WWOA was held on Leap Day, February 29, 2012. The Village of Plover hosted the meeting. The meeting was held at the Memories Banquet Hall. There were 51 attendees and 5 vendor displays. 19 pre‐registrants and one vendor were unable to attend due to poor weather.
Rich Boden opened the meeting at 8:25 by introducing Plover Village Administrator Dan Mahoney. Mr. Mahoney welcomed the attendees to the Village of Plover. He commented on their fortitude for braving the weather and hoped they would enjoy their day.
Boden introduced the first speakers of the day, Eric Finnila, Crane Engineering and Dave Parsons, Sulzer Pump. They explained the turbo blower technology and advantages over older aeration technology. They also discussed equipment application, operation, and maintenance.
Peter Rock, Rock Oil Refining, followed with an interesting discussion of recycling used and waste antifreeze. He pointed out the advantages of recycling the product and discussed the disadvantages of dumping it down the sewer.
After break, Owen Smith, Department of Workforce Development, and Ben Stahlecker, Bureau of Apprenticeship Standards, presented information on the new Wastewater Treatment Plant Operator Apprenticeship program. They discussed the formation and intent of the program, the structure and regulations, and how communities can get into the program.
Paul Kent, Municipal Environmental Group, discussed the implementation of the new phosphorus regulations in permits and options and alternatives available to permitees.
Eric Donaldson, DNR, updated the crowd on staffing changes in DNR. He discussed the permit backlog and DNR efforts to reduce the backlog,

1. He introduced the Plover staff and recognized their efforts in support of the meeting.
2. Boden congratulated the 2011 Operator of the Year Chris Helgestad, Spencer.
3. He introduced Katie Gruber as the newest member of the Steering Committee. Katie explained the region’s efforts to get involved in social media and encourage attendees to get connected on Facebook, LinkedIn, and Twitter
4. Boden called for any questions, comments, and or changes to meeting minutes from the September meeting in Nekoosa and the November Steering Committee meeting minutes. There were no comments; the minutes were accepted as printed.
5. Ken Bloom read the Treasurer’s report.
6. Several upcoming events were announced.
7. Hosts have volunteered for two of the three 2013 meetings. The Committee is looking for a host for the spring 2013 meeting.
8. WWOA President Randy Thater was introduced and shared a few comments.
9. There was no new business. The business meeting was adjourned.

Nathan Cassity, AECOM, explained several energy saving features that were identified and planned during the design phase of the Plover WWTF upgrade project. He also discussed the assistance and grant funding that Focus on Energy provided on the project.
Rich Boden outlined an energy saving blower replacement project that was done in‐house with the assistance of Focus on Energy.
Alexander Dodd, Focus on Energy, explained the various programs that are available to wastewater treatment facilities. He explained the process for assistance and encouraged attendees to look into projects. He gave examples of several recent projects in the area.
Nathan Cassity closed the afternoon session with a presentation on various methods, strategies, and technologies available to meet the ultra‐low level phosphorus limits that are being implemented in permits. He included results from several case studies at various facilities.
Boden closed the meeting and invited attendees to tour the Plover Wastewater Treatment Facility.

Almond is a small farming community with about 450 residents. It is located in the southern most part of Portage County. The Almond WWTP was rebuilt in 1995 with a design flow of 40,000 gpd. We are at about 25-30,000 gpd. The treatment pond capacity is over 8 million gallons; the storage pond is just over 7 million gallons. Effluent is discharged to 22 acres of land during the summer. North Central Regional WWOA Meeting May 3, 2012 Almond, WI
The spring meeting of the North Central Region of the WWOA was held on May 3, 2012. The Village of Almond hosted the meeting at the American Legion Hall. There were 48 attendees and 2 vendor displays.
Village Trustee Brian Roehborn greeted those in attendance and welcomed them to Almond.
Dan Folan, Village of Almond, also welcomed the attendees and thanked them for coming to the meeting. He also recognized the vendors that had displays at the meeting.
Folan introduced Wesly Bubb, Henkel Technologies. Mr. Bubb gave an informative presentation on the features, benefits, and applications of various Locktite products. He also provided literature on the products.
The next speakers were Gary Wolfe, Applied Technologies, and Bill Sepka, Timkin Corporation. Mr Sepka detailed several new pillow block bearing styles and new types of power transmission couplers. He and Mr. Wolfe explained proper sizing and selection and ran through a short bearing maintenance presentation.
After the break, Craig Bongard, Fergusen Water Supply, explained how underground locators work, common problem and troubleshooting procedures. He explained locator limitations and tips on how to use a locator more effectively.
Dave Valentine, network Safety Consultants, Inc, gave a detailed presentation on confined space and on traffic work zone safety. He described the hazards, the causes of the hazards and strategies and countermeasures to prevent accident or injury.
Terry Vanden Heuvel called the business meeting to order at 11:40 am.
1. He thanked Dan Folan and the Village of Almond for hosting the meeting. He thanked the speakers. He thanked the vendors for their support and recognized Henkel Technologies for providing the donuts for the morning break.
2. Vanden Heuvel introduced 2011 Operator of the Year Chris Helgestad, Spencer.
3. Boden called for any questions, comments, or corrections to Plover meeting minutes from February. There were no comments or corrections; the minutes were accepted as printed.
4. Ken Bloom read the Treasurer’s report.
5. Several upcoming events were announced.
6. A volunteer is needed to host for the spring 2013 meeting.
7. The Region has one Operator Competition team and is seeking members for a second team.
8. Vanden Heuvel outlined the benefits of WWOA membership and encouraged nonmembers to sign up.
9. He encouraged nominations for Operator of the Year and stated the deadline for nominations is July 1.
10. WWOA Director Kelly Zimmer was introduced and shared a few comments. She noted that there will be three open director positions at the fall election. She also encouraged attendees to consider making nominations for any of the regional or statewide awards. Nomination forms are on the website. She also encouraged members to take advantage of the scholarship and tuition reimbursement programs.
11. Rich Boden announced that retired Antigo operator and WWOA Past President Jim Krueger recently passed away.
12. There was no new business. The business meeting was adjourned.

Jack Saltes, DNR, announced that 2011 CMAR forms are posted on the DNR website and discussed common errors and tips for filling it out. He also presented the latest information on the proposed Operator Certification changes.
Ed Makaryk, Village of Plainfield, and Brad Stuczynski, MSA, gave a brief presentation on the design features and operation of the rather unique Plainfield Treatment Facility. The lagoon system discharge is used for irrigation on land leased to a local farmer. Everyone was invited to tour the facility after the meeting.
Fred Hegeman, DNR Residual Coordinator, gave a presentation on the change to a web based reporting format for biosolids reporting forms. He showed several examples of the forms and the interface. The forms should be ready for general use soon.
Eric Donaldson, DNR, gave a short update. He detailed several personnel changes and showed a list of contacts for various programs. He also discussed the latest information on the phosphorus issue and the permit backlog.
Folan closed the meeting and invited attendees to tour the Plainfield Wastewater Treatment Facility.

COURSE OBJECTIVE:
The objective of this class is to teach the operators, lab personnel and consultants how to optimize the wastewater treatment plant processes using the microscope and knowledge of the microbiology. In this class the wastewater professional will learn how to identify the microorganisms that are favorable to the Activated Sludge treatment process and gain an understanding of how to maintain the proper environment for their growth. The student will also learn to diagnose treatment system problems based on the microbiology of the system. He will also be introduced to process control methods and causes and cures for problematic filamentous bacteria.
Course Trainer: Toni Glymph
“Toni” Glymph graduated from Tennessee State University with a Bachelor of Science degree with a double major in Chemistry and Biology with the emphasis on Microbiology. She obtained a Masters in Environmental Microbiology and is also certified wastewater treatment plant operator with more than 15 years of actual hands on wastewater treatment system experience and has spent more than 22 years conducting microscopic evaluations and troubleshooting wastewater treatment system upsets. She has conducted over 200 Wastewater Microbiology workshops including, Activated Sludge Process Control and Operations, Wastewater Microbiology and Process Control, Filamentous Bacteria Identification and Control, Lagoon Treatment System Microbiology, Algae Identification in Wastewater Treatment Lagoons, Slime Bulking & Foaming and The Use of Staining in Wastewater Microbiology Process Control. She continues to conduct an average of 12 workshops each year.

CCIITTYY OOFF MMEERRRRIILLLL WWWWTTFF The original treatment facilities were constructed in the early 1950’s, including the current influent channels, aerated grit
chamber and primary clarifiers. In the early 1970’s the plant was upgraded with the addition of the activated sludge process, gravity thickener and disinfection. In the late
1980’s and early 1990’s plant upgrades included anaerobic digestion, belt filter presses, sludge storage facilities and
chemical phosphorus removal. Now we are in the process of a full scale biological phosphorus removal pilot
project. The plant is a conventional activated sludge treatment
facility providing primary settling and biological secondary treatment. Primary and waste activated sludge is pumped to anaerobic digesters for digestion and stabilization. Digested sludge is dewatered by belt presses and stored on site prior
to application on agricultural land.

North Central Regional WWOA Meeting September 11, 2012
Merrill, WI The summer/fall meeting of the North Central Region of the WWOA was held on September 11, 2012. The City of Merrill WWTP hosted the meeting at the Merrill Eagles Club. There were 45 attendees and 4 vendor displays. Dave Johnson, Merrill City Administrator, welcomed the attendees to Merrill. He shared that he started his professional career at the wastewater treatment plant in Indianapolis and finds this industry and professions as one of the most important. Richard Fulk, Rivers Bend Engineering, was the first speaker. He covered the fundamentals of industrial wastewater pretreatment. The treatment of industrial wastewater goes through equalization, chemical treatment, phase separation, and final polishing. The main difference between industrial and municipal treatment is that industrial treatment utilizes chemical treatment instead of biological treatment. After a break, biological upsets, defined as anything that limits the biological process, were discussed by Troy Larson, Strand Associates. Potential causes, users, and symptoms were identified. There are action steps that should be taken before (know your industry, permit, ordnance, develop a baseline), during (isolate impacted influent, contact appropriate entities, adjust process, document activity, consider reseeding, attempt to identify source), and after (document, implement lessons learned) a biological upset. Several case studies were discussed. Mark Duer, Mulcahy/Shaw Water, next spoke about industrial pretreatment flow monitoring and sampling. He gave an overview of both time proportional composite samplers and flow proportional composite samplers. For flow proportional samplers, a primary device (wier or flume) must be selected, each type having advantages and disadvantages. He also discussed types of secondary measuring devices, including open channel flow meters, ultrasonic, bubblers, velocity meters, and submerged probes. There was a short break, and then Steve Ohm gave the brief DNR update. Terry Vanden Heuval of Merrill WWTP discussed their successful implementation of Merrill’s industrial monitoring program. Pre-implementation, Merrill WWTP faced high zinc levels in sludge, plant upsets, exceed phosphorous levels, yellow plant, failed W.E.T. tests, and failed proposed zinc limits. After initial grab site sampling and contacting of industries, samplers were added until now the program is utilizing a total of five samplers. Due to the industrial monitoring program, many of the problems identified prior to the monitoring program were traced down, better working relations with industries were developed, better operation of the plant, no zinc limits in permit, and zinc levels have decreased. on utilizing the website and electronic formats better. Additionally, he encouraged everyone to nominate deserving candidates for the awards available to recognize their hard work and excellence.
14. Vanden Heuval concluded the business meeting at 12:01. Lunch was served, followed by a raffle of donated items. Josh Gruber, B&M Technical Services, gave a presentation overviewing lift station controls and integration. Level sensing options were discussed, including floats, bubblers, submersible transducers, ultrasonic sensors, and level probes. It is important to properly size submersible transducers and the importance of utilizing the full resolution of the 4-20 mA signal was demonstrated. Separate from primary level controls, it is important to provide appropriate redundancy in lift stations. Pat Stanford, Rochem Membrane Systems, discussed reverse osmosis for wastewater separation. Reverse osmosis is a separation process, not filtration. RO membranes are used for this, and the layers were described. When implementing a system, bench tests are often ran prior to full implementation to ensure desired results are achievable. Reverse osmosis systems are largely used as landfill leachate treatment when leachate is inhibiting UV treatment. Troy Larson, Strand Associates, concluded the presentations by going over Merrill’s biological phosphorus pilot. After a brief facility overview, he discussed the biological phosphorous removal (BPR) pilot. Initially a bench BPR study was performed. The results of the bench study provided both positives (good results, nitrification not required, cost recovery opportunities, strong staff support) and negatives (not exceptional results, nitrification occurs naturally in summer) to consider before moving on to the full scale BPR study. The positives outweighed the negatives, and a full scale BPR study is being conducted currently.
