Brief History of Interscholastic Athletics in the District of Columbia Since 1892 The present interscholastic athletic program for male students has emerged from the previously segregated pattern of Public Schools of the District of Columbia. Prior to the 1954 Supreme Court decision in Bolling v. Sharpe, the D.C. Public Schools were separated into: Divisions 1-9 (White), and Divisions 10-13 (Black). Over one hundred and seven years have now elapsed since the earliest recorded interscholastic athletic competitions in football were played in 1892 by Divisions 1-9. In 1893, the first four team league structure appeared and included Eastern, Central, Western, and the Business High School which later became the Roosevelt Senior High School. The first athletic administrative structure in the Division 1-9 league came into existence in 1902. Outstanding coaches and organizers of that league in the early era were Charles Hart, Clarence Hecox, H.C. “Curly” Byrd, “Chief” Guyon, and Elmer P. “Hap” Hardell. At the turn of the century in the Divisions 10-13 schools, play was limited to the only two Black high schools in the city. These schools were the “M” Street High School, and the Armstrong High School. Prior to the establishment of the Armstrong High School in 1902, the “M” Street High School was limited to athletic contests with Black high schools in cities such as Baltimore, Maryland and Wilmington, Delaware. As early as 1904, football games were recorded between “M” Street High School and Armstrong. In 1906, several Black male teachers in Divisions 10-13 of the D.C. Public Schools organized the Inter-Scholastic Athletic Association of Middle Atlantic States in order to provide adequate sports participation opportunities for Black high school students. This association consisted of the “M” Street High School, which, in 1916, was re-named the Dunbar Senior High School, Armstrong High School, Baltimore and Wilmington high schools for Black students, and the Howard University Academy. In 1912, Edwin B. Henderson organized “The Public Schools Athletic League” for the Black schools and in 1929, “The South Atlantic High School Athletic Conference” was formed to include all the Black high schools of Washington, D.C., Baltimore and Annapolis, MD, Wilmington, Del., and Manassas, VA. Leaders in the early years of interscholastic athletic competition in Divisions 10-13 schools were: Edwin B. Henderson, Robert N. Mattingly, Garnet C. Wilkinson, Benjamin Washington, Charles L. Pinderhughes, Edgar P. Westmoreland, Miss Julia A. Davis, Haley Douglas, and Eugene A. Clark. In 1954, when segregation in D.C. Public Schools was prohibited by the Supreme Court, the separate interscholastic athletic leagues were abolished, and the present interscholastic athletic program emerged in the D.C. Public senior high schools. Prior to 1940, records do not indicate that a separately organized structure existed for girls’ interhigh athletics. However, as early as 1920, records of “The Public Schools Athletic League, Divisions

10 through 13”, clearly establish that female instructors of physical education actively participated as officers of the League and as members of key committees. Participation by female students in athletics during the early nineteen-forties was offered in schools under the auspices of Girls’ Athletic Associations (GAA), sports clubs, or sports intramural programs. As early as 1944, an elementary school athletic league was formed in Divisions 10-13, which offered touch football, softball, and track team activities for male students and volleyball for female students. In 1947, a tentative plan for a city-wide Girls’ Sports Association, and a system of awards was developed by a committee under the direction of Ellen Fraser, Assistant Director for Girls’ Health and Physical Education. Members of the committee included Elizabeth Cooper, Chairperson (Divisions 1-9) and Jane Stuffer, Ann Heider, and Ida H. Robinson (Divisions 10-13). The major thrust of the committee was to clarify the purpose and functions of the Girls’ Sports Association, as well as to unify the system of awards offered throughout the city. Lack of sufficient athletic funds deferred the implementation of these plans. During the nineteen-fifties and sixties, sporadic interscholastic team competition for girls was fostered through archery and field hockey tournaments. The participating schools included Anacostia, Coolidge, Dunbar, Eastern, Spingarn, Western, and Wilson. A senior high school girls’ varsity basketball league was started in 1969. Indoor and outdoor track and field meets for secondary girls’ teams began in 1971, and were financed from funds allotted to the Department of Health, Physical Education, Athletics and Safety. In 1986, a Task Force on Athletics was formed by the Superintendent of Schools to make recommendations on improvements in athletics. Those recommendations were forwarded to the Superintendent and resulted in the separation of athletics from the Department of Health, Physical Education and Safety in 1987. The Board of Education supported the findings and initiated several of the recommendations from the report. As a result of the recommendations, funding was increased and changes were made to the organization of the Department of Athletics. The changes included additional funds allotted to schools for the purchase of athletic equipment and supplies and an increase in staffing which enhanced program offerings.

Department of Athletics The Department of Athletics is a component of the District of Columbia Public Schools, Division of Academic Services, Office of Teaching and Learning. The Department of Athletics is composed of a director, an assistant director, a coordinator for athletics, a coordinator of athletic health care services, a special events coordinator /media specialist and a staff of certified athletic trainers. The District of Columbia is a unique municipality. It has both state and local responsibilities and has membership in the National Federation of State High School Associations (NFHS). To comply with this dual status, Dr. Claude E. Moten, former Associate Director of Athletics, realized that the Department was not recognized on a national level with the NFHS. In 1991, to be consistent with other state associations, the District of Columbia Interscholastic Athletic Association (DCIAA) was created as a component of the District of Columbia Public Schools’ Department of Athletics. The Department of Athletics provides a comprehensive athletic program for the student athletes enrolled in grades 4 through 12 of the District of Columbia Public Schools. It coordinates scheduling of athletic events with security, transportation, and proper game officials. It includes an athletic health care service for participating students and schools. It endeavors to provide proper and safe athletic equipment and supplies to schools. It supports professional development of coaches by providing information on sports clinics and coordinating the presentation of workshops to refine their coaching skills and techniques. It supports the National Federation Interscholastic Coaches Education Program (NFICEP) by training instructors who offer the American Coaching Effectiveness Program to DC Public School coaches. The programs offered by the Department of Athletics exist mainly for the value they have for students not for the benefit of sponsoring institutions. The activities and contests involved shall be psychologically sound by being tailored to the physical, mental and emotional maturity levels of the youth participating in them. Participation in interscholastic athletics is a privilege to be granted to those students who meet the minimum standards of eligibility.

Athletic Health Care Services The Athletic Health Care Services (AHCS) is the health care component of the District of Columbia Public Schools’ Department of Athletics and the District of Columbia Interscholastic Athletic Association (DCIAA). The Service is primarily composed of a coordinator who is a certified athletic trainer and certified athletic trainers on staff. In addition, primary staff physician services are also provided. The physicians are affiliated with The George Washington University Medical Center and Howard University Hospital. The physicians provide DCIAA football coverage, championship basketball coverage, and are available for medical referrals. The AHCS within the District of Columbia Public Schools (DCPS) and the DCIAA was established in December, 1990. As a result of the DCIAA’s response to a mandate by District of Columbia Superior Court Judge Nann Huhn, the AHCS was created. Judge Huhn decreed that the DCIAA provide appropriate medical coverage at DCIAA-sponsored athletic events. It was determined that part of the solution to the need for appropriate medical coverage was the addition of certified athletic trainers to the staff of the DCIAA. Some athletic training experts have identified this unique combination of staff, facilities and equipment as a model athletic health care program. Each athletic trainer operates out of a modern, well-equipped athletic training room with state-of-the-art sports medicine rehabilitation equipment and medical supplies. The staff athletic trainers are located in each senior high school hosting collision sports and cover contests on all levels of competition within the DCIAA. The staff athletic trainer provides services ranging from injury prevention to injury rehabilitation. Generally, each staff athletic trainer provides medical coverage to the senior high school in which he is assigned as well as two junior high schools located near the high school. Additionally, they provide athletic health care on the elementary school level at athletic contests. AHCS also utilizes registered nurses, independent athletic trainers, and the District of Columbia Fire Department’s Emergency Medical Technicians to provide care at athletic contests. AHCS is your health care team. Each member of the team is prepared to assist the DCPS coaches and student athletes regardless of their school affiliation. Providing quality athletic health care is its primary goal.

Code of Ethics All persons concerned with interscholastic athletic programs by the District of Columbia Public Schools shall be expected to:

1. Emphasize principles and practices of good sportsmanship, ethical conduct and fair play, and the values derived from playing the game fairly.

2. Recognize that the purpose of athletics is to promote the physical, mental, moral, social and

emotional well being of the individual student athletes.

3. Encourage leadership, use of initiative and good judgment on the part of student athletes.

4. Identify and seek to eliminate all possible problems that might tend to destroy the best values of interscholastic athletic competition.

5. Provide opportunities for many students to participate in a wide variety of sports during

each school year.

6. Achieve a thorough understanding of and faithfully comply with the Rules of the District of Columbia Board of Education governing interscholastic athletics.

7. Achieve a thorough understanding of, and faithfully comply with, game rules published by

the National Federation of State High School Associations and other official interscholastic athletic organizations approved by the District of Columbia Public Schools.

8. Treat visiting teams and officials in a cordial and courteous manner.

9. Respect the integrity and judgment of sports officials.

10. Prevent professional and commercial exploitation of student athletes.

11. Remember that an athletic contest is only a game-not a matter of life and death for a

player, coach, school, official, spectator, or the community.

Code of Code for Coaches All persons coaching interscholastic athletic teams in the District of Columbia Public Schools shall be expected to adhere to the following guidelines:

1. Develop an understanding of the role of interscholastic athletics and communicate it to players, parents and the public.

2. Develop an up-to-date knowledge of the rules, strategies, safety precautions, and skills of the

sport and communicate them to players and parents.

3. Develop, communicate and model policies for athletes’ conduct and language in the locker room, at practice, during travel, during competition, and at other appropriate times.

4. Develop fair, unprejudiced relationships with all squad members.

5. Allow athletes to prove themselves anew each season and do not base team selections on

previous seasons or out-of-season activities.

6. Allow athletes time to develop skills and interests in other athletic and non-athletic activities provided by the school and community groups.

7. Give the highest degree of attention to athletes’ physical well being.

8. Teach players strict adherence to game rules and contest regulations.

9. Present privately, through proper school authorities, evidence of rule violations by opponents;

and counteract rumors and unproven allegations of questionable practices by opponents.

10. Attend required meetings, keep abreast of DCIAA policies regarding the sport, and be familiar with DCIAA eligibility and contest regulations

11. Present a clean and professional image in terms of personal appearance, and provide a positive

role model in terms of personal habits, language and conduct. Special Note: The use of tobacco, alcohol, or any illegal drug within reasonable time before or after an athletic event is not acceptable.

12. Wear Coaches picture identification during every contest.

Code of Conduct for Officials and Athletes Competent, impartial officials and clean, hard-playing athletes have enhanced interscholastic athletics in the educational program. Sportsmanship and fair play demand these practices. Officials

1. Maintain a professional relationship calling for the highest type of service.

2. Be thoroughly prepared.

3. Rectify mistakes in judgment without giving an advantage to either team.

4. Adhere to the right decisions despite disapproval of spectators.

5. Control tempers at all times in warning crowds of inflicting penalties for unsportsmanlike conduct.

6. Respect the judgment of companion officials in making decisions.

7. Do not discuss plays or players of other teams in the presence of prospective opponents.

8. Notify the respective commissioner if a player or coach is disqualified for unsportsmanlike

conduct. Notification must be made to the Department of Athletics within 24 hours.

9. Dress in the uniform approved by the Department of Athletics. Athletes

1. Practice fair play at all times. Do not quit, cheat, or bet. Do not over celebrate when the team wins or blame the officials when it loses.

2. Refrain from taunting and demonstrating unsportsmanlike conduct.

3. Respect officials and expect that they will enforce the rules.

4. Treat visiting teams and officials as guests and extend every courtesy to them.

Mission Statement of the Department of Athletics The Department of Athletics is committed to a sound interscholastic program (i.e., competitive sports). There are four key reasons for establishing a sound athletic program:

a. Reinforce the concept that interscholastic athletics is a vital, integral part of the total school educational program.

b. Reinforce standards of scholarship, sportsmanship, and amateurism.

c. Promote and develop educational leadership, physical fitness, athletic excellence and

sports participation.

d. Initiate, stimulate and conduct interscholastic athletic programs for student-athletes. The Philosophy of Athletics The school system of the District of Columbia has a responsibility to assist in the development of the entire person. Although the implementation of this philosophy must be flexible enough to adapt to time, circumstance and location, the objective does not imply participation by all in every activity. It does, however, establish a responsibility of the school system to provide the means and encouragement for each student to develop according to one’s own interest and abilities. Mission Statement of the Athletic Health Care Services The Athletic Health Care Service within the Department of Athletics and the District of Columbia Public Schools is dedicated to providing quality medical care to the student athletes of the District of Columbia Public Schools. Certified athletic trainers, working together with licensed physicians and other allied health care professionals, provide care to our student athletes. The services provided include the prevention, recognition, evaluation, management, and rehabilitation of injuries and or illnesses associated with student athletes' participation in interscholastic athletic events. The services are intended to enhance the quality of life and educational experiences for all student athletes. We believe that participation in interscholastic athletics helps to formulate a student's positive attitude towards his own health and well being. In addition, we believe that all students, when injured, should receive the best injury care and treatment available. We also believe that this care includes returning the student to the sport as soon as it is medically safe. We strive to help substantially reduce the risk of injury to all of the student athletes within the District of Columbia Public Schools. It is our goal and commitment to provide this service in an exemplary manner that is highly visible to the members of the District of Columbia Public Schools, the athletic community and the citizenry of the District of Columbia.

Code of Ethics for Athletic Trainers (NATA Code of Professional Practice)

1. Athletic trainers should neither practice nor condone discrimination on the basis of race, color, sex, age, religion, or national origin.

2. Athletic trainers should not condone, engage in, or defend unsportsmanlike conduct or

practices.

3. Athletic trainers should provide care on the basis of the needs of the individual athlete. They should not discriminate on the basis of athletic ability.

4. Athletic trainers should strive to achieve the highest level of competence. They should use only

those techniques and preparations which they are qualified and authorized to administer.

5. Athletic trainers should recognize the need for continuing education to remain proficient in their practice. They should be willing to consider new procedures within guidelines that assure safety

6. Athletic trainers should recognize that personal problems and conflicts may occur which may

interfere with effectiveness. Accordingly, they should refrain from undertaking any activity in which their personal problems are likely to lead to inadequate performance or harm to an athlete or colleague.

7. Athletic trainers should use care to be truthful and not misleading when stating their education,

training, and experience.

Chapter a27. Interscholastic Athletics 2701. ELIGIBILITY FOR PARTICIPATION

2701.1 The certification of the eligibility of students to participate in interscholastic athletics shall occur, pursuant to procedures to be established by the Chancellor of the District of Columbia Public Schools (DCPS) or the director of the LEA, as applicable, as follows: (a) Principals shall be responsible for determining and certifying the eligibility of students to participate in interscholastic athletics by submitting a list of eligible students to the LEA's athletic director two (2) weeks before the first scheduled game, whether league or non-league; (b) A supplemental eligibility list may be submitted two (2) weeks after the first game. However, students on the supplemental eligibility list may not participate without the prior written approval of the LEA's athletic director. The supplemental eligibility list may be submitted for league games only; and (c) Each LEA's athletic director shall be responsible for verifying the eligibility of each student within one (1) week after receipt of the eligibility list, including a supplemental eligibility list. 2701.2 Neither a school nor a representative of a school shall seek to influence a student to transfer from one (1) school to another for the purpose of participating in interscholastic athletics. 2701.3 Student eligibility for participation in interscholastic athletics may be challenged in writing, based upon a reason to believe that the student may not meet the eligibility requirements set forth in § 2701.4 of this chapter. The LEA shall be responsible for investigating the matter and shall issue a written final decision. 2701.4 In order to be certified as eligible to participate in interscholastic athletics at a public school, and to maintain such eligibility, a student shall meet the following requirements: (a) A student shall be a resident of the District of Columbia, as defined by statute and the rules set forth in 5 DCMR A § 5001.1, except as provided in paragraph (b) of this subsection;

(b) A non-resident of the District of Columbia, whose admission to a public school in the District of Columbia complies with applicable District law and rules of this title and who has either paid, or is current in payment of, his or her nonresident tuition fee; transfers without a corresponding change in residence of his or her parents or guardians; or does not otherwise meet the transfer criteria as provided for in § 2701.4(d) is eligible to participate in athletic interscholastic programs upon satisfactory completion of two (2) full consecutive semesters at a District of Columbia public school; provided, that the LEA's athletic director may, within ten (10) days after the beginning of a sport season, seek a waiver of this semester completion requirement, upon a request to the LEA by an affected student, if the student is able to show good cause or undue hardship for compliance with this requirement; (c) A student shall be enrolled within the first twenty (20) calendar days of a semester in the school where he or she wishes to participate in interscholastic athletics, except as provided for in § 2700.8 and paragraph (d) of this subsection; (d) A student who transfers enrollment from any school to a public school in the District of Columbia on the basis of a change in address may become immediately eligible to participate in interscholastic athletics when the change in address has been verified in accordance with §§ 5000 through 5005 of this subtitle, if the student meets all other eligibility requirements in this section and transfers because: (1) The student moves to a new bona fide permanent residence, with his or her parent(s) or legal guardian, in the attendance area of a school to which the student transfers. A permanent residence is a domicile that is used by the parent(s) or guardian as the address for mail, telephone, registration for voting, and the attendance zone for other school-aged family members; (2) The student is a ward of the court or state and is placed in another school by court order; (3) The student changes residence to live with a guardian or foster home as a result of the student becoming an orphan or for reasons outside the control of the student and the student's parents, guardians, or foster parents, if the reasons are significant, substantial, or compelling. A student shall not be eligible if a guardian or custodian is appointed for the purpose of making a student eligible, including a situation where a coach obtains custody or guardianship of a student in order to establish the student's eligibility; (4) The student marries and transfers due to the establishment of a new residence; (5) The student's school ceases to operate; (6) A reorganization, consolidation, or annexation of the student's school occurs; (7) The student is ordered to transfer for non-athletic purposes; (8) The student transfers due to a family court custody decree or because of the death of a parent or legal guardian;

(9) The student has special needs, as identified by Individualized Education Program (IEP) or 504 Plan, if the principal of the sending school attests in writing that the school is unable to provide the support services necessary for the student's academic success; (10) The student transfers as provided for in 5 DCMR E § 3805 because his or her school has been designated as a persistently dangerous school; (11) The student transfers as provided for in 5 DCMR E § 3809 because he or she has been the victim of a violent crime or a pattern of harassment or sexual harassment; (12) The student is a qualified foreign exchange student under § 2701.4(e); (13) The student is an international student residing in the District of Columbia with his or her parents; (e) An international student participating in a foreign exchange program shall be considered immediately eligible for a maximum period of one (1) calendar school year or two (2) consecutive semesters if the student: (1) Has not completed his or her home secondary school program; (2) Meets all other eligibility requirements of this section; (3) Has been randomly assigned to his or her host parents and school and neither the school the student attends nor any person associated with the school has had input in the selection of the student and no member of the school's coaching staff, paid or voluntarily, serves as the resident family of the student; (4) Possesses a current J-1 visa, issued by the U.S. State Department; and (5) Is attending school under a foreign exchange program on the current Advisory List of International Educational Travel and Exchange Programs published by the Council on Standards for International Education Travel and such program assigns students to schools by a method which insures that no student, school, or other interested party may influence the assignment; (f) An international student not participating in a foreign exchange program shall be treated as all other students who transfer schools under paragraphs (c) and (d) of this subsection; (g) A student in grade seven (7), eight (8), nine (9), ten (10), eleven (11), or twelve (12) shall submit to the principal an original or certified true copy of the student's birth certificate, except that in cases where a student provides a certification from a bureau of vital statistics, or comparable agency, that no birth certificate exists for the student, satisfactory documentary proof of the student's date of birth shall be accepted in accordance with provisions set forth in 5 DCMR E § 2002.6; (h) A student who is less than eighteen (18) years of age shall submit to the principal a statement signed by a parent or guardian of the student indicating the sport for which the consent of the parent or guardian is being given for the student to participate; (i) A student shall provide a physician's certification that the student has been examined and found to be physically fit for the sport in which the student seeks to participate;

(j) A student shall be covered by appropriate accident insurance, obtained either by his or her LEA or his or her parent or guardian and approved by his or her school's LEA, during each season the student participates. Appropriate notice of the coverage and cost of the accident insurance obtained by his or her school's LEA shall be provided annually to parents or guardians and adult students. A parent or guardian submitting a policy for approval by the student's school's LEA shall do so within the time specified by the LEA. In addition students participating in football shall be insured by additional football accident insurance which shall be paid for by the LEA in which the student is enrolled. (k) A student shall maintain regular school attendance, having been present at least two-thirds (2/3) of the school days during the semester preceding the sport season and have no more than three (3) unexcused absences consistent with chapter 21 of subtitle A of title 5, during the season of participation. Completion of a summer school program shall not be counted as a semester of attendance for the purposes of establishing eligibility pursuant to this subsection; (l) A student in grade nine (9), ten (10), eleven (11), or twelve (12), in regular education and career development programs or in Level I and Level II programs of the continuum of services available to special education students, shall have a grade point average of at least 2.0 (“C”) as required by chapter 22 of subtitle E of title 5; (m) A student in grade four (4), five (5), six (6), seven (7), or eight (8) shall not fail more than one (1) subject at the end of the grading period immediately preceding the sport season in which the student wishes to participate; (n) The student shall not have graduated from the school for which he participates in a sport; provided, that an eligible student whose graduation exercises are held before the end of the school year may continue to participate in interscholastic athletics until the end of that school year; (o) A student who has attained the following ages on or before July 1 proceeding the following school year shall not be eligible to participate in interscholastic athletics offered for the grade levels indicated: (1) Grades four (4) and five (5): twelve (12) years; (2) Grades six (6) through eight (8): fifteen (15) years; and (3) Grades nine (9) through (12): nineteen (19) years; (p) A student shall maintain amateur standing by engaging in sports only for the physical, educational, and social benefits derived from sports and by not accepting, directly or indirectly, a remuneration, gift, or donation based on his or her participation in a sport other than approved school awards; (q) A student may represent only one (1) school in the same sport during a school year; (r) A student is eligible to participate in regular season, playoff, or championship interscholastic athletic contests for a maximum of:

(1) Four (4) semesters (two (2) seasons) in grades four (4) through five (5); (2) Six (6) semesters (three (3) seasons) in grades six (6) through eight (8); and (3) Eight (8) semesters (four (4) seasons) in grades nine (9) through twelve (12), consistent with subsection (s) below. (s) Semester and season eligibility computations shall begin from the semester in which the student was enrolled for the first time in any school in grades four (4), six (6), and nine (9), and shall be counted continuously thereafter, regardless of whether he or she remains continuously enrolled in school. For student athletes in grades nine (9) through twelve (12), eligibility shall cease at the end of the eighth semester after first entering the ninth (9th) grade. (t) Exceptions to paragraphs (q) and (r) of this subsection may be allowed pursuant to hardship policies and procedures established by the athletic director of each LEA. (u) A student in grade nine (9), ten (10), eleven (11), or twelve (12) shall not participate in the same individual or team sport outside of school, or with a team, an organized league, tournament meet, match or game between the first and last scheduled contest of the school team during the season of the sport; provided, that a student who is selected to represent the United States in international amateur competition shall not become ineligible in school competitions for participating in qualifying trials. The following sports shall be exempted from the restrictions of this paragraph: (1) Golf; (2) Swimming; (3) Tennis; (4) Gymnastics; (5) Volleyball; (6) Softball; (7) Track and field; (8) Cross-country; (9) Crew; (10) Soccer; (11) Cheerleading;

(12) Lacrosse; (13) Rugby; (14) Bowling (15) Flag Football (16) Field Hockey; and (17) Wrestling. (v) A student shall participate only under the name by which he or she is registered in the public school he or she attends; (w) A student's participation shall be classified as follows: (1) Grades four (4) and five (5) shall participate on the elementary level; (2) Grade six (6) shall participate on the elementary level, unless enrolled in grade (6) at a middle school, in which case shall participate on the middle school level; (3) Grades seven (7) and eight (8) shall participate on the middle school level; and (4) Grades nine (9) through twelve (12) shall participate on the senior high school level; (x) A student enrolled in an Education Center may participate in one (1) division during a sports season; and (y) A student who needs less than two (2) classes (one (1) to two (2) Carnegie units) to graduate from twelfth (12th) grade and who transferred to a high school within the past twelve (12) months shall not participate in any interscholastic athletic activity for the duration of the student's matriculation at that school. 2701.5 The grade designation on the student's official record, or official transfer record, shall be controlling in determining whether a student is assigned to grades four (4) through six (6) as used in this chapter. 2701.6 A student shall be considered to be assigned to grades seven (7) through twelve (12), as used in this chapter, based upon one (1) of the following:

(a) The qualifications adopted by the Chancellor of DCPS or the director of the school's LEA, as applicable; or (b) The grade designation on the official transfer record from another jurisdiction; provided, that the student has met the minimum criteria, required for the grade, pursuant to the rules of the Chancellor of DCPS or of the director of the school's LEA, as applicable.

2701.7 A student currently attending a public school in the District of Columbia who is ineligible to participate in interscholastic athletics at the time of transfer from one school to another, for any reason other than failure to meet the requirements of this chapter or of chapter 22 of subtitle E of title 5, shall not be considered for eligibility to the receiving school until the student has been enrolled for a full semester. 2701.8 A student who is ineligible due solely to his or her failure to meet the graduation requirements of chapter 22 of subtitle E of title 5 shall become eligible at the end of the grading period in which he or she meets the requirements of that chapter. 2701.9 A student who is ineligible to participate in interscholastic athletics may not play, practice, or otherwise participate with a public school sports team in the District of Columbia during the period of such ineligibility. Administrative Guidelines for Administering the DC Public Schools Athletic Program General Provisions

1. Only students enrolled in a DC Public School are eligible to participate in the DC Public School’s Athletic Program.

2. Postseason games shall be limited to contests approved by the Director of Athletics. In making

this decision consideration shall be given to, but not necessarily limited to, the following factors: (a) Loss of school time by students and coaches; (b) Liability for the students and the school; (c) Effect on total school athletic program; (d) Length of the sport season; (e) Level of students participating; (f) Effect upon students’ current or college eligibility; (g) Effect upon maintaining students’ amateur status; (h) Nature of compensation offered by sponsors to students and coaches; and (I) Credibility of sponsors.

3. Summer and fall athletic league participation by school teams shall not be sanctioned in the name of a school, school equipment, supplies and facilities shall not be used for such participation.

4. Schools, or any representatives thereof, shall not seek to influence students to transfer from

one school to another for the purpose of participating in interscholastic athletics.

5. Ninth (9th), tenth (10th), eleventh (11th), and twelfth (12th) graders who attend high schools in which a desired sport is not offered may participate in such sports on the teams at one of the following:

(a) The high school within the student’s attendance zone;

(b) If the student is attending a school out of zone, the school in which the school currently

attended feeds; or

(c) A school selected by the parent or guardian and agreed upon by the sending and receiving school.

6. The Director of Athletics shall ensure that tie-breaking procedures are established and

publicized to the DC Public School athletic community at the commencement of each sport season.

Challenges of Eligibility and Protest

1. Challenges of eligibility and protests shall be referred to the Director of Athletics, who shall have authority to investigate and render decisions on such charges.

2. Decisions rendered by the Director of Athletics shall be promptly submitted in writing to the

Chancellor or his/her designee, and the principal(s) concerned.

3. During the playing of a game, any protest which a coach desires to make shall be reported to the coach of the opposing team and to the officials in charge of the contest at the time of the incident.

4. Principals shall be responsible for determining whether or not a formal protest shall be made.

5. If a formal protest is entered, such protest together with all available information shall be

submitted in writing by the principal of the protesting school to the Director of Athletics and to the principal of the opposing school by close of business of the following school day.

6. Schools shall not refuse to continue a contest because a protest has or will be entered.

7. Failure of a team to continue a contest because of a protest shall result in forfeiture of the

contest to the opposing team. Probationary Actions and Determinations of Ineligibility

1. A student may be placed on probation for a period not to exceed one (1) semester for serious misconduct during or related to an interscholastic contest, practice session, or scrimmage; provided, that all such probationary actions shall be effected in accordance with the rules and procedures set forth in this section.

2. The decision to effect a probationary action pursuant to this subsection shall be made by the

principal or his or her designee and may be upon the recommendation of the coach or other school official in charge of the interscholastic program or activity.

3. Prior to being placed on probation, the student shall be informed in writing of the reason(s) for

and the length of the proposed probationary period.

4. The student shall be given an informal conference with the principal or his or her designee and the school official proposing the probationary action. The conferences shall include the following:

(a) Notice of grounds for the probationary action, and the proposed length of the probationary period; (b) An explanation of the evidence or facts upon which the school official has determined that the student should be placed in a probationary status; (c) An opportunity for the student to present the student’s version of the facts or explain the events or actions upon which the probationary determination is based; and (d) Notice that repeated or continued serious misconduct may result in the student being declared ineligible to participate in interscholastic athletics.

5. The informal conference shall not include the right to counsel or the right to cross-examine witnesses, but may include the student’s parent or guardian.

6. During the probationary period, the student shall not be restricted from participating in

interscholastic athletic contests, practice sessions, or scrimmages.

7. Probationary periods may be shortened by the principal upon recommendation of the coach.

8. At the conclusion of the probationary period, an informal conference shall be held by the principal with the student and the coach during which all participants shall engage in assessing the student’s progress during the probationary period. The conferences may include the student’s parent or guardian, but their participation shall not be required.

9. No indication of a probationary action made pursuant to this subsection shall appear on or be

made a part of any student’s cumulative or any other permanent record.

10. A student may be declared ineligible to participate in interscholastic athletics by the Director of Athletics during a period of one (1) school year, or less, for failure to comply with or intentionally violating any of the requirements for eligibility certification set forth in § 2701, except for § 2701.3(j).

11. A student may be declared ineligible to participate in interscholastic athletics by the Director of

Athletics during one (1) or more school years for committing any one of the prohibited acts set forth in § 2501 of this title.

12. Prior to declaring that a student is ineligible to participate in interscholastic athletics pursuant to

provisions in §§ 2703.10 and 2703.11 of this section, the parent or guardian of a minor student shall be given notice in writing by certified mail or hand-delivery. In the case of adult students, the written notice shall be hand-delivered to the student. All such notices shall include the following:

(a) A description of the proposed action and the length of the period of ineligibility; (b) A statement of the specific grounds for the proposed action, including a citation of subsections of § 2501 or § 2701 upon which the action is based, and a description in reasonable detail of the facts, events, and actions upon which the ineligibility determination is based; and (c) A statement informing the student, or minor student’s parent or guardian, of the right to file a grievance pursuant to the provisions set forth in § 2704.

13. No indication that a student has been determined ineligible to participate in interscholastic athletics shall be maintained in the student’s cumulative or any other permanent record beyond the end of the school year during which such ineligibility is in effect.

Interscholastic Athletics Grievance Procedures

1. The grievance procedure set forth in this section shall apply to all grievances arising from the application of the rules governing interscholastic athletics contained in this chapter, except that grievances filed pursuant to the 2.0 Guidelines shall be governed by the procedures set forth in § 2405.

2. The person or persons bringing the grievance shall make an informal complaint to the Director

of Athletics, who shall attempt to resolve the problem through informal means, such as meetings and discussions with all parties concerned.

3. If the grievance is not resolved through the informal process set forth in § 2704.2, a written

complaint shall be filed with the Director of Athletics, who shall attempt to resolve the written grievance through conferences with all involved parties.

4. The decision of the Director of Athletics as the result of the attempt to resolve a written

grievance shall be submitted in writing to the involved parties.

5. If the written complaint to the Director of Athletics does not result in a mutually satisfactory resolution of the problem within ten (10) days from the date the written grievance was submitted a written grievance may then be filed with the Chancellor, or designee.

6. A panel of three (3) people selected by the Chancellor or designee, two (2) of whom are not

employed by DC Public Schools, shall investigate the grievance and make recommendations to the Chancellor or designee regarding the resolution of the grievance. All actions and recommendations of the panel shall be consistent with existing OSSE rules.

7. The person or persons bringing the grievance may request a formal hearing before an impartial

Hearing Officer, who may be designated by the Chancellor of Schools or the Public Schools Hearing Office from among persons employed by the school system on a full or part-time basis to serve in such capacity.

8. In any appeal filed pursuant to § 2704.5, the person or persons bringing the grievance shall be

informed in writing of the right to representation by counsel, and the right to confront and cross-examine any witnesses in a formal hearing before an impartial Hearing Officer.

9. In all cases where a formal hearing has been held before an impartial hearing officer, the

hearing officer shall provide the Chancellor, or designee, a written report including the findings and recommendations.

10. Following the review of the grievance by the Chancellor, or designee, and either an informal

meeting has been held with all parties involved, or a formal hearing has been held before an impartial hearing officer, the Chancellor, or designee, shall provide all parties concerned a written decision which shall include the following:

(a) A statement of the specific grounds for the proposed action including, where applicable, a citation of the section(s) or subsection(s) of this chapter upon which the proposed action is based; (b) A description in reasonable detail of the facts, events, and actions upon which the proposed determination is based; and (c) The findings and recommendations of the hearing officer, where applicable.

11. The Chancellor of Schools shall render a decision on the appeal within five (5) days of receipt of the entire record which shall be based upon the following:

(a) The record of the formal hearing; (b) The written report of the hearing officer, if applicable; and (c) Any written argument of the appellant(s) submitted with the appeal request.

12. The decision of the Chancellor of Schools shall be the final and binding decision of the DC Public Schools.

13. Except as provided in § 2704.17, all challenges to the eligibility of individual players lodged by

principals’ shall be made no later than three (3) days prior to the beginning of the first scheduled game of the sport to which the protest relates. Failure to file a challenge within the required time period shall be deemed a waiver of the right to challenge, except that challenges based on newly discovered evidence may in the discretion of the Director of Athletics, be made within three (3) days of discovery of the new evidence.

14. All challenges to the eligibility of individual players lodged by principals occasioned by

application and shall be made within twelve (12) days of the beginning of the advisory in which the challenge is lodged.

15. The Director of Athletics may challenge the eligibility of individual players at any time but in no event shall such challenge occur later than mid-season of the sports season involved.

16. At the beginning of each school year the Director of Athletics shall establish a schedule which

includes the beginning and mid-season dates for each interscholastic athletic activity.

17. All challenges to a student’s eligibility, whether from a principal or the Director of Athletics, shall be resolved within two (2) weeks from the date of the initial challenge. During the pendency and investigation of the challenge the student may participate. However, if the challenge is upheld, all games in which the involved student participated shall be forfeited.

2200 Chapter 2200 of the DCMR Reporting 2200.1 The marking or grading system of the DC Public Schools shall be designed to report fairly and accurately student progress and student achievement. 2200.2 All policies on marks (grades) and student progress reporting shall be established by the Board of Education and implemented by the Superintendent of Schools. 2200.3 The Superintendent of Schools shall establish the form(s) for the reporting of marks (grades) and student progress. 2200.4 The primary responsibility for evaluating the work of the student shall rest with the teacher. 2200.5 All students shall receive instruction leading to the achievement of the District of Columbia Public Schools (DCPS) content standards. (a) English Language Learners (ELL) shall receive specialized instruction leading to the development of English language skills and the mastery of academic content. A student's mark (grade) in the content area shall not reflect the student's acquisition of English language skills but rather achievement of the content standards. (b) Students with disabilities shall receive instruction consistent with the DCPS standards. Individualized Education Plan (IEP) teams or student support teams in the case of 504 eligible students shall determine appropriate accommodations and curricular modifications where necessary. A student's mark (grade) shall not reflect that accommodations have been made. 2200.6 At the elementary level; pre-kindergarten through fifth (5th) grade; marks (grades) of 1 through 4 shall be assigned by the teacher to indicate the degree of achievement by a student of the standards in each content area as follows: 4 = exceeds the standard (Advanced); 3 = meets the standard (Proficient); 2 = approaches the standard (Basic); and 1 = does not meet the standard (Below Basic).

For skills or/expectations within subject areas, sub-marks shall be given as follows: s = secure; d = developing; b = beginning; and n = not introduced. 2200.7 At the Secondary level; sixth (6th) grade through twelfth (12th) grade; marks/ grades of A through F shall be assigned by the teacher to indicate the degree of achievement by a student of the content standards in each course. Results of the end of course exam will count for no more than 20% of the final grade. Marks (grades) shall be as follows: See next page

2200.8 Marks (grades) in courses failed and retaken for credit in grades kindergarten through 12 shall not replace previously earned marks (grades) for any given course, but are included in the student's cumulative Grade Point Average (GPA). Marks (grades) earned in extended education programs such as Summer School, STAY School and Evening Credit Recovery courses have the same credit and GPA value as standard year courses. 2200.9 Mid and end of advisory reporting on student progress: Parents and students will be informed in writing on a regular basis of the progress made toward achieving the content standards. Toward that end, principals are responsible for effectively implementing the following process:

(c) Parents must be notified, by the end of September, of the name and contact information for the school staff member they should call about concerns impacting their child’s academic progress (academic, social or behavioral).

(d) If, by the mid-point of an advisory, a teacher considers a student at risk of failing to meet the

standards, the teacher shall notify the parent, in writing, and if appropriate refer the student to the student support team.

When a student has been identified as at risk of failing to meet the content standards, the principal, teacher(s) (bilingual/English as a Second Language (ESL) special education teacher where appropriate) and other designated staff shall work with the parents and the student to identify appropriate interventions. They may consider a variety of options including but not limited to:

1. examining and altering current instructional strategies or materials;

2. tutoring (during or after school);

3. a change in schedule;

4. referral to other support, social service or health-related services;

5. problem-solving with other students or individuals who may have an impact on the student’s achievement;

6. a change in teacher; and

7. targeted instruction.

(e) If, by the close of the advisory, the problem persists and the student receives a mark (grade) of 2 or 1 at the elementary level or D or F at the secondary level in any of the core subjects, additional options will be considered, including:

1 referral to additional researched-based support options or alternative programs for more intensive services (pre-referral documentation must provide evidence that other interventions have been attempted);

2 access to additional instructional time (during the day, extended day or summer

school); and

3 referral to student support team.

(f) If, by the end of the academic year, the student fails to meet the content standards, an intervention plan will be developed by the current teacher and implemented during the summer and the following academic year.

(g) Parents will be engaged in the consideration of additional researched based intervention

strategies and will be informed, in writing, of any decisions resulting from the researched based intervention strategies.

2200.10 Teachers shall provide marks (grades) for each student and the school system shall issue report cards after the end of each advisory or/marking period documenting the student's progress toward achieving the content standards. Report cards shall be distributed no later than 10 to 12 working days after the end of the advisory. 2200.11 All students who have not met the standards in a course or in a grade shall be notified no later than the last day of school in order to ensure timely enrollment in Summer School. Introduction to Directives and Procedures This Interscholastic Athletic Handbook has been designed to provide useful procedures for the implementation of policies and rules established by the District of Columbia Board of Education to structure and govern interscholastic athletics. Contained within this handbook are directives set forth by the Chancellor and Superintendent of Schools which establish individual authority, assign responsibility, provide guidelines for determining a course of action, and prescribe a method or establish a standard for operations. Where the use of special forms is required, sample copies of such forms are provided in Appendix of this handbook. These directives and procedures are issued pursuant to powers and duties set forth in the District of Columbia Code and the Rules of the District of Columbia Board of Education which assign to the Superintendent of Schools responsibility for implementing the Rules of the Board and conducting the programs and operations of the public schools in accordance with the provisions of such rules. The Superintendent direct all persons concerned with interscholastic athletics to carefully review, and to faithfully comply with all rules and procedures set forth in this handbook. Regular and frequent reference to the handbook by student athletes, school personnel, parents, and other concerned citizens will promote the efficient and effective operation of the interscholastic athletic programs provided for the enrichment and development of students of the District of Columbia Public Schools. Procedures for the Administration of the Athletic Program in Compliance with the Organizational Structure of the School District The current structure of the school system allows for four levels of competition. In addition, the hierarchy of the school district requires notification of the Assistant Superintendent for each grade level. In order to be consistent with current Board Rules, the following procedures are adopted: 1. Students who have participated in junior high competition on one (1) or more occasions shall be ineligible to participate in middle school competition in the same sport for the duration of his junior high school eligibility. 2. Students who have participated in middle school competition on one (1) or more occasions shall be ineligible to participate in elementary competition in the same sport for the duration of his middle school eligibility 3. A copy of all decisions rendered by the Department of Athletics will be forwarded to the appropriate grade level Assistant Superintendent.

Penalties for Non-Compliance or Violation of Rules and Procedures Governing Interscholastic Athletics Pursuant to the Rules of the District of Columbia Board office of the State Superintendent, and procedures promulgated by the Chancellor of Schools, the penalties for violations are summarized as follows: A. Penalties Affecting Students. 1. A student may be declared ineligible to participate in interscholastic athletics by the Director of Athletics during one or more school years for committing any one of the prohibited acts set forth in section §2501 of the Rules of the Office of the Superintendent 2. A student may be declared ineligible to participate in interscholastic athletics by the Director of Athletics during one school year, or less, for failure to comply with or intentionally violating any of the requirements for eligibility certification set forth in subsection §2701, except for §2701.3(j) of the Rules of the Office of the Superintendent.. 3. A student may be placed on probation for a period not to exceed one semester for serious misconduct during or related to an interscholastic contest, practice session, or scrimmage; provided that all such probationary actions must be effected in accordance with the rules and procedures set forth in section. 4. The Director of Athletics may suspend a student from participating in an athletic event when he/she is ejected from an athletic contest or scrimmage for unsportsmanlike conduct in accordance with the guidelines set forth in the Ejection Rule. 5. Students who are ineligible to participate in interscholastic athletics for any reason may not play, practice, or otherwise participate with a DC Public School team during the period of such ineligibility.

B. Penalties Affecting School Personnel. 1. School officers, athletic directors and/or coaches who knowingly allow, or attempt to allow ineligible students to participate in any interscholastic athletic program or contest shall be subject to disciplinary action. 2. School personnel who knowingly fail to comply with or intentionally violate any of the requirements of the Rules of the Office of the Superintendent shall be subject to disciplinary action by appropriate supervisory school personnel. 3. The Director of Athletics or designee shall recommend to the appropriate assistant superintendent adverse action against school personnel for failure to comply with the responsibilities outlined in this section. 4. In such cases, disciplinary actions may include, but are not necessary limited to, loss of future extra-duty pay, suspension or exclusion from participation in interscholastic athletic activities, termination of employment, etc. C. Penalties Affecting Schools. 1. Schools shall forfeit all contests during which an ineligible student participates. 2. Interscholastic athletic contests, play-offs, championship and other city-wide contests may be canceled, suspended, terminated, or forfeited in order to ensure the safety and security of persons participating in or attending such activities. 3. The Director of Athletics or designee may suspend an athletic team from participation during a sports season, semester or school year for failure to comply with and/or intentional violation of the Rules of the DCMR Office of the Superintendent and/or directives of the Chancellor of Schools governing interscholastic athletics. This policy will not prevent the Chancellor or his/her designee from imposing more restrictive disciplinary action.

Responsibilities of Key Personnel Concerned With Administering Interscholastic Athletic Activities Responsibilities of the Director of Athletics 1. Enforces, implements, and interprets the Rules of the DC Office of the State Superintendent and directives of the Chancellor of Schools governing interscholastic athletics. 2. Investigates matters affecting interscholastic athletic programs that are not specifically covered in the Office of the Superintendent s. 3. Determines and approves which game rules published by the National Federation of State High School Associations and/or other official interscholastic athletic associations shall be used in conducting interscholastic athletic contests. 4. Establishes schedules for interscholastic athletic contests and supervises the operation of these contests. 5. Approves schedules developed by principals and coaches for interscholastic athletic contests with public and non-public schools outside of the District of Columbia and makes changes in such schedules as deemed necessary and/or advisable. 6. Investigates and renders decisions on challenges of eligibility and protests and conducts investigations, as deemed necessary, of any phase of the interscholastic athletic program. 7. Registers, examines, assigns, and/or approves the assignment of all game officials. 8. Maintains complete and adequate records of the interscholastic athletic program. 9. Participates in the development of the annual budget for the interscholastic athletic program. 10. Allocates equipment, cleaning and repair funds among the schools. 11. Procures, distributes, and accounts for tickets used in all interscholastic athletic contests. 12. Advises the Office of Contracting and Procurement on all financial matters pertaining to the purchase, renovation and cleaning of athletic equipment, uniforms, and supplies and the acquisition of athletic insurance policies. 13. Advises with the Director, Division of Facilities Support, on matters pertaining to construction and maintenance of athletic facilities. 14. Consults with principals, upon request, in the appointment and assignment of school athletic directors and coaches.

15. Sanctions all interscholastic athletic contests, for grades 4 through 12, in which District of Columbia Public Schools students participate. 16. Receives, deposits, and accounts for all non-appropriated funds generated from interscholastic athletic events conducted in secondary schools. 17. Authorizes payments for all expenditures incurred by the Department in the administration of the interscholastic athletic program. 18. Serves as representative of the District of Columbia Public Schools to the National Federation of State High School Associations. 19. Serves ex officio as a member of the Advisory Committee on Interscholastic Athletics. 20. Investigates and makes determinations on alleged violations by student athletes, school officers, coaches, or other school personnel of the Rules of the District Columbia Board of Education governing interscholastic athletics, and/or procedures set forth by the Superintendent of Schools to enforce and implements such rules. 21. Recommends that appropriate disciplinary action be taken when school personnel have intentionally violated or knowingly failed to comply with the Rules and procedures of the District of Columbia Board of Education. In such cases, proposed disciplinary actions may include, but are not necessarily limited to, loss of future extra-duty pay, suspension or exclusion from participation in interscholastic athletic activities, termination of employment, etc. 22. Makes final decision on whether to continue, or to suspend, terminate, cancel or forfeit play-offs, championships and city-wide contests where conditions warrant such actions to ensure the safety and/or security of person’s participation in or attending such athletic events. 23. Gives one warning to the school for failure to comply with and/or intentional violation of the Rules of the D.C. Board of Education and/or directives of the Superintendent of Schools governing interscholastic athletics. If an additional infraction or violation is committed, suspends school athletic teams from participation in interscholastic athletic contests and activities during a sports season, semester or school year. 24. Informs the Coordinator of Athletic Health Care Services of all scheduled athletic events.

Responsibilities of the Assistant Director of Athletics 1. Enforces, implements, and interprets the Rules of the DC Office of the State Superintendent and directives of the Chancellor of Schools governing interscholastic athletics. 2. Investigates matters affecting interscholastic athletic programs that are not specifically covered in the Office of the Superintendent. 3. Determines and approves which game rules published by the National Federation of State High School Associations and/or other official interscholastic athletic associations shall be used in conducting interscholastic athletic contests. 4. Establishes schedules for interscholastic athletic contests and supervises the operation of these contests. 5. Investigates and makes determinations on alleged violations by student athletes, school officers, coaches, or other school personnel of the Rules of the District Columbia Board of Education governing interscholastic athletics, and/or procedures set forth by the Superintendent of Schools to enforce and implements such rules. 19. Responsibilities of the Coordinator of Athletics 1. Designs and coordinates the schedules of all athletic activities of the District of Columbia Public Schools System. 2. Informs the Coordinator of Athletic Health Care Services of all scheduled athletic events. 3. Develops guidelines for athletic activities within the criteria established by the Interscholastic Athletic Handbook. 4. Plans and provides for continued training of coaches and other program personnel associated with coaching. 5. Coordinates with the Director of Athletics in the oversight and implementation of the athletic program. 6. Assists with the preparation of the budget for the Department of Athletics. 7. Develops policies and procedures for the Department of Athletics for consideration by the Director. 8. Monitors, reviews, and evaluates the athletic program to determine its quality and effectiveness and ensure compliance with the rules and standards of the Interscholastic Athletic Handbook. 9. Maintains program data and submits reports and information as required. 10. Investigates and renders decisions on challenges of eligibility and protests and conducts investigations, as deemed necessary, of any phase of the interscholastic athletic program. 11. Registers, examines, assigns, and/or approves the assignment of all game officials. 12. Advises with the Director, Division of Facilities Support, on matters pertaining to construction and maintenance of athletic facilities. 13. Sanctions interscholastic athletic contests under his/her jurisdiction in which District of Columbia Public Schools students participate. 14. In the absence of the Director, serves as representative of the District of Columbia Public Schools to the National Federation of State High School Associations. 15. Investigates and makes determinations on alleged violations by student athletes, school officers, coaches, or other school personnel of the Rules of the District Columbia Board of Education governing interscholastic athletics, and/or procedures set forth by the Superintendent of Schools to enforce and implements such rules.

16. Recommends that appropriate disciplinary action be taken when school personnel have intentionally violated or knowingly failed to comply with the Rules and procedures of the District of Columbia Board of Education. In such cases, proposed disciplinary actions may include, but are not necessarily limited to, loss of future extra-duty pay, suspension or exclusion from participation in interscholastic athletic activities, termination of employment, etc. 17. In conjunction with the Director of Athletics or designee, makes final decision on whether to continue, or to suspend, terminate, cancel or forfeit play-offs, championships and city-wide contests where conditions warrant such actions to ensure the safety and/or security of persons participation in or attending such athletic events. 18. Gives one warning to the school for failure to comply with and/or intentional violation of the Rules of the Office of the Superintendent and/or directives of the Chancellor of Schools governing interscholastic athletics. If an additional infraction or violation is committed, suspends school athletic teams from participation in interscholastic athletic contests and activities during a sports season, semester or school year. Responsibilities of the Lead Athletic Trainer, Athletic Health Care Services 1. Develops and coordinates all major aspects of the Athletic Health Care Service of the District of Columbia Public School System. 2. Recruits, interviews and serves as a member of the panel for prospective athletic trainers. 3. Selects and assigns Athletic Health Care Services staff athletic trainers to individual high schools. 4. Evaluates the work performance of all Athletic Health Care Services staff athletic trainers. 5. Monitors, reviews and evaluates the Athletic Health Care Service to determine its quality and effectiveness. 6. Develops policies, procedures and working guidelines for the Athletic Health Care Services staff athletic trainers and the Athletic Health Care Program for consideration by the Director. 7. Coordinates the purchase and replacement of equipment and supplies for all Athletic Health Care facilities within the District of Columbia Public Schools. 8. Coordinates and assigns part time athletic health care providers (i.e., EMT’s and nurses) to provide first aid coverage at athletic events as needed. 9. Interacts and coordinates with outside agencies to obtain physician coverage of athletic events as mandated by the District of Columbia civil statutes.

10. Coordinates the distribution of new materials and information from clinics, conventions, and professional journals to the Athletic Health Care Services staff athletic trainers. 11. Coordinates and supplies athletic health care information to coaches within the District of Columbia Public Schools 12. Maintains program data and provides information as requested to the Director of Athletics.

Responsibilities of the Certified Athletic Trainer The position is located in a senior high school as assigned by the Coordinator of Athletic Health Care Services or Director of Athletics and is specifically responsible to: 1) the Coordinator of Athletic Health Care Services and 2) the Director of the Department of Athletics. The athletic trainer is responsible for coordinating and administering a comprehensive athletic health care program for all student athletes at the schools where the athletic trainer is assigned. The athletic trainer is also responsible for establishing injury prevention practices, and the immediate care of injured athletes. The athletic trainer implements injury rehabilitation under the direction of medical personnel. The duties of the position include but are not limited to the following items: 1. Serves as the allied health care professional who is a member of the athletic program. 2. Develops an injury prevention program that provides immediate treatment and rehabilitation procedures as needed. 3. Recognizes the severity of injuries, administering appropriate first aid, and summoning and/or referring injured student athletes to appropriate medical professionals. 4. Establishes daily hours of operation for the athletic health care facility in cooperation with the Coordinator of Athletic Health Care Services. 5. Supervises the athletic health care facility, requesting and storing appropriate equipment and supplies, maintaining an inventory of all equipment and supplies, maintaining approved records, and preparing an annual budget. 6. Develops an emergency action plan for each facility which is utilized as a primary site by teams from their assigned school. 7. Assists coaches in the planning of off-season and in-season conditioning and strength training programs when requested. 8. Provides first aid care and/or equipment to visiting athletic teams and their athletic trainers. 9. Renders an immediate decision, in the absence of a physician, regarding the playing status of a student athlete. 10. Reviews and maintains copies of physical examination records of all student athletes.

Responsibilities of the Principal 1. Oversees and implements an interscholastic athletic program, and certifies the eligibility of student athletes to participate in such programs in accordance with the Rules of the Office of the Superintendent of Education and directives of the Chancellor of Schools. 2. Secures the approval of the Director of Athletics prior to scheduling contests with institutions other than DC Public Schools. 3. Distributes tickets to athletic events obtained from the Director of Athletics, and accounts for all such tickets on receipt forms provided by the Director of Athletic. 4. Submits reports to the Director of Athletics at the end of each semester, accounting for all interscholastic athletic receipts and expenditures during the semester covered by the report. 5. Submits to the Director of Athletics a complete schedule for each sport at least four weeks prior to the opening of the sports season. All such schedules shall be submitted on forms provided by the Director of Athletics. 6. Determines whether or not a formal protest shall be made relative to incidents occurring during the playing of game. Complies with procedures for reporting protests. Complies with procedures for reporting protests set forth in subsection §§2702.4 and 2702.5 of the Board Rules. 7. Administers section §2703 of the Board Rules governing probationary actions in cases where it has been determining that student athletes have committed acts of serious misconduct during or related to an interscholastic athletic contest, practice session, or scrimmage. 8. Certifies to the Director of Athletics the date that each student initially entered the fourth, sixth, seventh, ninth or tenth grades to ensure that student athletes participate in no more than the appropriate number of sports seasons. 9. Supervises their students in all interscholastic athletic contests in which their school is participating. In the case of city wide contests, principals shall provide personnel to supervise students from their schools who attend such events. 10. Appoints one staff member to be responsible for receiving, storing, distributing, and maintaining a complete and accurate inventory of athletic equipment and supplies, and reports the name of the staff member so designated to the Director of Athletics within two weeks from the opening of each school year. 11. Certifies to the Director of Athletics within one week after each contest the names and other identifying information regarding DC Public School students who participated in such contests. 12. Executes contracts for athletic contests with non-league schools and submits such proposed agreements to the Director of Athletics for review and determination.

13. Attends, or appoints a representative to attend, all scheduled athletic contests where the school’s teams are participating. 14. Informs the Division of Facilities Support of any maintenance requirements related to athletic facilities. Responsibilities of the Local School Athletic Director 1. Verifies that all eligibility information submitted by the coach is accurate and complete. 2. Submits to the principal the following: athletic participation lists, parental consent forms, medical forms and master certification list for the purpose of eligibility. 3. Submits to the principal, at the end of the year, reports and program information relative to the school athletic program. 4. Receives, distributes and maintains a complete and accurate inventory of athletic equipment and supplies. 5. Maintains professional relationships and rapport with the athletic coaching staff, game officials, and supervisory personnel in the Department of Athletics. 6. Understands, upholds and effectively implements the rules and policies of the District of Columbia Board Education and directives and procedures established by the Superintendent of Schools, departmental officers, and principals. 7. Works cooperatively with the principal or their designee on budgets, contracts, and related matters. 8. Participates in a reasonable number of professional and in-service meetings. 9. Develops the respect of staff associates and student athletes by personal example in appearance, manners behavior, languages and interest in others. 10. Maintains self control, poise, and rational conduct in all areas related to athletic responsibilities. 11. Submits to the principal and the Department of Athletics the schedule of all non-league contest and activities in cooperation with the coach of each sport. 12. Informs principals and other administrative officers concerning sports activities. 13. 14. Informs the Department of Athletics of any concerns related to athletic facilities that may impact on scheduling athletic contests. 15. Submits to the athletic trainer a copy of the parental consent form, emergency treatment form, and pre-participation physical evaluation form. 16. Submits to the Athletic Department the following eligibility information: (a) master certification list, signed by the coach and principal. (b) eligibility checklist with students’ names printed or typed in alphabetical order (c) insurance roster form (alphabetical order) The following information must be submitted in a letter size folder for each student identified on the master certification list: (d) birth certificate (e) report card for current advisory or final (f) pre-participation physical evaluation form (g) parental consent form (h) transcript (grades 9-12) Responsibilities of the Coach 1. Cooperates with the school athletic director or other person in charge of the school athletic program concerning submission of athletic participation lists, parental permission, medical forms, and year-end reports, and develops program information relative to the assisted sport. 2. Maintains professional relationships and rapport with the athletic coaching staff, and game officials. 3. Participates in a reasonable number of professional and in-service meetings. 4. Cooperates with administrators in providing meaningful public relations. 5. Understands, upholds and effectively implements the Rules and policies of the District of Columbia Board of Education and directives and procedures established by the Superintendent of Schools, departmental officers, and principals.

6. Verifies that all students are covered by approved school accident insurance policies, has parental consent, and has had a complete physical prior to allowing such students to try-out, practice or otherwise participate with a team. 7. Works cooperatively with the athletic director or other person in charge of the school athletic program on budgets, contracts, and related matters. 8. Develops the respect of staff associates and student athletes by personal example in appearance, manners, behavior, language and interest in others. 9. Maintains self-control, poise and rational conduct in all areas related to coaching responsibilities. 10. Maintains individual student athlete and team discipline and control. 11. Develops and maintains professional integrity within the coaching staff and among fellow coaches. 12. Displays meaningful interest in student athletes including their academic welfare throughout the school year. 13. Provides leadership and motivates wholesome attitudes within student athletes. 14. Conducts daily practices in team sports designed to provide maximum instruction and student development. 15. Utilizes effectively all available teaching resources and facilities and cooperatively shares the use of such facilities with staff associates. 16. Informs principals and other administrative officers concerning sports activities. 17. Maintains effective care and control of equipment, including issuing, fitting, inventory, and storage of such equipment. 18. Prepares the schedule of all non-league contests and activities in cooperation with the school athletic director. 19. Establishes goals in advance of each sport season and evaluates the extent to which pre-established goals have been successfully fulfilled. 20. Plans for and seeks to effectively execute safety procedures and practices during training and contests. 21. Supervises effectively the school locker room before and after games and practices. 22. Maintains adequate supervision for teams to and from games and/or practice sites by providing the name of the responsible adult who will travel with the team.

23. Certifies the eligibility of students to participate in interscholastic athletics pursuant to provisions contained in section §2701 of the Rules of the District of Columbia Board of Education. 24. Provides the athletic director with the schedule and other information and data relating to athletes and interscholastic athletic programs. 25. Provides the athletic director with a roster of all assistant coaches and players. 26. Submits to the Athletic Department the following eligibility information: (a) Master certification list, signed by the coach and principal. Responsibilities of the Director of Facilities Support 1. Provides complete maintenance of athletic facilities. 2. Consults with the Department of Athletics concerning planning for new athletic or physical education facilities, and before accepting such new facilities from contractors. 3. Provides school building support staff for athletic contests that have been scheduled by the principal and the Director of Athletics. 4. When staff support requires overtime compensation, a request for authorization must be submitted to the Director, Division of Facilities Support, one (1) week in advance of the athletic event, except in cases where re-scheduling of an athletic event is due to inclement weather or other emergency circumstances. 5. When funds are available, the Director, Division of Facilities Support, shall authorize such overtime compensation. 6. Serves ex officio as a member of the Advisory Committee on Interscholastic Athletics. Responsibilities of the Director OF Security 1. Inspects athletic facilities, prior to the opening of the sports seasons, to determine the scope of security coverage that may be required to maintain proper order and decorum. 2. Coordinates with the Metropolitan Police deemed necessary, in providing appropriate security coverage for athletic events. 3. Assists school officers in crowd control during athletic contests. 4. Approves or disapproves requests from principals or other school officers for use of a private special police firm for athletic events. 5. Inspects school storage areas for athletic equipment and supplies, and advises principals and the Director of Athletics where additional security measures are necessary to safeguard such property. 6. Serves ex officio as a member of the Advisory Committee on Interscholastic Athletics.

Student Eligibility Certification Principals shall be responsible for determining and certifying the eligibility of students to participate in interscholastic athletics in accordance with the Rules of the D.C. Board of Education. Principals shall submit lists of eligible students to the Director of Athletics or their designee in accordance with the following procedures: 1. The master certification list shall be submitted not later than fourteen (14) calendar days prior to the first contest of each sport season. It shall be accompanied by a copy of the original birth certificate, parental consent form, proof of insurance, report card, emergency information form and a copy of the permanent record for each student listed who is enrolled in grades nine (9) through twelve (12). 2. A supplementary certification list shall be submitted within the first seven (7) calendar days of each succeeding advisory period within a sport season. This list shall contain deletions, additions, or a statement that changes are being reported from the master list initially submitted by the principal. Only one supplementary certification list shall be accepted from a principal for any second advisory period of a sport season. 3. Until the supplementary list is received, the master certification list initially submitted by the principal shall continue to be the school’s official certification of eligible students. 4. The Director of Athletics shall have the authority to challenge and to investigate the eligibility of students certified by principals as being eligible for student may not have fulfilled the eligibility requirements set forth in subsection §2701.3 of the Rules of the D.C. Board of Education. Separate forms have been developed for use by principals in certifying the eligibility of student athletes in the following grades: 4 through 6, 6 through 8, 7 through 9, and 9 through 12. Sample copies of the required “Certification of Eligibility” forms are provided in the Appendix of this handbook. Health Examination In order to participate in any sport, all students must provide a physician’s certification that the student has been examined and is physically fit for the sport in which the student seeks to participate. Athletic physical examinations may be administered either by private physicians, or by physicians assigned to clinics operated by the DC Department of Human Services and at participating hospitals located throughout the District of Columbia. The “Pre-Participation Physical Evaluation” is the appropriate form to be submitted for students enrolled in secondary schools. However, for students in grades 9-12 the “Adolescent-Athletic Physical Examination Record” form may be utilized. Sample of the forms are provided in the Appendix. It is important that students and parents or guardians carefully read and complete the items on the medical history before being seen by a physician.

The School Health Certificate Form published by the DC Department of Human Services shall be utilized for students enrolled in elementary schools. A sample of this form is provided in the Appendix. The original copy of the form should be given to the student to take to the coach of the athletic program, and a copy must be placed in the student’s “School Health Record”. Copies of the “School Health Certificate” form may be obtained in the elementary school principal’s office. To obtain a listing of the locations and telephone numbers of clinics and hospitals where student athletic physical examinations are administered, please contact either the school nurse or the District of Columbia Department of Human Services. Students who wish to schedule athletic physical examinations at one to the public facilities should request their coach, parent, or school nurse to contact the appropriate clinic to arrange for the appointment. Accident Insurance In accordance with Board Rule §2701.3(h), the Department of Athletics provides coverage for students participating in athletic programs of the District of Columbia Public Schools with valid school accident (and catastrophic) insurance (Proposed change). Coaches must submit to the Department of Athletics a list of all students who try-out, practice or otherwise participate with a team. Inquiries concerning submission of accident claims should initially be addressed to the Department of Athletics. The status of claims after submission should be directed to the insuring firm. Consent for Participation in Athletics Students who are less that eighteen (18) years of age must submit to the principal, or designee, a statement signed by the student’s parent or guardian indicating the sport for which parental consent is being given for the student to participate. They must also provide accident/medical insurance information and such authorization(s) as may be required for the protection of the student. The form entitled “Consent for Participation in Athletics”, shown in the Appendix, shall be used to fulfill these requirements. It must be signed by the parent or guardian and returned to the school before a minor student will be permitted to participate in any team try-out, practice or interscholastic sport activity. Adult students, eighteen (18) years of age, or older, must fully complete, sign, and return the “Consent for Participation in Athletics” form to the school before such students will be permitted to participate in any team try-out, practice or interscholastic sport activity. Birth Certificate Students are required to submit proof of the date of birth at each entry grade level and upon transfer from one school to another. The entry levels include: Elementary School Grade 4-5 Middle School Grade 6 -8

Senior High School Grade 9 or 10 2002.6 Prior to the admission of a student the adult student, or the student’s parent or guardian shall be required to provide documentary proof of the date of birth of each registering student. Proof of age may include, but is not necessarily limited to, any one (1) of the following: (a) An original or certified true copy of the student’s official birth certificate; (b) A valid, unexpired passport which gives the student’s date of birth; (c) A sworn (notarized) affidavit of the student’s correct date of birth. Affidavit forms shall be available from each principal or other person responsible for admission and registration procedures; (d) An official transcript from the last school attended which includes the student’s date of birth; or (e) An original or certified true copy of the student’s baptismal certificate which includes the student’s date of birth. Emergency Treatment Information The policy of the Department of Athletics requires that each student participating in an athletic contest provide a signed “Emergency Information Treatment Sheet” to the coach. The coach must provide the Emergency Information sheet upon request at each contest that the student wishes to participate in. Failure to have the “Emergency Information Treatment Sheet” at any athletic event will render each student for whom a form is unavailable ineligible until such time that a complete form, signed by a parent or guardian, is made available. This could result in forfeiture of the contest if there are not enough eligible students to compete. Adult students, eighteen years of age, or older, must fully complete, sign, and return the “Emergency Information Treatment Sheet” to the school before such students will be permitted to participate in any team try-out, practice or interscholastic sport activity. The form entitled, “Emergency Information Treatment Sheet”, shown in the Appendix, shall be used to fulfill this requirement. Individual Athletic Participation Record An “Individual Athletic Participation Record” form shall be submitted to the Director of Athletics within one (1) week after each interscholastic athletic contest. These forms shall be used in certifying the named of athletes who participated in the contests indicated on the form. These forms must be submitted for all league and non-league interscholastic athletic contests in which District of Columbia Public School students participate. A sample copy of the “Individual Athletic Participation Record” form is provided in the Appendix.

Sanctions Local Competitions DC Public School teams or individual representatives shall not compete in any type of athletic activity unless previously sanctioned by the Director of Athletics. A student who participates in a non-sanctioned athletic activity may forfeit their eligibility for that sport season. The school and coach may be subject to additional penalties that may include forfeiture of the season. Schools interested in competing in outside meets or tournaments should advise the sponsoring school or college to make application for sanction by the Director of Athletics. Application forms must be submitted not less than thirty (30) days in advance of the date for which the meet or tournament has been scheduled. The form entitled “Application for Sanction of Athletic Events” shall be used for this purpose, a sample copy of that is included in the Appendix. When the competition is between two schools the form entitled ‘Contract for Athletic Contests” shall be used. The Director of Athletics shall evaluate each request in terms of factors that shall include, but are not necessarily limited to, the following: a. Date, time and place contest will be played, b. Distance to be traveled, c. Loss of time from school, d. Number of games required per day, e. Commercial exploitation of competing teams, f. Game rules governing athletic contest(s) to be played, and g. Number of contests scheduled by the DC Public School team.

Sanctions shall not be given for athletic activities which: a. Conflict with interscholastic athletic events sponsored by the D.C. Public Schools, b. Fail to require and endorse satisfactory entrance requirements for all teams participating, c. Offer awards which might jeopardize that amateur standing of winners or participants, d. Invite participation by suspended schools, and e. Fail to utilize approval criteria for selection of participating schools or individual athletes. Interstate Competition Application for sanction of interstate athletic events must be submitted in duplicate to the Director of Athletics not less than thirty (30) days in advance of the date for which the event has been scheduled. For interstate competitions which involve round trips of less than 600 miles, the “Application for Sanction of Interstate Athletic Event” form shall be used. Where such events involve round trips exceeding 600 miles, the “Application for Sanction of Distant Interstate Event” form shall be used. Copies of these application forms are provided in the Appendix. The Director of Athletics shall evaluate each request for sanction of interstate competition in terms of factors which shall include, but are not necessarily limited to, the following: a. Date, time and place contest will be played, b. Distance to be traveled, c. Loss of time from school, d. Number of games required per day, e. Commercial exploitation of competing teams, f. Game rules governing athletic contest(s) to be `played, and g. Number of contests scheduled by the D.C. Public School team. Sanctions shall not be given for a DC Public School to engage in athletic competition with: a. Any school outside of the DC Public School System who is not a regular member or in good standing with the appropriate State High School Association; b. Any non-public school which has not been approved by the Director of Athletics; c. Any interstate meet or tournament between two schools involving a round trip exceeding 600 miles, unless such event has been sanctioned by all interested State High School Associations: and d. Any one of the athletic activities described below unless such competitions have been sanctioned by all interested State High School Associations through the National Federation of State High School Associations: (1) Contests involving eight (8) or more schools, at least one (1) of which is from a state that does not border the host state; (2) Contests involving schools from five (5) or more State High School Associations, at least one (1) of which does not border the host state; and

(3) Contests involving two (2) or more schools which are cosponsored by an individual or an organization other than a member school. National Competition Sanction must be secured by the coach from the Director of Athletics whenever high schools or individual student athletes wish to participate in non-high school or amateur contests or competitions for the purpose of establishing times, distances or marks necessary for qualification to compete in national, or international, meets. Application for sanctions must be submitted to the Director of Athletics in duplicate at least thirty (30) days prior to the proposed event(s). The form entitled “Application for Sanction of National Competition” shall be used for this purpose, a sample copy of which is included in the appendix. Evaluation of such requests by the Director of Athletics shall include, but is not necessarily limited to, the following factors: a. Date, time and place contest will be played, b. Distance to be traveled, c. Loss of time from school, d. Number of games required per day, e. Commercial exploitation of competing teams,

f. Game rules governing athletic contest(s) to be played, and g. Number of contests scheduled by the DC Public School team.

International Competition Whenever international competition involves high schools or student’s representing the DC Public Schools, it is necessary for such competition to be sanctioned by the Director of Athletics and the National Federation of State High School Associations. The coach must submit an application for sanction to the Director of Athletics at least sixty (60) days prior to the event. The form entitled “Application for Sanction of International Competition” shall be used for this purpose, a copy of which is shown in the appendix. Copies of this application form may be obtained from the Director of Athletics. Evaluation of such requests by the Director of Athletics shall include, but is not necessarily limited to, the following factors: a. Loss of school time by students and coaches’ b. Liability for the students and the school, c. Effect on total school athletic program, d. Level of students participating,

e. Effect upon student’s current or college eligibility, f. Effect upon maintaining student’s amateur status,

g. Nature of compensation offered by sponsors to students and coaches, and h. Credibility of sponsors. Following approval by the Director of Athletics, the application will then be forwarded to the National Federation of State High School Associations for consideration. The National Federation will then notify the Director of Athletics, and the appropriate representative of the international sports federation of the decision on the application. A complete financial report involving all phases of the competition shall be filed with the National Federation of State High School Associations and the Director of Athletics within thirty (30) days following the final competition. Schedule Information Information concerning the scheduling of all league and non-league athletic contests shall be submitted to the Director of Athletics for approval at least four weeks prior to the opening of the sport season. All required schedule information must be provided on the “Schedule Information” form shown in the Appendix. Each form must be signed and approved by both the principal and the coach before being submitted to the Director of Athletics. The Director of Athletics shall evaluate each proposed schedule. Approval shall be based on, but not necessarily limited to, the following: 1. Date, time and place contest will be played, 2. Distance to be traveled, 3. Loss of time from school, 4. Proposed contractual agreements, 5. Season of participation,

6. Number of contests scheduled by the DC Public School team, and 7. Conflict with interscholastic events sponsored by the DC Public Schools.

Any team traveling outside the 30 miles local travel guidelines must submit a copy of the “Request for Approval of Field Trip” form to the Department of Athletics Suspending Terminating and/or Canceling Athletic Contest and Events In order to insure the safety and security of persons participating in and attending athletic activities, and that such activity shall proceed in an orderly manner; the following procedures have been established and shall be adhered to by all persons concerned.

A. District of Columbia Interscholastic Athletics Association Contests 1. Principals, or their designees, whose teams are participating in a scheduled athletic activity must be present at the contest and available consultation, as needed. 2. In cases where conditions appear to warrant suspending or terminating an athletic contest, a Conference shall be held on site to include principals, DC Public School security personnel, game officials, and coaches. When present, the Director of Athletics or his designee and the athletic trainer shall be included in the conference. The final decision to continue the contest, or to suspend or terminate the event shall be made by the game official(s) in consultation with the Director of Athletics or designee. B. PLAY-OFFS, CHAMPIONSHIPS AND CITY-WIDE CONTESTS: 1. In cases where conditions appear to warrant suspending or terminating a play-off, championship, and/or city-wide contest, a conference shall be held on site to include principals, D.C. Public School security personnel, game officials, and coaches. When present, the Director of Athletics or designee and the athletic trainer shall be included in the conference. 2. The final decision to continue the contest, or to suspend, terminate, cancel or forfeit the event shall be made by the Director of Athletics or designee, in accordance with the Rules of the D.C. Board of Education and the National Federation of State High School Associations. C. Conditions which may serve as the basis for suspending, terminating, canceling or forfeiting and athletic contest shall include, but are not necessarily limited to, the following: 1. Severe weather conditions; 2. Unsafe playing conditions; 3. Building or other safety hazards; 4. Riotous conditions; 5. Overcrowding; and, 6. Spectator’s interference. Athletic Awards 1. Awards may be granted by DC Public Schools only to student athletes or schools participating in interscholastic tournaments or other athletic involving competition among D.C. Public Schools. 2. The awards for interscholastic contests shall be announced by the Director of Athletics well in advance of the event in order to provide all school teams an equal opportunity to compete for established awards. 3. School athletic awards shall be limited to sports letters, medals, trophies, plaques, cups and/or sports letter sweaters.

4. Athletic awards may not be purchased, or contracted for, without prior approval by the principal, school athletic director and/or the Director of Athletics. 5. All school or staff proposals to grant individual athletic awards valued in excess of one hundred ($100.00) shall be presented to the principal and the Director of Athletics for review and approval prior to announcement and/or presentation. 6. All proposed athletic competition awards from organizations affiliated with the D.C. Public Schools, or such proposals from organizations or groups outside of the School System, shall be submitted to the principal of the awarding school and the Director of Athletics for review and approval prior the announcement and/or presentation. 7. All gifts, donations and contributions of athletic awards and scholarships must be evaluated and processed in accordance with provisions contained in subsection §501.14 of the Rules of the District of Columbia Board of Education Donation, Gifts or Contributions 501.14 The Superintendent of Schools shall be authorized to accept, in the name of the Board of Education, any donation, gift, contribution in the amount of or having a value of more than ten thousand dollars ($10,000) or which will require the Board of Education to expend funds in excess of ten thousand dollars ($10,000) in matching funds or for expenses related to such donation, gift, or contribution shall be approved by the Board prior to its acceptance by the Superintendent. 501.15 The Superintendent of Schools shall report annually to the Board of Education is a list of the donations, gifts, and contributions accepted by the Superintendent during the previous year, and shall account for the expenditures of all monetary contributions. Administration of Funds Source and Deposit of Funds All non-appropriated funds derived from the operation of interscholastic athletic activities conducted by the D.C. Public Schools shall be deposited in a banking institution approved by the Superintendent of Schools. Designation of Treasurer The Administrative Officer to the Director of Athletics shall serve as Treasurer of the D.C. Public Schools Interscholastic Athletics Non-appropriated Funds Account, hereinafter referred to as the Account. In the absence of an Administrative Officer, the Director of Athletics shall act as the treasurer.

Withdrawal of Funds All checks withdrawing funds from the Account shall bear the signature of any two officers of the Department of Athletics. Control of Funds The Director of Athletics shall be responsible for the control of the Account in accordance with policies and rules established by the D.C. Board of Education, and procedures and guidelines on non-appropriated funds promulgated by the Chancellor of Schools. Records of receipt and disbursement of funds shall be maintained in accordance with accepted accounting practices and procedures established by the Office of the Chief Financial Officer of the DC Public Schools. Audits An audit shall be conducted biennially of all non-appropriated fund derived from the operation of interscholastic athletic activities conducted by the DC Public Schools. Processing Non – Appropriated Funds 1. Sources of Funds from Athletics The following are approved sources of income from athletics provided that such funds are obtained in accordance with Rules of the District of Columbia Board of Education and procedures established by the Superintendent of Schools. a. Sale of tickets, handled in accordance with provisions contained in Part 2 of this section. b. Guarantees from schools visited in accordance with contractual agreements. c. Television and radio rights. d. Program sales. e. Concession sales f. Fund raising 2. Recording, Processing, and Reporting Athletic Tickets a. Accounting Procedures To insure proper accounting of both income and tickets the following procedures shall be followed: (1) Tickets shall be used for all athletic events whenever admission is charged. Money shall not be received at the gate without using tickets.

(2) All tickets used in the athletic program must be obtained from the Director of Athletics and accounted for through that office. This includes all athletic contests, both league and non-league. (3) Tickets are not transferable, and shall not be transferred to other schools for sale. Each school shall make its own arrangements with the Director of Athletics for tickets used in athletic events. (4) Permission for free admission for athletes shall be obtained, well in advance of game time, from the Director of Athletics. The coach concerned shall accompany the athletes to identify them at the game. b. Obtaining Tickets A person, approved by the principal, shall obtain from the Director of Athletics pre-numbered tickets. Such persons who obtain tickets shall be required to sign a receipt for all tickets received. Copies of this receipt shall be retained by the receiving school and by the Director of Athletics. c. Accountability At the end of each sport season, an accounting for tickets, sold and unsold, shall be recorded on report forms approved by the Director of Athletics and returned with all unsold tickets to the Director of Athletics. Two copies of the report shall be submitted, and one copy of the report shall be signed by the Director of Athletics, or designee and returned to the school for retention in its records. Schools are accountable for all tickets which are not returned to the Director of Athletics. The athletic director or business manager shall sign a copy of the ticket report. d. Reports and Sales (1) Each principal shall appoint a member of the school staff to be responsible for tickets and the preparation of seasonal reports on disbursement of tickets. Such reports must be submitted to the Director of Athletics not later than fifteen (15) calendar days after the completion of each sports season. (2) Principals must designate one central location in each school where tickets to athletic events may be purchased. All tickets must be sold in order of numerical sequence. Record Keeping and Accounting of Athletic Equipment and Supplies The following procedures shall be followed in keeping accurate records and accounting for athletic equipment and supplies. 1. Each school shall maintain a complete record of athletic equipment and supplies. A separate “Stock Card for Athletic Equipment” shall be maintained for each equipment item used by the school in each sport.

2. The principal of each school shall designate one person to be responsible for receiving, storing, distributing, and maintaining a complete and accurate inventory of athletic equipment and supplies. The name of the person so designated by the principal shall be provided to the Director of Athletics within two (2) weeks after the opening of each school year. 3. Each school must complete and accurate inventory of all equipment and supplies and submit it to the Director of Athletics at the end of the season for each sport. 4. At the conclusion of a sport season, all supplies and equipment used for that sport must be properly stored in a secure area in the school. Cleaning and Repairing Athletic Equipment The following procedures shall be utilized in processing the cleaning and repair of athletic equipment: 1. Contractual awards shall be made for each fiscal year to firms which shall provide cleaning and repair services for athletic equipment in all District of Columbia Public Schools. The Director of Athletics shall be responsible for notifying each principal in writing of the name of the cleaning/repair firm selected, the cleaning and repair schedule for the school year, and the amount of funds allocated to each school for the cleaning and/or repair of athletic equipment. A sample of the form used for this purpose is provided in this handbook. 2. Funds allotted for cleaning and repair of athletic equipment may not be diverted or used for any other purpose. Under no circumstances may new equipment be purchased with such funds in lieu of having equipment cleaned and/or reconditioned. 3. Schools shall not release for cleaning or repair any item that is not specifically included on the current year’s cleaning and repair schedule. In additions schools may not exceed the authorized quantity specified on the schedule for each item of equipment. In extreme or unusual cases, changes in quantities within a sport may be made upon prior written authorization by the Director of Athletics. Prior to any pick up of equipment, requests for cleaning and repairing athletic equipment must be submitted to the Director of Athletics. A copy of such authorization shall be provided to the contractor before the contractor shall pick-up any equipment that exceeds those stipulated on the current year’s schedule. In addition, a copy of the authorization shall be forwarded to the Office of Contracting and Procurement in order to reconcile records used in reimbursing the contractor for services rendered. No changes or increases in quantities, however, shall be authorized under any circumstances that will result in exceeding the total funds allocated annually for this purpose. Schools shall be held strictly accountable for staying within specified quantity limitations, and will be required to pay for any items serviced in excess of such limitations.

4. The contractor’s representative is responsible for providing a list for the items being picked up at each school prior to removing the athletic equipment from the school premises. The copy of the list furnished to the school by the contractor’s representative shall serve as a receipt for the equipment. After the contractor has serviced and returned the equipment to the school, the receipt list shall be signed and forwarded to the Department of Athletics. He or she will indicate, for each item listed, whether or not the services have been rendered. 5. At the completion of “in-season” cleaning for each separate sport, all receipt will be submitted to the Director of Athletic for review. The Director of Athletics will forward all receipts to the Office of Contracting and Procurement. Such receipts shall serve as authorization for payment of bills submitted by the contractor. These same procedures shall be followed for “end of season” cleaning. 6. Any school that does not maintain a football team for two consecutive years must release all football equipment to the Department of Athletics for reconditioning and redistribution. If the school chooses to offer football at a later time, it must request approval from the Director of Athletics no later than March 15th of the school year prior to renewal of football competition for approval. Condemnation of Athletic Equipment and Supplies Except when condemnation is warranted under provisions and standards set forth in this section, DC Public School personnel are strictly prohibited from otherwise disposing of athletic equipment and/or supplies purchased either from appropriated or non-appropriated funds. For the purposes of this handbook, equipment is defined as regulation equipment used by student athletes while participating in interscholastic athletic practice sessions, and competitions. Examples of such equipment and supplies include, but are not limited to: football helmets, shoulder pads, warm-up uniforms, athletic footwear, footballs, basketballs, etc. All personnel concerned with processing athletic equipment for condemnation shall follow the procedures and evaluative standards outlined in the section. In determining whether equipment should be repaired or condemned, the following evaluative criteria shall be considered: 1. Is the equipment safe? 2. Does the equipment meet the protective standards established by the National Operating Committee on Standards for Athletic Equipment (NOCSAE) for: a. Certification, or B. Re-certification?

3. is the equipment serviceable? 4. Is it more economical to repair the equipment or to replace it? All items of athletic equipment and supplies to be condemned must be listed on the “Incident and/or Report of Survey” (Form 256, Revised 1975). Four copies of this form must be prepared and submitted to the Director of Athletics for approval. It is recommended that a fifth copy of the form also be prepared and retained in the files of the school. Schools are responsible for having all condemned equipment and supplies ready and available for removal when notified. Ejection Rule for Coaches and Student Athletes Ejection for Unsportsmanlike Conduct Any student-athlete ejected for unsportsmanlike conduct or flagrant fouls will be ineligible to participate in the next contest. It is the responsibility of the local school authorities to ensure this regulation is enforced. When an ineligible student is allowed to participate, forfeiture of the contest is mandatory. Ejection for Coaches from Athletic Contests Any coach who is ejected from an interscholastic athletic contest shall be suspended from coaching the next contest. A coach who has been suspended from coaching may attend the contest, but he/she must be seated in the spectator area and may not give instructions to the players or the individual who has been assigned to coach the team. This policy will not prevent the Chancellor or his/her designee from imposing more restrictive disciplinary action.

Endorsements: Athletic Coaches 1641.1 For an endorsement as an athletic coach, the following is required: (a) A bachelor’s degree from an accredited institution; (b)Completion of the Coaches Education Program in which instructors are trained and certified by the American Coaching Effectiveness Program (ACEP) and the Athletic Department of the District of Columbia Public Schools. Forty-five clock hours to include the following: (1) Philosophy of Coaching; (2) Sports Psychology; (3) Sports Pedagogy; and, (4) Sports Physiology. (C) Thirty (30) clock hours in athletic health care to include: (1) First Aid; (2) Cardio-pulmonary Resuscitation (CPR); and, (D) Six (6) clock hours in drug education. It is suggested that cheerleader coaches acquire National Safety Certification through the American Association of Cheerleader Coaches and Advisors (AACCA). Staff and Professional Development A coach must constantly take advantage of opportunities for self-improvement. Attendance at Athletic Department meetings, rules clinics, special workshops, sport specific clinics and similar in-service training programs is mandatory. The Department of Athletics will assist in offering and presenting sport specific clinics for all sports sanctioned by the Department of Athletics. Notification of all clinics approved by the Department of Athletics will be forwarded to principals and coaches. Any clinic not listed with the Department of Athletics can be added to the list of approved clinics upon receipt of documentation.

5. I will not use or be in possession of tobacco, alcohol or narcotics. If I do use any of these substances,

am in possession of such substances, or am suspended from school for use or possession of the

substances, I will be subject to disciplinary actions as outlined in the athletic handbook.

6. I acknowledge that I have been properly advised by the coaching personnel of my school that I am

exposing myself to the risk of injury, including but not limited to, the risk of sprains, fractures and

ligament and/or cartilage damage which could result in a temporary or permanent, partial or complete

impairment in the use of my limbs, brain damage, paralysis; or even death. Having been so cautioned

and warned, it is still my desire to participate in sports and to do so with full knowledge and

understanding of the risk of injury.

Code of Conduct for Traveling Student Athletes The student who is traveling as an interscholastic athlete should recognize that they have an obligation

to themselves, their teammates and the school community to behave in an appropriate manner at all

times. The athlete is expected to:

1. Understand and abide by all rules and regulations of the DC Public Schools.

2. Exercise sportsmanship and mature judgment throughout the trip.

3. Conduct themselves as ladies and gentlemen at all times. This includes on the bus, in the hotel,

in restaurants, and on the field.

4. Understand that he/she is representing DCPS and their family and their behavior is a direct

reflection of their coaches and DCPS.

Athletics Contractual Agreement between Participating Schools Information concerning the scheduling of all league, non-league and cross league athletic contests shall be submitted to the DCPS Director of Athletics for approval at least four weeks prior to the opening of the sport season. All required schedule information must be provided on the “Schedule Information” form provided on the next page. The form must be signed and approved by both the principal or athletic director and the coach before being submitted to the DCPS Director of Athletics. The DCPS Director of Athletics shall evaluate each proposed schedule. Approval shall be based on, but not necessarily limited to, the following:

o Date, time and place contest will be played, o Distance to be traveled, o Loss of time from school, o Proposed contractual agreements, o Season of participation, o Number of contests scheduled by the DC Public School team, and o Conflict with interscholastic events sponsored by the DC Public Schools.

Any team traveling outside the 30 miles local travel guidelines must submit a copy of the “Request for Approval of Field Trip” form to the Department of Athletics. At no time should a scheduled game be altered without the approvel of DCPS Director of Athletics. Coaches who alter a approved scheduled games without the approval of DCPS Director of Athletics will be sanctioned and suspened for three consective games.

Certification of Coaches /Extra – Duty Personnel It is a requirement of District of Columbia law that all employees, contractors (including coaches), volunteers, and all other individuals who come in direct contact with students undergo a criminal background check through the DCPS Office of School Security Fingerprinting Office prior to having contact with children. If you are offered such a position you must report to the Fingerprinting Office at 1200 First Street NE, 10th Floor Washington, DC 20002 to be fingerprinted. Office hours are 8:00 am-4:00pm on Monday-Friday. If you are not a DCPS employee you are consider to be a volunteer coach and you will need to do the following: Fill out a volunteer application and bring this form along with current TB Test Results. The days that you can be fingerprinted are Tuesday & Thursdays from 9:00am-4:00pm.
