In 2012, the cement demand of 18.4 million tons set the highest growth rate of 17.5% in the last 15 years, nearly surpassing the 1997 growth rate of 17.7% which has been the highest growth ever recorded by the cement industry.
2012 also made its mark as a year full of challenges in the areas of Consumer Welfare, Public Policy, Sustainable Development, and Product Standards.
In the area of Consumer Welfare, safety guidelines were strictly enforced to help pro-tect consumers against substandard cement imports. The Philippines has secured a public commitment from Vietnam Cement Association during the 2012 AFCM Conference that they would take action against substandard cement exports to ASEAN. This is significant because Vietnam has an abundant cement over-supply.
CeMAP also initiated charges against an enterprise caught adulterating “buriki” cement, with the support of the DTI top management and the PNP Director-General. This has a posi-tive impact in discouraging future “buriki” attempts that pose safety hazards.
It also successfully lobbied for written guidelines from the Department of Agriculture (DA) so that cement concrete will be used on DA-supervised farm to market roads. The usage and budget had increased from 5% cement usage and P2.5 billion in 2011 to at least 70% us-age and P5billion in 2012.
In the area of Public Policy, CeMAP successfully influenced the government guidelines (EO 79) so that cement is exempted from the general provisions that all new mining agree-ments will be on hold until new mining revenue legislation is passed. This is because the Asso-ciation was able to identify the difference between metallic and non-metallic mining, as well as the strategic importance of cement for the government’s critical infrastructure programs.
CeMAP succeeded in identifying strategic industries qualified for 2013 BOI incentives, with cement qualifying as a strategic industry. It had previously initiated the creation of the stra-tegic industry classification.
CeMAP also submitted a DTI-recommended cement industry roadmap where the asso-ciation showed that the cement industry must get fair treatment through measures such as in-centives and tariffs for a level-playing field. This is largely because of power subsidies and ce-ment tariffs in other countries while the Philippines has none.
CeMAP (as Chair of FPI’s Competition Policy Committee) also successfully lobbied for all provisions in an anti-competition bill in both the Senate and House versions. Had the wrong versions been passed, many companies in all sectors including the cement industry would have been subjected to unfair accusations. In the area of Sustainable Development, the cement industry won the FPI outstanding award for Health and Safety. One reason is that our proposed 10 commandments for road safety was officially approved and posted in the DOTC website. In sustainable development, the cement industry is now recognized as the most outstanding out of 38 industry sub-sectors. Over a 3-year period, cement is the only industry that has won 3 out of 4 sustainable develop-

ment categories: waste management, health and safety, and corporate social responsibility.
CeMAP is recognized as the industry champion in a tri-partite advisory committee on Solid Waste Management. The other two are DENR for government and the Earth Day Net-work for NGOs. We published a report on the model Teresa municipality in Rizal where we showed how the cement industries’ alternative fuels resource (AFR) initiative contributes to en-vironment enhancement. This publication was distributed as part of a DENR program to all provinces.
As Chair of the Industrial Sector which formulated the government’s position on Rio+ 20 Global Environmental Conference in Brazil in 2012, CeMAP succeeded in modifying the Philip-pine commitment from quantitative to qualitative targets. This improvement enabled us and other sectors to be more flexible in the pace at which we reduce our greenhouse emissions.
In the area of Product Standards, CeMAP’s Proficiency Testing (PT) Scheme is scaling new heights as the Department of Public Works and Highways (DPWH) issued a directive making CeMAP’s PT scheme mandatory in the renewal or new application for accreditation of private cement testing laboratories in the country.
CeMAP, the only Proficiency Testing Provider in the Philippines and the ASEAN region, had a total of 38 cement laboratories (15 member laboratories, 12 government laboratories, and 11 private laboratories) participating in the 4th Round of its PT Scheme. This PT scheme helps ensure that cement sold in the country is of high quality and safe for consumers.
CeMAP also succeeded in getting Bureau of Products Standards (BPS) as well as the Philippine Concrete Industry Association to officially adopt ASTM fly-ash standards in the mak-ing of concrete. If this were not done, there is the danger that when some concrete fails, ce-ment will be blamed rather than defective fly-ash. This will tarnish our image and may unfairly motivate cement imports.
With 2013 promising to create more cement demand due to the Philippine govern-ment’s predicted increase in infrastructure spending, as well as private sector construction be-cause of increased business confidence in the government, the cement industry is ready to take on the supply challenge head-on. Throughout this, it will continue to uphold product quali-ty and safety standards to ensure consumers welfare.
