For 2011, the cement demand of 15.6 million tons surpassed the 2010 volume of 15.5 million tons,

setting a new record for cement demand.

In 2011, CeMAP also made these notable achievements in Sustainable Development, Product Stand-

ards, Public Policy and Legislative Advocacy, Health & Safety, and Power Generation and Distribution.

In the area of Sustainable Development, CeMAP implemented two pioneering initiatives. The first

one is the CeMAP-initiated awards for outstanding practice of sustainable development in the industry sec-

tor. This was done through the Federation of Philippine Industries (FPI) which has a membership of 38 indus-

try associations and 40 corporations. In 2011, CeMAP initiated the inclusion of industry associations and

LGUs, in addition to corporations, which were the only organizations recognized in 2010 as awardees. The

cement industry, out of the 38 industry associations under FPI, won two (2) out of four (4) outstanding

awards. These are in the areas of Waste Management and Corporate Social Responsibility. In addition, a

CeMAP member won the corporate award in the area of Waste Management while another member was the

corporation behind the LGU that won an outstanding award, also in the area of Waste Management.

The second initiative in the area of Sustainable Development was the CeMAP documentation of out-

standing practices in solid waste management of a model LGU. This is a tri-partite effort involving the govern-

ment (National Solid Waste Commission of the Department of Environment and Natural Resources), a non-

government organization (Earth Day Network), and CeMAP. The study is now used as a reference by the na-

tional government in encouraging LGUs to adopt and implement sustainable solid waste management prac-

tices in their localities. The thrust of the national government towards zero waste is possible through the

assistance of the cement industries in the co-processing of residual waste.

In the area of Product Standards, CeMAP gained the support of both the construction industry sec-

tor and the government to the need for mandatory standards not only for cement but also for concrete, as

well as inputs to concrete (e.g., fly ash). CeMAP, together with the Concrete Industry Association, succeeded

in getting the Department of Trade and Industry’s Technical Committee on Concrete to recommend that spe-

cific concrete standards be mandatory.

CeMAP also invited an ASTM expert to identify the proper use of ASTM standards. The ASTM stand-

ard currently applied in the Philippines should make it more suitable to the Philippine condition. This is done

in the USA, where ASTM, in some states, is modified and applied in different ways, depending on the individ-

ual state’s needs and unique environment. Similar modifications are done in Asian countries because they

different situations. In the Philippines, while this is done in the private sector projects, we are now having the

ASTM modified and accepted in public sector projects.

CeMAP is the only Proficiency Testing provider for cement laboratories in the Philippines and the

ASEAN region. In 2011, it held the 3rd Round of Cement Laboratories Proficiency Testing Scheme. A total of 26

cement laboratories (12 member laboratories, 1 private laboratory, and 13 government (DPWH) laboratories)

participated in the said program. This helps ensure that cement sold in the Philippines is of high quality and

safe for consumers.

In the area of Public Policy and Legislative Advocacy, CeMAP initiated the Industry Sector Plan. In ad-

dition, it helped formulate the “Co-Governance Policies” approved in principle by President Aquino in collabo-

ration with the Philippine Chamber of Commerce and Industry (PCCI), Federation of Philippine Industry (FPI),

and the Joint Foreign Chambers of Commerce and Industry. CeMAP continued to monitor and take action

against sub-standard local and imported cement and undervalued cement imports through FPI. This was done

by FPI in coordination with the Bureau of Customs (BOC), Bureau of Product Standards (BPS), and the Philip-

pine Product Safety and Quality Foundation (PPSQF).

In the area of Health and Safety, CeMAP intensified its promotion of the best health and safety prac-

tices in the workplace. The consolidated health and safety data of CeMAP members show global excellence on

safety performance. With a total of more than four thousand direct employees, the CeMAP members showed

a drop in the 15 Loss Time Injuries (LTI) in 2008 to 6 in 2011. The LTI frequency rate, therefore, of 1.4 in 2008

was cut in more than half to 0.6 in 2011. The number of Calendar days lost went down from 349 in 2008 to

only 42 in 2011.

In the area of Power Generation and Distribution, CeMAP discussed the Time of Use or TOU rates,

Open Access, and of Renewable Energy (hydro, geothermal, wind, solar, ocean energy) with its members. It

took position on these issues and advocated these positions with relevant government agencies.

Amidst the challenges that the cement industry is facing at present, CeMAP is looking forward to

meeting the anticipated cement demand in 2012. It will continue to make contributions to industry growth,

sustainable development, and improved product quality in 2012.
