History of the District

-.---.._.--- -._.-..--._.- --..-.-- 0-.-.--.-.- ---.----.---..-..-..-The West Fort Bend Management District is the largest management district of its size inTexas, encompassing over 14,000 square miles. The District is one of more than 35

management districts in the Greater Houston area and one of seven located within FortBend County. In its seventh year of operation, the District represents both the cities ofRichmond and Rosenberg as detailed in Senate Bill 1820, which was signed into law byGovernor Perry in 2005.

One of the District's greatest asset is its prized geographic location in Fort Bend County.The area can be characterized as a gateway ready for development. As shown in thisannual report there has been considerable commercial growth and redevelopment acrossthe District. For the first time in the District's history, the amount of expansion andrevitalization of existing facilities was comparable to new construction that occurred inthe District. It is rewarding to see these capstone tracts undergo redevelopment as itmeans that the businesses are opting to stay in west Fort Bend and that the value of theirreinvestment will be felt locally.

In response to the influx in development, the District has reinstated its Image Awardprogram. Previously bestowed in 2009, the Image Award seeks to recognize commercialdevelopment projects that have been implemented and constructed within the calendaryear. These projects typically are located within the boundaries of the District and carrythe themes defined in the District's Development Design Guidelines. We commend the2012 recipients that include: OCuSOFf and SafeLite in Rosenberg as well as Fajita Pete'sin Richmond. This year's recipients will receive a certificate of appreciation at theirrespective City Council meeting. The District will also write and publish an article ontheir businesses for the Fort Bend Herald and Fort Bend Business Journal.

Message from the PresidentWelcome to the West Fort Bend District!

FY 2012 was a capstone year for new construction and revitalization and expansion of a variety ofcommercial tracts throughout the District. It is rewarding to see new construction and revitalizationoccurring throughout western Fort Bend County. The District's mission, to support qualitycommercial development is renewed with this endeavor. This growth also shows us that ourinvestment in improving and enhancing the quality oflife in the area has an impact.

The 2012 fiscal year brought many opportunities for the District. The greatest of those wascontinuance of a two year grant from the George Foundation to fund a full time Executive Directorposition for the District. We appreciate the opportunity for this funding. The Executive Directorcontinues to advance and represent the interest of the District. In the past year the Executive Directorpresented fifteen PowerPoint presentations to civic clubs, elected officials and local governmentorganizations. In addition to outreach, the Executive Director has also collaborated with the cities ofRichmond and Rosenberg to receive several community grants that include trees from the ApacheCorporation as well as an access management planning study, which will kick-off in FY 2013.

As you all know, the success of the District has always been based on the commitment of its members,volunteers and support team. In 2012, this tradition continued with over 2,000 hours of professionalservices and volunteer time donated to the District.

The District's continues to maintain the rights-of-way along US 59 and Highway 90A. In 2012, theDistrict collected over 100,000 ponds of litter and trash from these rights-of-way. This is more than a50% increase from the same time last year and within the same service area. This continues to be abeneficial service to the community and the District will continue to pursue it.

As we ended FY 2012, we received word from Texas Department of Transportation (TxDOT) that thelandscape enhancement project slated for the intersection of US Highway 59 and FM 762 may bepostponed or done in coordination with the expansion of the Highway between the Brazos River andthe City of Kendleton. The District will serve as a stakeholder and advocate for the enhancements tobe constructed however, at this time the timetable for implementation is not known.

Looking at our progress we have renewed focus in our mission for the future. The District is realizingits role in community development for the first time with the work of the Executive Director and aBoard of Director's that is ardently committed to its mission: to establish an environment thatencourages growth and improves quality of life for west Fort Bend.
