Dear Fellow Conservatives,

On behalf of our entire Board of Directors, I am pleased to present The American Conservative Union’s 2011 ACU Ratings of Congress, our 41st annual edition of the conservative ratings guide.

America’s oldest and largest grassroots organization first began rating members of Congress on key conservative voting issues in 1971, and since then, our ratings system has become the most important conservative measuring stick in American politics. Throughout the history of our Conservative Ratings program, the ACU has become the go-to source for determining whether an elected official’s philosophical rhetoric matches his or her record.

There could not be a more critical time for conservatives to evaluate and hold accountable America’s leadership. Our country has withered for three years under the failed stewardship of President Barack Obama. Our economy, our international standing, our very moral fiber are weaker because his Administration has put us on a course to bigger government, less freedom and an abandonment of traditional values—the same policies that have triggered economic crisis and decline in nations across Europe.

With the growth of government expanding faster than at any time in the history of our country, the ACU intends to continue to play a major role in giving the American people the tools they need to make informed voting decisions at every level of government.

The 2010 midterms were a shining example of the American people holding Washington accountable. Thanks in great part to the energy and enthusiasm among the conservative base, many liberals – the same members who rammed Obamacare and cap-and-trade policies through the House of Representatives – were sent packing. Ushered into office was a new breed of strong, unafraid conservative leaders. Under new leadership, the House of Representatives became a massive, welcome roadblock between President Obama and the realization of his tax-laden agenda.

November of this year is the voters’ next opportunity to deliver a referendum on the work of the President and Congress. With numerous open seats in both chambers, contested primaries and competitive general election challenges, we hope our 2011 Ratings of Congress is a critical source of information for conservatives, voters, the general public and media.

Boehner Opens House, Senate Still Under Reid Control:House Voting Shows Change, Senate Shows Continuity

Gone are the days of Speaker Nancy Pelosi suppressing votes in the House so that she could keep political control. Elections do make a difference, which is also why Senate Majority Leader Harry Reid remains as czar of the upper body, not even allowing a budget to go to the floor this year.

Speaker Pelosi achieved her and Presi-dent Barack Obama’s “transformational” agenda by using a wide range of aggressive legislative tactics, routinely using “closed rules” to deny offering bills or amend-ments in the House. Even in the normally pro-forma “lame duck” session after Democrats were repudiated by the voters, she was able to run roughshod over the minority and with remarkable party unity pass additional major legislation along strict ideological and party lines. Senate Leader Reid even invoked the notorious “filling the amendment tree” procedure denying Republicans the ability to offer amendments more than 40 times, more than any time in history.

Representative John Boehner ran for Speaker on the pledge to open the House, to allow the members to express their will on the issues they deemed important. While the Republican leadership did limit amendments on critical matters, the House has not seen such a wide range of votes on different issues in a very long time. On the other hand, the Senate still offered very few votes on the most controversial issues. In fact, Boehner opened the House with a vengeance as shown clearly in this year’s floor voting. The votes of both Republicans and Democrats have ranged over a wider variety of issues and

resulted in a broader distribution of scores than in many, many years.

The number of House Republicans earning a perfect ACU conservative rating of 100% dropped dramatically from 56 members in 2009 and 77 in 2010 to a mere 14 in

2011. The number with a minimally conservative 80% or higher score decline marginally from 161 to 159 but the number voting as moderates shot up to 80 members and nine Republicans did not even vote a majority conserva-tive in their ACU score. The lowest ranking Republicans were Dave Reichert (WA) with a 41% score and Richard Hanna (NY) at 40%. The highest scoring Democrats were Dan Boren (OK) at 48% and Jim Matheson (UT) at 42%.

House voting changed significantly for House Democrats too. The number of those earning a perfect liberalism score of zero went from last year’s record 150 members to only 52 in 2011, but still resulting in many more true liberals than perfect conservatives. In 2010, a record 240 House Members earned a liberal rating – an ACU con-servatism score of 20 or less—but not surprising given Democratic loss of the majority this declined to 175 liber-als in 2011 but still more liberal than conservative House

members over all. The greatest change in Congressional voting in 2011 compared to past years for both parties was the increase in moderate Republican voting.

Majority Leader Reid made sure voting patterns in the Senate remained similar to earlier years. The total num-ber of liberals (scoring 20 or less) was exactly the same as the previous year, a majority of 52 Senators. The number of perfect liberal scores decreased only marginally from 28 to 19 Senators. Those earning a perfect liberal rating included Sherrod Brown of Ohio, Bob Casey of Penn-sylvania, Al Franken of Minnesota, Carl Levin of Michi-gan, and Claire McCaskill of Missouri. The least liberal Democrat was Ben Nelson (NE) with a 25% rating, voting much more liberal than in previous years and later announcing he would not seek reelection.

Senators who scored 80% conservative or better, all Republicans, declined marginally from 34 conservatives in 2010 to 31 in 2011. Sixteen were rated moderate. The number with perfect 100% conservative ratings stayed pretty much the same, declining from a dozen in 2010 to nine: Tom Coburn (OK), Jim DeMint (SC), Orrin Hatch (UT), James Inhofe (OK), Ron Johnson (WI), Mike Lee (UT), Rand Paul (KY), Marco Rubio (FL), and David Vitter (LA). The least conservative Republi-cans were Maine’s Susan Collins and Olympia Snowe at

55%, and Massachusetts’ Scott Brown and Alaska’s Lisa Murkowski at a mere 50%.

Elections do make a difference. Democrats lost 63 seats allowing Republicans to take control of the House and this is demonstrated dramatically changed voting pat-terns. The Tea Party demanded tough votes and they got them. The perverse result, however, was less conserva-tive voting but at least it became more visible to voters. Democrats remained in control of the Senate and it was business as usual even with six additional Republicans. With President Barack Obama retaining his veto and Democratic control of the Senate, the predictable result was deadlock and that was precisely what took place.

Only the 2012 election could possibly break this dead-lock. It is clear that the transformational phase of the Obama period has passed and even if he wins reelection it is unlikely he would gain the 60 votes necessary in the Senate to repeat his earlier success. But it is unlikely Republicans could obtain full Senate control either so vestiges of deadlock will continue regardless. Still, as the party change in the House demonstrates and even the stability in the Senate confirms, majority control does make a difference. A change in party for the president or the Senate would be far from inconsequential.

How We Selected the VotesAs the nation’s largest grassroots conservative organization, the American Conservative Union serves as an umbrella organization for conservatives in America.

The ACU tracks a wide range of issues before Congress and State Legislatures to determine which issues and votes serve as a clear litmus test separating those representatives who defend liberty and liberal members who have turned their backs on our founding principles – constitutionally limited government, individual liberty, free markets, a strong national defense and traditional values.

As a result, the ACU Ratings of Congress has for more than 40 years included a wide variety of issues covering votes on taxes, wasteful government spending, cultural issues, defense and foreign policy.

The votes selected by the ACU are not always considered the “most important” votes as defined by others, instead the votes selected are chosen to create a clear ideological distinction among those casting them.

With our annual ratings, ACU’s mission is informing grassroots conservatives and the public – in an unbiased, transparent manner – on where individual members of Congress fall on the ideological spectrum.

Senate Vote Descriptions1. Health Care Repeal. S223 (Roll Call 9)

The Senate rejected an amendment that would have repealed the Obama health care overhaul and restore laws amended or repealed by the law. ACU strongly opposed this government takeover of the U.S. health care system and supported this amendment. 60 votes were required for the amendment to pass. The amendment failed on February 2, 2011 by a vote of 47-51.

2. Davis-Bacon. S 223 (Roll Call 11) The Senate rejected an amendment to the Federal Aviation Administration (FAA) authorization bill that would limit the application of the Davis-Bacon Act to federal projects. Davis-Bacon requires contractors to pay “prevailing wages” usually union wages on a project, usually well above the market rate and adding billions of dollars in cost to federal projects and adding to the deficit.. ACU opposes this federal mandate and supported this amendment. The Senate agreed to “table” or kill the amendment on February 3, 2011 by a vote of 55-42.

3. Air Service Subsidies. S 223 (Roll Call 21) The Senate rejected an amendment to the FAA authorization bill that would have eliminated the so-called “Essential Air Service” program that spends taxpayer money to subsidize air service to rural airports with little passenger traffic. ACU opposes this wasteful spending and interference in the free market and supported this amendment. The Senate voted to “table,” or kill the amendment on February 17, 2011 by a vote of 61-38.

4. Greenhouse Gas Regulation. S 493 (Roll Call 54) The Senate rejected an amendment to the small business sub-sidy bill that would have prohibited the EPA from regulating greenhouse gases, including carbon dioxide. ACU opposes this effort to impose a de facto energy tax in the name of “global warming” and supported this amendment. 60 votes were required to pass this amendment. The amendment failed on April 5, 2011 by a vote of 50-50 on April 5, 2011.

5. Planned Parenthood. H. Con. Res. 36 (Roll Call 60) The Senate rejected an amendment to the appropriations for Fiscal Year 2011 barring funds for Planned Parenthood which offers abortion services. ACU has always opposed federal funding of abortions and therefore opposed funding of Planned Parenthood. The amendment failed on April 14, 2011 by a vote of 42-58.

6. Judicial nomination. (Roll Call 65) The Senate cut off debate by invoking cloture on the nomina-tion of John J. McConnell for District Court Judge in Rhode Island. McDonnell’s career was built as an anti-business trial lawyer whose primary qualification seemed to be the contributions of McConnell and his wife of $700,000 to the Democratic Party and their candidates. ACU opposed this nomination and opposed the cloture motion, which required 60 votes to pass. The Senate passed the motion on May 4, 2011 by a vote of 63-33.

7. Judicial nomination. Roll Call 74) The Senate rejected a motion to cut off debate by invoking cloture on the nomination of Goodwin Liu for the 9th Cir-cuit federal court of appeals based in California. Liu had no judicial experience or trial experience as an attorney. Liu said he envisioned the judiciary as “a culturally situated interpreter of social meaning” and judges should act to create a constitu-tional right to welfare, housing, education and medical care. Liu helped the fight against the confirmations of Chief Justice John Roberts and Justice Samuel Alito. ACU opposed this nomination and the motion to cut off debate. The cloture motion required 60 votes to pass but failed on May 19, 2011 by a vote of 52-43.

8. Ethanol subsidies and tariff. S 782 (Roll Call 89). The Senate refused to cut off debate by invoking cloture on an amendment to an economic development subsidy bill that would have repealed the Ethanol tax credit and a tariff on imported ethanol. ACU opposes the government picking winners and losers in the marketplace and supported this amendment and supported cloture. The attempt to cut off debate failed on June 14, 2011 by a vote of 40-59.

9. International Monetary Fund. S 679 (Roll Call 99) The Senate rejected an amendment to a bill reducing the number of Senate-confirmed executive positions that would have rescinded $108 billion in taxpayer funds committed to the International Monetary Fund and the authority for other loans. ACU opposes increasing American liability for the European Union bailout and supported this amendment. The amendment failed on June 29, 2011 by a vote of 44-55.

10. Executive branch nominations. S 679 (Roll Call 101) The Senate passed a bill eliminating hundreds of executive positions from congressional confirmation and allowing others to be on a “fast-track” procedure to speed Senate confirmation. ACU opposes this transfer of congressional au-thority to the executive and opposed this bill. The bill passed the Senate on June 29, 2011 by a vote of 79-20.

11. Debt Limit Increase. S 365 (Roll Call 123) The Senate passed a bill that allowed a debt increase of up to $2.5 trillion with no spending reduction required in Fiscal Year 2012. The bill also sep up a “supercommittee” of twelve members of Congress that would meet in secret to negotiate a deficit reduction of $1.2 trillion over ten years. The bill also requires a “sequestration” or automatic reduction of $1.2 trillion over ten years if no other agreement is reached by 2013. ACU opposes automatic debt limit increases with no congressional action required and opposed this bill. The bill passed the Senate on August 2, 2011 by a vote of 74-26.

12. Trade Adjustment Assistance. HR 2832 (Roll Call 146) The Senate rejected an amendment to a bill extending trade preferences that would have restricted the use of Trade Adjust-ment Assistance (TAA) funds to workers affected by countries with an existing free trade agreement with the United States. ACU opposes the TAA program as a wasteful program that adds to 67 existing job training programs and supported this reasonable attempt to reduce its size. The amendment failed on September 22, 2011 by a vote of 34-62.

13. Support for Taiwan. HR 2832 (Roll Call 148) The Senate rejected an amendment to a bill extending trade preferences that would have provided U.S. built multi-role aircraft to Taiwan to strengthen its defense capability to any military threat from China. ACU has always supported efforts to keep Taiwan independent of China and supported this amendment. The amendment failed on September 22, 2011 by a vote of 48-48. Under parliamentary rules, a tie vote means the motion is defeated.

14. Columbia Free Trade Agreement. HR 3078 (Roll Call 163) The Senate approved a free trade agreement between the Unit-ed States and Columbia. ACU supports efforts to expand free trade and supported this agreement. The bill to implement the agreement passed on October 12, 2011 by a vote of 66-33.

15. Bryson Nomination. (Roll Call 176) The Senate confirmed the nomination of John Bryson as Secre-tary of Commerce. ACU strongly opposed this nomination to the agency charged with promoting free enterprise as Bryson co-founded the Natural Resources Defense Council, a radical environmental group which has attacked businesses through lawsuits and promoted draconian federal regulation of business to promote its goals. Nevertheless, the Senate confirmed the nomination on October 20, 2011 by a vote of 74-26.

16. Public Employee Jobs Funding. S 1723 (Roll Call 177) The Senate refused to cut off debate by invoking cloture on a bill to give $35 billion of taxpayer money to state and local governments paid for by an income tax surcharge. ACU opposes these attempts to bail out those state and local gov-ernments who have been overspending and opposed this bill. Cloture motions require 60 votes to pass. The motion to cut off debate failed on October 20, 2011 by a vote of 50-50.

17. Fannie Mae/Freddie Mac Bailout. HR 2112 (Roll Call 179) The Senate rejected an amendment to an appropriations bill that would have limited the taxpayer liability for the govern-ment sponsored enterprises (GSE) of Fannie Mae and Freddie Mac to a total of $200 billion. ACU opposed this bailout in 2008 and supported this attempt to cap taxpayer liability. The amendment failed on October 20, 2011 by a vote of 41-57.

18. Government Backed Mortgage Limits. HR 2112 Roll Call 180) The Senate passed an amendment to an appropriations bill to renew an increase in the allowable limits on government backed mortgages to well over $700,000. ACU opposed this attempt to increase taxpayer liability to a program that has cost $150 billion in bailout money to Fannie Mae and Freddie Mac and opposed this amendment. The amendment required 60 votes to pass and passed on October 20, 2011 by a vote of 60-38.

19. Judicial Nomination. (Roll Call 222) The Senate rejected a motion to cut off debate by invoking cloture on the nomination of Caitlin Halligan for the Disctrict of Columbia Circuit Court. Halligan had shown her opposition to Second Amendment rights by working to make gun manufacturers liable for actions by gun owners. This seat once held by Chief Justice John Roberts had been left vacant by the refusal of Senate Democrats to vote on nominees put forward by George W. Bush. ACU opposed this nomination and opposed the cloture motion which required 60 votes to pass. It was defeated on December 6, 2011 by a vote of 54-45.

20. Balanced Budget Amendment S J Res 10 (Roll Call 229) The Senate failed to pass a balanced budget amendment to the constitution which requires a two-thirds vote. The Senate vote was the only one in either house of Congress on an amendment which required a super-majority for tax increases and protected against judicial interference in how Congress would balance the budget. The amendment failed on December 14, 2011 by a vote of 47-53.

House Vote Descriptions1. Legal Services Corporation. HR 1 (Roll Call 54)

The House defeated an amendment to the 2011 appropria-tions bill that would have struck all funding for the Legal Services Corporation from the budget bill. ACU has always opposed this wasteful program which has been used primarily to expand the welfare state and was found by a GAO study to be rife with waste, fraud and abuse and supported this amendment. The amendment failed February 16, 2011 by a vote of 171-259.

2. National Endowment for the Arts. HR 1 (Roll Call 68) The House passed an amendment to the 2011 appropria-tions bill reducing funding for the National Endowment for the Arts by $20.6 million. This program had received major increases in funding since 2008. ACU supported this amendment to reduce wasteful spending. The amendment passed on February 17, 2011 by a vote of 217-209.

3. Planned Parenthood. HR 1 (Roll Call 93) The House passed an amendment to the 2011 appropria-tions bill prohibiting federal funding for Planned Parenthood which offers abortion services. ACU has always opposed federal funding of abortions and therefore opposed funding of Planned Parenthood. The amendment passed on February 18, 2011 by a vote of 240-185.

4. Firearm reporting requirements. HR 1 (Roll Call 115) The House passed an amendment to the 2011 appropriations bill barring the use of funds for licensed firearm dealers to re-port certain types of multiple firearm purchases to the Justice Department. ACU opposes this backdoor approach to gun registration and supports this amendment. The amendment passed on February 18, 2011 by a vote of 277-149.

5. Project Labor Agreements. HR 1 (Roll Call 126) The House defeated an amendment to the 2011 appropria-tions bill that would bar funds to enforce Project Labor Agreements, which force companies that seek government contracts to agree to union demands. ACU opposes these discriminatory rules and supports this amendment. The amendment failed on February 19, 2011 by a vote of 210-210. Parliamentary rules say that a motion is defeated on a tie vote.

6. Federal Pay Freeze. HR 1 (Roll Call 133) The House defeated an amendment to include federal pay step increases given for seniority. They have been exempt from the current federal pay freeze as have pay increases given for living or working in high cost cities, such as Washington, DC. ACU supports a pay freeze that actually freezes federal pay and supports this amendment. The amendment failed on February 19, 2011 by a vote of 191-230.

7. Davis-Bacon Wage Rate Requirements. HR 1 (Roll Call 144) The House defeated an amendment to the 2011 appropria-tions bill barring the use of funds to enforce the Davis-Bacon Act. This requires federal projects to pay workers the “prevail-ing” wage, usually union rage rates which are often well above the local market rate. This adds billions of dollars in cost to federal programs and adds to the deficit. ACU opposes this federal mandate and supports this amendment. The amend-ment failed on February 19, 2011 by a vote of 189-233.

8. D.C. School Voucher Program. HR 471 (Roll Call 204) Passage of a bill that revives the District of Columbia’s school voucher program which had been defunded by the Obama Administration. ACU supports school choice and supports this bill. The bill passed the House on March 30, 2011 by a vote of 225-195.

9. Union Elections. HR 658 (Roll Call 217) The House defeated an amendment that would have elimi-nated from the Federal Aviation Administration authorization bill a provision restoring majority rule in union organizing elections. Obama Administration appointees to the National Mediation Board overturned a 75 year old rule requiring a majority of the workers affected to approve union representa-tion. The new rule only requires a majority of those voting. ACU opposes this change and opposes this amendment. The amendment failed on April 1, 2011 by a vote of 206-220.

10. Net Neutrality. HJ Res 37 (Roll Call 252) The House passed a joint resolution that would nullify the Federal Communications Commission “net neutrality” rule which puts the federal government in charge of managing traffic on the Internet. ACU has long opposed this federal intervention in the free market and supported this resolution of disapproval. The resolution passed the House on April 8, 2011 by a vote of 240-179.

11. Conservative Budget. H Con Res 34 (Roll Call 275) The House defeated a conservative alternative to the budget that would freeze total discretionary spending at 2008 levels beginning in 2013 and balanced the budget within ten years. The bill cut mandatory spending by $1.9 trillion over 10 years The bill assumed the repeal of the Obama health care bill and a gradual increase in the retirement age for Social Security and Medicare. ACU supports this alternative as a reasonable attempt to eliminate our annual deficits. The amendment failed on April 15, 2011 by a vote of 119-136. 172 Democrats voted “Present” even though they opposed the bill and their votes are rated in opposition.

12. Offshore Drilling Expansion. HR 1229 (Roll Call 320) The House passed a bill requiring the Interior Department to expand the area of the outer continental shelf available for oil and natural gas drilling. ACU opposes the Obama Administra-tion’s efforts to reduce domestic energy production and supports this bill. The bill passed the House on May 12, 2011 by a vote of 243-179.

13. Medical Training for Abortions. HR 1216 (Roll Call 338) The House passed an amendment to a bill affecting graduate medical education funding to bar funds for training in abortion procedures. It would also bar funds to support institutions that discriminate against health care providers that refuse to provide abortions. ACU opposes federal funding of abortions and sup-ported this amendment. The amendment passed on May 25, 2011 by a vote of 234-182.

14. Terrorist Trials. HR 1540 (Roll Call 357) The House passed an amendment to the Defense Policy Bill that would require all foreign terror suspects accused of attacking the United States or its personnel to be tried by a military commis-sion. ACU opposes treating foreign terror suspects as common criminals and supported this amendment. The House passed this amendment on May 26, 2011 by a vote of 246-173.

15. Insourcing. HR 2917 (Roll Call 390) The House passed an amendment to the Homeland Security Appropriations Bill that removes a section barring the use of private contractors for certain positions. This would affect the Obama Administration’s efforts throughout the federal govern-ment to reduce the number of contracts available to private enterprise and greatly increase the federal workforce, a process known as “insourcing.” ACU opposes “insourcing” and sup-ported this amendment. The amendment passed on June 2, 2011 by a vote of 218-204.

16. Foreign Agricultural Service. HR 2112 (Roll Call 432) The House rejected an amendment to the Agricultural Appro-priations Bill to eliminate the Foreign Agricultural Service. This agency uses taxpayer money to fund 98 offices around the world to help find export opportunities for large corporations. ACU opposes this wasteful spending when our national debt stands at $15 trillion and supported this amendment. The amendment was defeated on June 15, 2011 by a vote of 99-324.

17. Defense of Marriage Act. HR 2219 (Roll Call 516) The House passed an amendment to the Defense Appropria-tions Bill which would bar the use of funds to contravene the Defense of Marriage Act. ACU supports the Defense of Mar-riage Act and supported this amendment. The House passed the amendment on July 7, 2011 by a vote of 248-175.

18. Don’t Ask, Don’t Tell. HR 2219 (Roll Call 528) The House passed an amendment to the Defense Appropria-tions Bill to bar the use of funds to train military Chaplains in implementing the repeal of “Don’t Ask, Don’t Tell.” ACU opposed the repeal of this policy and supported this amend-ment. The amendment passed on July 8, 2011 by a vote of 236-184.

19. Light Bulb Ban Repeal HR 2417 (Roll Call 563) The House defeated an attempt to repeal a de facto ban on the manufacture of incandescent light bulbs mandated by the 2007 energy bill. ACU opposed the 2007 energy bill and the light bulb ban and supported this bill. Under the “fast track” procedure used, the bill required a two-thirds vote for passage and thus failed on July 12, 2011 by a vote of 233-193.

20. Vehicle Subsidies. HR 2354 (Roll Call 580) The House rejected an amendment to the Energy and Water Appropriations bill that would eliminate funding for the Advanced Manufacturing Loan Program and apply the funds saved to the federal deficit. This program gives taxpayer mon-ey to manufacturers who work on vehicle programs favored by the government. ACU opposes government programs that pick winners and losers in the marketplace and supported this amendment. The amendment failed on July 14, 2011 by a vote of 114-309.

21. Spending increase. HR 2354 (Roll Call 586) The House passed an amendment to the Energy and Water Appropriations bill increasing spending on renewable energy and energy efficiency programs by $10 million. These pro-grams had received massive increases in the 2009 budget and the Obama stimulus program. ACU opposes these attempts to reverse modest spending cuts and opposed this amend-ment. Nevertheless, the House passed the amendment on July 15, 2011 by a vote of 212-210.

22. Cut, Cap and Balance. HR 2560 (Roll Call 606) The House passed a bill that would raise the debt limit con-tingent on Congress placing a cap on federal spending and sending a constitutional amendment to the states that would require a balanced federal budget, a cap on federal spending and require a two-third vote of Congress to raise taxes. ACU strongly supported this effort to get the U.S. fiscal house in order and supported this bill. The House passed the bill on July 19, 2011 by a vote of 234-190.

23. Endangered Species Act. HR 2584 (Roll Call 652) The House rejected an amendment to eliminate a provision in the Interior Appropriations Bill that would place a mora-torium on new listings under the Endangered Species Act. ACU supports a moratorium on a program that has been used as a vehicle to stop development and harass private property owners and opposed this amendment. The amendment failed on July 28, 2011 by a vote of 181-240.

24. Debt Limit Increase. S 365. (Roll Call 690) The House passed a bill that allowed a debt increase of up to $2.5 trillion with no spending reductions required in Fiscal Year 2012. The bill also set up a “supercommittee” of twelve members of Congress who were to meet in secret to negoti-ate a deficit reduction of $1.2 trillion over 10 years. The bill also requires a ”sequestration” or automatic reduction of $1.2 trillion in spending over 10 years if no other agreement is reached by 2013. ACU opposes automatic debt limit increas-es with no congressional action required and opposed this bill. The bill passed on August 1, 2011 by a vote of 269-161.

25. “Catch-All Appropriations. HR 2055 (Roll Call 941) The House passed a year-end appropriations bill, known as the “Omnibus” bill that funded $915 billion dollars in one 2,300 page bill for Fiscal Year 2012 The bill avoided limits imposed in the debt-limit negotiations by labeling additional spending as “emergency spending” so the total spending for the year is an increase over Fiscal Year 2011. ACU opposes these massive bills that are written in secret and passed with no amendments allowed. Nevertheless the bill passed the House on December 16, 2011 by a vote of 296-121.
