Introduction to the Chemical Distribution Institute

GeneralThe CDI Foundation is a non-profit making and non-commercial organization funded by the chemical industry. CDI is responsible for the accreditation of inspectors and auditors to provide inspection and audit reports for use in the risk assessment process. CDI online databases provide facility to create, edit and interpolate the inspection and audit reports on a 24/7 global basis.

CDIisaDutchfoundationoperatingfromofficesintheUK;auditedaccountsarefiled annually with Companies House. The Foundation conducts it’s activitiesentirelywithinEUcompetitionandUSanti-trustlaw.ThedatabasesaremaintainedatsecuresitesinthePortofRotterdam.TheCDIschemesareeachmanagedbyExecutiveBoards,madeupofindividualrepresentatives from the chemical company participants. Reporting to theExecutive Boards are the Technical and Accreditation Committees, responsiblefor the inspection protocols, and the accreditation of inspectors and auditors.The committees are of split representation, their membership being 50% fromchemicalcompaniesand50%fromsupplychaincompanies.Additionally,therearetheQualityAuditCommitteeandtheFinanceCommittee.The permanent staffing of CDI consists of 4 persons; reporting to the GeneralManagerareaTechnicalManager,anAccountsAdministratorandanAccreditationAdministrator. The Board of Directors elected from the chemical companymembershipoverseestheoverallactivityoftheFoundation.Addedtothemanagementstructurein2010istheAsiaPacificPanel(APP).TheAPPholdsthesamestatusasanExecutiveBoardandreportsdirectlytotheBoardofDirectors.,themulti-disciplinepanelengageswithregionalindustrystakeholdersandpromotesthecontinuedgrowthofCDIthroughouttheFarEast.ThemembersmeettwiceperyearinarotationofFarEastcities.Thereareover300inspectorsandauditorsaccreditedtoconductCDIinspectionsand audits around the world. In addition to meeting academic and industryexperience criteria, the inspectors and auditors are trained, examined andperformancemonitored in thefield.Trainingandexamination isundertakenbyWarsashMaritimeSouthamptonandtheCentreforMaritimeandIndustrialSafetyTechnology(C-MIST)atHeriot-WattUniversityEdinburgh.

1994, CDI-Marine

CDI-M was created by the chemical industry to improve thesafety and quality performance of bulk liquid shipping. CDI-Mnowprovidesannual inspectionreportsontheworldfleetof chemical and liquid petroleum gas tankers, over 700 shipowners with over 4000 ships participate in the scheme.Theinspectionsareconductedby88CDI-MAccredited inspectorslocated in ports around the world. CDI-M is an informationprovider to EQUASIS, the European Commission’s Quality inShippingCampaign.ViatheEQUASISwebsite,shipinspectionreportsareavailabletothePortStateauthorities.

1997, CDI-TerminalsThe CDI-T scheme was developed in 1997 and similar to theMarine scheme, it’s purpose was to improve the safety andqualityperformanceofbulkliquidstorageterminals.73majorchemical storage terminal companies are participant in theTerminalsscheme.The35CDI-TAccreditedinspectorscarryoutthedetailedmanagementand technical inspectionsof liquidstorageterminalsonmostcontinentsof theworld,withover140terminalsinspected.

2002, International Marine Packed Cargo Audit Scheme

TheIMPCASispotentiallythelargestschemeofit’skindintheworld, with over 200 auditors based in the major containerhandling ports. Developed to provide audit reports on eachcategoryofserviceproviderinvolvedinthedistributionsupplychain, the scheme extends to include: Shipping Companies,Ships, Tank Container Operators, Container Freight Stations,FreightForwarders,Agents,andContainerTerminals.

Accreditation certificates remain the property of CDI and individuals failing to meet the rigorousstandardshavetheircertificationrevoked.CDI has close relationships with European Chemical Industry Council (CEFIC), American ChemistryCouncil(ACC),AssociationoftheBrazilianChemicalIndustry(ABIQUIM),AssociationofInternationalChemicalManufacturers(AICM),ChemicalandAlliedIndustries’Association(CAIA),GulfPetrochemicalandChemicalAssociation(GPCA),IndianChemicalCouncil(ICC),OilCompaniesInternationalMarineForum(OCIMF),InternationalLiquidTerminalAssociation(ILTA),BulkLiquidsIndustryAssociationInc.(BLIA)andInternationalContainerHandlingCoordinationAssociation(ICHCA).ACCandCDIarepartytoaMemorandumofAgreementtocooperateonmattersofmutualinterestinpromotinghighlevelsofhealth,safety,environmentalandsecurityperformance.ThealliancebetweentheU.S.TradeAssociationandGlobalInspection&AuditOrganizationprovidesACCResponsibleCare®PartnercompaniestheoptionofusingtheCDI-TandIMPCASschemestomeettheirResponsibleCarecertification requirements.Significantly, thecollaborationbetweenACCandCDIextends theuseofCDI-TandIMPCAS,alreadyglobalsystems,toNorthAmerica.

CDI在中国 携手致力于环境保护和全人类发展

为地球下一代而积极推动环境保护已成为全球政治家和商届领袖共同关注的紧迫议题。早在20世纪90年代初,化工行业的多位高管人员就共同成立了化学品配送协会,即现在广为人知的CDI。

CDI协会的成立基于荷兰法律,目标是要设立适用于全球范围的国际化学品安全运输标准。在化工行业选定服务提供商之前,CDI协会代表化工行业在全球供应链中检测和核查不同服务提供商的运作。作为一家非营利以及非商业组织,CDI的资金全部来源于其69个会员企业的资助,而这些企业占据了全球化学品产量的60%。通过与众多著名行业协会开展紧密合作,如欧洲化学工业委员会(the European Chemical Industry Council),美国化学委员会(the American Chemistry Council)、巴西化学工业协会(Association of the Brazilian Chemical Industry)、国际化学品制造商协会(the Association of International Chemical Manufacturers)、南非化学工业协会(the Chemical and Allied Industries’ Association)、海湾石化和化学协会(Gulf Petrochemical and Chemical Association)、国际液体化学品码头协会(the International Liquid Terminal Association)、印度化学委员会(the Indian Chemical Council),以及国际集装箱装卸协调联合会(International Container Handling Coordination Association),CDI也大大增强了其影响力和渗透力。

中国的主导地位

中国在过去20年取得了巨大的经济成就,其化工产业也日益为世界瞩目。在2003至2008年期间,世界散装液体化学品贸易量的年增速为8%,而中国的相关贸易量则实现了每年17%的增幅。截至2008年,中国占据了全球散装液体化学品贸易量的23%。

CDI的许多会员企业都纷纷通过与当地合作伙伴合办外资企业或者成立独资企业的模式积极竞争中国市场。这些企业包括世界领先的跨国企业如陶氏化学(Dow Chemical)、巴斯夫(BASF)、杜邦(Dupont)、英国石油化学公司(BP Chemical)、梅赛尼斯(Methanex)、壳牌(Shell)、埃克森美孚(ExxonMobil)、赢创(Evonik)、塞拉尼斯(Celanese)以及亨斯迈(Huntsman)。他们带来了中国亟须的投资和技术。同样重要的是,他们向中国合作伙伴推介了一些有益的举措,如坚持国际法规、推广行业最佳实践,以及在选用供应链服务商时应尽的注意义务。

2004年1月,CDI在上海进行了首次路演宣传活动,向设有国际航线的中国船东介绍了国际检查体系。化学制造领域的合资企业、一些主要的中国船运公司,以及中央和地方海事管理部门与港口管理机构都参加了此次活动。在活动举办后的两年间,所有往返中国并在国际水域进行散装液体化学品运输的船只都进行了严格的CDI检测,并始终坚持CDI为船舶设定的国际标准。

2007年至2010年,CDI在上海又举行了四次路演,旨在向中国散装液体化学品的运输和存储推广安全、健康和环境(SHE)国际标准。截至2010年12月,中国共有12家大型船运公司和14座码头接受了CDI检查,并且表示将遵守国际行业最佳实践。

CDI在中国的使命

在这些初步的成功经验的启示和鼓舞下,CDI希望通过和当地化学品制造商以及相关政府机构的合作进一步增强其在中国的渗透力,并将中国的整体化学品供应链提升至国际水平。这将包括国内油轮、散装液体化学品仓储码头 ,以及分布在中国沿海和内部水域如长江的危险品供应链从业公司。

CDI希望能说服更多的中国本地生产商加入成为会员,参与全球共同努力提高国内供应链服务商SHE水平的行动,从而促进中国和世界各地的贸易,吸引更多外资进入中国。CDI并希望能通过给予海事安全主管部门免费进入数据库的权限,帮助他们提升对危险品水运的监督力度。

中国的化工产业在改善其生产流程的SHE标准方面已取得了巨大进步。然而,对运输供应链所应尽的注意义务却显得不足。认识到中国化工供应链SHE水平不均,以及该行业在改进作业方式方面所面临的挑战,CDI在2009年初推出了为客户度身定制的三级检查制度。这一制度专为中国的国内船只设计,使它们能够逐步采用国际操作标准。整个过程将历时2到5年。

CDI的运营

CDI总部位于英国,并在新加坡、鹿特丹和休斯顿都设有地区代表处。对于需要进行CDI检测的供应链服务商,CDI检查员将前往现场对其安全和质量标准进行认真细致的检测。这些检测和审核报告会形成一个极富价值的在线数据库,CDI所有69家会员企业可以随时随地通过网络获取这些数据,为他们选择供应商提供参考。该数据库同时也最有力地证明了国际化工行业在保护人类和环境上所做出的承诺。

CDI历年来开发的准则

CDI – 海洋准则,1994

CDI-海洋准则简称CDI-M,是化工业为提高散装液体货物航运的质量和安全而制定的。CDI-M对全球的化学以及液化石油气槽罐运输船队出具年度检测报告,目前已有约700家船东和4000多艘船加入了该体系。由CDI-M授权的88名检查员分布在全球各大港口对船舶进行检测。CDI-M也是欧洲优质航运运动委员会(the European Commission’s Quality in Shipping Campaign,简称为Equasis)的信息提供方之一。通过Equasis网站,全世界的海事安全管理机构都能查阅到CDI-M的船舶检测报告。

CDI-码头,1997

CDI 码头体系与海洋体系类似,简称CDI-T,是针对散装液体货物仓储码头而设计。全球已有73个主要化学品仓储码头加入到这一体系。具有CDI-T资质的35名检查员对全球的液体仓储码头进行细致的管理和技术检测,目前已接受检测的码头超过140座。

国际海运包装货物审核体系,2002

国际海运包装货物审核体系,简称IMPCAS,在全球同类体系中堪称最大,其200多名核查人员分布在世界主要的集装箱港口。为了向运输供应链上的每一类服务供应商提供审核报告,这一体系已延伸至船务公司、船舶、罐式集装箱运营商、集装箱货运站、货运公司,代理商和集装箱码头。

Overall Policy StatementThe following statement describes the overall objectives and policies of the Stichting Chemical Distribution Institute (CDI). These are approved by the Board of CDI and signed, on their behalf, by the Chairman. All participants, employees and accredited inspectors are expected to adhere to these at all times in the execution of their work for CDI. The combined statement is prominently displayed within the CDI offices and made known to all participants.

Vision:Drivenbytheexpertiseoftheworld’sleadingchemicalmanufacturersCDIsetsouttobetheglobalsourcefordata,informationandadvicespecifictomarinetransportationandstorageofchemicalproducts,whetherthatbeinbulkorpackagedform.

The Business ObjectivesToconstantlyimprovethesafety,securityandqualityperformanceofmarinetransportationandstorageforthechemicalindustry.Throughcooperationwithindustryandcentersofeducation,drivethedevelopment of industry best practice in marine transportation andstorageofchemicalproducts.To provide information and advice on industry best practice andinternational legislation for marine transportation and storage ofchemicalproductstocustomersandstakeholders.To monitor current and future international legislation and provideexperience,knowledgeandadvicefromthechemicalindustrytothelegislators.To provide chemical companies with cost effective systems for riskassessment,thusassistingtheircommitmenttoResponsibleCareandtheCodeofDistributionManagementPractice.Toprovideasinglesetofreliableandconsistentinspectiondatawhichchemicalcompaniescanusewithconfidence.To provide the chemical industry with an independent organizationfor:

The Business PoliciesCDI will promulgate information and advice specific to safe marinetransportationandstorageofchemicalproducts.Through observance and feedback, CDI will monitor legislationrespective to chemical transportation and storage. Representingindustry, expertise and knowledge accessible through CDI will beprovidedtothelegislators.CDI will ensure that reliable and accurate inspection schemes aremaintained. Inspection protocols will be constantly updated in linewithlegislation,acceptedinternationalstandardsandtechnology.With user friendliness in mind, CDI will constantly improve theinteractive databases for input, extraction and interpolation of dataandinformation.Pendingcompliancewiththeproceduresforaccreditation,asufficientnumberofinspectorswillbemaintainedtoprovideaglobalcoverageforship,terminalandsupplychaininspection.CDIwilloperatewithinthebudgetarylimitssetbytheBoard.Surpluscapitalwillbeusedtoreducethechargestoparticipants.Throughevaluationofexperience feedbackandcustomercomment,CDIwillstriveforcontinuousqualityimprovement.Extend the services of CDI beyond the chemical industry whereverassistance and advice may be requested, thus avoiding foreclosuretowardsany3rdparty.

Competition Law PolicyItisthepolicyoftheStichtingChemicalDistributionInstitute(“CDI”)thatallofitsDirectors,Officers,Employees,ParticipantsandRepresentativesshall,in carrying out their duties and activities, comply with all those antitrustlawswhichareapplicable toCDI’sactivities.Consistentherewith, theCDIBoardshallemphasisetheimportanceofCompetitionLawcomplianceandshall maintain an Antitrust Compliance program requiring the Antitruststatement be circulated prior to commencement of all Board, ExecutiveBoard,CommitteeandWorkGroupmeetings.

CDI Marine The Inspection of Chemical and LPG Tankers, and Dry Bulk Carriers

It is onerous on the chemical industry as a whole, to constantly improve and maintain the safety and quality performance of bulk shipping. The members of the CDI Marine scheme demonstrate their commitment to this process.

Despitetheexcellentoperatingstandardsinshipping,shipsdohaveincidentsandthisisthereasonforthepracticeofshipvetting.Ifthecharteredshipsustainsacasualtythenalltheeyesofthemediaandtheauthoritieswillbeonthecharterer.Shipvetting involvescarryingoutriskassessmentontheshipsofferedforcharterandavoidanceofthedeficientship.Iftheworstdoeshappen,forwhateverreason,andtheauthoritiesbecomeinvolved,thechartererwillberequiredtodemonstratetheapplicationofduediligenceinselectingtheship.Itisthesuccessfuldemonstrationthateverysteppossiblewastakentoensuretheshipmetinternationalregulationsandindustrybestpracticethatwillsavethechartererfromliability.Thisisthereasonwhythe69chemicalcompaniesfinanceCDI.

CDIMarineprovidesshipinspectiondatainanelectronicreportformattomembers.Theshipisinspectedandthereportisenteredtothedatabase.The ship owner then enters his comments and the report progresses toactivestatus.Onceontheactivedatabase,thereportcanbeaccessedbyCDImembersandusedintheirriskassessmentprocess.Thedatabaseawardsascoretotheshipforstatutory,recommendedanddesiredcompliance.Moreimportantly,thedatabaseprovidesfulltemplatefunctionality,whichallowstheusertorunhisowntemplatesofselectedquestions,i.e.theminimumsafetycriteriaforcharteringaship.ThedatabasealsoprovidestheverylatestPort State Control records and casualty information on the ship. Severallarge users of CDI have direct interfaces with the database, automaticallydownloadingdataimmediatelywhenthenewinspectionreportarrives.

Today,thereareover4000chemicalandgasshipsregisteredonthedatabasewithover1900inspectionreportsactiveandavailable24hoursperday.

Ship InspectionTheaimoftheShipInspectionReport(SIR)istogiveanaccurateassessmentof theshipat the timethe inspection iscarriedout.TheSIR isessentiallyaqualityassessmentof theship, itsoperationsandpersonnelwhichalsoincorporatesessentialaspectsofsafetyandenvironmentalprotection.TheSIRdoesnotattempttopassorfailtheship.

Compliancewithstatutory,recommendedanddesirableitemsareidentifiedwithin the SIR. Observations to all negative answers are listed in theInspectionSummary.TheInspectormayadditionallyremarkonanyanswerorsectiondeservingfurtherexpansionandonanyconditionsoroccurrencesobserved during the inspection which were contrary to safe workingpractices.Inspectorsareencouragedtodocumentpositiveitemsandbestpracticesthatarenotedonboard,aswellasitemsthathavebeencorrectedpriortocompletionoftheinspection.

Ship Inspectors are appointed by CDI Marine Inspection Department.Inspection requests must be made via the website facility at:www.cdi.org.uk.

ConsecutiveinspectionsofthesameshipwiththesameInspectorarenotpermitted where the technical management of the vessel has remainedunchanged. This includes occasions when an Inspector has carried outa “pre-inspection” on the vessel prior to the vessel undergoing a CDIinspection.

Priortotheinspectiontakingplace,theShipOwnershouldentertheship’sVPQ to the database.VPQ data need only be entered once and can beperiodicallyupdatedbytheShipOwneratanytime.SIR’sofshipshavingnoVPQ, cannot be accepted onto the‘’active’’ database and will remaininaccessible until such time as the VPQ data is entered. In cases wherenoVPQ data has been entered, arrangements can be made through CDIAdministrationforentryofthedata.

The time taken for inspection can be greatly reduced by the state ofpreparednessoftheship.ThelatesteditionoftheSIRshouldbeonboardand,asapplicable,VPQandSIquestionsshouldhavebeencompleted.

Aninspectionshallnotnormallybecarriedoutduringthenightwhentheship’s key personnel may be expected to take a period of rest. The onlyexceptiontothisiswhenspecialarrangementshavebeenmadewiththeShipOwnerandtheMasterpriortotheInspectorboardingtheship.

Onarareoccasion,avesselmaybeinspectedwhilenotconductingcargooperations.Inthesecases,thevalidityofthereportislimitedto3months.For the purpose of CDI, inspection operations are defined as:‘’Transfer ofCargoandTankCleaning’’.

Thereportisvalidforthirteenmonths,afterwhichitisarchived.Ifatanytimewithinthethirteenmonthperiod,thetechnicalmanagementoftheshipistransferred,theshipoperatorhavingagreementwithCDIisrequiredtoadviseCDIand,subjecttoverificationoftheISMCertification,thereportmaybeprematurelyarchived.

CDI Terminals The Inspection of Bulk Liquid Chemical Storage Terminals

Global chemical companies are supporting Sustainable Development and living with the principles of Responsible Care®. It is an initiative to continuously improve their Health, Safety, Environmental and Security (HSE&S) performances ethically and demonstrate the sound management of chemicals. It also takes into account activities beyond the facility fence line to incorporate the entire value chain.

As businesses explore into new dimensions, the need to store chemicalproductsinthirdpartytankfarmsandterminalsisessential.Thereputationof a chemical company is reliant on the HSE management systems andinfrastructureofstoragetanksandterminals.Hence,thechemicalcompaniesworldwideneedtoensureHSE&Scommitmentoftheircontractedtankfarmsandterminalswhichculminatesinapressingneedtoengageindependentthird party inspection to meet the mandatory company minimum safetyrequirement.

CDI-T is the global independent inspection scheme for bulk liquidchemical storage terminals. The inspection protocols were developedand are maintained by a Technical Committee with representativesfrom the chemical industry and terminal operators. CDI-T provides asystematic inspection system to provide quality, safety, security, healthand environmental performance data on bulk liquid chemical storageterminals.The information,which isavailable inastandardizedformat, isnon–judgmentalandcanbeconsultedbymemberchemicalcompaniesonaworldwidebasis.

MembershipMemberspayasingleannualsubscriptionfeeforunlimitedaccesstothedatabase.Theannualfeeiscalculatedonthenumberofinspectedsiteswithwhichthecompanyholdsstoragecontracts.Forexample:in2011,theunitcostis$550,thereforeforacompanystoringat5inspectedsites,theannualfeeis$2750.

For members of CDI-M and IMPCAS, an initial annual subscription isavailablefor$600forthefirstyear.

Terminalcompaniespayaoneoffjoiningfeeofbetween$1000and$5000,basedonthecapacityofchemicalstorageavailable.A terminalwith lessthan100,000cbmwouldpayasingle joining feeof$1000 fora lifetimemembership.TerminalcompaniesmustcompletetheAnnexBdocument,controllingproprietyanddistributionoftheInspectionReport.

Terminal InspectionThe aim of the Terminal Inspection Report (TIR) is to give an accurateassessmentoftheterminalatthetimetheinspectioniscarriedout. TheTIR is essentially a quality assessment of the terminal, its operationsand personnel, which also incorporates essential aspects of safety andenvironmental protection. The TIR does not attempt to pass or fail theterminal.

Thetimetakenforinspection,ismostlyinfluencedbythesizeofthefacilityand scope of activity, however it can be greatly reduced by the state ofpreparednessoftheterminal.ThelatesteditionoftheTIRshouldbeatthesiteand,asapplicable,TPQandSIquestionsshouldhavebeencompleted.

Questionsareanswered‘’Yes’’or‘’No’’,withprovisionfora‘’N/A’’answerforitemswhichclearlydonotapplytotheterminal.A“No”answertoaquestiondoesnotnecessarilyimplythattheterminalisnotincompliance.All“No”answersaresupportedwithanobservationexplainingthereasonand/orcircumstancethatexists.

On completion of the inspection, the Inspector will hold a closingmeeting with the Manager. At the closing meeting the Inspector willprovidetheManagerwithacopyof theReportSummarycontainingtheInspector’s observations and remarks. The Inspector shall not make anyrecommendations for the correction of any items marked as“No” in thereport,norindicatetotheManager,oranyotherperson,thestandardoftheterminalorthepossibleeventualoutcomeoftheinspection.

Thereportisvalidforaperiodof3years,afterwhichitisarchived.Ifatanytimewithinthe3years,theownershipoftheterminalchanges,thenewmanagementisrequiredtoprovideawrittenconfirmation,committingtheterminal company to continued compliance with CDI-T.The confirmationwillbereportedtotheEB;failuretoprovidesuchconformationcouldresultintheEBprematurelyarchivingthereport(s).

IMPCAS International Marine Packed Cargo Audit Scheme

Marine accidents and container inspection results show that the main causes and deficiencies appear to stem from the incorrect actions of the cargo originator. Every element of the supply chain is at risk from careless handling and security breaches outside of their immediate control. Both chemical companies and logistics companies need confidence in the supply chain and assurance that the package will be handled and forwarded correctly and securely throughout the distribution process, and also confidence that the package will not create risk whilst in their custody.

HSE regimes and ISO registration indicate compliance with the regionalHSEschemesandtheQualityStandards,buttheseareoftennon-specifictodangerousgoods.ISOregistrationprovidescertification,butnottheYES/NOanswersnecessaryforstatisticalriskanalysis.Comprehensiveriskassessmentrequiresconsistentauditdata,butconductingauditscallsforconsiderableinvestmentandoftencreatesanunnecessaryburdenuponthedistributionindustry;thesolutionisajointindustryinitiative.Whatisequallyimportantistorecognisethatmarinepackedcargoisaglobalactivity,it isthereforenecessarytohaveaglobalstandardthatcanbeappliedonaninternationalbasis.Byutilisinganindependentreport,thecostsavingissubstantialandtheburdenofmultipleauditisavoided.IMPCASprovidesaninternationalstandardforconsistentdata,againstwhichriskassessmentprocessescanbeappliedtotheentiresupplychain;measuringnotonlysafetyandqualityperformance,butalsocompliancewiththeinternationalregulations.

Security is a major issue for the distribution industry. IMO, US Customs,European Commission and others have either developed or are activelydeveloping security regimes for Ports and Ocean Carriers. Recognizingthatmarinepackedcargoisnotlimitedtothechemicalindustry,theIMPCASschemeisopenforparticipationbynon-chemicalcompanies.Access to audit reports will be extended to international authorities withavestedinterestinverifyingcargosecurityandtheauditprotocolscanberapidlyamendedtoincludenewelements.

MembershipMemberspayasinglesubscriptionfeeforaccesstothesixmodulesofthedatabase.Therearethreecategoriesofmembership:

FullVotingmember(Annualfee:$10,000)

Non-Votingmember(Annualfee:$5,000)

Limitedaccesstoasingledatabasemodule(Annualfee:$2500)

For supply chain companies participating in IMPCAS, there are nosubscription fees to pay CDI, they must however complete the Annex Bdocument,controllingproprietyanddistributionoftheAuditReport.

IMPCAS Registered Ship AuditorsShipping lines may simultaneously undertake the ship audit with theirstatutory surveys. Most Classification Societies have surveyors who meetthequalificationandexperiencecriteriaofCDIandareregisteredwithCDItoconducttheIMPCASaudits.

For Tank Container Operators and Shipping LinesIncooperationwiththeInternationalTankContainerOrganisation,the3rdEdition of theTank Container Operator Audit Questionnaire was releasedon 20th December 2010. Section 6.2 of the new questionnaire has beenenhanced to provide verification of an operator’s compliance with CSCexaminationandtestingrequirements.Shippinglinesactivelyparticipatingin IMPCAS can access the Compliancy Dashboard of a tank containeroperatoratwww.impcas.org.Viathedashboard,shippinglinescancheckCSCcomplianceandestablishifanoperatorisengagedinanexaminationschemeorprogram.

The development also allows a tank container operator to upload CSCcertificatestothe IMPCASdatabaseandfacility forshippinglinestoviewthesedocumentsonthedashboard.

Shipping lines can enter the dashboard by entering their Username andPassword. Tank container operators can upload certificates and controlaccesstothereportsbyenteringtheirreportnumberandsecuritycode.

The Audit ReportTheaimoftheAuditReportistogiveanaccurateassessmentoftheship/siteatthetimetheauditiscarriedout.Thereportisessentiallyaqualityassessment of the ship/site, its operations and personnel, which alsoincorporatesessentialaspectsofsafetyandenvironmentalprotection.Thereportdoesnotattempttopassorfailtheship/site.

Questionsaretobeanswered‘’Yes’’or‘’No’’,withprovisionfora‘’N/A’’answerfor items which clearly do not apply to the ship/site. A“No” answer to aquestiondoesnotnecessarilyimplythattheship/siteisnotincompliance.All“No”answersaresupportedwithanobservationexplainingthereasonand/orcircumstancethatexists.

Oncompletionoftheaudit,theauditorshallholdaclosingmeetingwiththe Captain/Manager (or his representative).The auditor will provide theCaptain/ManagerwithacopyoftheReportSummary.

TheManagerwillberequestedtosigntheReportSummary.Theauditorshallneithermakeany recommendations for thecorrectionofanydeficienciesnorcommentontheconditionoftheship/siteorthestandardofoperation.

Thereportisvalidforaperiodof3years(30monthsforContainerLinesandShips),afterwhichitisarchived.Ifatanytimewithinthevalidityperiod,theTechnicalManagementoftheshiportheownershipofthesitechange,thereportwillarchive.
