The vision of the British Columbia Municipal Safety Association is to be the health and safety resource of choice.

The central purpose of the BC Municipal Safety Association is to improve worker health and safety through the sharing of knowledge and resources within local government.

The principles governing BCMSA’s actions include the following:• Credible – remaining an accurate and knowledgeable

information source• Responsive – addressing the issues affecting our members in

a timely fashion• Customer focused – providing quality and cost-effective

training programs and services to meet members’ needs• Innovative – setting the standard for health and safety solutions

by embracing new ideas and technologies

The strategic objectives of the BC Municipal Safety Association are to: 1. create and deliver training and education programs throughout

the year2. reach the maximum number of members by facilitating and/or

delivering training programs throughout the Province3. ensure the Certificate of Recognition program is available to all

its members and naturally aligned organizations4. embark on an aggressive marketing plan to become the

Helga has been with the BCMSA since August 2009. She has over 12 years experience working in the steel fabricating industry and consulting engineering offices. Her training includes Microsoft Office and Business at University of the Fraser Valley and Construction Operations and Graphic Design at British Columbia Institute of Technology.

STEVEN MAH, CRM BC Municipal Safety Association

Steven is a graduate of the BCIT Occupational Health and Safety Diploma Program and attended SFU for his Canadian Risk Management designation. He spent 3 years working for the Construction Safety Network, focusing on the Certificate of Recognition Program. Prior to that, he worked with the North Vancouver School District.

ROBB ARMSTRONG Manager, Occupational Health & Safety, City of Richmond P: 604-276-4330 E: [email protected] is currently President and was one of the original founders of the BCMSA. He has worked for the City of Richmond for 33 years. His first 12 years were in construction and excavation work as a supervisor before working as Richmond’s first full time OH&S officer. He has been Manager, Occupational Health and Safety for Richmond for 8 years.PR

ANDREW ROSS Manager, Occupational Health & Safety, City of Vancouver

Andrew is the Manager of Health and Safety at the City of Vancouver where he previously held the position of Occupation-al Hygiene Coordinator. He completed his master’s degree in Occupational Hygiene at the UBC School of Environmental Health where he also worked as a research assistant. In addition, he previously worked for WorkSafeBC as a senior research assistant. He currently serves on the Board of Director’s with the Vancouver Civic Employee Assistance Association and is a past president of the American Industrial Hygiene Association/ BC-Yukon Local Section.

CHRIS GONEV Human Resources Advisor, District of North Vancouver

Chris has over 15 years of HR experience, including 10 years managing health & safety issues in the public sec-tor, and is currently the Human Resources Advisor for the District of North Vancouver. Prior to his work in HR and safety, he held several private sector operations and administrative management positions. He was born and raised in British Columbia and is a BCIT graduate. Chris has been on the BCMSA Board of Directors since 2004.SE

CHELSEA STEINFELD Safety Advisor, Township of Langley

Chelsea has been employed with the Township of Langley as their Safety Advisor since 2005. She looks after all aspects of the safety program including claims, training and compliance for the municipality. Graduating from BCIT’s OHS program in 1999, she has a wide range of experience from construction, demolition, education, healthcare and now local government. She became a member of the BCMSA after starting with the Township and joined the executive in 2007.TR

CRIS BENDALL, OH&S, CHRP Health & Safety Advisor, City of Coquitlam

Cris has been employed with the City of Coquitlam Human Resources Department for the last 18 years where his duties include Occupational Health and Safety, Disability Management and Labour Relations. He completed his Diploma in Occupational Health and Safety and Certificate in Human Resource Management at BCIT and attended SFU for his Canadian Risk Management designation. Cris is a Certified Human Resource Professional – HRMA. He has been a member of the BCMSA Executive for the last 11 years.

SAM CHAUHAN Manager, Occupational Health & Safety, City of SurreySam has been the Manager, Occupational Health & Safety for the City of Surrey since 2000, where he is responsible for managing the Corporate Health & Safety program and the Disability Management Program. He graduated from the BCIT, OHS Program (honours) in 1997. He is a member of British Columbia Institute of Technology OHS Advisory committee since 1995. He has been a member of the Canadian Society of Safety Engineering and American Society of Safety Engineering since 1996. Sam has worked in local government for over 22 years. He has been a member of the executive BCMSA for the last 10 years. He assisted in the development of the BCMSA new worker safety orientation and excavation safety video’s.

ED DOWLING Manager, General Industries, Industry & Labour Services, WorkSafeBC

Ed is the Manager of General Industries, Industry & Labour Services, with WorkSafeBC. In this role he works with a number of industry groups, including fishing, education, warehousing, arts production and entertainment, and of course, local government. In General Industries, the focus is to work with each of these groups to promote best practices in occupational health and safety and build strategic partnerships to address major health and safety is-sues. Prior to being the manager of General Industries Ed worked in senior roles in WorkSafe’s claims and pre-vention departments.

ELLEN HANSON WorkSafeBC

Ellen is an Industry Specialist in the Industry and Labour Services Department at WorkSafeBC. She works closely with the BCMSA in relation to funding and education and awareness projects that promote the prevention of injury and disease and can be shared with all employers in Local Government and Related Operations. Ellen has worked in occupational safety and health at WorkSafeBC for thirty years and has a bachelor’s degree in Education and is a Certified Health and Safety Consultant.

KEITH ARKELL Corporate Safety Supervisor, Safety, Security and Emergency Management, MetroVancouver

Keith is currently employed with MetroVancouver and has worked in various health and safety roles since 1979. He has been a member of the Canadian Society of Safety Engineering since 1980 and is a founding member / director of the BCMSA since 1993. At present he is working towards his Certified Health & Safety Consultant and Local Government COR Auditor designations.D

RICK KROEKER Manager, Occupational Health & Safety, City of Nanaimo

Rick began his career with WCB of BC in 1988 as a claims adjudicator and moved on to become a Claims Manager in Richmond, Prince George and Nanaimo for a total of 14 years. He joined the Employers Advisers in Nanaimo and covered mid and north Island for 5 years. In 2007, he accepted his current position as the Manager, Occupational Health & Safety for the City of Nanaimo. Rick holds a degree in Science from SFU; Environmental Health from BCIT and CHSC designation from CSSE plus countless courses and training in OH&S over the years.

TOM MACDONALD Executive Director, Local Government Management AssociationTom brings a background in both local government administration and finance to the position of Executive Director with the Local Government Management Association which he has held since 2003. Prior to that, Tom worked for close to 25 years in local government including positions as Deputy Treasurer, Municipal Clerk, and Deputy CAO for the District of Oak Bay as well as in the private sector for CIBC Wood Gundy. Tom holds a Senior Certificate in Municipal Administration from the Board of Examiners, a Bachelors Degree in Economics, and a Masters Degree in Public Administration. As a member of the Local Government Management Association “Africa Project Team”, he has traveled to Tanzania where he is helping to establish a local government skills training program.

CALEB MIERAU, CRSP, Diploma OH&S Safety Supervisor, City of Kamloops

Caleb is the Safety Supervisor with the City of Kamloops where he oversees the development of all safety activities and initiatives, program policy and procedure development, worksite inspections, accident investigations, training, first aid, WCB appeals and claims management. He earned his Diploma of Technology in Occupational Health and Safety from BCIT in 2001. He has been a Director for the BCMSA since October 2005 and is currently a Director and Treasurer on the executive of the Thompson Okanagan Chapter of the Canadian Society of Safety Engineering.

RANDY HOOGE, CRSP OHS Advisor, City of Abbotsford

Randy is the OH&S Advisor with the City of Abbotsford, and has been a Director for the BCMSA for four years. He has been an OH&S Manager for 18 years, eleven of which have been in the municipal sector. Randy was a Direc-tor with the BCMSA from 2001 to 2003 and was elected again in 2007. He graduated from BCIT’s Occupational Health & Safety diploma program with honours and has also been the Yahoo Group Moderator since its inception.D

CARIE SANDFERD Manager, Health & Safety, City of New Westminster

Carie is currently the Manager, Health & Safety for the City of New Westminster. She has worked for the City of New Westminster in occupational health and safety in the Human Resources Department for 15 years. She has completed a diploma in occupational health and safety and a diploma in marketing management. Carie has been a member of the BCMSA executive for a total of 10 years. Carie hopes to be able to contribute to the work the BCMSA does, as she believes it to be very important.

Adoption of Previous MinutesChris Gonev reported that the minutes of the previous AGM were distributed to members and posted on the website. Ron Van`t Schip Moved to adopt the Minutes of November 27th, 2009, Seconded by Keith Arkell, Adopted as distributed.

President’s ReportRobb provided his report, and thanked Cathy Cook for being the driving force behind the progress made to date. The COR program is up and running with several municipalities COR certified. He thanked all who worked on the CORTAC Committee and mentioned that we have been asked to provide COR certification for school boards and health services. To meet training needs, the organi-zation will continue to seek out superior trainers. The BCMSA seeks to be the “resource of choice” for health & safety training and related needs. He looks forward to the challenges ahead. Moved to adopt the President’s report: C. Sandferd, Seconded by S. Chauhan, Adopted as distributed.

Appointment of Financial Reviewer for 2010R. Hooge Moved to appoint Hantke, Coffey, Redekop & Co. as Financial Reviewer for the fiscal year ended December 31, 2010, Seconded by C. Bendall, Carried.

Executive Director’s ReportCathy Cook presented her report and was pleased to announce that the BCMSA met or exceeded objectives for the year. She reports that she has been extremely busy working on training initiatives, liason activities between employers and WSBC, and the countless emails and phone calls the BCMSA receives and makes to assist employers. She thanked Helga Hildebrandt for all her hard work and dedication. Moved to adopt by R. Hooge, Seconded by S. Picco, Carried.

Special Resolution to Amend By-Laws of the Association4.1 (d) Change to: Annual dues for Associate Members shall be $150.00 per personMoved by C. Bendall, Seconded by R. Kroeker, Failed.

C. Bendal Moved that the above bylaw read:The Board of Directors of the BCMSA shall determine the annual dues for Associate Members and shall communicate the annual dues at each Annual General meeting, Seconded by K. Arkell, Carried.

21 (a) RemoveMoved to Adopt by C. Gonev, Seconded by A. Ross, Failed.

R. Hooge Moved that Bylaw 21 be amended as follows:(a) the Board shall be comprised of eleven (11) voting and one (1) non-voting members: i) The LGMA shall appoint a representative to the Board ii) The City of Vancouver shall appoint a representative to the Board

iii) Nine (9) directors shall be elected from among the membership of the BCMSA the annual general meeting, and shall be representatives of the employers within the CU

iv) The Executive Director of the BCMSA shall be a non-voting member of the Board

Items (b) and (c) remain unchanged.Seconded by R. Van`t Schip, Carried.
