Permit Application
The Department of Public Works of the Town of Munster was issued an air registration on July12, 1994 for the Munster Landfill. The permit, No. 089-3732, was for a gas collection systemand flare for combustion and emission of landfill gases generated at the landfill. The landfill wasdesignated plant no. 089-00412 in the registration.
The Town of Munster proposes to modify the air registration permit to include 2 Capstonemicroturbines, which will combust landfill gas to generate electricity, and to update the plantlayout diagram showing the gas collection system. Submittal of this application also complieswith a request from the department for such an application in a letter dated July 6, 2009 signedby J. Robert Simmons.
This application is organized into the following parts:

! Appendix B – LandGEM calculations for landfill gas generation at this facility, and
! Appendix C – a copy of the 1994 registration.
The landfill stopped receiving waste in 2004. The equations used in the LandGEM to estimatelandfill gas generation calculate a peak generation rate 1 year after waste acceptance ceasesand then a declining amount of gas generation. Since future years will have less gas generatedthan the current year, we elected to use the gas generation figures for 2009 to estimatepotential emissions from the landfill.
The microturbines will use a portion of the gas that would normally be directed to the landfillflare. However, we have based our potential emissions on the scenario of combusting all of thecollected gas in the landfill flare. Since the flare has much higher pollutant emissions than themicroturbines, basing potential emissions solely on the flare operation results in a high-endestimate of emissions.

LandGEM is considered a screening tool — the better the input data, the better the estimates. Often, there are limitations with the available data
regarding waste quantity and composition, variation in design and operating practices over time, and changes occurring over time that impact
the emissions potential. Changes to landfill operation, such as operating under wet conditions through leachate recirculation or other liquid
additions, will result in generating more gas at a faster rate. Defaults for estimating emissions for this type of operation are being developed to
include in LandGEM along with defaults for convential landfills (no leachate or liquid additions) for developing emission inventories and
determining CAA applicability. Refer to the Web site identified above for future updates.

LandGEM is based on a first-order decomposition rate equation for quantifying emissions from the decomposition of landfilled waste in
municipal solid waste (MSW) landfills. The software provides a relatively simple approach to estimating landfill gas emissions. Model defaults
are based on empirical data from U.S. landfills. Field test data can also be used in place of model defaults when available. Further guidance on
EPA test methods, Clean Air Act (CAA) regulations, and other guidance regarding landfill gas emissions and control technology requirements
can be found at http://www.epa.gov/ttnatw01/landfill/landflpg.html.
