It is proposed that the Regional Source Control program will apply within the Dockside Green sewerage area. A separate staff report recommends an amendment to the Source Control Local Service Establishing Bylaw to enable the application of the Source Control program to Dockside Green. ALTERNATIVES There are no alternatives to approval of the amendment if the committee wishes to provide for a new discharge point to Victoria Harbour to accommodate Dockside Green's plans for use of reclaimed water to create a Greenway on the site. FINANCIAL IMPLICATIONS There will be a small amount of additional staff time required to complete the process of applying to the ministry for an amendment but no other significant financial implications. SUMMARY/CONCLUSIONS Approval is sought for Amendment No. 5 to the Core Area LWMP to recognize creation of a new Dockside Green sewerage area and the addition of a discharge to Victoria Harbour from the Dockside Green development. Dockside plans to treat wastewater from its site to a high degree and to use the reclaimed water for toilet flushing, landscape irrigation and to create a water feature (Greenway) running through the property with a discharge from the Greenway to Victoria Harbour. The amendment is required if the committee wishes to accommodate Dockside's plans. RECOMMENDATIONS That the Core Area Liquid Waste Management committee recommend to the Board that it: 1. approve Amendment No. 5 to the Core Area Liquid Waste Management Plan; and 2. direct staff to forward the amendment to the Ministry of Environment upon completion of the

CAPITAL REGIONAL DISTRICT CORE AREA LIQUID WASTE MANAGEMENT PLAN AS APPROVED BY MINISTER ON 26 MARCH 2003

SUBJECT: provision for dockside green development
TYPE OF AMENDMENT: CRD INITIATED PURPOSE To provide for the creation of the Dockside Green sewerage area in the City of Victoria, comprising lands presently included in the Macaulay Point service area, and to provide for a new effluent discharge point from the Dockside Green sewerage area to Victoria Harbour. Dockside Green Limited Partnership (Windmill Developments and Vancity Credit Union) is developing six hectares of former industrial land on the west side of Victoria's upper harbour to create a new community with a mixture of residential, commercial and industrial uses. The company plans to treat sewage on site to reclaim water for toilet flushing, irrigation and to create an impoundment (Greenway) running through the property and discharging to the harbour. AMENDMENT Chapter 3 "SEWERAGE AREAS" is amended as follows: Amend the first heading to read "AREAS SERVED BY MUNICIPAL COLLECTION SYSTEMS AND SPECIFIC PRIVATE COLLECTION SYSTEMS" Under the amended heading, at the end of the section, add the clause: "Figure 3.1 is amended by Figure 3.1A (attached), entitled 'Dockside Green Sewerage Area,' to provide for the new sewerage area created to serve the Dockside Green development. The development will have its own collection system, sewage treatment plant and point of discharge to the harbour. The discharge location is shown on Figure 3.1A. Chapter 11 "HARBOURS ENVIRONMENTAL ACTION" is amended as follows: At the end of the section entitled "GOALS," add the clause: "Notwithstanding the goal to decrease contaminant inputs to the harbour, this plan provides for a new effluent discharge to the harbour from the Dockside Green development at the location shown on Figure 3.1A. The development will discharge high quality reclaimed water and stormwater at this location. The water quality specified for the discharge from Dockside's treatment facility is expected to be protective of water quality in the harbour." Chapter 14 "WASTEWATER TREATMENT AND DISPOSAL FOR AREAS SERVED BY MUNICIPAL COLLECTION SYSTEMS" is amended as follows: Amend the chapter title to read "WASTEWATER TREATMENT AND DISPOSAL FOR AREAS SERVED BY MUNICIPAL COLLECTION SYSTEMS AND SPECIFIC PRIVATE COLLECTION SYSTEMS"

Amend the section entitled "TREATMENT LOCATIONS, TECHNOLOGIES AND LAND REQUIREMENTS" by adding the following clauses to the end of the section: "The Dockside Green development will have its own sewage collection system, sewage treatment plant and point of discharge to the harbour. The developer plans to construct a membrane filtration plant with nitrogen and phosphorus reduction to produce high quality reclaimed water, which will be used for toilet flushing, irrigation and to create an impoundment (Greenway) running through the property. The reclaimed water and stormwater runoff contained in the Greenway will discharge to the harbour at the location shown on Figure 3.1A. The discharge of effluent to the Greenway is expected to commence about September 2007. A draft copy of an operational certificate prepared by Dockside Green Limited Partnership is attached for information. The operational certificate issued by the Ministry of Environment to Dockside Green Limited Partnership will be appended to the Core Area Liquid Waste Management Plan."
