What an exciting time to be part of Will County and the CED. Wecontinue to be one of the fastest growing areas in not only Illinois, butalso the Nation, and are rapidly becoming one of the primary growthengines in the State of Illinois. 2004 was a year where the CED not onlyfocused on our core initiatives, but also looked towards the future on howwe manage our tremendous growth.

For example, one of our key initiatives was starting to position WillCounty as a Global Transportation Center. According to our recentlycompleted Target Industry and Workforce Analysis, Will County is ideally

positioned to become a Global Transportation Center. We already have all the elements available inWill County:

• Fully integrated transportation and industrial center;• Rail, highway, water, air and intermodal services; and• Industrial land with improvements in place.

All this can be used to attract target industries and can improve operating efficiencies for existing localindustries. Many of our marketing initiatives will continue branding Will County as a GlobalTransportation Center.

Another initiative that we constantly focus on is our infrastructure component. Approval of thesouthern extension of I-355 as part of a ten year capital plan by the Illinois State Toll HighwayAuthority was a huge step to move Will County forward into the future. The extension provides quickaccess to and from the northwest suburbs while providing Will County with a new corridor ofopportunity. A special thanks to so many business and political leaders who helped make this happen.

One of our core initiatives continued to be business development and expansion. We helped inject$200 million of capital investment, 3.9 million square feet of space, while creating 1,926 jobs throughrelocation, expansion and retention assistance to many companies.

So, it has been an exciting year in Will County, both for what has occurred and what is yet to come. All has been accomplished, not by one man or woman, but the collective effort of many. It was andwill continue to be the hundreds of business leaders throughout Will County who are thestakeholders, the visionaries, the risk takers, the facilitators for change, and all with one commonpurpose……to make Will County the best place to live and work in America!

It has been my great privilege to serve as your chairman as we celebrate the accomplishments of thispast year, but equally important, as we plan for the future.

Message from the Chairman

Will County’s Future

A significant finding in the

Target Industry and Workforce

Analysis, prepared for the CED and

the Workforce Investment Board,

by Cushman & Wakefield

is that Will County already

possesses the assets to become

a GlobalTrans Center, an

emerging trend in logistics

and distribution.

GlobalTrans Centers are regions

that offer multiple modes of

transportation infrastructure and

the ability to integrate them with

industrial development. There aren’t

very many in the world today and

they take years to develop.

GlobalTrans Center

116 N. Chicago Street, Suite 101 • Joliet, IL 60432-4204 815.723.1800 • fax 815.723.6972 • 1-888-723-7773

www.willcountyced.com

Why Will County? Why is Will County positioned to become a GlobalTrans

Center? The first reason is location. Chicago is a hot market for

industrial development and Will County is where it’s happening

in the Chicago region. Secondly, Will County is blessed with a

network of interstate highways, connections to all of the major

Class 1 freight railroads, a working river connecting the Great

Lakes to the Gulf of Mexico, and proximity to O’Hare and

Midway airports. Will County was also selected as the site of

the third airport to accommodate commercial and cargo aviation

growth in the Chicago region.

BNSFWill County’s most important asset as an international logistics

hot spot, however, is the Burlington Northern Santa Fe Railroad

(BNSF) intermodal yard at CenterPoint Intermodal Center.

Here, consumer goods from the Pacific Rim arrive in Will

County for distribution or rail connections to eastern markets.

In just two years, the BNSF operation propelled Chicago into

becoming the world’s third largest intermodal container port

behind Singapore and Hong Kong.

What it takesClearly, Will County has what it takes to be a GlobalTrans

Center in the international distribution of products. Branding

Will County as such is the CED’s marketing priority.
