The mission of the Agency is to supply imported
drinking water and recycled water, collect, treat and
dispose of wastewater and provide other utility-related
(renewable electrical energy, compost) services to the
communities it serves. The Agency strives to provide
these services in a regionally planned, managed and
cost effective manner.
Key priorities of the Agency include protecting the
Chino Groundwater Basin and maintaining a high level
of customer satisfaction.
Mission Statement
A five-member Board of Directors is elected to represent
IEUA’s 700,000 residents. Each board member is elected
by Division to serve a four-year term.

Inland Empire Utilities Agency (IEUA) was formed on June 6, 1950, with the mission to
supply supplemental water to the Chino Basin. Since then, IEUA has expanded its areas of
responsibility from a supplemental water supplier to a regional wastewater treatment agency with
domestic and industrial disposal systems and energy recovery/production facilities. In addition, IEUA
has become a recycled water supplier, biosolids/compost provider and continues as a leader in water
quality management and protection.
With a dedicated team of 284 professionals, IEUA operates five regional water-recycling facilities that treat
approximately 60 million gallons of wastewater per day. IEUA owns a co-composting facility, a manure
digestion facility, several domestic and industrial trunk and interceptor sewer lines, and operates the Chino
Basin 1 Desalter.

An adequate water supply continues to be a top priority in the Inland Empire
region because of its rapid urban growth.
The strategy of IEUA’s Board of Directors is to work together with its cities,
community groups, schools and other water agencies to meet their long-term
water supply needs. In recent years, we have developed new regional partnerships to conserve water and
invest in our local water supply facilities. This is key to drought proofing our service area from potential shortages
from the Colorado River and Northern California and to improve the quality and quantity of our precious groundwater.
Working together with the Chino Basin Water Conservation District, Chino Basin Watermaster and the San
Bernardino County Flood District, 19 recharge basins will be expanded and improved over the next five years in
order to enhance our ability to recharge storm water, local recycled water and imported water from Northern
California into the Chino Groundwater Basin to ensure we have emergency storage reserves. This $40 million
partnership will help improve water quality and meet future needs for the most rapidly growing area in the United
States.
IEUA is also advancing toward expanding its recycled water projects. In 2004, Congressman David Dreier intro-
duced legislation to authorize $30 million in funding for two water recycling projects that will dramatically expand
the water supply for the Inland Empire. Combined, these two projects will produce 95,000 acre-feet of new
water annually, enough to meet the needs of 450,000 new residents. Our goal is to complete these water recy-
cling projects with the federal financial assistance by 2010.
Developing a reliable water supply is about more than just producing new water supplies; it is also about how
we care for and use our existing supplies, making water conservation a vital part of our regional program.
Metropolitan Water District’s California-friendly concept, adopted by the Agency’s Board of Directors, showcases
drought-tolerant landscapes and water efficient appliances. Incorporating the California-friendly concept in our
conservation efforts is crucial to stretching our existing water supplies.
Today IEUA is recognized as the premier water agency in watershed management and is proud of its many
accomplishments this past year. The Agency has received awards from Governor Schwarzenegger, the
Environmental Protection Agency, the American Society of Civil Engineers, the South Coast Air Quality
Management District, the Santa Ana Regional Water Quality Control Board and the U.S. Department of Agriculture,
as well as many others for its outstanding environmental stewardship.
IEUA will continue to strive to make its service area less dependent on imported water. By working together with
our local retail water agencies, we will ensure that our communities continue to have high quality, reliable water
supplies with very competitive water and sewer rates.

In July 2004, IEUA became the first public agency in the United States to receive the
Platinum rating from the U.S. Green Building Council’s Leadership in Environmental and Energy
Design LEED™ for its new headquarters facility. With local elected officials and members of California’s
environmental community looking on, Thomas Nelson of the U.S. Green Building Council’s Southern California
Chapter presented IEUA’s board members and employees with a plaque commemorating the facility’s Platinum
rating.
Leading by example, IEUA built an environmentally friendly
headquarters that takes water and energy conservation to
new levels. By using recycled building materials and in-
expensive tilt-up construction, IEUA significantly reduced its
construction costs. By being awarded the LEED™ Platinum
certificate, the U.S. Green Building Council, the nation’s
foremost coalition of leaders representing the building industry,
acknowledged IEUA’s commitment to responsible building
practices.
The headquarter buildings, with 66,000 square feet of office
space, became the largest ‘green building’ of its kind
in the United States.
IEUA received the Small Collection System of the Year
Award from the Santa Ana River Basin section of the
California Water Environmental Association. This
award is presented to the collection system that has
demonstrated compliance and excellence in the
programs and procedures of wastewater collection
and conveyance.

The dedication event for the award-winning
Chino Basin Groundwater Recharge Project
took place in October 2004, at the Turner
Recharge Basin in Ontario. This $40 million
landmark water supply project will enhance
the region’s ability to recharge the Chino
Groundwater Basin with more than 100,000
acre-feet of new water supplies annually, enough
to supply the needs of more than 60,000 families.
The Chino Groundwater Basin is the largest
groundwater basin within Southern California,
holding more than 5 million acre-feet of water.
Water from the Chino Groundwater Basin
supplies about 70% of the water needs for the
700,000 people residing within IEUA’s service
area.

Historic State-of-the-Art Enclosed Regional Composting Facility Groundbreaking
As our communities grow, and the amount of available organic material grows, it becomes increasingly difficult to
find locations for disposal. In October 2004, IEUA, in a historic partnership with the Los Angeles County
Sanitation District, broke ground on its State-of-the-Art Enclosed Regional Composting Facility. Working together with
Los Angeles County Sanitation District, IEUA will
compost a variety of organic residuals, which have
a high level of nutrient value for horticultural and
agricultural uses in an environmentally responsible
manner. When completed, the composting facility
will utilize cost-effective methods to better manage
salinity and biosolids, as well as clean the
air, soil and water.

In 2004, IEUA in cooperation with its regional water
conservation partnership, Flex Your Power and the California
Water Awareness Campaign teamed up for the first ever
statewide water and energy saving promotion where a free
water and energy saving washer and dryer, donated by
Maytag, was presented to a community based, non-profit
organization to focus on the importance of water and energy
savings.
Water conservation is a key component of water
management in the Chino Basin. Through an
aggressive water conservation program, IEUA
plans to save over 25,000 acre-feet of water over
the next twenty years, enough for 50,000 families!
This effort will be accomplished through incentive
programs such as our ultra-low flush (ULF) toilet
rebate program, our high-efficiency clothes washer
rebate program, and our swimming pool cover rebate program. Other programs include the distribution of free ULF
toilets to residents through single-day toilet exchange events, the direct installation of ULF toilets in multi-family
properties, and offering free residential and commercial irrigation system audits to improve the efficiency of
irrigation systems.
Working together with our regional water conservation partners, students
throughout IEUA’s service area had the opportunity to participate in two
special water conservation programs. The first, an interactive per-
formance presented by the National Children’s Theatre, provided a magical
and memorable introduction to the importance of water conservation,
recycling and protection of the environment.
The second was a pilot program to install native landscape
gardens at schools as a tool for teachers to teach young students
about water-wise usage through a garden landscape featuring
native plants and efficient irrigation methods. Funding for this
project, a “Garden in Every School,” was also provided by the
Lewis Group of Companies and Kellogg Garden Products.

Departments
For the sixth consecutive year, the Government
Finance Officers Association of the United States
and Canada awarded the Certificate of Achievement
for Excellence in Financial Reporting to IEUA for
its Comprehensive Annual Financial Report. This
award is the highest form of recognition in the area
of governmental accounting and financial report-
ing, and its attainment represents a significant
accomplisment.
For the third consecutive year, the Agency is also
the recipient of the California Society of Municipal
Finance Officers’ Excellence Budget Award for its
Fiscal Year 2003/2004 Operating Budget.
For the third consecutive year, IEUA’s Contracts,
Procurement and Facilities Management Depart-
ment (CPFM) earned the prestigious Achievement
of Excellence in Procurement Award. This award,
which is sponsored by the National Purchasing
Institute, along with the California Public Purchasing
Offices, recognizes organizational excellence by
measuring innovation, professionalism, productivity
and leadership attributes of the procurement
function. IEUA’s CPFM Department is one of only
sixty-one public and private entities to have earned
this award three times.

This past year the Engineering, Energy and Construction Management Department (EECM)
responded to the increasing demands in the Agency’s service area. EECM managed 60 projects
totaling $218 million. Of significance is the RP-5 Renewable Energy Efficient Project, which is comprised
of a series of full scale demonstration projects, that includes innovative combinations of primary and
secondary generation systems using methane gas derived from local processing of biosolids, dairy manure and
other organic materials. It includes internal combustion engines as the main prime movers, Organic Rankine
Cycle (ORC) secondary power generation unit,
Stirling engine generator system, thermal energy
storage system, and innovative, reliable and
flexible heat recovery system for optimized
performance.
IEUA’s Planning Department was successful in
negotiating and securing a California Department
of Health Services (DHS) Phase 1 Recycled Water Groundwater Recharge Project Permit authorizing recycled
water groundwater replenishment.
During 2004, IEUA managed over $91 million in grants. $54.5 million was used for IEUA’s Recycled Water
Distribution System and Chino Basin Recharge Facilities, $9 million for other IEUA capital improvement projects,
and $27.5 million was allocated to IEUA’s member agencies for their groundwater storage programs. IEUA
also managed a $48 million grant for the Chino Basin Desalter Authority.
As part of IEUA’s continued efforts to maintain a safe and healthy work environment 20 automated external
defibrillators and 20 oxygen tanks were purchased and installed throughout Agency facilities.
One of the many accomplishments of the Information Services Department during 2004 was installing the
Geographic Information System mapping on the Agency’s intranet website, providing easier access for any
Agency employee.

During the emergency, IEUA was able to provide 530 truck loads,equal to over 2 million gallons of recycled water to local
construction companies to use for dust control.
To improve the overall operation of the Agency and to allow for greater efficiency the Agency established two
new departments in 2004.
A Technical Support Department was established in the Operations Division to provide technical assistance to
operations, maintenance, and during the commissioning of new facilities and decommissioning of older facilities.
The Technical Department Staff will assist with special projects and will provide maximum process optimization.
Additionally, a Training and Compliance Department was established to supervise the development of standard
operating procedures and site specific training for our various treatment facilities. The Training and Compliance
Department will also supervise the monitoring/reporting of Operations’ compliance with the various regulatory
requirements imposed on the Operations Division.
Recycled water creates a reliable supply of water for outdoor irrigation, construction watering and industrial
processing. During June 2004, IEUA residents and businesses got a first hand lesson on the importance of
recycled water. The Metropolitan Water District’s Rialto Pipeline, which delivers up to 450,000 gallons of
imported water each minute to the Inland Empire, was shutdown for an entire week for major repairs. While
homeowners and businesses throughout IEUA’s
service area were being asked to cut down
on their water consumption by as much as
50% during that week, our local parks, street
medians and golf courses that use recycled
water enjoyed the benefit of being able to
continue irrigating their outdoor landscapes.
Recycled Water
Kathy Tiegs began her employment with IEUA on November 1, 1974, as a secretary for the Customer Service
Department. Her duties included personnel issues, purchasing and industrial waste. In 1991, the Agency
organized the Water Resources Department and Kathy
became a full time employee of that department.
As a Water Resources employee, Kathy is responsible
for not only the Agency’s water resource programs but
many of the Metropolitan Water District’s programs,
such as urban water planning, conjunctive use, water
reuse and conservation, rate structuring and financial
commitments. Additional responsibilities include
preparation of ordinance and resolutions, contracts,
budgeting and cost allocation, marketing, and public
presentations at workshops.

Strive to Achieve Recognition (STAR) Program
STAR Employee of the Year 2003/2004
Tom Pomerleau began his employment with the Agency in
May 2000. Tom is responsible for the instrumentation and
plant controls at Regional Plant No. 1. He responds to all
operational concerns with an open straightforward dialog.
Tom strives each day to find ways to improve the perfomance,
reliability and safety of Regional Plant No. 1. One of Tom’s
many improvements was the reworking of the pilot light
control system for the Waste Gas Burner, which resulted in
a reduction in the amount of propane being used. Tom is
constantly on the move, earning him the 2003/2004 STAR
Employee of the Year Award.

By working together, IEUA employees are making
a difference in the lives of others.
Each year contributions from the Agency’s annual
Silent Auction, the Pennies from the Heart
campaign and collection of recycled beverage tabs
help the local Ronald McDonald House Charities.
This past summer, Agency employees also
donated food and household supplies to the
Ronald McDonald House, as well as a computer
purchased from money collected by the generosity
of the Agency’s Laboratory Department.
In addition, many IEUA employees make annual pledges to the United Way, as well as
contributing blood through the Agency sponsored blood drives.

IEUA is committed to providing a comprehensive
community outreach program to inform and educate
the public on the importance of water conservation
and the benefits of recycled water.
During 2004, IEUA continued its ongoing public out-
reach by participating in numerous community events
and fairs, hosting two regional ultra-low-flush toilet
distributions and providing tours of its water recycling
plants to promote awareness of the importance of
water recycling within the Chino Basin.
