Category 3 - Energy Efficiency and EnvironmentA project where the design, product selection, lighting, processes or technologies have created an sustainable energy efficient installation and/or made a significant contribution of a site’s natural environment.

The development of resources efficiency initiatives in every sector of industry is the major challenge for the future. The Energy Efficiency and Environment Award is designed to recognise outstanding achievements made by the industry in relation to waste management and other resource efficiencies which will help to meet the challenges facing the nation. This will ensure our resources can be protected and directed in a more strategic way.

ABC Electrical is a privately owned South Australian company, which operates as an Electrical Contractor performing commercial, domestic and industrial work. Whilst the majority of work is performed in the Adelaide metropolitan area, work is often performed in regional areas.

ABC Electrical was established by Bob Spark in 1992. The company has grown from 2 to 23 employees in the twenty-two years of trading.

ABC Electrical currently employs: 16 electricians; 3 administrative staff; and 4 apprentices

The Company is fortunate to have long term and loyal employees whose knowledge, skills and experience contribute to the success of the company.

The majority of ABC Electrical's work is obtained through tendering for particular projects, although a number of customers have provided repeat work on a regular basis over the years.

Project Overview Example

ABC Electrical was awarded a contract to convert a 1930s commercial building into a residential apartment block. The complex comprised of 50 apartments, a restaurant, foyer, underground carpark and surrounding garden areas.

The project commenced in August 2015 and reached practical completion in March 2016 with a total project value of $500,000.

The main objectives and outcomes required by ABC Electrical were to: Remove all existing electrical services; Design and install the electrical and communications services for the complex; Provide energy efficient solutions in the design; Provide an underground conduit system for lighting and electrical requirements, including possible

future use; Create an aesthetically appealing installation; Comply with the heritage constraints placed on the building; Comply with all relevant Standards and Code of Practices; and Comply with Workplace Health, Safety and Welfare regulations.

Project Description Example

ABC Electrical was awarded the contract to convert a 1930s commercial building into a residential apartment block. Commercial Factors Example

ABC Electrical invested a great deal of time in forward planning to ensure that the project was successfully completed on time. Meetings with the client occurred each week to ensure that any problems were dealt with immediately and the project progressed smoothly.

ABC Electrical satisfied the contractual obligations through the development of appropriate control methods, which included implementation of reporting procedures and work schedules prior to commencement and for the duration of the project.

All equipment was assessed for quality, reliability, serviceability, cost, technical support and value for money prior to selection, ensuring that the best outcome for the client. Innovative solutions were provided to meet the specified requirements of the project.

ABC Electrical submitted monthly progress claims in respect of both identifiable parts of the works completed by the contractor and any identifiable unfixed materials and/or goods intended for the works and stored by the Company. The client was provided with a payment schedule within 10 working days after submission and was required to pay the amount of any progress claim within 30 days of its date unless otherwise agreed.

If the client requested any variation in the works during the contract, including any variation in materials or dimensions, or variations arising from inaccuracies in bills of quantities or other documents supplied to the

contractor for quotation purposes, ABC Electrical amended the contract sum to take into account the costs of such variations. All variations were required to be submitted to ABC Electrical in writing.

The client was required to promptly respond to claims for variations made by ABC Electrical and either accepts or rejects the request in writing within ten working days otherwise the amount of such claim was added to the contract sum.

Practical completion was achieved on time and with nil defects due to the manner in which ABC Electrical co-operated and integrated their services with all that were involved with the project.

The outcome for the client was a project that was completed with quality fittings, installation to the highest standard, on time and on budget. The benefits for ABC Electrical were that a credible profit was made and a contract for performing ongoing maintenance has been acquired. The Company has also maintained its reputation within the industry for providing cost effective innovative quality installations.

ABC Client has acknowledged the efforts of ABC Electrical and the manner in which the project was executed. (Refer to Attached letter)

ABC Electrical were required to remove all existing electrical services and design and install the electrical, communications and security systems for the building. The electrical and communications installation formed a major component of the project therefore ABC Electrical’s performance was crucial for the overall success.

ABC Electrical was required to draw upon a complete cross section of electrical and communication contracting skills to perform the design for the: Underground high voltage power supply Consumer mains Main switchboard Sub-mains cabling and sub-circuits Internal and external power Exterior lighting including lighting control Internal lighting including both commercial and decorative Low voltage distribution including location and installation of distribution boards Street lighting In-ground power and communications reticulation infrastructure Access control Security system CCTV Public address system Emergency lighting CAT 5E data system C-Bus

The size and complexity of the project meant that the technical and installation aspects were extremely demanding and due to the tight timeframe and quality final appearance required, the project was even more challenging.

Considerable additional innovation was required whilst interfacing with other trades and their activities due to the complex nature of the project. By executing careful planning and co-ordination, all services were installed accurately, with re-work eliminated.

Due to the limited cavity space within the building, detailed designs and meticulous planning were required to ensure effective and optimum use of the space by the electrical and communications installation.

The work was performed not only within the compounds of the building but also spread to surrounding streets. This presented a number of complex programming difficulties due to the streets being operational throughout the construction period. A number of special procedures and processes were put in place to ensure public safety at all times.

Before handing over the completed project, ABC Electrical checked to ensure that all receiving, and in progress, inspection and testing actions had been fully, correctly and satisfactorily completed.

ABC Electrical has delivered an innovative and reliable installation using leading edge technology, quality fittings and fixtures with a final appearance that is second to none.

ENERGY EFFICIENCY AND ENVIRONMENT FEATURES (25 POINTS)Examples could include:

Energy Efficiency and Environment Features Example

ABC Electrical recognises the importance of maintaining and enhancing the quality of the environment therefore ABC project was undertaken in an environmentally responsible manner.

Specifically, ABC Electrical: Complied with all relevant environmental legislation, regulations, codes of practice and contractual

conditions; Prevented the pollution of the environment by activities under our control; Conducted business with suppliers who also have a commitment to responsible environmental

management; and

The environment was considered through the entire project which involved the removal of all existing electrical services and design and installation of the electrical, communications and security systems for the building.

ABC Electrical provided the design for the use of an energy efficient lighting system and controls with a full C-Bus control system being installed which resulted in large power consumption savings. The system has provided the client with a cost-effective energy saving system.

By using this system the number of light fittings was reduced considerably and the light sensors enabled the usage of lights to be cut by 50% or totally off if sufficient light was present via the skylights.

The consulting engineers specified the world’s first application of a South Australian invention for a new method of Air Conditioning. This new method promised to provide energy savings exceeding 25% on cooling. ABC Electrical was engaged to provide: Engineering and design innovations for the new method; Selection, design, programming and commissioning of the control system; Implementation of remote trending and logging of the complex and presentation of energy

consumption analysis evaluated against this performance.

This world first installation employed unique control strategies that were fully designed and programmed by ABC Electrical and the project itself has proven to achieve all forecast energy reductions whilst complying with all specified comfort conditions.

ADDITIONAL CONSIDERATIONS

ABC Electrical endeavours to at all times to: Reduce consumption of materials by building through design initiatives; Reuse existing building materials and reduce demand for resources, lower waste volumes and save

money; Recycle resources that are left over or have reached the end of their useful life. This will reduce

demand for new materials and lower the volume of waste going to landfill; Use renewable resources which create a sustainable economy and helps conserve non-renewable

resources; and Use materials with high recycled content to assist with creating a market for recycled resources.

Reduce Materials to LandfillABC endeavours to reduce waste volumes going to landfill and remove toxic content from materials before disposal.

Sand and Soil StockpilesAll site workers, subcontractors and delivery drivers were advised of their responsibilities to minimise soil erosion and pollution. The delivery driver was given a designated location to deliver materials on site. This practice also keeps stockpiles away from site access and consequently keeps sediment from being discharged to the stormwater system.

Stockpiles and building materials were not stored on the footpath or within the road reserve. Where necessary, stockpile losses were minimised with the use of covers.

Litter and Building WasteAll hard waste and litter was stored on-site in a way to prevent any materials from entering the stormwater system and adjacent areas by wind or water action.

Smaller materials such as litter was contained in covered bins or litter traps formed on three sides by geotextile as a windbreak.

Delivering to building sitesVehicles were required to enter and leave the site on the access driveway to limit the tracking of mud or soil on to roads.

Vehicle, Plant and Equipment Cleaning AreasWaste or wash down water from the cleaning of vehicles, plant and/or equipment was carried out in a covered area that discharged all wastewater to sewer with approval from SA Water Industrial Wastes Section.

Dust EmissionsDust emissions from the site were controlled so as to minimise any adverse effect on an amenity value of an area.

Construction Planning and PracticeDuring the construction period, provision was made on-site for the orderly collection and temporary storage of all site debris and waste.

The storage facility was located away from all drainage paths to prevent litter and debris from entering the stormwater system. The storage facility was kept covered at all times if it contains material capable of being wind blown.

Painting Water-based paint cleaning water was disposed of to sewer or diverted into a contained area lined

with newspaper on-site. When it was dry, the newspaper with paint residue was placed in a solid waste bin.

Oil-based clean up material was taken to a waste depot that was licensed to accept these wastes. Unused paint was kept in the tin or other sealed container and disposed of to a waste depot licensed

to receive this waste.

CleaningPaint stripping waste, roof cleaning waste and other general building cleaning wastes were prevented from entering the stormwater system.

QUALITY (15 points)Provide details of the quality procedures used by the company and how this has enhanced the installation and final appearance.

Examples could include: Quality assurance program (eg. tailored QA program or AS 9002 system) plus proof of audit Co-ordination of project Plans and system of procedures to accomplish the task (eg. system of documentation for in-

Quality Example

This project was performed in accordance with the Quality Assurance System produced by the National Electrical & Communications Association that complies with the requirements of Standards ISO 9001.

Whilst ABC Electrical undertakes final inspection and testing on completion of the project the company places very high emphasis on the planning of quality from the start of the project with a continual quality process through to the final stages. This process minimises rework as it identifies any errors the minute they occur and provides for a much better overall outcome as quality is designed in at the start rather than simply a final inspection when in many cases it is too late.

In order to achieve the standard of quality required and to get the work right first time, ABC Electrical applied systems of quality control to the checking of individual operations as they were performed, which included auditing the work performed and materials supplied by sub-contractors and suppliers respectively. This ensured that the performance and appearance of the installation and equipment fully met and exceeded the customer requirements and the costs of procurement and installation were kept within acceptable limits.

Only the highest quality products were selected. Evaluation and testing provided quality control and assessment of the product eliminating any faults which could occur.

The installation was monitored and constantly reviewed to ensure the project conformed to the criteria stipulated in the customers' specifications and Australian Standards and Codes. Equipment used was selected for reliability, ease of maintenance and availability of replacement parts and components.

The locations in which equipment, fittings and wiring were to be installed, the methods of installation to be used, the electrical circuits required, the details of wiring to be used and the methods of fixing and protecting wiring were clearly defined by the use of drawings and written instructions.

All cables to be used in particular situations were specified to define the number of conductors, cross sectional areas of conductors, type of insulation and type of sheathing. Cables were protected from physical damage by enclosing in conduits, ducts and cable trays. Switchboard enclosures and other parts of the electrical installation that were visible were neatly finished. Testing and tagging procedures were performed in all situations.

The neat and orderly arrangement of cables ensured a quality final appearance.

MANAGEMENT (10 points)Provide details on the company’s development and/or application of the best practice organisation, working to schedule, co-ordination with other trades and associated off-site activities.

Judges’ comments: Describe external governance structures. Often there are multiple indirect reporting lines

Management Example

ABC Electrical ensured that the client's needs were met whilst complying with the relevant Standards. To achieve this, ABC Electrical established plans and procedures prior to the commencement of work to be able to provide the best possible solution and outcome for the client.

Prior to the commencement of the project, ABC Electrical convened a meeting with a representative from XYZ Wholesalers to discuss the materials and equipment required for the project. The materials ordering and procurement procedures implemented meant that there were no costly delays.

ABC Electrical expended considerable time in planning the labour resources required for the project. The number of workers and skills required to perform the installation through the various stages were identified and sourced.

A program of works was prepared which established critical installation dates and activities and resources requirements for the various stages of the project. A schedule was produced using this information which was monitored daily and discussed at team and co-ordination meetings.

To successfully manage the project, ABC Electrical allocated a full time site supervisor who had working experience on projects of this nature. The Site Supervisor oversaw all of the site activities along with liaising with Company management to plan and co-ordinate the project.

Weekly update meetings were held with the client to keep them informed on the status of the project and to discuss any required amendments.Team meetings were held prior to and throughout the term of the project to disseminate information, plan the stages of the project and address any issues including: Time management Scheduling Coordinating of other contractors Ordering and procurement of materials Skills and number of employees required for the project Assigned duties Delegation of authority Workplace health and safety Training requirements

All meeting outcomes were documented and an action plan completed.

The supervisor communicated closely with employees ensuring that they were properly trained for the tasks being performed and at all times knew the tasks they were required to carry out and within what timeframe.

Employees were provided with specific instructions, supervision, appropriate tools, facilities and means by which they could determine the quality of the product or that part of the installation, which they have worked on, and means by which information could be quickly communicated to management on any problems encountered.

Co-ordination meetings were held with other trades including plumbing, air conditioning and gas was required to ensure completion on time and to meet interim deadlines.

The tools used by ABC Electrical to help manage the project included: Site safety instructions and work method statements; Audit procedures and checklist; Microsoft Excel and Word for producing schedules and documentation; and Meetings with the client, project manager, other trades, employees and subcontractors.

ABC Electrical conducted weekly audits to monitor and control the project. Outcomes from the audits were recorded and the action lists generated to rectify any problems or changes.

Through effective communication with the client, employees and suppliers, planning and scheduling at all times throughout the project, ABC Electrical have been able to meet all aspects of quality whilst completing this demanding and difficult project within the required timeframe.

WORK HEALTH AND SAFETY (15 points)Provide details on the company’s development and implementation of policies and procedures that ensure the safety of staff, other trades, the client and the general public.

Judges comment: Describe the company culture for WHS as documentation can only demonstrate

compliance to WHS. Safety is personal and on site practices are based on identification of risks and looking out for colleagues.

Work Health and Safety Example

This project was performed in accordance with the HSEQ Management System produced by the National Electrical & Communications Association that is certified to the QHSE Code: 2013 and AS/NZS 4801: 2001 and meets the requirements of Workplace Health and Safety legislation.ABC Electrical believes that effective WH&S management is part of good business practice, therefore is an aspect of every job and is considered along with all other issues when determining the project requirements. The Company and our Managers and Supervisors have a total commitment to the health, safety, rehabilitation and welfare of our employees, and others at our workplaces. All persons directing the work of others at our workplaces are required to work with employees to achieve and maintain a high level of safety performance.

The NECA HSEQ Management System has been implemented by the Company which sets the framework for creating and maintaining a safe and healthy workplace and developing and maintaining appropriate procedures to manage the hazards and risks which arise out of our work activities;

ABC Electrical ensures that employees and subcontractors have the required training, skills, and experience to perform a task prior to employment and products are fit for purpose prior to use.

Employees were consulted when developing policies, procedures and safe work methods, undertaking hazard identification and assessment, and implementing control measures, and investigating and reporting incidents.

All employees were accredited as satisfactorily completing the Construction Industry Safety Induction Course (Green Card) and Work Activity Safety Induction, prior to commencing work.

ABC Electrical developed site specific safety instructions and all employees and subcontractors were required to comply with these requirements at all times. These instructions were used in conjunction with the NECA Safety Guide for Employees, Principal Contractor’s WHS Management Systems and Safe Work Method Statements.

Site specific Safe Work Method Statements (SWMS) were developed and provided to the Principal Contractor for review. The Supervisor was responsible for ensuring compliance with all Safe Work Practices, Regulations, Site Safety Instructions, and SWMS. Statutory Regulations, Codes of Practice and Australian Standards called up by legislation, were used as a minimum standard only.

ABC Electrical used Safe Work Method Statements and risk assessment methods, to minimize workplace health and safety incidents. A procedure was developed for dealing with any WH&S issues and hazards identified on site.

ABC Electrical’s HSEQ Management System is reviewed on an annual basis, in consultation with employees and their representatives, and is kept up to date with regard to legislative changes and organisational health and safety requirements.

Training

ABC Electrical has always maintained a high level of apprentice employment and involvement within the company. The company believes that it must do its part in training to ensure that the skill base within the electrical industry in this State is maintained. Currently ABC Electrical employs 4 apprentices.

A great deal of time and effort is put into ensuring that apprentices receive the maximum exposure to as many different aspects of the electrical trade as possible. ABC Electrical takes a pro-active role in ensuring that apprentices successfully complete their indentures, including regularly reviewing their on-job performance and ensuring that they are successfully completing all study modules.

ABC Electrical has a strong commitment to the training and development of its employees. All employees are provided with the opportunity to develop new skills and are provided with additional training when required. A training needs analysis and plan is established to identify the training needs of employees and ensure that the required training is undertaken. We encourage all employees to not only perform the task but also understand the process and required outcomes.

It is in your interest to supply the best visual material possible as finalists are provided with a video clip for their own promotional use after the event.

A minimum of 20 and maximum of 25 photographs (no duplicates) to be provided on CD or USB (preferably in a high resolution JPEG format) and forwarded to your NECA state chapter office.

Ensure each photo file is numbered with the file name of what it represents ie. 1-Demolition of Existing Building.jpg, 2-Comms Room Cable Installation.jpg etc.

The photos should provide a visual overview of the project throughout its development at different stages of the project.

Ensure permission has been granted by the client for use of the photos in the video clips and presentation material.
