STANDERTON - Eric Tshepang Mothlaung (30) received his sentence in the Standerton Regional court on Friday, 13 May. The presiding magistrate said before she sentenced Mothlaung that re-morse is an important factor after such a crime, but he did not show any sign of remorse. Mothlaung received a 10 year direct imprison-ment sentence for his grossly negligent behaviour and blatant dis-regard for all rules.

This stems from an accident that happened on 3 October 2013 where 12 of his passengers lost their lives while being transported from Newcastle to Johannesburg. The court found that Mothlaung did not obey the stop-and-go signs on the Volksrust side of the road-works and blindly switched lanes, approximately 12 metres in front of an oncoming truck. When Mothlaung saw that an accident was imminent, he jumped out of his moving taxi, leaving his passengers to their own fate.

One of the survivors in the taxi said that they had already got-ten into a taxi in Newcastle, when Mothlaung negotiated with that taxi driver to take his passengers back to Johannesburg, as he must travel with an empty taxi. A deal was struck and the passengers had to get out of the first taxi and into the one that Mothlaung would drive. The survivor said that she fell asleep at some stage, but woke up when her sister sent her a message asking where they were at that stage. She saw a lot of vehicles standing still at the stop-and-go and thought that they will be stuck for quite some time, but then

the taxi veered into the left lane and she saw the taxis driver door open and the driver jumped out. All the people were screaming and tried to escape, but it was too late. After the crash, she was pinned down by the seats in the taxi. She also received a blow to the head by the roof that bent in and lost consciousness. When she regained consciousness in the hospital, she discovered that her right leg was broken, she sustained a back injury and both her hands were injured. Altogether, 14 passengers were in the taxi.

In his testimony, Mothlaung denied jumping out of the moving taxi and disputed that the accident happened within 350 meters from the stop-and-go. He also said that the pictures of the accident were taken at another place as he cannot remember anyone taking pic-tures at the scene. He admitted that he does not possess a driver’s license or a valid professional drivers permit (PDP), but that his uncle gave him the taxi so he can earn money for his children. He also admitted that he knew it was wrong to drive the taxi, but as it was given to him, he drove it. He also stated that he learned how to drive by observing a friend of him while driving and that he only understands a few road signs.

Mothlaung was found guilty earlier on 12 counts of culpable homicide in the Standerton Magistrate’s Court, but the residing Magistrate decided to send his docket to the Pretoria High Court for adjustment of the sentence, as the Magistrate Courts are limited in giving a just sentence. JD

GREYLINGSTAD - Tragedy unfolded on the R23 road at a construction site on Friday, 13 May, when two road construc-tion trucks collided head-on during their operations near the stop-and-go control point near Greylingstad. Police Commu-nication Officer, Constable Denis Selepe, reports that the two trucks, a water tanker and a sand tipper were working when one of the vehicles lost control and collided head-on with the water tanker coming from the opposite direction.

It is reported that the impact was so huge that one driver died on the scene and his body was retrieved from the wreckage by using the jaws-of-life. The other driver died on the way to Standerton Hospital. “The two drivers were identified as Jo-seph Mpinga and Victor Mabunda,” Constable Selepe said. He said their next of kin were officially notified of the tragedy. A case of culpable homicide was opened for further investigation according to Constable Selepe. DM

STANDERTON – Police have opened an inquest following the discovery of a dead woman in an open veld in Extension 6 on Friday, 13 May. According to the SAPS, the lifeless body of 24-year-old Lindiwe Ngcobo, was discovered by the landlord of the premises where the deceased was renting a room just a few metres from the house. He made the gruesome discovery at about 07:00 and went to check on the boyfriend of the deceased in the outside room, whom he found to be fast asleep.

Police were called to the scene and Lieutenant Nhlabathi reports that the woman was found lying face down. She had bruises on the right side of her torso and forehead. The woman was still fully dressed in a jacket and short jeans. The boyfriend told the SAPS that the last time he saw his girlfriend was on Thursday when she left the house with a friend to go to Earlybird to look for a job. He said when she did not come back on Thursday night, he assumed that she might have gotten the job and she could be working night shift.

An ambulance was called to the scene and upon arrival the woman was declared dead by paramedics. Her body was removed from the scene by the state pathologist services. Lt Nhlabathi confirmed that the cause of death will be determined by conducting a post mortem. In the meantime an inquest has been opened for investigation. DM

STANDERTON – Juliet Shabalala (16) a Gr 11 pupil at Hoërskool Standerton is jet-ting out of the country to Germany from 24 June to 21 July on a youth exchange pro-gram.

Juliet is one of 78 learners across the country who competed in three assignments where her good performance earned her tenth position on national level and she ob-tained a first place in Mpumalanga. She is amongst 60 learners who qualified for the exchange program. During her 27-day-stay in the city of Hamburg in Germany, she will be staying with an adopted family to learn the language, culture and diversity.

She said that she is in daily contact with the German family on social media. She expressed her excitement and can’t wait to get onto the plane to Germany. It is not the first time that she will be going abroad. In 2013 when she was in grade 8, she was a member of Team South Africa that toured Europe to represent the country in an inter-

national dance competition. She is proud to mention that Team South Africa emerged as the overall winners in all four categories they competed in.

“I am looking forward to share life with other people across the oceans, I am sure I will come back with a rich experience,” she said.DM

As political campaigning heats up ahead of the August 2016 municipal elections we hope that a new dimension of ethical leader-ship will emerge. Conversations about our democracy are increasingly focused on cor-ruption and patronage, and their effect on every level of society. National scandals such as Nkandla and improper relationships with business people are getting all the at-tention, but there is no doubt that the same levels of patronage and ethical collapse ex-ist on municipal level and that voters are going to express their concern about this in August. I urge voters to use their demo-cratic power to vote in favour of a party that shows the clearest commitment to ethical and moral leadership. I am asking voters to think beyond campaign promises and to focus on the bigger picture; the increas-ingly concerning signs of moral and ethi-cal collapse that run through South African politics- and through many other aspects of South African society, such as community conduct and corrupt business practices.

Chief Justice Mogoeng Mogoeng shone a bright light on the issue when he warned that South Africa needs ethical leaders who could inspire and encourage a common goal. “If there ever was a time to embrace ethical leadership, stop spinning, stop ma-nipulating, stop relying on supporters or sympathisers to do wrong knowing that our wrongdoing will be covered up in some way, that time is now”, he said. In empha-sising the importance of ethical leadership, Justice Mogoeng outlined the “what” that needs to be done. It requires us to strive to elect candidates who are ethical, principled and competent. Most importantly, political candidates should always aim to serve their communities and country before their party. I believe that this is in line with the post-apartheid positioning of local government, which relies on a more people-centred ap-proach.

Successful municipalities cannot be ad-ministered without the active participation of the people. The numerous service-deliv-ery protests attest to this anomaly. Challeng-es of corruption, incompetence, nepotism and prioritisation of self interest and poor communication usually results in conflict-ing relationships between the councillors and their citizens.

This year’s elections are regarded as a watershed election. They give citizens the opportunity to reclaim their rightful place in matters of governance, particularly in mat-ters of democratic performance, account-

ability, integrity and respect for the people. They are an opportunity to reward good leadership and to remove lazy, self-serving and arrogant councillors.

Every vote counts. I urge eligible voters to flood the voting stations, and to cast their votes with their heads and not with their hearts. If every eligible citizen voted intel-ligently and ethically, South Arica would change dramatically- for the benefit of all of us.

The challenge that newly to be elected councillors is a third of the municipalities are dysfunctional for those who are used to medical will say they are in “Intensive Care Unit”. How are they going to get a third out of ICU not to the grave, to the next catego-ry? The infrastructure is crumbling. All the streets have potholes.

President Mandela believed and I quote” What counts in life is the mere fact that we have lived; it is what difference we have made to the lives of others that will deter-mine the significance of the life we lead”

One has to decide like President Man-dela what is the right thing to do in the cir-cumstances he/she finds himself/herself in. More importantly, what is the right thing to do in respect of the people they are required to serve? Councillors who aspire to walk in the footprints of the long walk are required to demonstrate the same sense of principle when they operate within the institutions of governance. The same approach to sacrifice; where they can say that people must ben-efit from public expenditure and not them-selves, friends or relatives.

The now familiar provisions of Section 152 of the Constitution set out the five-fold objects of local government, namely to provide democratic and accountable government for local communities, ensure the provision of service to communities in a sustainable manner, promote social and economic development, promote a safe and healthy environment and encourage the in-volvement of communities in matters of lo-

cal government. The Constitutional Court, which is the custodian of what the Constitu-tion means, has stated that the contents of Section 152 are for municipalities “a mat-ter of public duty” (Mkontwana vs Nelson Mandela Metro Municipality (CCT57/03). These provisions are not merely an abstract guide or an empty statement which imposes no real obligations on municipalities. These objects are the source of the concept of “developmental local government” which emerged in the White Paper on Local Gov-ernment.

Section 153 of the Constitution provides that” A municipality must structure and manage its administration, budgeting and planning processes to give priority to the basic needs of the community and to pro-mote social and economic development of the community and participate in national and provincial development programs”. No children in South Africa must grow up in an environment with sewerage passing their home. No child in South Africa should be playing in mud in our environment. Coun-cillors can either ignore ordinary people, they can either make life miserable for them or can make life better for them; the choice is theirs. Depending on the choices that they make, they both influence the kind of reputation that the Councillors get. As a re-minder; it is the municipal areas where our citizens and people work, where they social-ise. Over and above Chapter 7 of the Con-

stitution, we also have Chapter 2 (Bill of Rights). The Bill of Rights is not theoretical. I want to echo the words of Pope Francis who said” Every man, every woman who has to take up the service of government, must ask themselves two questions: Do I love my people in order to serve them bet-ter? Am I humble and do I listen to every-body, to diverse opinions in order to choose the best path?” Sonwabile Luwaca

Election campaigning sees leaders suddenly emerging

A few weeks ago Kasselman Security Services arrested people who had glue and posters in their possession. These suspects said that they were mere pawns and that they are only putting these posters up to earn some money. Even traffic signs were not safe and this is a blatant transgression of traffic rules and is punishable by law. Should any-body see people defacing road signs, lamp posts or any other property, they are urged to either contact Kasselman Security Services (083 268 2446) or the local police station on 017 7191250.

STANDERTON - The Gert Sibande TVET college in Standerton responded to allega-tions made by some of their students. A me-dia statement, issued by the College’s Com-munication and Marketing Section, Jabulile Mhlabane (Assistant Director: Communica-tion), stated that NSFAS funding for TVET colleges is increased annually, linked to the CPIX (about 5, 5% for 2015). However the number of students in Gert Sibande TVET College increases by more than 1000 each year. The increase in NSFAS funding is not linked to the increase in student numbers.Consequently there is less NSFAS money to spread across more students each year. Al-though the 2016 NSFAS allocation is 5, 5% more than the 2015 allocation, the amount of NSFAS funding per student in 2016 is less than the amount received per student in 2015.

According to DHET policy, the NSFAS funding must first be used to pay for student class fees. This allows access to students from poor homes to study at TVET colleges

“free of charge”. Any remaining NSFAS funding, after students’ class fees are paid, can then be used to assist students with ac-commodation or travel costs. Due to the drastic increase in the number of students at the college, the NSFAS funding is barely enough to cover student class fees. In 2015 a maximum amount of R3000 per year was used to assist qualifying students with travel or accommodation costs. Due to the shortage in NSFAS funding many students did not receive any financial assistance for accommodation or travel from NSFAS in 2015. The funding formula for colleges, like that of schools, does not cover the costs of running a hostel and the R3000 per year allocated to students is insufficient to fund the running costs of a hostel, resulting in the hostel being outsourced.

The service provider of the hostel facility is Umnandi Catering and Accommodation. Umnandi Catering and Accommodation de-veloped a model to house students at a re-duced cost due to the cross subsidization by

the private individuals that are housed at the facility.

The college council and the management of the college are committed to using the hostel facility to assist more students who are from areas outside of Standerton. Con-sequently, in the first quarter of 2016, the college council assigned a task team to look into different models of utilizing the hostel facility to benefit more students. The task team includes college council members, college management, SRC president and campus staff representatives.

The biggest challenge facing the task team is to secure additional sources of sus-tainable funding.

If additional sources of sustainable fund-ing can be secured, it is envisaged that a new model of running the hostel will be introduced and more students will be as-sisted. The college would like to appeal to businesses and industries who are in a posi-tion to assist the college to fund the hostel to contact the college management. JD

STANDERTON - Senior officials from the Provincial Department of Community Safety, Security and Liaison are embar-king on a community outreach program in order to interact with different stake-holders and members of the community to get first-hand information about the challenges with crime they face on a dai-ly basis and how they can be best helped. The program also seeks to find out how the community sees the role of the police and other law enforcement agencies in combating crime.

Ms Thuli Malale, who leads the out-reach, explained that the primary objec-tive of grass-root consultation is to get the views of the station management, mem-bers of the Community Policing Forum and the community at large, pertaining to effective and efficient policing. On Tues-day, 10 May, the officials visited Stander-ton Police Station, where they conducted

interviews with the station management and then with CPF Executive Committee members and wrapped up the day with a community meeting in Extension 6.

Members of the community expressed their frustration about poor services from the station when responding to reported complaints. In some instances the po-lice arrive after one or even two hours or don’t respond altogether and then claim that there was a shortage of vehicles. They complained about investigating of-ficers who do not provide feedback about the progress on the reported cases. Ms Malale explained that all the demands and recommendations from all the stake-holders will be treated as serious by the Department, because combating crime is a priority of the Department as it creates a safe environment for the citizens of the country and attracts foreign investment. AMERSFOORT - The Executive Mayor of Dr Pixley Ka Isaka Seme Municipality is nursing his wounds after he was attacked and pelted with stones by angry protestors on Friday, 13 May, in Daggakraal close to Amersfoort. According to the police sourc-es, the protestors took to the streets in defi-ance of the ruling party’s candidate list. It is alleged that residents of a certain ward have decided not to have the current ward councillor stand for election in August due to his poor service delivery. Somehow his name still appears on the top of the list of candidates against their will.

This sparked anger and residents ex-pressed their disapproval in the streets.

Scores of SAPS reinforcements were deployed to the area on Friday morning to maintain law and order. The situation

however turned violent when the Execu-tive Mayor, Councillor Mahlatsi, decided to leave the safety of where the police were standing guard and went to a group of resi-dents who were protesting in an attempt to address them. It was then that all hell broke loose and the mayor was pelted with stones. He sustained injuries before police went to his rescue.

His car was also damaged during the at-tack. Standerton SAPS Communication Officer, Lieutenant Nhlabathi, who was at the scene confirmed the incident. He said at some point SAPS had to use rubber bullets to disperse the angry protestors. He could not confirm if the Executive Mayor opened a case of assault with the police. The situa-tion was calm over the weekend and no inci-dents of protests were reported. DM

Wiskundige geletterdheid is aanvaarbaar

Voorbeelde hiervan is BA-rigtings soos laerskoolonderwys, maatskaplike werk, BA-regte, menslike hulpbronbestuur, toerisme, gasvryheidstudies, sekretarieël, skoonheid, grafiese ontwerp, fotografie, lugwaardin, verpleging, ens.
