Pre-requisites for establishment of a well-developed road safety database

Adopt the internal regulations or instructions by Government to

establishing National road safety database or road safety data

collection dedicated to one independent institution.

Recognized main stakeholders on National level for data collection

process

Conducting study visits in some European countries in the aim of

learning the best practice and sharing the implemented best practice in

establishing National road safety database.

Main stakeholders should be: MoI – Traffic police, Ministry in charge

for Transport, Ministry in charge for Health, State Road Agency and

institution in charge for establishing road safety database (step 1)

Defined the data sets and data structure for each stakeholder

Improving the Law on traffic safety in the aim of developing road safety database available for all road safety stakeholders in EaPCs

Make a step forward and start to collect a set of data recommended by CADaSprotocol from European Commission

Periodically quality analysis of collected data, publishing reports

Professionally problem determining based on collected data

More sets of data about Road Accident should be available

The Law in Republic of Serbia that regulates road safety

dataset and database field relevant to the road safety:

• Road Traffic Safety Law, Paragraph 9. and Paragraph 15

• The body that has obligation to establish and improve

road safety database in Serbia is Road Traffic Safety

Agency (RTSA)

• State Agencies and other public and private institutions

have obligation by Law to give defined road safety data

to the RTSA

Paragraph15.

For the purpose of continuous monitoring of road safety

_______________________, the Agency proposes a common

database system for recording and monitoring the most

important characteristics of road traffic safety.

State authorities and other entities are required to submit

to the Agency provided information on the features

important to safety.

road safety features in according to CADaS - Common

Accident Data Set (document which is promoted by

CARE group of the EC, last version 2015)

• Traffic police in each country should adjust the data

collection according to CADaS (proposed pilot projects)

• Starting point for official data collecting by Traffic

Police according to CADaS is 1 January 201?

Launching the PILOT project dedicated to accident data collection in

accordance with CADaS (duration of Pilot maximum 2 months)

Conducting special TRAINING for traffic policeman and police officers who

will be in charge for Pilot Project – CADaS data collection (maximum 1 week)

TESTING the improved software application for accident data collection and

conducting TRAINING for accident data collection in accordance with CADaS

across the Country (maximum 3 months)

Parallel with PILOT project launching Project for improvement of existing

road accident database and software application in accordance with CADaS

Starting point for OFFICIAL data collection by

Traffic Police units in accordance with CADaS

should be 1 January 201?

Activities related to CADaS data collection and improving of existing road

accident database in accordance with CADaS should be recognized in Road

Safety Action Plan of each country.
