The Plainwell Department of Public Works is pleased to provide you with this year's annual Water Quality Report. This report presents information about drinkingwater in general and Plainwell’s water system in particular.

Untreated water contains impurities that are naturally occurring or manmade. As water travels overland or underground, it can pick up substances such as microbes,inorganic and organic chemicals, and radioactive substances. Microbial contaminants such as viruses and bacteria may come from sewage treatment plants, septicsystems, agricultural livestock operations and wildlife. Inorganic contaminants such as salts and metals can be naturally-occurring or result from urban storm waterrunoff, industrial or domestic wastewater discharges, oil and gas production, mining or farming. Pesticides and herbicides may come from a variety of sources such asagriculture, urban storm water runoff and residential uses. Organic chemical contaminants including synthetic and volatile organic compounds are by-products ofindustrial processes and petroleum production and can also come from gas stations, chemical spills, urban storm water runoff and septic systems. Radioactivecontaminants can occur naturally or be the result of oil and gas production and mining activities.

Plainwell Water System OverviewThe City of Plainwell uses water obtained from wells. The City has two high capacity wells and one lower capacity well that draw ground water from an aquifer

underlying the city. We drive these wells with Variable Frequency Drives (VFDs) to maintain a more even water pressure and to reduce distribution system damagedue to water hammer when wells are starting and stopping.

The water from these wells is relatively pure as it comes from the ground. As the water is pumped from the ground, fluoride is added to aid in the prevention oftooth decay, and chlorine is added as a disinfectant to destroy pathogenic organisms that can be harmful to your health. The clean water is then pumped into thedistribution system. Our public works staff monitors our water supply, pumping and treatment processes and our distribution system and collects and tests watersamples from the system each day. These tests ensure that proper chemical levels are maintained and that the water remains free of unwanted contaminants. Thewater we produce meets or exceeds all State and Federal requirements and our Water Department had no violations in 2013.

Plainwell is in the process of updating its 1994 Wellhead Protection Program. We strive to protect our groundwater from the potential of contamination. This workincluded evaluating current and future well sites, identifying existing and potential sources of contamination, and developing methods to minimize threats to bothdeveloped and future well supplies. We ask that everyone help us to protect our water sources. If you see questionable activity at or near a manhole, a well house,or anywhere that may impact groundwater, please notify Public Safety at (269) 685-9858 or call 911.

The susceptibility to contamination for Plainwell’s operating well fields was determined by the Michigan Department of Environmental Quality (MDEQ) in 2003.Susceptibility is rated on a six-tier scale from “Very Low” to “Very High” based on geologic sensitivity, water chemistry, and current or potential contaminant sources.According to the DEQ, our wells were rated high and moderately high in susceptibility. Information on the report can be obtained by contacting the Plainwell Departmentof Public Works at 685-9363 or emailing [email protected].

Interpreting the data in the attached tableAll drinking water, including bottled drinking water, may reasonably be expected to contain some impurities. The presence of impurities does not necessarily indicate that the

water poses a health risk. The Michigan Department of Environmental Quality (MDEQ) follows regulations developed by the Federal Government’s Environmental Protection Agency (EPA)and the Center for Disease Control (CDC). The EPA and CDC have established, and MDEQ enforces, a set of Maximum Contaminant Levels (MCLs) to protect public health. MCLs areset at very stringent levels. To understand the possible health effects described for many regulated elements, a person would have to drink two liters of water every day at the MCL levelfor a lifetime to have a one-in-a-million chance of having the described health effect.

Some people may be more vulnerable to contaminants in drinking water than the general population. Immune-compromised persons such as persons with cancer undergoingchemotherapy, persons who have undergone organ transplants, persons with HIV, AIDS or other immune system disorders, the elderly and infants can be particularly at risk from infections.These people should seek advice from their health care providers about drinking water. EPA/CDC guidelines on appropriate means to lessen the risk of infection by cryptosporidium andother microbiological contaminants are available from the Safe Drinking Water Hotline (800-426-4791).

If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials andcomponents in service lines and building plumbing. Plainwell is responsible for providing high quality drinking water, but cannot control the variety of materials used in your private plumbingcomponents. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30-seconds to 2-minutes before using the waterfor drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods and steps you cantake to minimize exposure is available from the Safe Drinking Water Hotline or at www.epa.gov/safewater/lead

As required, we monitor for potential contaminants in the water supply to meet all regulatory requirements. The attached table shows that our system had no violations. Some substanceswere detected but the EPA has determined that your water is safe at these levels.

We make improvements to supply safe, dependable water to our customers and these improvements may result in rate adjustments. Thank you for understanding this and for trustingus to provide your family with clean, quality water.

Gilda ‘Jill’ CAMPBELLAGE 91 – OTSEGO, MI

Gilda passed awayWednesday, February 19,2014 at her home. Mrs.Campbell was born July 21,1922 in Philadelphia, PA toJoseph and Antoinette(Christiand) Berardi. Jillmet Fred Campbell whenher brother Tony brought

him home on a two day leave and theywere married April 24, 1946. Jill worked atthe Nulty Insurance Agency for 25 years.She and Fred were active members at St.Margaret’s Catholic Church where Jillworked many fund raisers, funeral dinnersand helped build the school. She was anactive volunteer with the VFW, OtsegoLibrary and participated in many Seniorprograms and activities. In her earlyretirement she loved to travel; knit andcrochet donating many of the items shemade to Christian Neighbors; play boardgames and read. Most of all she loved togive hugs and have her grandchildren andgreat-grandchildren around her. Survivingare her husband of almost 68 years Fred;her children, George ‘Andy’ Campbell,Diane Campbell, Anna Schulz, Thomas(Jan) Campbell and David (Arlene)Campbell; 11 grandchildren and 13 greatgrandchildren. Preceding her in deathwere her parents; and her brothers,Anthony and Francis and a greatgranddaughter, Breanna. A Mass ofChristian Burial will be celebrated at St.Margaret’s Church Friday, February 21with a Rosary at 12 Noon followed by theMass at 1:00 P.M. with Rev. Fr. DonaldKlingler celebrant. Burial will take place ata later time at St. Margaret’s CatholicCemetery, Otsego. Contributions inmemory of Jill may be made to OtsegoDistrict Public Library or Wings of HopeHospice.

Bonita passed away Saturday, February15, 2014, at her home in Kalamazoo. Mrs.Knight was born February 4, 1926 in FortWayne, Indiana the daughter of Chaunceyand Ruby (Dinius) Tucker. She was anaccomplished artist and pianist, but aboveall she was devoted to the Lord. OnFebruary 28, 1947 in Bluffton, Indiana shemarried Blain Knight who died in 1997.They had been married for 50 years. Shewas preceded in death by her parents andher grandson, Matthew Stuart. Survivingare her children, Ruth (Tom) Fowle,Rebecca (Morrie) Kaleward, Tony (Lorrie)Knight and Scott Knight; tengrandchildren; eight great grandchildren;and her sister, Arlene Tucker. Cremationhas taken place. A Memorial Service willbe held Sunday, February 23, 2014 at 1:00P.M. at the

Betty passed awayunexpectedly Sunday,February 16, 2014, at herhome. Mrs. Tishhouse wasborn April 8, 1931 inOtsego to Irwin and Cecil(Sims) Hill and had been alifelong resident of the area.

For many years she had been employedas an aide with Otsego Public Schools,retiring in 1996. Betty loved her children,grandchildren and great-grandchildrenvery much. In her leisure time she enjoyedwalking, gardening, quilting, reading andcrafts. She also enjoyed her prayer groupwith lifelong friends of over 40 years. OnJuly 1, 1949 in Otsego she married RobertTishhouse, who died in 2011. They hadbeen married over 61 years. She waspreceded in death by her daughter, CarenHorton in 2006; her sister, Joan Wiers; andfour brothers, Thomas Hill, Danny Hill,Robert ‘Bill’ Hill and Irwin ‘Bunker’ Hill.Surviving are a daughter and a son, CathyTishhouse of Detroit and Stephen (Carrie)Tishhouse of Kalamazoo; a son-in-law,Keith Horton of Plymouth; sixgrandchildren, Liz and Jenni Evans,Stephanie (José) Escobedo, Joshua(Emily) Tishhouse, Jarrod (Kendra)Tishhouse and Ellen (Jared) Hanly; twogreat granddaughters; many nieces andnephews; and three sisters-in-law,Barbara Hill, Mary Tishhouse and MaryHill. Cremation has taken place. AMemorial Service was held Wednesday,February 19, 2014 at the Otsego Churchof God. Pastor Stephen J. Burrowofficiated. Darrel J. ALLENAGE 75 – OTSEGO

Mr. Allen got his promotion to glory onSunday, February 16, 2014, at BorgessMedical Center in Kalamazoo. Darrel wasborn July 25, 1938 in Marenisco, MI toClarence and Grace (Cox) Allen and hadbeen a lifelong resident of this area. Hewas employed as a DNR officer with theState of Michigan for 30 years until hisretirement. He was a mentor to manyyoung men, had been a member of thePlainwell Rotary, and had been active withthe 12th Street Baptist Church ofKalamazoo and with Plainwell BaptistChurch. Darrel was a member of FirstBaptist Church of Allegan. In his leisuretime he enjoyed hunting, gardening,cooking and shelling on the beach inFlorida. He loved his dog Charlie Brownbut most of all he loved his family. OnDecember 20, 1958 in Plainwell he marriedBarbara Johnson, who died in 2008. Alsopreceding him in death were his parents;his great-granddaughter, Natalie Allen; andhis siblings Charles, Clarence Jr. andArlove Pete. Surviving are his son, TimAllen and his companion Theresa Dibbleof Plainwell and daughter –in-law DianeAllen of Hopkins; his son, Todd (Janet)Allen also of Plainwell; four grandchildren,Ryan (Heidi) Allen, Leanne (Cory)LaFountain, Kelli (Josh) Smith and William(Angela) Allen; seven great-grandchildren,Dominik, Logan, Hunter, McKenzi, Lilly,Julianne and Mason; his sisters, DarleanDay and Florence Baker; and severalnieces and nephews. Funeral serviceswere held at the 12th Street BaptistChurch in Kalamazoo on Thursday,February 20, 2014. Pastor Don Bossofficiated. She was amember of the Otsego CongregationalChurch and an active member of theLadies Guild. For most of her life Colleenwas a dedicated and loving mother to herchildren including son Anthony ‘Tony’(Becky) of Holland Michigan, daughterSally Betzner of Plainwell, son Rodney(Kathy) of Otsego, and daughter ChristineZeeryp (Gary) also of Holland. A highlightof her life was time spent with hergrandchildren including Brian Betzner (35)of Otsego, Jennifer Thaxton (29) ofWashington DC, Ikeca Betzner (22) ofOrlando, Florida, Joshua Thaxton (24) ofOtsego, and Andrea Thaxton (21) who is astudent at NMU in Marquette, MI. Ruth Amelia Miller diedSaturday, Feb.15, 2014, inKalamazoo, Mich. followingrepair of a fractured hip.Miller was born Oct. 12,1926 in Conway, Mo., thedaughter of Edward andJoy (Marsh) Miller. She was

a graduate of the Burge School of Nursing,and was proud to have spent most of hercareer ushering babies into the world asan obstetrical nurse. She worked at St.John’s Hospital and at General Electric inSpringfield, Mo. as well. Miller lovedbabies and children, was lovingly knownas Aunt Boo to hundreds of them acrossthe country. She was loyal to family andfriends, a champion of the underdog, anda kind and generous neighbor. As a girl,Miller's beautiful alto singing voice was inhigh demand at weddings and funerals,and she will be remembered for her senseof fashion, her delicious home cooking,excellent needlework and willingness tohelp anyone who needed her. She waspreceded in death by her parents; hersisters Annie Ivene Miller, Rosemary VanFossen and Lois Hill; brothers StanleyMiller, Ralph Miller and Louis Miller;nephew Ted Hill. She is survived by asister and brother-in-law, Marcia andGeorge Wissbaum; nephews Brent Millerand his wife, Nancy, Mark Wissbaum,Roger Wissbaum; nieces Elma Rosenbergand her husband, Calvin; Ruth E.Simmons and her husband, David;Rosemary Parker and her husband,Chuck; Julia Wissbaum and LouiseWissbaum, Penny Miller and Shirley Miller;great nieces and nephews and a largecircle of friends.
