Active Leisure

…is a combination of fitness and outdoor-based activities that are generally

unstructured and non-competitive. They promote active, healthy lifestyles

through activities, events and exercise. They are commonly provided under the

direction of qualified animators or instructors so that the activities are tailored to

match the abilities of the participants and meet their needs in an enjoyable and

safe way.

2. General outline and scope of the project

Objective I

• To create an evidence base to identify skills gaps in the active leisure sector

Objective II

• To promote the benefits of the learning experience and gaining of the qualifications for developing wider skills for employability and personal well-being as well as supporting the growth of the community.

Objective III

• The contribution of active leisure to the employability of young people and the creation of jobs in the sport and active leisure-related labour markets.

Objective IV

• To develop a Blueprint for Skills Cooperation and Employment in Active Leisure

Developing the concept of European harmonised qualifications

has been at the heart of EuropeActive’s work since 2002

Since 2010 it has invested over 600,000 euros of its own money

into standards development

Fitness is now the largest participation sport in Europe with 56.4

million consumers, generates 26.3 billion Euro in revenues,

employs 650,000 people

ELESA is the European LEarning Syllabus for outdoor

Animator and the culmination of 2 earlier projects.

The ELESA Project has designed one main product that

consists of a comprehensive innovative Learning Syllabus

for outdoor animators.

ESCO is the multilingual classification of European Skills,

Competences, Qualifications and Occupations. ESCO is

part of the Europe 2020 strategy.

In 2015 the definitions of fitness, outdoors and active leisure

sectors were agreed.

Council Recommendation of the EQF, May 2017

(11) “Support the setting up of voluntary procedures on the levelling of

international qualifications through national qualification frameworks or systems

and information exchange and consultation between Member States on those procedures to ensure consistency.”

And the International Qualification Definition:

“An international qualification means a qualification awarded by a legally

established international body (association, organisation, sector or company) or

by a national body acting on behalf of an international body that is used in more

than one country and that includes learning outcomes assessed with reference

to standards established by an international body.”
