As the project manager for Defense Communications and Army Transmission Systems at PEO EIS, Col. Enrique Costas leads a globally dispersed workforce that is responsible for delivering strategic satellite and terrestrial communications capabilities valued at more than $3 billion that support the Army, Joint Services, the National Command Authority and all combatant commands world-wide.

A native from Ponce, Puerto Rico, he enlisted in 1989 and served with the 143rd Long Range Surveillance Detachment (Airborne), Texas Army National Guard. He is a distinguished

Military graduate from the University of Texas at San Antonio where he earned a Bachelor of Science in mechanical engineering and was commissioned as an infantry officer. Following receipt of a master’s degree in procurement and acquisition management from Webster University, he transitioned to the Army Acquisition Corps. His acquisition assignments include: administrative contracting officer for the Defense Contract Management Agency – Middle East; assistant product manager, Ground Applications Program Office, U.S. Army Special Operations Command (USSOCOM); assistant product manager ACQ Business, PEO EIS; program analyst, Ground Combat Systems, Headquarters Department of the Army G-8 Program Analysis & Evaluation; program manager for Sensitive Activities, USSOCOM; and as the Assistant Secretary of the Army (Acquisition, Logistics and Technology) director (forward) in support of U.S. Central Command Operations Freedom’s Sentinel, Inherent Resolve and Spartan Shield.

Col. Costas is a graduate of the infantry officer basic and advanced courses, mortar leaders and Bradley infantry fighting vehicle leaders courses, U.S. Army and Argentinean mountain warfare courses, Command and General Staff College intermediate-level education, the Defense Acquisition University program managers and executive program management courses. He also earned a Master of Science degree in national resource strategy from the Eisenhower School for National Security and Resource Strategy. He is member of the Army Acquisition Corps and is certified in program management, information technology and contracting.

His awards and decorations include the Ranger Tab, Expert Infantryman, Basic Parachutist and Air Assault badges, the Argentinean Army’s Gold Condor Mountain Special Warfare badge, German and Italian Jump Wings, the Bronze Star Medal, Defense Meritorious Service Medal, Army Meritorious Service Medal with silver Oak Leaf Custer, Joint and Army Commendation Medals, Joint Achievement Medal, Army Achievement Medal with three Oak Leaf Clusters, Afghanistan Campaign Medal with two campaign stars, Global War on Terror Expeditionary and Service Medals, NATO Service Medal, Joint Meritorious Unit Citation (with one Oak Leaf Cluster) and the Army Staff Identification Badge.

Mr. Ross R. Guckert was appointed to the position of Program Executive Officer, Program Executive Office Enterprise Information Systems (PEO EIS) on May 21, 2020, at Fort Belvoir, Virginia.

As the Program Executive Officer, Mr. Guckert is responsible for managing a diverse portfolio of 36 program offices and 71 acquisition programs that support and field Army and Department of Defense communications, logistics, medical, finance, personnel, training and procurement systems for every domain, branch, unit and Soldier in the Army.

Prior to his appointment, Mr. Guckert served as the Deputy Program Executive Officer for PEO Soldier, where he supported the Program Executive Officer in leading the development, integration, testing, acquisition, fielding, sustainment and modernization of more than 150 diverse programs of record. This portfolio delivers state-of-the-art Soldier kit, including Nett Warrior, the Integrated Virtual Augmentation System, the Next Generation Squad Weapon, the Army Green Service Uniform, personal protection equipment, organizational clothing and individual equipment, Soldier power, individual and crew-served weapons, remote weapon stations, and Soldier borne sensor and lasers.

Appointed to the Senior Executive Service in 2017, Mr. Guckert has over 30 years of government experience in acquisition and systems management, and engineering. His previous assignments include Deputy Program Executive Officer at PEO Combat Support and Combat Service Support in Warren, Michigan; Acting Deputy Program Executive Officer at PEO Aviation in Huntsville, Alabama; Assistant Deputy for Acquisition and Systems Management with the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA[ALT]) at the Pentagon; Acting Deputy Program Executive Officer for Soldier with PEO Soldier; Assistant Deputy for Acquisition and Systems Management with the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology at the Pentagon; and Director of the System of Systems Engineering and Integration Office for ASA(ALT).

Mr. Guckert holds a bachelor’s degree in electrical engineering from the University of Pittsburgh, a master’s degree in engineering management from The George Washington University and a master’s degree in national resource strategy from the Industrial College of the Armed Forces at Fort McNair in Washington, D.C. He is Level III certified in Program Management; Systems Planning, Research, Development and Engineering; and Science and Technology Management.

Mr. Guckert received the Superior Civilian Service Award in 2016 and the Army Staff Pin in 2014. He’s a member of the Army Acquisition Corps.
