WHEREAS t h e fu tu r e development of i n t e r n a t o n a l c i v i l a v ia tl or i

WHEREAS i t i~ d e s i r a b l e t o a v oi d f r i c t i o n a nd t o p romote t h a t

cooperat ion between nat ions and peoples upon which the peace of t he

world depends;

THEREFORE, t h e un der sig ned governments having ag re ed on c e r t a i n

p r i n c i p l e s and a rr an ge me nt s i n o r d e r t h a t i n t e r n a t i o n a l c i v i l a vi a-

t i o n may be developed in a s a f e and orderly manner and t h a t i n t e r n a -
