If we have learned one thing from recent events, it’s the fact that integrity is more important than ever.

A leader cannot produce or succeed if he or she is without integrity and a strong belief in core values. Integrity defines your character. Your character is defined as how you are and how you act when no one is watching! Your core values provide the foundation for your Vision and Mission. In the leadership world, it’s hard to soar to great heights with wings that are weak and tarnished. Rick Lasky, a 37-year veteran of the fire service, served as chief of the Lewisville (TX) Fire Department for 12 years, prior to that as Fire Chief in Coeur d’Alene, Idaho. Rick followed in his father’s footsteps beginning his career as a firefighter in the suburbs on the southwest side of Chicago and has been a line firefighter, company grade officer, firefighter-paramedic, training officer and command-level officer. He has served as a career and volunteer firefighter. Rick is a long-standing editorial advisory board member for Fire Engineering Magazine and as an author has written over 200 technical articles that have been published in national fire-rescue journals.

Modern technology has given emergency responders incredible tools that help save more lives more than ever before. The Internet and social

media have allowed us to instantly share ideas and information with others from all over the world. Johnny and Roy would be envious. Or would they? Randy’s presentation will remind us that it’s not so much about the “business” as it is about people. Don’t miss his inspiring keynote address that will lead us back to the heart of why we do what we do. Randolph Mantooth, widely recognized for his portrayal as L.A. County firefighter/paramedic Johnny Gage on NBC’s television drama, EMERGENCY, is a motivational speaker who has addressed fire service and EMS conferences and special events since 1986. First responders are touched by Mantooth’s uplifting and heartfelt message, which draws upon his experiences on the show, and from more than 40 years of close relationships with firefighters, paramedics, and EMTs.

Continuing Education Credits

Continuing Education CreditsThe IAFPD offers Continuing Education Credits (CE) for three disciplines. CE credits are offered for each hour of attendance (1.0 hour session=1.0 CE) and are identified with the icon (A, P,) listed with each session description on the following pages.

Fire Protection District Trustees (A)Public Act 95-0799 requires trustees who have completed the Advanced Trustee Training Program to fulfill a 3-hour annual continuing education requirement to maintain eligibility for higher compensation. 

All sessions offered in the Administration Track qualify for Trustee CE. In addition, some sessions in the Operations track qualify for Trustee CE. See session descriptions on the following pages for which sessions qualify.

Some sessions will offer dual credit hours and will be noted accordingly on the program schedule.

Pension Fund Trustees (P)Public Acts 96-6 and 96-429 impose mandatory training requirements for pension fund trustees. All trustees are required to have continuing education each year in ethics and pension fund administration. The Pension Fund Trustee Track will provide 6 hours of training with the opportunity to fulfill these annual continuing education requirements.

In addition to the required ethics training, the sessions will cover fiduciary duties, investment of pension funds, actuarial analysis of funds, financial record keeping, Open Meetings Act and Freedom of Information compliance, retirement and benefit determination procedures and other topics germane to the administration of the pension fund. See conference program schedule for the descriptions of each session.

Salute to America OutdoorsFriday at 7:45am on Fulton Street IAFPD kicks off the conference with a traditional and ceremonious outdoor rising of the flag (weather permitting), just before the opening ceremony. Bag pipes and a patriotic song are a great start to the day!

Opening Ceremonies and Keynote Friday, 8:15–10:15amThe event begins with opening remarks by the Association’s leaders and State dignitaries, followed by keynote Randolph Mantooth (see featured keynotes).

Fire Service MemorialSaturday, 9:00amThis special dedication is held in the exhibit hall as our way of honoring fallen firefighters and other members of the Illinois Fire Service who have passed away during the past year. The event welcomes family and fire department members to attend, share and remembers those who have left us.

We expect more than 60 commercial manufacturers, distributors and product displays. Riverfront Patio Party & Bag Tournament Friday, 8:00pm – 11:00pm The Riverfront Patio Party brings everyone together at Martini’s on Water to enjoy live music, fresh air and cold beverages in a casual atmosphere. Each conference attendee and guest registrant includes one ticket (upon request) for admittance (additional tickets may be purchased). Attendees must be 21 or older to enter. Fire Service Luncheon & Awards PresentationSaturday, 12:30–2:00pmThis special event is different than years past and is open to all conference attendees, guests and industry partners. The 2018 Luncheon will recognize IAFPD members who have served multiple terms of office with their respective fire districts (Trustee’s Years of Service Recognition) as well as a few select members who have demonstrated “Outstanding Service” in their fire community or with the IAFPD. This new format invites the opportunity for honorees to share the moment with others from the fire protection district or their immediate family and celebrate special achievements and accomplishments. As in years past, IAFPD will present the Legislator of the Year award at the luncheon.

Take Me Out to the Ball Game!Saturday, 6:00pmThe final evening of the conference welcomes you to join IAFPD for an evening of minor league baseball at Dozer Park for the Peoria Chiefs vs. the Burlington Bees from your reserved seat in the right field. court decisions affecting the fire service in Illinois over the last year.

Annexation Methods (A) .............................................. 402 Speaker: David Livingstone, Stobbs, Sinclair & Associates, Ltd. Moderator: Paul Grzelak Public Act 100-547 added a new method to annex territory to

fire protection districts based on assignments by County ESTB (9-1-1) systems. This program will review the various methods by which fire protection districts can annex territory and explain the mechanics of the new law and issues to consider in implementing it.

12:30 pm – 2:00 pm Fire Service Luncheon and Service Awards ................ 400 This special event is different than years past and is open to all

conference attendees, guests and industry partners. The 2018 Luncheon will recognize IAFPD members who have served multiple terms of office with their respective fire districts (Trustee’s Years of Service Recognition) as well as a few select members who have demonstrated “Outstanding Service” in their fire community or with the IAFPD. This new format invites the opportunity for honorees to share the moment with others from the fire protection district or their immediate family and celebrate special achievements and accomplishments. As in years past, IAFPD will present the Legislator of the Year award at the luncheon.

DiNolfo Moderator: Tom Harnsberger This program will provide an overview of the various laws and

regulations that impact the employment of firefighters who are called into active or reserve military service. An analysis of the federal USERRA law will be followed by summaries of Illinois laws that provide these employees with certain rights to continued salary, benefits and leave. Distinctions between full-time, part-time, and volunteer firefighters will be noted. The speaker will also provide guidance on how a fire protection district should process requests for military leave and what documents your employee is required to submit. Questions and answers will follow.

Guest Programs and RegistrationThe IAFPD Conference welcomes your family and has arranged activities for their enjoyment! Spouses and guests must register ($30) in order to receive a name badge that allows access to the exhibit hall, educational sessions, opening and closing sessions, meals in the exhibit hall, and admittance to Street Party on Friday. A guest cannot be a member of the fire protection district board of trustees or fire personnel. Details on the guest programs are below (separate registration fees apply). Pre-registration is highly recommended. Guests can register with the fire district’s registration or submit separately but should be affiliated to a Fire District. Please visit the Enjoy Peoria website (www.peoria.org) the learn more about area attractions within walking distance or a short shuttle ride from the conference venue.

Friday, June 2210:45 am – 3:30 pm (includes bus travel time)A Day Trip Excursion & Luncheon in Historic Washington, IL Escape for a visit to a small-town square with big charm. You will begin your escape with a delicious lunch and homemade dessert prepared by Denhart’s Baking Company. Continue your escape by stopping at several of the locally owned specialty gift shops. Step Back in Time offers three stories of antiques and collectibles, Lori’s Kitchen has plenty of gadgets, mixes and cookware, Sentimental Journey carries Vera Bradley, home décor and gifts, Holland’s Mercantile is an old-fashioned candy store and it’s connected to Homespun which has candles and collectibles. Registration is $30. Bus transportation departs from Peoria Civic Center at 10:45 and returns at 3:30 pm.

Saturday, June 23 9:30 am – 11:30 am Jewelry Workshop & LuncheonRoom 408 Join other guests for a jewelry lesson instructed by Bonnie Minett, owner and operator of Beads by Bonnie, a small home-based business established in 1994 in New Berlin, Illinois. The workshop will offer you the opportunity to design a custom beaded slide pendant. The workshop fee is $55 which covers the materials and instruction plus a ticket to the Fire Service Luncheon held down the hall at 12:30. Pre-registration is highly recommended.
