Access (2 dots) Community gathering places (1 dot) Cultural awareness and history (1 dot) Community activities on waterfront (1 dot) Developing a Park Vision (Board #5) A vision statement and guiding principles can help to provide a planning and design framework. The vision statement for Qualicum Beach’s future waterfront park should complement the vision for the overall waterfront, while also celebrating the park’s unique character. Respect the solitude of neighbouring residents Children and young I am concerned about the loss of more tourist accommodation especially cabins that were
financially accessible for families. We need to articulate who we are defining this space for – i.e. residents, visitors, tourists,
demographics Park Activities and Features Image Preference (Board #6) Review the below imagery of potential park activities and facilities and place a green sticker on those images that support your visions and a red sticker on those that don’t support your vision for the waterfront. Labyrinth – walking, meditation/mindfulness, circular path, similar to Parksville community park Boardwalk connecting the park to the Shady Rest Consideration for parking in neighbourhood or park
Design your Park (Board #7) Use the stickers provided to select your favourite park features and stick them where you think they belong. Already a sticker there? Add another so we know multiple like the idea! Potential Park Features List: 3. Walking trail – 11 dots 2. Improved beach access – 13 dots 10. Restored Habitat Areas – 2 dots 1. Bocce Court – 3 - dots Comments: Absolute and enforced restriction on noise Protect the trees – they can tell a story Managing outflow at end of butler road Provide an inter-tidal display that is a visual example of seal level rise Marine ecosystem education for students and all ages in the original lodge building Coloured offshore timed musical water fountain Focus on the park being a peaceful place by the sea Build a waterfront resto that features our growing foodie, qua and wine culture – A tourist draw
and economic development scheme that supports our young agricultural entrepreneurs A band shell with music say Wed on the waterfront (wow) Please an adventure park it would be awesome. I don’t enjoy driving to Parksville to play on a
park. Kids nature exchange small building (existing cabin?) where kids can bring a “nature item” from
anywhere and exchange for another nature item. Items are displayed and identified – kid love it! Could be a school class visit learning activity.
Building is an opportunity for environmental groups to store/display and present. Already have a kayak rental one near (Dragonfly) beach hut (possibly could work together) Keep existing lodge for small meetings, environmental learning, education Nature displays/history in lodge
Pending a building assessment and feasibility study, the existing St. Andrews Lodge building could be potentially preserved and reused for alternative park functions. To what extent do you support preserving and re-using the existing lodge building? Place a dot in the corresponding column below. Strongly support – 42

How do you envision traveling to the future waterfront park? Place a green dot in the column below to indicate your preferred method of transportation. If other, please specify. Walk – 39 Bike 27 Bus – 19 Car – 13 Other – 3 (wheelchair and disabled access to a hard surface on the beach – washrooms), use the town-owned property across the street for parking and have a crosswalk What multi-modal improvements would you like to see to increase connectivity and access to the park, and within the park itself? Please write your idea on a sticky-note and post it below! Shuttle bus that runs between Shady Rest and picks up/drops off from hotels, lodges, etc. Need a parking lot crosswalk? Slow down traffic on 19A with stop signs, etc. Crosswalk please Electric bike rentals Free shuttle bus that circulates around downtown and down to beach making a look and
stopping at the other park and other points If you don’t live close by there is no other option other than car (or a special bus), so adequate
parking is necessary if you want the park used. Cross walk, shuttle park, parking across the street Crosswalk Reduction of speed limit of vehicles for safety and noise (road) reduction Sidewalks to make it safer Local shuttle bus between downtown and park area Can a wheelchair or walker or stroller get out onto the intertidal? Pedestrian bridge over 19A
Environmental Opportunities (Board #9) How important do you think each of the following environmental principles are when planning for Qualicum Beach’s waterfront park? Place a green dot beside the principles that you think are most important. Planning park improvements to best respond to projected levels of seal level rise – 33 dots Retention of existing mature trees and vegetation – 38 dots Removal of invasive species – 24 dots Conservation/restoration of habitat areas (marine, foreshore and upland) – 32 dots Integration of green stormwater management strategies – 17 dots Opportunities for environmental programming and education – 27 dots
Are there additional principles that we haven’t listed? If so, use a stick note and post them below! Permeable materials only No asphalt or concrete Absolute prohibition of noise pollution
FEEDBACK SUMMARY | PHASE 1 | FORMER ST ANDREWS WATERFRONT PARK 17
Peaceful spot for picnics, keep trees, a couple covered picnic areas No noise pollution please Keep it natural Child friendly Climate change/slr and storm management will require decision making ($$$$) on park design to
match neighbourhood necessities (it is in a flood zone) Playground, playground, playground please Protect habitat and include info board about species that live here Access to Kinkade No food trucks please Keep it shady with as many trees left as possible Preserve beauty, peace, and tranquility of the park Keep it natural First Nations site should be considered Natural!!! How about totems from First Nations? Trees are extremely healthy. Keep them!!! Picnic tables First Nations must be included in this process, including historical use, and rights to foreshore and
other significant issues.

# 6. What improvements would you like to see to increase connectivity and access to the park, and within the park itself? Please briefly describe your ideas below:
1 a bus route from more rural areas, such as north QB would be great. SO then we don't have to drive our car just to get to the beach
2 I foresee difficulties with parking in this area but for myself I would have to drive sadly. I love it being walkable for those who live closer though
3 Bike paths
4 Light rapid transit from core to water front areas. Frequent shuttles.
5 Parking, bus loop.
6 Reestablish Rodway trail. Sidewalks!
7 lots of parking for mobility impaired, WITH time limits on ALL parking! Meter paid for prime area parking at reasonable rates.
8 Sidewalks on garret or safer walking trails to the park
9 nice to see someway to connect current beach boardwalk with this one.
10 Safer access along highway 19a for pedestrians and bikes from Memorial to the new park
11 Crosswalk
12 None
13 Bike and walking lane on 19A. Traffic calming on 19A
14 Walkability and bikeability from the exciting public beach areas.
15 parking, safe crosswalk, traffic and speed control something that is missing on the current sea wall walkway
16 A proper sidewalk needs to be installed along 19a where no boardwalk exists. It is truly dangerous to be a pedestrian in these areas.
17 Keep parking out of the park, improve pathways and crosswalks along the highway, explore the possibility of linking access along the foreshore
18 Walking trails
19 Additional paths , side walks and traffic calming and speed control devices to insure safer approaches to the parks and waterfront
20 Waterfront walkway connecting to existing main beach. Walking along Highway 19A is dangerous.
21 sufficient parking without destroying the character of the lodge and park area. If parking will be on the other side of 19A, there ABSOLUTELY MUST be a marked crosswalk with flashing lights and overhead lighting for night time.
22 Time limited parking
23 Connecting park to existing foreshore beach to the East (towards Shady)
FEEDBACK SUMMARY | PHASE 1 | FORMER ST ANDREWS WATERFRONT PARK 33
24 Properly marked cycling lanes on 19A
25 st andrews has been attracting guests for many years, as it is ! don’t ruin it!
26 Cycling trails, linked trails, waterfront boardwalks/ trails — of mixed use for walkers/ cyclists
27 Access and connectivity is already available. An evaluation for those with mobility problems is the only improvement needed.
28 none
29 Crosswalk with flashing light. Parking Bus stop
30 While preserving nature and natural views, the project should enhance opportunities for the young, elderly, and handicapped citizens of our town to visit and meet together in this park. This vision needs to include wide enough trails for walkers and wheelchairs, several (or even more) handicapped parking spaces for those of us who drive but cannot walk far, and especially one or more wide crosswalks enhanced with flashing amber lights AND INCREASED CROSSING TIME allowed for slow walkers, family groups with strollers, and for class groups on walking or field trips to the site from the various schools in (or near) our town. Parking offsite and ACCESS for all is important, especially when providing opportunities to get close to the sea and nature, for our collective well-being. PLEASE LESSEN THE SPEED LIMIT THROUGHOUT THE BEACH AREA from Memorial Avenue to the connector to HWY 4 well beyond the new proposed park site. This will make the whole stretch safer for all, year-round.
31 Fewer trees
32 Having a continuous beach side walkway from the Lodge to the visitors centre...get the walkers off the street
33 Walking and biking only, Very little car access
34 A more comprehensive, proper width and safe sidewalk/bike path to connect all the parks and beaches along the entire waterfront.
35 I’d like to see it remain as quiet as possible. There’s already a waterslide and mini golf across the street from the park In the park in Parksville is zoo. In order to maintain the charm of Qualicum beach and Saint Andrews I think less is more. People could always go to Parksville if they want to go to a big busy park. I would keep it as pristine as possible.
36 Find creative ways to encourage people to visit by walking, cycling, bus - instead of wasting precious resource for parking. Are there no creative ideas about parking garages at strategic point on south side - expensive but where will you find space for the parking that might be needed otherwise?
37 None
38 Considering that our family has been owners at the Shorewater since early 1980s...i would like to ensure that there is adequate parking without interference to the side road and Shorewater parking. Our family is very concerned about groups of people parties and noise. also the transient use of washrooms not properly monitored and unsafe at night due to homeless invasion. in conclusion, this park will need to be managed and policed.
39 Crosswalks! With lights across the old island highway - I find it treacherous with two small children to cross at the bottom of Garrett Road and the bottom of crescent road to get to the beach
40 Stroller/wheelchair friendly paths
41 pedestrian and bike facilities need to be addressed along the highway, as well as reconfiguring parking. parking along the highway is dangerous for vehicles, pedestrians and cyclists and there needs to be parking on site to accomodate the visitors
42 Access from other waterfront areas through walking trails.
FEEDBACK SUMMARY | PHASE 1 | FORMER ST ANDREWS WATERFRONT PARK 34
43 A walking trail through the park
44 A parking lot with a crosswalk to access the park/shore
45 Longer beach front path
46 Bike/walking trains from Downtown
47 Safer shoulders/sidewalks along the highway from west crescent to the park
48 Make walking safer on existing sidewalks. Decrease the speed on Island Highway West road that runs in front of the new park.
49 Closer bus service. More regular.
50 Connecting the park space to the waterfront walkway with a safe way to walk or bike. Safe sidewalks to access the area from main residential areas, pedestrian crossing on the hwy.
51 Think about clear site lines to keep kids safe
52 walking trails
53 Not having to walk and bike on the highway
54 Ample parking
55 Signage to show the way
56 I use a mobility scooter and any time I go to the water I need to travel on roadways
57 Free parking trails marked perhaps exercise circuit
58 Would like to see accessabilty for people with physical diabilities
59 Improved parking, linked trails within to get to the beach and park amenities
60 Better streets and parking
61 This is related: bike racks for bikers; signs for tourists/newcomers to learn about the area; signage for knowing where else to go on the trails.
62 adequate parking within reasonable 100 meter walking; handicap accessibility
63 Safe bike route along beachfront for riding with kids. Biking along Highway 19A is scary in the summer months with people speeding and backing out of the beach parking spots.
64 protect shoreline and restore and protect habitat in park. Make it a stop over only and not a place for large groups of people to stay the day. The park land would not be able to support large numbers of people tramping about and would eventually become a degraded sand pit.
65 Parking access and safe connections to existing (non beach) walking trails
66 Better/more accesses to the beach. More parking area.
67 I live within walking distance.
68 More bus stops along the beach
69 Free Shuttle from Downtown to the waterfront
70 local bus that stops near the park small parking lot across the street using town owned lot crosswalk and pedestrian light at Crescent rd w and hiway and also from parking lot to park proper and safe sidewalk on highway from waterfront park
FEEDBACK SUMMARY | PHASE 1 | FORMER ST ANDREWS WATERFRONT PARK 35
71 There could be a trail off the current "blue" trail and then a raised crosswalk. Follow through on the last town council's idea to make the whole waterfront a park, make it less like a highway and lower the speed limit.
72 Parking, volleyball for older kids to play.
73 The provision of separated bike paths from the QB town centre to the new waterfront park and within the park.
74 People with disabilities having easy access to the ocean.
75 Path along the old island highway that’s not on the side of the busy highway
76 Parking lot.
77 Improve the Grandon Creek Trail and bike safety along the highway from town and QBES to the park access point by having a separated bike path.
78 Update the accommodations for visitors use. Otherwise leave as is. It is already a beautiful spot which is why people choose to stay there. Let things be. I say this as I realize that 'development' will occur no matter what.
79 Better sidewalks and mass transit.
80 trails for people
81 Wheelchair and stroller accessible, safe cross walk, sheltered bus stop
82 There should be no parking on the park property. Use the city property across the street for parking. Park itself should only have bike racks
83 Sidewalk to Deez and other restaurants Paths (or at least some of them) should be suitable for mobility challenged
84 Bike path so that we can get some exercise on the way there and still be safe.
85 Off-site parking lot at Laburnum Rupert Road and Highway 19A
86 Pathways, signage
87 Walking - (Need signage x walk + improved north side paving) Taking the Bus (Extend present routing beyond Garret and loop by Deez Gas stn.) Parking is a major issue. Consider use of Town land on north side + x walk plus limited Highway 19A stopping/parking in close vicinity.
88 - City bus stops 2 blocks from park Parking spots could be developed on edge of property where 3 white cabins are coming down - access off 19A
89 There should be adequate parking included.
90 Use 2 of the town lots across the street for a small parking lot. Pedestrian activated crosswalk at this location and at Crescent Road W and hiway - these 2 will connect walkers + people from town to the Brant Outlook + this park.
91 Crosswalk across Highway 19A Reduce speed limit to 30km/hr (approaching park and adjacent to park) safety and tranquility. Aim to add crosswalks at Garrett Rd. and at West Crescent Rd across Hwy 19A Aim to reduce speed limit to 30km/hr from Laburnum to Memorial - Recreation, commercial, resort, residential area for safety, access and tranquility. Critical issue - one can easily get to 19A but with lack of crosswalks and lack of reduced speed limits, traffic volume one has great difficulty getting to beach and park safely. IS taking a very young child or disabled person I would need a parking lot nestled in a ring of existing forest across highway 19A opposite park (town land ) and (currently only Memorial and Bat St have a crosswalk in entire stretch of waterfront) or a disabled person driving themselves to park or beach would need.
92 A few parking spots without taking out the trees.
FEEDBACK SUMMARY | PHASE 1 | FORMER ST ANDREWS WATERFRONT PARK 36
93 bike path along hwy 19A to allow riding from one side of QB to the other
94 crosswalk to connect to trail
95 Protected safe walking and cycling access from Qualicum Beach Town
96 - reduce traffic on 19A. Reroute to bypass
97 good bicycle access and parking
98 small parking area near roadway
99 car parking on the town property across highway 19A with a crosswalk
100 Demand crosswalks and a barrier protected walkway at roadside Park benches and a smooth patio looking out to sea as well as to watch and interact with the park Time limits (open/closed) are a great idea
101 parking lot and crosswalks
102 adequate parking - for most of the people who live beyond 20 min. walk crosswalks - for walkers + bikers.
103 Have an overall plan for 'real' development along Qualicums waterfront - no concrete steps anywhere
104 A designated bus from Civic Centre and drop off on beach side of highway, near St Andrews Lodge.
105 - waterfront walkway - public transit

107 Need a parking area - just don't take up the whole park with concrete and asphalt! Maybe there could be a bus/shuttle and bike rentals.
108 - Asphalt or other surface for wheeled (esp. wheelchairs) - Crosswalks and can there be a way wheelchairs can get down to the water edge. (can see outings from long term care centers, for example).

# Are there additional principles that we haven't listed? Please indicate them below:
1 Retention of the character and history of the property.
2 Education abut the local flora and fauna. signs, etc.
3 Don’t waste to much money only just enough
4 Avoid impermeable surfaces.....especially pavement
5 climate change in general
6 Faye Smith Rosenblatt memorial park is very nearby and is already promoting environment education very well
7 Limit the amount of mowed lawns.
8 don’t destroy st andrews environment refresh the cottages and leave it at that. its unique . leave the trees alone for gods sake !
9 No stormwater outflows collected from upland areas directed into ocean. Minimize development within park to preserve foreshore, ocean waters, trees and park land.
10 no
11 Once again, ACCESSIBILITY for all -- this cannot be over-stated with almost any new development.
FEEDBACK SUMMARY | PHASE 1 | FORMER ST ANDREWS WATERFRONT PARK 38
12 We have the recently constructed Faye Smith Pavilion that touches on environmental education, while environmental issues are always important the waterfront parks shouldn't be redundant pushing the same topics or issues. They are mean't for safe family enjoyment while still causing minimal impact on the environment but each waterfront park should have their own distinct identity.
13 Keep it simple - don't try to add uses for people - provide some places to rest but don't set up structures that encourage large groups to gather or people to take over spaces. Trust people to figure out how to enjoy the natural space.
14 Providing a safe yet fun place for families in the area and school trips to teach and learn
15 Recognition and involvement of indigenous communities if they desire to participate in the park.
16 Recycling and composting bins
17 Compost and recycle bins are needed.
18 Signage on history of the property and of Qualicum Beach itself, encouraging people to go to the museum.
19 Need to also address keeping some of Miss Little’s vision please.
20 I am all for the protection of the environment and the preservation of natural marine habitat but the Qualicum Beach marine foreshore has seen ~100 years of anthropogenic impacts and it seems likes a wasted effort to try protect/restore habitat while you build a park. Definitely direct resources at protecting/restoring the foreshore in other areas of QB but not where you are opening up an area to heavy daily use.
21 Don't make the park an all day destination for people but just a spot to have a rest, watch the sea and then continue on their hike along the shore line.
22 Not sure when you talk about green stormwater management if you are referring to dealing with stormwater from neighbouring areas or just onsite? So I'm not sure how to best respond to the question. I am concerned about the First Nation's connection to the land. It is my understanding that there are some artifacts located on that site.
23 Build a family orientated park. Walking trails are pointless on 1.5 acre park. Need to encourage tourism and we'll off family's to move to area. It needs to be safe and secure from drug attics, hobos.
24 Work with VIU to ensure the 4 UNESCO objectives are upheld and development is in harmony with the biodiverse natural world.
25 Solar power and wind power for lights and facilities: composting toilets, grey water reuse
26 People are important too. This park must provide recreational opportunities for people while respecting the peaceful area and the environment. Thats why recreational activities should be low impact for noise and environment. Horseshoe, checkers tables, table tennis, beach volleyball
27 This should be thought of as a simple neighbourhood park - to guide or "restrict" the array of offerings
28 Places to play that are green logs and green playgrounds. Make greenspace for families, green educational area for students to sit.
29 Natural Beach Driftwood keep
30 Foreshore and mature native trees should be protected by leaving them the way they are
31 That the park be fully accessibly by all age grounds, special needs persons, etc
32 Storm surge limitations, wind storm risks, sun exposure and need for coverage if trees removed.
33 Herons, brandt geese, eagles inhabit this area - need to be protected - least invasive development is important.
FEEDBACK SUMMARY | PHASE 1 | FORMER ST ANDREWS WATERFRONT PARK 39
34 Retention where possible of existing features: pathways, viewing benches facing waterviews, lodge building, "hedge" of wild roses along two sides and part of third side, some honeysuckle also growing, several species of wild flowers, beach grasses, etc.
35 Leaving the existing vegetation and shore are as is will give the public the BEST representation of a natural and healthy shoreline environment.
36 Allowing the water views to be enjoyed for locals and tourists. Promote our growing foodie, aqua, agra and vita culture and help our entrepreneurs in these fields by showcasing their products.
37 Deal with present outlet and sewer smell Save trees that are healthy and don't pose liability risk
38 - avoid using asphalt and concrete
39 opportunity to educate
40 Let us honour the First Nations people - it was , first, their land.
41 Planting for drought resistance. (not needing a lot of weeding/watering).
42 Inclusive uses
43 If they are unsafe, they go. Keep as many as possible. I moved into my Qualicum home nearly 47 years ago. I have a cedar tree with a dead top. Everyone told me to take it down before it fell down. It is still there and has supported generations of woodpeckers.
44 Retain the wonderful small village and family orientation of QB - thanks to the leadership and vision of Teunis Westbroek. Name the project Westbroek Park.

General Comments
13. Do you have any other comments or ideas you would like to share about the Former St. Andrews Waterfront Park planning process at this time?
Respondents: 115
#
1 Should be a place of peace and rejuvenation
2 Accessible right up to the sand for wheelchairs, electric scooters (board walk). A good quality food stall/trucks at reasonable family prices: i.e. the old beach hut sells a hotdog with a few dry chips for $6.50!! Keep the tradition of the English cottage appearance, makes it desirable to residents + unique for visitors.
3 Like to see more of a beach than there is now, something not so rocky that you could enjoy, not sure how possible
4 Check out the new playground in Tofino for inspiration- something similar would be great for our waterfront community http://www.tofino.ca/parks
5 Garbage cans, patrol for garbage . Tennis courts, parking.
6 It would be great to have the bocce, horseshor pits etc. Make sure that there is NO CAMPING allowed. Make it a picnic Are, gathering place. No need for food trucks or concession-keep that on the main beach.
7 Please include consideration for people with physical challenge...wheelchairs
8 As Qualicum is short on heritage buildings, I am very passionate about preserving Elizabeth Little’s home and the overall character of the property (this includes repurposing buildings as well as maintaining as much mature vegetation as possible.) The existing beach areas in Qualicum are very exposed to the highway - if you sit at a beach it’s quite noisy - so I view this as an opportunity to create a quieter beachfront area where one could comfortably have a picnic and relax.
9 I would defer to tree experts to make the decision regarding trees. I heard several people at the meeting talking about moving the Rotary Park to that location. I do not support that suggestion and I don't support large groups being able to book the park. I am quite concerned about the summer traffic on the highway and safety issues that may arise. A crosswalk light will be necessary and speed enforcement will be necessary which is already and are of concern at the beachfront.
10 I think retention of the Lodge is important, one consideration could be a Stewardship Centre....or a Natural history/Cultural history Centre.
11 Would like to see the area as a dogs on leash area only especially if picnic areas are included. Loose dogs and irresponsible owners can ruin the experience. Therefore, strong informational signage and bylaw enforcement would be desirable. Concern that it could turn into a ‘party’ place if fire/bbq pits and public washrooms are available.
12 Thanks for the opportunity for input!
13 Do not preserve the existing buildings. Just because they were cabins or someones home does not mean they are historic. Retrofitting them for public use will cost as much or more than building new. Look at the College Inn for example of what you get when you try to preserve something that is not suited to its modern use. A number one goal for this park should be to have children’s playground and/or waterpark and a family friendly access to the waterfront to families to call QB home.
14 Thank you for making this an inclusive, consultation process.
15 Take your time and make the development something we can be proud of for many years to come.
FEEDBACK SUMMARY | PHASE 1 | FORMER ST ANDREWS WATERFRONT PARK 43
16 Foreshore rehabilitation should mirror what is happening at Rathtrevor Provincial Park - natural shoreline contouring with plantings of native plants.
17 Would be great to have an entertainment facility/amphitheater w/ the ocean backdrop. Need a plan to have the park linked to the existing beach front other than having to use 19A for cycling/walking.
18 When living in saskatchewan we drove for three days to stay at St Andrews. it was heaven. please please leave it unspoiled. it doesn’t need to be “developed”
19 It would be nice if locals could be included in the development process through cleanup/ work parties on certain projects/ parts of the unfolding. Maybe there could be storytelling about the history of people populating the area, about animals that inhabit the area, geological changes that have occurred/ are occurring, a place for people to donate to see their name on a boardwalk/ bench/ cobblestone to be remembered as being part of the building. Benches, bike racks, fountains.
20 Survey questions imply that the vision for of St. Andrews land is more of a multi-use site rather than a park. Question 4 is unclear. If building is preserved it could be used for alternative uses. The examples given could mean only the listed uses, or the Town may be planning other uses that were not listed in the question. If used for events, parking may become an issue resulting in the need for a parking lot. Converting part of the site into a parking lot is not an acceptable use of park.
21 Please make it a kid friendly place! Not just focusing on the seniors. I think children & families should come 1st as the town has been putting seniors 1st for a long time. Please try to keep as many of the trees as possible as they are what make that spot soo enjoyable & peaceful. I also think that keeping some of the old buildings is a great idea. Shows the town history & heritage. It also honors the pervious owners.
22 Saint Andrews lodge is not a suitable site for a Qualicum Beach park. 2.8 km outside QB is too far away. . People from all over Canada are attached, even devoted to these cabins of an earlier era and they wish to preserve them. Saint Andrews site bears no relationship to the town. . Just leave the cabin site as is, painting and refreshing the cabins. It’s been loved for 50 years. If you HAVE to do something, build another cabin although building will afflict the ecology of the shore.
23 questions are formulaic and have their own agenda, not ideal
24 Connectivity to the new viewing station would help link the park areas.
25 Children’s water park. Parksville water park is much too small and does not feel like a destination to go to to play at the water park. Definitely support a natural playground like the one in Tofino, so many natural elements used to encourage climbing, balancing and activity.
26 Perhaps allow for a historical display (overseen/run) by the Historical and Museum Society with its visuals and expertise, set up in the existing Lodge building, plus a small concession, and new washrooms. Any buildings with steps should have sturdy handrails, and there should be at least one wheelchair-accessible washroom. Yes, the Town would have to be willing to maintain the site, but it is so beautiful an asset, and well worth the effort. Thank-you so much for saving this property!
27 I think it is important to maintain the natural beauty of this park while making it accessible to everyone.
28 I would love to see an adventure park for children built on this area of land. Also, a simple trail or boardwalk type thing would be very nice. I think catering to the youth in Qualicum is something we need to focus on more. Qualicum is a great place to live for all ages.
29 Keep it as natural as possible limit the number of people that access the park
30 I have been a long time live in owner (24 years) at Shorewater Resort. I spent many summers at St Andrews Lodge with my family and knew Elizabeth Little well. That is the reason I moved here in 1994. I speak for my neighbours that live here as I do that we are very afraid that this beautiful place may turn into a tent city/ drug go to place like the places in Nanaimo and Parksville. PLEASE don’t allow that to happen. I pray It doesn't. I would love to see Miss Little’s vision go on....respect
31 Since this end of the beach has little or no sand and is mostly gravel, the activities or plans for this park should be unique enough to draw the people down to this end of the waterfront. Since beach activities will be limited, and more than half of the town's tourist rentals are close by, other activities
FEEDBACK SUMMARY | PHASE 1 | FORMER ST ANDREWS WATERFRONT PARK 44
will be needed to fill this void. As mentioned earlier in the questionnaire, volleyball, bocce, bbq's, or outdoor events should be looked upon as options to attract tourists and locals.
32 Enjoyed the different stations and approaches taken to gather ideas and responses to your ideas - sometimes difficult for people to get close enough to read what was on the display boards although the facilitator at each station tried to explain what the intention was - too many people gathered at some stations for everyone to participate - although those stations had some of the most interesting conversations.
33 As a long time owner at the Shorewater, and the fact that i have visited this very unique and special location all my life, as well as my parents and Grandparents before me...i need to be confident that this is not going to change the face of this environmentally sensitive shoreline. Also, that there will be a promotion of peace and natural beauty as well as history and education. I am extremely opposed to large groups, rentals, food trucks, noisy events, crowded parking and potential abuse.
34 This project feels like a great opportunity to create a community space for families of Qualicum Beach (and surrounding communities). As a parent of two young children we're often piling into our car to go to the Community Park in Parksville to let the kids play on a first class playground. Albeit a smaller area, the St. Andrews Lodge setting could create something similar for families in QB. Example: Centennial Park White Rock https://bit.ly/2FMZkty
35 Very concerned with the prospect of the park being taken over by homeless group. Full time resident manager is a must. What has destroyed some areas in NANAIMO and is wrecking havoc in parks in Parksville cannot be allowed to get a foothold here. Has there been any thought to trying to give, at no cost, the existing cottages to companies that move such structures. Easy move for these people who specialize in such things by water or road. Shame to have the cost to tear down these units when the
36 I would love to see a kids playground area. Something that integrates the landscape and active play for a range of ages. We have to travel to Parksville to go to a playground for our children.
37 need to keep in mind the residents that already live in the nearby area, ensure ample off street parking for visitors
38 I would love to see this land be geared towards families/young people. For so long the Town of QB has catered only to seniors. Create something fun so we can create fun memories with our children.
39 I would Li,e the space turned into something people of all ages can enjoy. Not just for seniors, but mindful of families and young adults who need opportunities to gather and enjoy the outdoors.
40 Hoping for a clean family friendly space with play structures for children
41 Kid and Family friendly. We need more parks and areas that all ages can enjoy. Bring some of the youth back into the town and also interest tourists to come Qualicum way instead of always to Parksville Community Park.
42 Memorial benches (I have already inquired about purchasing one for my late mom) and beachfront fire pits (as beach fires are prohibited, it would be lovely to have designated fire pit areas with an ocean view)
43 Seems a little far from town and the main Qualicum Beach.
44 It’s a beautiful property that maintains the small Victorian feel of qualicum heritage but would be nice to have a small natural playground (log style) to give the children a little bit more to do but maintains the natural shade and nature of the lot. I have seen some neat natural playgrounds in the yard of a local family business called Timbersmith along the highway to parksville. They had birds nest type log climber and a few other climbing structure. Support local business
45 I think it is an excellent idea to preserve and maintain the cottage as a part of the historical heritage of Qualicum Beach. The main lodge could be preserved for meetings/talks etc. It might be useful to have a general concept such as Water from which other activities will flow and connections can be made to the existing sites identified in the map. For example, highlighting the relationship between indigenous communities and water, or the coming of Europeans and their engagement with water.
46 We live on Higson. Shortly before St Andrews closed they hosted an afternoon and night event that seemed like a wedding, with music, toasts, cheers, laughter and music. It was tolerable for a short time
FEEDBACK SUMMARY | PHASE 1 | FORMER ST ANDREWS WATERFRONT PARK 45
in the afternoon but became more raucous and loud as evening went on. The biggest problem was that their sound system was pointed towards the residential area of Higson. It was awful. I shudder to consider that the development of this property would be like this every weekend. Property value=0!
47 Thank you for opening up the discussion early in the process of deciding the future of this location. I think it will make a lovely addition to our community. Access to the space may be limited without driving to many residents, parking and safe access should be considered.
48 If you consider young families you’ll please a lot of people. A waterfront playground and splash paddle like the one in Ambleside (west vancouver) would be awesome!! Safety is important and the environment of course!!
49 leave the way it is, no more taking down trees and trying to build more houses. Leave the park the way it is, although I am not happy that our council decided to spend 5.1 million dollars of the towns to buy that land, Qualicum Beach has a lot of lands already
50 This is an opportunity to demonstrate this is a family inclusive community. I hope this is considered in creating a fun and active place for families in QB (and outside the region) can go.
51 Somewhere community events can be held, supporting the younger and families people of the community
52 It would be great to have a second playground for children in qualicum beach, with a small bathroom and beach access
53 This is such a beautiful piece of property with so much history. We are so happy that the town bought it for the benefit of future generations. Thanks for your forethought and we appreciate being consulted re development of this wonderful property.
54 Would appreciate seeing a new outdoor venue for Art
55 I feel whatever is done that the current residents (on Buller) should not be adversely affected (noise, parking for instance). I think it's important to keep the natural habitat as much as possible to to make the place a peaceful place for tourists and residents alike.
56 We don’t feel safe taking our kids to the Qualicum Beach boardwalk area because they end up playing between a busy highway and a concrete pathway with a steep drop. We would love to have a beachfront area where we could picnic and play that is safe and fun. Please create a fun and functional park for all ages. Do not get bogged down in trying to save every tree, shrub, crab, sand fly, sculpin and seagull.
57 Why wasn't the land across the highway included in the discussion? Have you ever googled other small seaside parks to see what other communities in Canada have done to keep smaller parks viable and not overused? Was a predicted future 2 meter water level rise taken into account when planning for the future of the park or the lodge?
58 Would like to see the preservation of a building to be used as a Tea House.
59 A splash park or wading pool area for young kids would be great. We also desperately need space for the teenagers in our area to spend their time. A bike park or skate park by the water would be great for the kids. I know there is already one in town but somewhere close to the water where it is family friendly would be really nice. It would encourage teens to be more part of the community.
60 Consider the young families and children as they are going to be the ones utilizing this park the most. Playground equipment, gathering space for BBQ’s or kids parties etc. I don’t feel safe taking my kids to the beach on the existing Seawall in QB as they play next to a highway and a busy concrete path. I think allowing some local /private business to operate within the park would be great. Food trucks/beach markets/live music. I think there is an amazing opportunity here !
61 Part of Qualicum Beach history.
62 None
63 the property is not actually very large and so not a lot of variety of things could be done there. keep it peaceful and natural
FEEDBACK SUMMARY | PHASE 1 | FORMER ST ANDREWS WATERFRONT PARK 46
64 I am concerned with the continued erosion of tourist accommodation and particularly inexpensive tourist accommodation. Some people have been coming to St Andrews and Qualicum Beach on an annual basis for more than 40 or 50 years. The lodge and cottages have always been well used almost always no vacancy. Over the years, many of the little cottages that Qualicum Beach was famous for have disappeared and this is just one more. What is the Town's plan to offset the loss of this accommodation?
65 Volley, horseshoes, bathroom, picnic area great for all agaes
66 Not at this time.
67 none
68 Whatever decision is made, it also must be supported by the neighbouring properties. It’s their neighbourhood too. Having lots of noise and food service smells where before it was quiet is unfair and I can’t see how it helps their property values. Just something to consider.
69 No.
70 While development of the area for sports and large group events is popular with some people, there are other places that are better suited to high use, high impact activities. As Qualicum increasingly loses tree canopy and habitat for many species I want to see a strong effort to maintain whatever oxygen enriching, carbon reducing native trees and foliage we can. Use of blacktop in the park should be minimized to mitigate damage from the leaching of toxic oils into the nearby ocean environment.
71 There is no need to convert this beautiful, restful oasis to a park.Upgrade the accommodation as needed including the lodge and let St andrews continue is life. I first stayed there in the late 1970s. No need for change. There are plenty of sites for parkland activities already in QB.
72 Strong consideration must be given to residents living in the immediate area, and how this park will impact their current residential situations. i.e. noise, traffic, parking. Look at all life styles.
73 We need trees. I’m not a carrot crunching, granola eating hippy but am getting increasingly concerned about all the wildlife habitat that is being removed for more and more human comfort. The lady that owned this property tried to balance making a living with keeping things natural and my hope is that this would be respected. Please find a balance between nature and humans in this beautiful location. It would make a lovely walking trail and “natural” gathering spot.
74 No
75 I really don't want to see it end up an overcrowded, loud area. My hope it that you will take into account there is already a 'fun zone' down the street, so another one isn't required. I own a home in the area and would greatly appreciate the homeowners being heavily considered when going ahead with this project. A lovely, serene area for people to gather and enjoy the beauty of the area.
76 I do not think any cabins should be kept including the red cabin. Save the lodge for park and community use. Bush and old trees along Buller should be removed to open up the park for access and for "eyes on the park". parking should be across the street, and a crosswalk installed.
77 Economic headline contrary this is proposed as a park Do not clearcut! Keep healthy trees Trees removed replace - 10 to 1
78 My view is a mixture of nature and all age friendly play areas. A playground would be a good place for kids to get outside and PLAY! (which is happening less and less due to screens). If at the highway side of the park was developed more of a artificial play area (still on grass) and then on the beach side make it natural and peaceful. Thank you for giving me a voice. Hope you put my thoughts to consideration. Thanks...
79 Question 4: additional comments - issues: parking, homeless squatters, garbage, noise control, vandalism.
80 PLEASE - no commercial activity! Put a caretaker in the lodge to discourage vandalism Maintain the original natural ambiance - generations came to St. Andrews for the peace and quiet, the beach, family time. Leave this as a place for families to get back to nature and enjoy each others company.
FEEDBACK SUMMARY | PHASE 1 | FORMER ST ANDREWS WATERFRONT PARK 47
81 Question 4 - depends on cost
82 Leave the area as it is, other than issues related to safety and health management Question #2 -New Washroom/Change room building - not $200,00 as on walled beach at QB Question #8 - this is not true. I'm a forester.
83 Being a vital link to the history of Qualicum Beach I believe as much as possible the site should maintain it's current character and efforts should be made as much as possible to retain it's historical value and natural beauty. Please, no commercialization. Miss Little would hate that! Respect the past and educate for the future.
84 St Andrew's Lodge and cottages has been a part of my family's life for 50 years - it was what drew us here to live. The stories of decades of family vacationers originated here and we hold the property and the Littles dear. Please preserve a cottage and the lodge, and make sure generations to come can form their own stories and memories at this special, magical place.
85 Question #3 - three additional choices: pollinator gardens, area for rotating food trucks , and restored and protected habitat areas.
86 As site is active now can we consider special education by staff/specialist to major issues and considerations? eg: 1) condition of specific buildings for reuse to gauge costs and options for re-use 2) vulnerable tree locations 3) vulnerability to storm surge and SLR locations on site and neighbouring facilities 4) Limited parking sites and numbers.
87 - food trucks are not necessary as there are already 3 restaurants and one convenience store within one block - kayak rentals not necessary as kayak rental already in business by Beach Hut. This is a new business which has just begun. - This is not a swimming beach, people tend to sit on the beach, lean against the logs - watch the wildlife and scenery. - Benches and picnic tables would be ideal. - At this time the smallness of the area is not really being taken into consideration. 88 This is not a very large piece of land. It should be left in a natural state with minimal development. The waterfront park + walkway already has food trucks/restaurant, paddle board rentals to there is no need at this park also. There is a kids playground behind the pool and at the old QBES site so there is not need for an extensive one on this small parcel of land. The name could be "St Andrews Park" after what this sight was previously named. It should not be named "Little Park" (Comments Con
89 My husband and I are delighted that the town has had the foresight, resources, and good planning to be able to acquire this small beautiful piece of waterfront property for public use for posterity. (and eight forested lots on the south side of Highway 19A across from the new park). "Less is more" should be part of the vision for this little park. Please use existing features and keep it as natural, peaceful and beautiful as possible. Do what it takes to provide safe access with (Comments cont
90 It will be best to keep as is as much as possible as it will give visitors an idea of what most of the shoreline areas in Qualicum Beach were like before major development.
91 Connection to village important with walking trail and bike paths
92 I always think about the decades of family memories created through those cabins! for many, their only chance to come to the seaside. We have a shortage of restaurants with waterfront views. We need a good one in this location@ Perhaps one that draws upon our growing Foodie + wine culture and creates a tourist destination venue as well - cooking school etc. Think Napa and the Culinary Institute - but smaller. Create an opportunity to attract more businesses overall to QB retailers (Comments con
93 1. Consider keeping the waterfront for public access but sell the remainder and use the funds to convert more of the waterfront from the Faye Smith Pavilion to the WC to public access. 2. Trade Rotary Park for space at St. Andrews - open up a key section of waterfront. 3. The St Andrews site is beyond the core waterfront of Qualicum Beach
94 keep it as natural as possible keep the house for uses listed on page 5, #4
95 Its hard to make much comment when I have never been to the site. I am excited and happy to have a bit of our shoreline protected for future generations. Please don't put things in the park that could be located easily away from the water (ie. playgrounds are wonderful, but better in a different community space). QB has few public natural treed beach areas.
FEEDBACK SUMMARY | PHASE 1 | FORMER ST ANDREWS WATERFRONT PARK 48
96 No food trucks/no commercialization
97 - preservation of the existing lodge will maintain history + quaintness of the spot - do not make / replicate Parksville park/beach manicured state, maintain natural aspects - keeping it 'natural' = less money to invest + = maintain uniqueness of the sport
98 - keep the property on the south side of 19A as well to form a natural corridor to the beach for wildlife.
99 important to ask for every plan - how does it work for children - especially active children #8 question - too dangerous to leave weak trees in a public park - especially where there could be high winds.
100 From a purely selfish interest I would like to see an open covered pavilion type building where an artist or small group of artists set up a place to paint for an afternoon, be protected from sun or rain - of course other could use such a structure for other uses - Thanks for the opportunity to contribute o the planning of this beautiful space. direct neighbour to the proposed park and the noise inst that bad
101 This area has several parks and much waterfront. This place has been a form of sanctuary for at least 80 years and needs to be kept as natural as possible with some public facilities added to make it so it will be interesting to go to. Educational and interpretive centre at St. Andrews lodge.
102 I think angle parking at least for disabled, should be onsite. How about beside Buller, and 19A in front of the existing home? Question #3 - Restored and protected habitat areas
103 Question #3 additional - Pollinator gardens, park pavilion/multi-purpose space for events, and restored and protected habitat areas
104 Name of park should be "The Little Park"
105 - aim for a simple green-space to enjoy - avoid money-hungry projects (like art-work, big structures) - but utilize buildings while they are usable - have hours-of-use for this park
106 Question #2 Info - Economic - art shows, wildlife talks. I would have to know what art classes economic opps. It's a 'park' no food trucks. Community Activities - environmental classes for all Question #3 info - adventure playground - natural materials for all ages Question #7 info - retention of existing mature trees and vegetation - if they are/or can be preserved. Removal of invasive species - definitely.!!!
107 Let us go forward honouring Elizabeth Little's love for St Andrew's - "The Little Park"
108 - dedicate "lodge" as "heritage" Miss Littles work - use acceptable cabin as concession NO FOOD TRUCKS
109 No food trucks
110 I think that we should preserve the natural ecosystem. We should also include areas to socialize and play so all ages can use it. There should be trails to walk and bike on, and rental places for kayaks and paddleboards. As far as food truck, I would rather have a restaurant or a tea house - not fast food.
111 We would benefit from space for gatherings that could be rented very cheaply, or free for citizens doing things (eg. book readings, art sho
112 How does it link to other projects for development for budgeting. eg. pier.
113 Don't over develop it. No food trucks. Maybe use existing cabin for coffee/tea/cold drinks/ snacks. No overnight camping/squatting. Good supervision. Probably can't have both a picnic shelter and park pavilion. What about small education centre and gift shop? Education centre could have film loop running and pamphlets available. Other small towns have done this.
114 A tea house would be nice to have in the existing house. - An artist in residence in the house. - No playground equipment keep the park quiet and meditative.
115 My family moved here 18 years ago (we are seasonal residents, QB - Dallas, TX). We came because we were captured by the small village culture, the wonderful spirit of the people who live here. We feel this cultural vision was borne in the hear of Teunis Westbroek. He has led the fine people of QB along this path, day and night, through his love and leadership. Please consider returning love to Teunis by naming this park "WESTBROEK PARK" please.
