The existing bridge does not meet current design standards, Americans with Disabilities Act (ADA) requirements, or navigational clearance requirements for this portion of the Gulf Intracoastal Waterway. To address the need for replacement, the Florida Department of Transportation (FDOT) is conducting the Brooks Bridge Replacement Project Development and Environment (PD&E) Study. The intent is to identify replacement alternatives and evaluate the potential environmental, engineering and social impacts. The study also assesses potential improvements at the bridge approaches including the U.S. 98/Santa Rosa Boulevard intersection on Okaloosa Island and the U.S. 98/Perry Avenue intersection in Fort Walton Beach. The results of the study will provide FDOT the information necessary to make a decision on the conceptual design of the replacement bridge. On April 23, 2015, a Kickoff meeting was held to introduce the study and receive public input. The feedback received from the public helped the study team to develop alternatives for the bridge replacement and potential intersection improvements at the approaches. On May 17, 2016, an Alternatives public workshop was held to present alternatives for the bridge typical section, bridge alternatives (left and right), and intersection options for State Road 145 (Perry Avenue) and Santa Rosa Boulevard. Attendees were able to review the alternatives, ask questions, and offer comments. Alternatives Studied FDOT evaluated various typical sections, bridge replacement alternatives and intersection improvements as part of this PD&E Study. Based on public input and the results of the detailed evaluation, FDOT is recommending to construct a new bridge on the northern side of the existing bridge (left of the existing bridge in the direction from Fort Walton Beach to Okaloosa Island) within the existing right-of-way over the Santa Rosa Sound. The new bridge will have a typical section of three 11-ft lanes in each direction, 10-ft inside and outside shoulders, and a 12-ft shared use (bicycle and pedestrians) path on both sides. Improvements will be made to the U.S. 98 and S.R. 145 (Perry Avenue) intersection to improve traffic operations. Intersection improvements are also required at Santa Rosa Boulevard on Okaloosa Island. The existing intersection will be relocated approximately 500-ft to the east and new connector roadways are proposed north and south of U.S. 98 to provide access to and from Santa Rosa Boulevard. A new *half signal is also proposed along U.S. 98 to allow vehicles to safely enter and exit U.S. 98. *A half signal is a two phase signal that stops only one direction of traffic.
