1) Introduction

GT Exhibitions ME have been appointed as the exclusive official freight forwarders and on-site handling contractor by Informa Markets, the organiser of Cityscape Qatar 2021 exhibition being held at the Doha Exhibition and Convention Center, Doha, Qatar. We will be providing a full customs clearance and on-site handling service for the exhibition. Please read and adhere to the following shipping instructions and tariff. This is essential in order to avoid any problems or delays with clearance, handling and transportation of your goods. We will be pleased to assist you with any questions that you may have. 2) Consignee Details

Shipments should be sent to New Hamad Sea Port (QA HMD), Doha, Doha Airport (DOH) or Abu Samra Qatar Border. Kindly arrange to ship all shipments “Freight Pre-paid” only. All documents for Air, Sea and Road - MAWB, HAWB, Bills of Lading (Express or Original), Invoice, Packing list and Certificate of Origin to be consigned as mentioned below: Consignee : ELAN EVENTS C/O ONSITE TRADING AND SERVICE W.L.L. The Master Air waybill must be direct and consigned correctly as mentioned above, to avoid high handover costs and additional handling charges. If applicable these extra charges will be billed at cost per outlay + 15%. The total number of pieces, total gross weight & total volume of the freight must be clearly indicated on the waybill and the same details must match 100% to the commercial invoice. Separate waybills must be issued for each individual exhibitor As per Qatari regulations, goods for temporary and permanent import must be documented and shipped separately on a separate waybill, commercial invoice, certificate of origin etc. The same mode of transport (Air/Sea/Land) used for import must be used for re-export. For example, goods shipped to the show via airfreight must be re-exported by airfreight. Any change of mode of transport will incur duty/taxes for permanent import and new documents to be issued from Qatar for the re- export. 3) Cargo Arrival Deadlines and Port of Destination

Documents:

o Original Sea freight documents 14 days prior to vessel arrival

o Original Airfreight documents 7 days prior to flight arrival.

o Original Road freight documents Along with the truck at Qatar border For Airfreight please attach to the Air waybill pouch 2 copies of invoice/packing list/certificate of origin. Freight: Shipments should be sent to New Hamad Sea Port (QA HMD), Doha, Doha Airport (DOH) or Abu Samra Qatar Border.

o Sea freight FCL arrival at New Hamad Sea Port 10 working days prior to delivery date

o Sea freight LCL arrival at New Hamad Sea Port 15 working days prior to delivery date

o Airfreight arrival at Doha (DOH) Airport 8 working days prior to delivery date

o Road freight arrival at Abu Samra Qatar Border 5 working days prior to delivery date

o Courier shipment arrival at ONSITE Office 15 working days prior to delivery date We strongly recommend that you ship on a direct service to the Doha to avoid delays in trans-shipment, etc.

GT Exhibitions cannot be held responsible for the late or non-delivery of goods, including additional surcharges incurred for shipments that fail to comply with the above mentioned arrival deadlines. Cargo arriving after the deadline dates as mentioned above will be subject to a minimum 35% late arrival surcharge on the basic handling tariff.

Qatar working days are Sunday – Thursday IMPORTANT NOTES

• DO NOT mix / consolidate temporary and permanent shipments together. Temporary and Permanent import shipments must be packed, documented and shipped separately on separate waybills. Failure to abide with this requirement will invite heavy penalties and surcharges which will be billed to the respective exhibitor’s/agent’s account.

• Please send a pre alert to GT Exhibitions ME before your shipment arrives.

• We do NOT recommend hand carry shipments to Doha for exhibitions. VERY IMPORTANT - Shipments must be booked on airlines flying direct into Qatar. Airlines should NOT truck or transfer shipments from another country to Qatar, as this will cause problems with the customs formalities.

4) Shipping Documentation

Documentation Required

The following documents are required for the import clearance of goods in Doha, Qatar.

Shipments arriving by Sea freight: -

• Original Commercial invoice / Packing list: 2 x Attested and Legalized Originals and 2 copies

• Original Certificate of Origin: 1 x Legalized Original and 3 copies

• Colour photos & data sheets for all items: 1 x set attached to shipment

• Express Bill of Lading / sea waybill: 4 x Non-negotiable copies

• HS code/country of origin summary sheet: For shipment with more than 3 HS codes

• Hazardous Declaration and copy of MSDS: For DG shipments (if applicable)

• Test certificate (or tiles, marbles etc.): 1 x Legalized Original and 2 copies

Shipments arriving by Air/Road freight: -

• Original Commercial invoice / Packing list: 2 x Attested and Legalized Originals and 2 copies

• Original Certificate of Origin: 1 x Legalized Original and 3 copies

• Colour photos & data sheets for all items: 1 x set attached to shipment

• Air / Truck waybill: 2 x Originals and 2 non-negotiable copies

For Road Freight - Original documents to be attached to the Truck Document Pouch and accompanied with the Driver to arrive at the Qatar Border.

For Air freight & Ocean Freight - Original documents to be sent by courier as per dates provided, in advance, prior to the arrival of the vessel and aircraft to: Onsite Trading & Services W.L.L. It is requested that the specific and correct HS code is used for each item within the shipment. Please do not use the blanket HS code of 90230000 because this could result in delays in the clearance of the shipment as EPC / MOE approvals may be required.

Important notice: The Certificate of Origin is a very important document and must accompany every consignment being sent to Qatar, whether by air, sea or land. If this document is not provided it will result in the Customs process being rejected and will incur heavy fines. The consignment will be returned back to origin at the shipper’s expense.

Any additional documentation requested by Doha Customs must be provided upon request.

ATA Carnet – As per new regulations in Qatar, ATA Carnet is now accepted but only in special cases. You must ensure you contact GT Exhibitions well in advance to obtain the related requirements for processing importation using the ATA Carnet system and the related cost involved.

In either case for Customs clearance of Exhibition Goods: It is a must to receive detailed attested, original,

stamped and signed Commercial Invoice, Packing List and Certificate of Origin covering all the items being

shipped.

4) Shipping Documentation – cont’d

Bill of lading / Air waybills / Truck waybills

Must be consigned exactly as per instructions mentioned above (see section 2) only, failing which we will not be able to process the Customs clearance. Separate House Airway bills (HAWB) or Forwarders Bill of Ladings (FBL) must be issued for individual exhibitors, per consignment, stating the correct weights and dimensions. Temporary and permanent goods must be packed, documented, and shipped separately on individual airway bills. This is very important as temporary and permanent goods cannot be grouped and shipped together as a single shipment.

Commercial Invoice/Packing List Please ensure the commercial invoice issued complies to the below requirements:

The Commercial Invoice must be an original and attested by the Chamber of Commerce and legalized by the Ministry of Foreign Affairs and Qatar Embassy or Consulate at the Country of Origin. The document must be duly typed in English Must be printed on shipper’s original embossed letter head and must bear an original company stamp along with an authorized signature. The document must be headed “Commercial invoice”. No other term is accepted, and it must also include an invoice number. The commercial documents must be attested from Chamber of Commerce and legalized at origin country. Temporary and permanent goods must be packed, documented, and shipped separately. Must be consigned exactly as per instructions mentioned above (see section 2) only, failing which we will not be able to process the Customs clearance. Should read full Details/ Address of the shipper and consignee & must clearly mention the full Description of Goods, Net Weight, Gross The Invoice must clearly indicate a detailed description along with the serial number, weight, unit price of each item, total value, currency, country of origin and HS Tariff code of each item separately along with the Manufacturer’s name.

The Commercial Invoice must clearly mention the total (CIF) value of the goods, total number of packages, the total gross weight and volume of the consignment. The packing details (number of pieces, gross weight and volume) must match 100% to the details declared on the Air/Sea waybill. Do not Indicate the term “No commercial value” or “Value for Customs purpose only” on the commercial invoice. This is not accepted by Qatari Customs and the clearance application will be rejected.

The Invoice must have the following declaration clearly shown - “We hereby guarantee that this is a true and correct invoice, and that the goods referred to are of the origin, manufacture and production of (Country…)”.

The packing list must indicate individual weight and dimensions of each package in the shipment. The packing list must also indicate which items are packed into which boxes. Listing the quantity of each item along with the net and gross weight in kilograms and the serial numbers of each piece in case of temporary importation. It is very important that the piece numbers mentioned in the commercial invoice and packing list tally with the physical packaging of your consignment.

Goods intended for temporary importation must clearly bear serial numbers, model numbers or product codes embossed on each physical item (removable stickers are not accepted). These details should correspond exactly to what is mentioned on the commercial invoice. Any discrepancies will result in the goods being imported on a permanent basis with import duty applicable. This is regardless of the goods being re-exported after the event. It is also compulsory to provide photographs and data sheets for all items in your shipment. Photographs should be attached to the outer packaging of the shipment and included in the AWB pouch (for airfreight shipments). All items will be inspected by Customs.

4) Shipping Documentation – cont’d

Certificate of Origin –

This document must be an original, issued and attested by the Chamber of Commerce and legalized by the Ministry of Foreign Affairs and Qatar Embassy or Consulate at the Country of origin only.

▪ Must be consigned exactly as per instructions mentioned above (see section 2) only, failing which we will not be able to process the Customs clearance.

▪ The document must clearly mention the Commercial Invoice number, total value of the goods, total number of packages, total gross weight and volume of the consignment. The packing details (number of pieces, gross weight and volume) must match 100% the details declared on the Air/Sea waybill.

▪ In case of multiple origins the Certificate of Origin must state each Country of origin and the same should be shown in the Commercial Invoice. In case of European Countries, please mention the exact Country of origin or manufacture instead of “European Union” as this is NOT accepted by Qatari Customs.

Note: The Certificate of Origin is a very important document and must accompany every consignment being sent to Qatar, whether by air, sea or land. If this document is not provided the shipment cannot be Customs cleared in Qatar and will incur heavy fines. The consignment will be sent back to origin at the shipper’s expense.

If you are providing your documents on our templates/format we will assist by providing a checking and approval service, however, in order for us to approve your documents we need to receive a full draft set i.e. Invoice/packing list, HS code / origin breakdown summary, BL or MAWB and certificate of origin as appropriate. Please include copies of all photographs and data sheets in the document check and pre-alert.

Once approved, please forward a full pre-alert to GT Exhibitions ME.

5) Legalization

All commercial documents must be attested by the Chamber of Commerce and legalized by the Ministry of Foreign Affairs and Qatar Consulate at origin. In the event that the documents are not legalized at origin, this can be arranged in Qatar against an outlay of legalization fees, which if applicable will be charged at actual, as per outlay plus 15%.

The below rates are indicative rates only in order to assist with your budgeting. The actual charges will apply as assessed by Qatar Customs.

6) ATA Carnet

As per new regulations in Qatar, ATA Carnet is now accepted in Doha but only in special cases. You must ensure you contact GT Exhibitions well in advance, to obtain the related requirements for processing importation using the ATA Carnet system and the related cost involved.

Very Important: For any shipment intended to be shipped under the ATA Carnet system, please ensure you send GT Exhibitions draft copies of all the shipping documents (as mentioned in Section 4) along with a draft copy of the ATA Carnet, well in advance, to check for correctness and advise of any changes required. In either case for Customs clearance of Exhibition Goods: It is a must to receive detailed attested, original, stamped and signed Commercial Invoice, Packing List and Certificate of Origin covering all the items being shipped.

All ATA Carnet shipments need to be pre-approved by Qatari Customs Authorities, prior to the dispatch of the goods from the origin. Therefore, you must ensure to obtain the necessary approval and a go ahead from GT Exhibitions prior to the shipping of your goods. Failing which, the shipment cannot be Customs cleared in Qatar and will incur heavy fines. The consignment will/may have to be sent back to origin at the shipper’s expense.

Please do not ship ATA Carnet shipments to Qatar without the go ahead from GT Exhibitions.

7) Special Handling

For any exhibit, box or crate which exceeds more than 2 tons per piece, or with dimensions that exceed 2m x 2m x 1.5m (LxWxH), where special handling and lifting is required, we request exhibitors/clients to contact us, providing a detailed description of the goods at least 20 days prior to the start of the exhibition. This is very important and is required to ensure a smooth handling of your goods at the show site. Failure to do so in advance will invite heavy penalties and surcharges to mobilize such special equipment at a shorty notice, which if applicable will be on the respective exhibitors/clients account.

For manpower or any equipment, which may be required to assist exhibitors with the set-up, additional cost will be quoted upon request.

8) Packing and Labelling

Please make sure your exhibits / cargo is packed in a suitable way for the nature of the goods and the mode of transportation intended for the outbound and return journey.

ALL shipments will be opened for inspection. Please take this into consideration when arranging your final packing and make crates/packages easy to open/reseal. If padlocks/locks are used please provide combinations on your documentation.

9) Restricted Cargo

The Qatari authorities impose restrictions on the importation of various commodities into the Country. If you are not sure if your product falls under this category, this can be checked and confirmed with the relevant Qatari Embassy or Consulate at origin. We can also assist you in this matter.

Listed below are a few of the restricted items: -

o Importation of commodities such as alcohol or pork and products containing alcohol or pork or any of its by-products is strictly restricted from import into Qatar.

o Other restricted items include items containing food items, live plants / flowers, tiles / marbles, wireless / telecommunications equipment, defense equipment, radioactive / hazardous material, batteries, printer cartridges, cosmetics etc.

o Importation of exhibits such as weapons, ammunitions, explosives, or any other military equipment is strictly forbidden for import into Qatar.

However, such goods can be imported if permission / approval is given by the appropriate Qatari Ministry. To apply for such permissions, we will need copies of all paperwork 70 days prior to shipping. The final approval is at the discretion of the authorities.

Please be aware of restrictions with batteries and printer cartridges. If you are returning these items in your shipment you must highlight this to us on your pre-alert along with the intended airport of destination, and in your return instructions. Certain airlines will not accept these items.

Please note that Freighter / Cargo aircraft services are limited out of Doha Airport for out-of-gauge (oversized) shipments. For services that do operate, it will only be to arrival at major hub airports. It is again suggested that intended return shipping instructions (i.e. Airport of destination, consignee details, acceptance at destination, etc.) for your shipments are given in writing to GT Exhibitions well in advance, and prior to the dispatch of the shipment from origin to Doha. This is an essential procedure to allow us sufficient time required to confirm we can arrange the necessary re-export service, and to secure the necessary space and bookings with the airlines.

For importation of vehicles, all vehicles must be labelled and the label must include the whereabouts of the chassis number. Drivers must be available for inspections, loading from port and delivery to stand.

Documentation for vehicles must also include:

• Vehicle type

• Brand and Model

• Condition (new / old)

• Specification (GCC OR NON GCC STANDARD)

• Colour

• Drive (left / right hand drive)

• Chassis number and Year built

• Engine number

Please note: Goods should not be shipped until you receive a confirmation from GT Exhibitions to do so.

10) Courier shipment (up to 50kgs/0.3cbm)

Courier companies generally cannot clear exhibits and equipment being sent for exhibitions in Qatar. Courier shipments are normally held with Customs when the volume or value is high. We therefore recommend you contact your courier company and ensure they can Customs clear and handle exhibition goods. We cannot intervene with the customs clearance processes related to courier shipments, as such we cannot be held responsible or accept any liability for shipments sent via a courier service. Courier shipments are subject to customs duty which we can outlay on your behalf Please DO NOT send courier shipments addressed direct to your hall or stand/booth number. All courier shipments (up to 90 Kg / 0.3 CBM maximum) should be sent and addressed as follows: - ONSITE Trading & Services W.L.L. Box 13324 - Doha, Qatar Tel +974 40331349 Name of Exhibitor Hall and Stand No A commercial invoice must accompany all courier shipments weighing less than 90 kgs, however for shipments over 91 kgs an attested commercial invoice and certificate of origin is required for clearance. Courier shipments must be sent on Delivered Duty Paid (DDP) basis, and shipments that require advanced payment of Customs Duty will be refused unless it is pre-arranged. A full pre-advice must be sent to GT Exhibitions. prior to dispatch of courier shipment to: Attn: George Nassif and Beth Madrid by email: [email protected] / [email protected] Exhibitors should report to the GT Exhibitions site office and pay cash for the handling charges incurred. The goods will then be delivered to your stand. Payments in advance by bank transfer are subject to a service fee to cover bank charges. We cannot accept credit card payments for courier shipments. All films, videos, slides, DVD and CD’s are subject to Qatar censorship. Please forward all of your CD/DVD/FILMS/VIDEOS to the ONSITE office (address in section 4) at least 60 Days prior to the start of the exhibition, in order that these can be submitted to the Qatari authorities for censorship. Clearance of such items is solely subject to approval of the Qatari government authorities. Every copy must be submitted for censorship, censorship charges will apply as per Outlay plus 15% Once censorship is complete, we will arrange delivery to your stand.

Please note that the content of all brochures and video’s etc. must conform to the religious, cultural and social sensitivity of the region. It is the responsibility of the exhibitor to check with GT Exhibitions if their package has been received. Shipments that require an advance payment of customs duty or any other freight charges will be refused, unless it is pre-arranged. Courier shipments must therefore be sent on a Delivery Duty Paid basis.

11) Temporary Importation, Customs Duty and Re-export of Shipments

o Temporary importation of goods is solely subject to the approval by the applicable Qatari Customs Authorities. If Customs reject the application for temporary import then the goods will have to be imported on a permanent basis and assessed Customs Duty will be applicable.

o Goods intended for temporary importation must clearly bear serial numbers, model numbers or product codes embossed on each physical item (removable stickers are not accepted). These details should correspond exactly to what is mentioned on the commercial invoice. Any discrepancies will result in the goods being imported on a permanent basis with import duty applicable. This is regardless of the goods being re-exported after the event. We will also require photographs and data sheets for all items. Photographs must be attached to the outer packaging. In case photographs are not provided and these have to be taken physically during the customs examinations, additional fees and fines will apply. All items will be inspected by Customs as they are very thorough in their examinations.

o In the absence of serial numbers on exhibits it is imperative that you provide us with 3 sets of photographs and a data sheet/brochure of each item, correlating the picture to the commercial invoice and outer packaging for ease of inspection. This will then be presented to Customs and we will request temporary import. Temporary admission will be at the discretion of Customs.

o Goods such as giveaways, brochures, consumables may only by imported on a permanent basis.

o As per Qatari regulations, goods for temporary and permanent import must be shipped separately on a separate waybill, commercial invoice, certificate of origin etc.

o At the close of the show, all exhibits cleared under temporary import must be exported out of Qatar in full and within 1 week from the close of show. The import details (i.e. pieces, weight and value) must tally with the export details on re-exportation. If these details do not tally, or part of the shipment is sold / consumed / destroyed, Qatar Customs will penalize and charge the import customs duty & taxes on the entire shipment. The import duty & taxes is currently estimated at approx. 6% of the CIF value of the goods as assessed by Qatari customs. Which if applicable will be billed at actual per outlay, plus 15%.

o Due to limited carrier services out of Doha, it is strongly suggested that intended return shipping instructions (i.e. Airport of destination, consignee details, acceptance at destination, etc) for your shipments are given in writing to GT Exhibitions well in advance, and prior to the dispatch of the shipment from origin to Doha. This is an essential procedure to allow us sufficient time required to confirm we can arrange the necessary re-export service, and to secure the necessary space and bookings with the airlines.

o If requirements change after receipt of your return instructions, all updated requests must be in writing and are subject to approval. Additional costs may be incurred and charged accordingly.

o Please be aware of the restrictions for shipping batteries and printer cartridges. If you are returning these items in your shipment you must highlight this to us in your pre-alert and in your return instructions. Certain airlines will not accept these items.

o The same mode of transport (Air/Sea/Land) used for import must be used for re-export. For example, goods shipped to the show via airfreight must be re-exported by airfreight. Any change of mode of transport will incur duty/taxes for permanent import and new documents to be issued from Qatar for the re- export.

o Sea freight LCL shipments can only be Customs cleared on import on a permanent import basis. There are VERY LIMITED LCL sea freight services available for re-export from Qatar. It is recommended to only re-export by FCL sea freight where possible. Shipments cannot be mixed, split or grouped together for re-exportation. .

o Goods cleared under our import bond cannot be handed over to another forwarder or carrier for re-exportation. All return shipments are sent on a freight pre-paid basis.

o If any of the above requirements are not adhered to, Qatari Customs may impose heavy penalties and fines, which if applicable will be for the client’s / agent’s account.

o The Port & Custom Authorities of Qatar levy an import Customs duty which is currently estimated at approx. 6% of the CIF on most goods which are sold / consumed / destroyed and not re-exported at the end of the show, based on the CIF (Cost, Insurance and Freight) value of the goods as assessed by Qatari Customs. All Customs Duty assessments are solely up to the discretion of Qatari Customs. Qatari Customs can re-evaluate the value declared on the commercial invoice.

o Any Customs Duty applicable will be charged to the client as per outlay +15%.

o Once the goods are imported into Qatar on a temporary basis, the complete consignment must be re-exported in FULL. If part of the shipment remains in Doha, Customs will levy a 6% Duty on the CIF value in addition to the 5% deposit paid at the time of import clearance. Once Duty is paid and definitive Customs Import Bill is issued, then we can apply for the refund of the deposit. This process will take approximately 60 to 120 days for the deposit to be refunded from Customs. In such case, we reserve the right to request that the deposit that we have placed, be debited to the client/agent.

o Any shipment permanently imported into Doha can be re-exported after the event. However a new commercial invoice and certificate of origin will be required for export, extra charges are applicable to provide these new documents.

12) Insurance

Insurance of the cargo is not included in our scope of work / tariff and this should be arranged by the Exhibitor and / or Exhibitor company with an express and unconditional waiver of subrogation towards GT Exhibitions their partners & our sub-contractors. This should include cover for transport to/from the exhibition and all handling by GT / Onsite and our subcontractors. Please also ensure that the Marine (Transport) Insurance is arranged for the exhibits/goods sold locally during the exhibition.

For shipments arriving in apparent damaged condition, the airport / seaport will not assist with surveys or provide any damage reports. The goods will need to be surveyed on site by the exhibitor’s survey company to process any claims.

The freight yards at the show site are open areas and have no protection from the elements. Whilst we will do our utmost to cover freight and empties in the designated areas, we cannot be held responsible for any damage caused by climatic conditions.

You are strongly recommended to check with your all risk Insurer that you are fully covered for all the work we may undertake on your behalf and to advise them of our conditions. As our tariff is computed on the basis of volume/weight and has no correlation with the value of exhibits, it follows that the cost of insurance cover is not included in our charges.

GT Exhibitions will not accept any liability towards any loss/damage of your exhibits/goods.

13) Sale of Exhibits

In the event an exhibitor would like to dispose/sell their goods during the exhibition, the permanent importation of these items can be processed, subject to prior approval from the Venue Management, the show Organiser and Qatari Customs. Only after receipt of the approval and payment of the applicable Customs duty and import conversion fee, can the buyer/exhibitor obtain the goods. If the import duties and conversion fees are not settled prior to the close of the show, the goods will be transferred immediately to a bonded warehouse, which will incur additional surcharges to the exhibitor/buyer towards transfer, storage and handling of the goods in addition to the duty and conversion fees. You are advised to contact GT Exhibitions of any such requirement.

14) Special Note

The show site yard is not a covered area, therefore all freight and empties moving in and out of the halls or stored on site during the show are exposed to climatic conditions. All work carried out is subject to GT Exhibitions standard terms and conditions of trading, copies of which are available upon request.

15) Terms of Payment

Inward: Upon uplift of goods, prior to delivery to stand. Outward: Upon presentation of invoice/prior to delivery of shipments.

All payments must be made without any deduction or deferment on account of any claim, counterclaim or offset. Personal or foreign cheques are not accepted. Payment can be made by bank draft or by telegraphic transfer to our account as follows:
