    pressed his belief that theSummit would bring betteroutcomes for strengtheningfriendship and cooperationbetween ASEAN and Japanin future. He called for for-mulation of frameworks in

    order to guarantee regionalpeace and stability and se-curity and step up coopera-tion. He highlighted nucleardisarmament, ght againsttransnational crimes, mari-time cooperation and hu-

    man rights matters.He stressed the need toacknowledge the already-achieved development inimplementing ASEAN-Japan Strategic EconomicCooperation Roadmap2012-2013 that can pave theway for the success of Re-gional Comprehensive Eco-nomic Partnership, RCEP.He welcomed the Japa-nese proposal to establishdisaster-resilient ASEANCommunity, saying that itis required to stand unitedin dealing with challengeslike development divide,income inequality, urban-rural development gap, lackof infrastructure develop-ment, energy insuf ciency,

    environmental matters andnatural disasters. Asia-Pa-ci c region is prone to natu -ral disasters. He welcomedthe proposal of Japan forestablishment of ASEANCommunity that will havethe capacity for formationof the network on controland promotion of coopera-

    tion for ASEAN-Japan nat-ural disaster management.

    The President pledgedMyanmars full support toseek nuclear-free Koreanpeninsula for guaranteeingpeace and stability and se-curity in Korean peninsula.He af rmed support forpeaceful resolution of SouthChina Sea issue betweenASEAN and China throughnegotiations. He vowed tosupport Vision Statementon ASEAN-Japan Friend-ship and Cooperation, itsaction plan and joint state-ment which were approvedby the Summit.     Plan to build ICP check point at India-Myanmar borderT AMU , 14 DecIndian

    government is makingpreparations for constructionof an integrated check point(ICP) near Nantphalon Marketof Tamu Township, and theproject will be completed inMarch 2015.

    The check point willbe located between Morehof Manipur State andNantphalon of Myanmar.As the border line has notbeen designated exactly, thearea of the check point willbe controversial.

    C ENTENNIAL , (Colo),14 Dec A student benton confronting a teacheropened re with a shotgunat a Colorado high schoolon Friday, severely wound -ing a classmate before tak-ing his own life in a burst ofviolence possibly fueled byrevenge, law enforcementof cials said.

    The student enteredArapahoe High School in aDenver suburb around mid-day brandishing the gun. Heasked fellow students aboutthe location of the teacher,then shot a 15-year-old girl

    who was nearby, said Ara -pahoe County Sheriff Gray-son Robinson.

    US suspect arrested for alleged car bomb plot againstKansas Airport

    W ASHINGTON , 14 Dec US federal officialssaid on Friday they hadarrested a man for allegedcar bomb plot against theairport at Wichita, the USstate of Kansas.

    Terry L Loewen, 58,of Wichita, was arrestedFriday morning at theWichita Mid-Continentregional airport and hasbeen charged in a federalcourt, the federal offi-

    cials said at a press con-ference held in Wichita.

    Investigators said theman attempted to enterthe airport tarmac anddeliver a vehicle loadedwith what he believedwere high explosives.

    According to thecriminal complaint filedagainst Loewen in USDistrict Court in Wichita,he was charged with onecount of attempting to

    use a weapon of massdestruction against peo-ple and property withinthe US, one count ofmaliciously attemptingto damage property bymeans of an explosiveand one count of know -ingly attempting to pro -vide material support andresources to designatedforeign terrorist groupal-Qaeda in the ArabianPeninsula.

    If convicted, Loewenwould face a maximumpenalty of life in federalprison.

    Loewen was arrestedas part of an FBI under -cover investigation, andthe device used by him

    IBM lobbied Congresshard to pass a law letting it

    share personal data of cus-tomers in China and else-where with the US National

    Sea-level rise fast by natural standardsC ANBERRA , 14 Dec

    Sea-level rise since the In-dustrial Revolution has beenfast by natural standards andmay reach 80 cm above to-days sea-level by the year2100 and 2.5 m by 2200even without developmentof unexpected processes,according to a new researchmade public on Friday.

    The Australian NationalUniversity (ANU) said ina press release that a teamfrom the university and theNational OceanographyCenter, Southampton, stud-ied several million years ofrates of sea-level rise to workout the background pattern

    of natural sea-level rise.We knew from geolog-

    ical data that sea-level is like-ly to rise 9 meters or more asthe climate system adjusts totodays greenhouse effect,but the timescale for this risewas unclear, lead authorProfessor Eelco Rohling ofthe ANU Research School ofEarth Sciences explained.

    The pattern we deter-mined illustrates how fastsea-level might change ifonly normal, natural process-es were at work. Put simply,we considered what naturehas done before, and there-fore could do again.

    The background pat-

    tern, which Rohling stressedis not to be confused witha model-based prediction,was compared with histori-cal tide-gauge measurementsand satellite observationstaken since the IndustrialRevolution. The researchteam looked at the speed ofthe observed changes andwhether they were within thenormal, natural range of sea-level changes according totheir pattern.

    Historical observationsshow a rising sea-level fromabout 1800 AD. Around2000 AD, sea-level was ris-ing by about 3 mm per year.

    For the rst time, we

    can see that this modern sea-level rise is quite fast by nat-ural standards: based on ournatural background pattern,only about half the observedsea-level rise would be ex-pected, said Rohling.

    Environmental EducationUnderstanding the environmental problems

    of the contemporary world is indispensable forthe very survival of humankind. It is because the

    human race is facing monumental challenges inthe form of growing population, grinding pov-erty, frequently recurring disasters and dimin-ishing natural resources on which all mankindexclusively rely. So, a tool we need to make ourone and only planet a better place to live is toheighten public awareness of environmentaleducation.

    Environmental Education (EE) is a lifelongeducation to react quickly to environmentalthreats in a positive way. We can gain this edu-cation for environmental awareness throughan understanding of the environment and ourcomplex relationship with it. It has developed aresponsive to challenges in our rapidly chang-

    ing world. It is focused to prepare the individualfor life and the provision of skills and attributesnecessary for playing a productive role towardsimproving life and protecting the environmentwith due regard for ethical values.

    When and where do we start the environ-mental education? The answer is to teach it inprimary schools from now on. We were not in astate of preparedness and no quick response tocyclonic storm Nargis badly we had experiencedin 2007 warned us about the lack of environ-mental education among our people. It would bevery effective even if a chapter covers environ-mental education was integrated into the pri-mary curricula to instill an environment aspect

    into our children. They will carry the aspect ofmaking environmental conservation a duty theywere taught in childhood to their adulthood.

    Children who were taught to cherish theenvironment and to have awareness about theenvironment and associated challenges lead toadults equipped with environmentally soundpractices to address environmental problems.So, we would like to call on educational decision-makers to put the environmental aspect into thehearts of primary students as an essential partof education. Only through environmental edu-cation, can we mitigate environmental impactsand make our mother earth a better place to live.

    Zalun is a quaint townin Ayeyawady Region ly-ing on the west bank of themighty Ayeyawady Riverof Myanmar. It is just likeany other minor townswith agriculture, trading

    and shing, populationsof moderate size living apeaceful life. But its loca -tion at the junction of landand water routes makes iteasily accessible and com-mercially strategic. Hencetrade in local products hasbrought prosperity and pro -gress of a certain degree tothe locals who do not lagbehind time too much.

    But what makes thetown Zalun well-knownat home and attractive toforeigners is the alloyedthickly gilt and bejeweledBuddha statue that returnedfrom abroad. It is common-ly called Zalun Pyi tawpyan phaya [The Buddhathat returned to its home-land at Zalun].

    Enshrined in a grandspacious and sumptuoustemple which by itself isMyanmar traditional archi-tectural and visual artisticwonder, the legend andits history of the admira-bly sublime Buddha statuearouse your curiosity awe,wonder and nally devo -

    tion. Historical backgroundcovers ancient Rakhine,and Myanmar history aswell as British colonialperiod. Later whennews came that the statueU Shwe Pwint tried to castat the capital was nished,he had to return Man AungMyin statue to the palace aspromised. But the journeyto Amarapura was not safeand the entire country wasin the grip of the secondAnglo-Myanmar war pro -viding sound excuses fordelay in the return of ManAung Myin statue to thecapital.

    In the war, the Britishdefeated Myanmar and theyoccupied Lower Myanmarfrom Pyay and Toungoosouthward. British com -mander Sir John Stubb con-

    scated all metallic objectsincluding sacred statues.In M.E 1214 (1852 A.D)he took away to Bombay,India, on bound the ship

Sixty- veheavy loads of gold andother metals were carriedby royal white elephant.Thus six cubits and onemite size of a sitting Bud -dha statue with a bhumi-phasa mudra [earth touch -ing gesture of hand] wasceremonially cast success-fully. The living GotamaBuddha, so says the legend,breathed his breath into thestatue so that the statue isstill alive with that breath.The Buddhist devotees be -lieve it.

    Next, three more stat-ues were cast out of the

    remaining metals. The rstBuddha statue is known asMaha Muni and the otherthree statues are namedShin Kyaw Muni, ShweBon Tha Muni and ManAung Myin Muni respec -tively. Man Aung Myinmeans Buddha conquers

    ve evils. Man AungMyin statue occupied theplace to the right side ofMaha Muni statue. Origi-nally it weighed 666 vissand 6 ticals.

    In ME 1146 [1784A.D.] Crown Prince whowas the son of King Bodaw -paya [1782-1819 A.D.] ofAmarapura of the rst Kon -baung dynasty brought thesaid four Buddha statues to

    the west bank of the riverfacing Pyay. When CrownPrinces entourage reachedAmarapura, an auspicioussite was chosen at a place tothe north of the capital andthe two statues Maha Muni

    and Shin Kyaw Muni werehoused in a grand Templewhich we still see at Man-dalay.

    Man Aung Myin statuewas taken to the capitaland near the palace whereit was sheltered in a goldspired temple for daily wor -ship of royal family. Suc -cessor kings, Bagyidaw, hisbrother King Konboung,his nephews King Baganand King Mindon andKing Mindons brother andcrown prince Kanaung keptMan Aung Myin statue attheir palace temples fordaily worships.

    In ME 1214 [1852A.D] during the secondAnglo-Myanmar war in thereign of King Bagan, hishalf brothers Prince Min-don and Prince Kanaung re-volted against King Baganwho was dethroned andPrince Mindon ascendedthe throne.

    Lord of Zalun TownMinister Thado MingyiMaha Minhla Nawrahta ap -pointed U Shwe Pwint of

    Zalun as governor of thetown. His boss Thado Min -gyi and himself yearly sub-mitted royal revenue to theKing at the capital. So UShwe Pwint became well-known among the royal fam-ily and countries. He was ingood favour of the royal fam-ily. King Bagan gave himroyal favour of permitting tocast a Buddha alloy statue forZalun. With ve medals of1500 viss weight donated byZalun people U Shwe Pwintwent to Amarapura by boatsin January 1852 (M.E 1214,Pyatho) for casting a Bud -dha statue.     Now an unbeliev-able story happened. QueenVictoria suddenly caught aserious headache keepingher awake for many nights.

    Many royal physicians didtheir best either to cure itor to give relief but failed.One night, she had a dreamin which she was told thatof Man Aung Myin Bud-dha statue now kept in thestorehouse in Bombay wasreturned to the place oforigin, her sufferings shalldisappear immediately.When she woke up, she de-cided to carry out what shewas told in her dream. Thefollowing day, at her com-mand, the Buddha statue ofher dream was discoveredin the storehouse waitingto be melted again. She wasunhappy to see such act ofsacrilege and vandalizingof sacred objects of other

    ple of Hinthada discovereda sublime Buddha statueon the sand bar, they wereexcited and overjoyed andnamed it Pawdawmu Paya(the Buddha just appeared)and ceremonially conveyedit to Nga Myet Hna Pavil-ion in Hinthada. Buddhistpopulation from all direc-tions came to pay respectto it.

    When the DistrictCommissioner of Zaluncame to his counterpart inHinthada on of cial busi -ness, he visited Pawdaw-mu Paya. To his surprisehe found that the statue wasMan Aung Myin statue ofZalun taken to Bombay bythe British. He informed

    Monk U Hpyu examinedthe statue in detail includ-ing inscription on it and hewas assured that it was ManAung Myin of Zalun. UHpyu went to District Com-missioner of Hinthada andtold all about that matter.

    District Commission-ers of Zalun and Hinthadaarranged a meeting be-tween head monk Sayad-aws of both towns to decidethe matter. Thus Sayadawmonk U Hpyu of Zalun andSayadaw monk Kyikan of

    Hinthada met with publicaround them. Monk Kyikanwas senior to U Hpyu in ageand ordained age.

    Kyikan Sayadaw askedMonk U Hpyu to give evi-dence to prove that the stat-ue belonged to Zalun.

    Monk U Hpyu repliedhe saw inscriptions on itsbody were strong evidenc-es.

    Kyikan Sayadaw askedMonk U Hpyu if he couldrecite there inscriptions.

    Without much also UHpyu recited them by heart

    every line of the inscrip-tions.

    Next he was asked togive the meanings of in-scriptions that were in Pali.

    As Kyikan Sayadaw foundall correct he gave the ver-dict that the statue belonged

    to Zalun. The whole meet-ing was satis ed with theverdict.

    But the people ofHinthada were reluctant topast with the statue. So theDCs of Hinthada and Zalunmade a new solution. Thestatue was put on a craftand let the people of bothsides pull it and let the win-ning side have the statue.With two head monks andthe two District Commis-sioners on their respectiveboats pulled the craft with

    the statue to the directionsof their towns. On the Zalunside were only 12 boats buton the Hinthada side were38 boats. But the craft withthe statue went to the Zalunside. Hinthada side pro-tested on the ground that asZalun was downstream, itwas the current that madeit win. So they changed thedirection and tried again.This time also it was Zalunthat got the craft with thestatue. Finally, the statuewas returned to Zalun.

    A grand welcome cer-

    emony was held for days atZalun to receive their stat-ue. Since then the statue ac-quired a new name ZalunPyitaw Pyan Paya [Home

    returned Buddha Statue atZalun]. Its original nameMan Aung Myin was

    changed to many namesNan U Paya, Su Taung PyiPaya, Min Tat Min Paya.The statues residence alsochanged. When it was re-turned from Hinthada, itwas housed in U ThaingsTawya Gu Temple for 3years. Later in 1223 ME(1861 AD) it was movedto a new gold mosaic tem-ple where it resided for 25years. Then in 1248 ME(1886 AD) it got a newgrand residence at a verybig temple with pavilions

    built under the supervisionof Sayadaw U Hpyu. Againin 1280 ME (1918 AD) af-ter 32 years of residencein that temple it was againmoved to Bo Pona Konefor 10 years, next to Ta-pyaTazaung for 4 years, Majorcause for these movingswas the erosion of the RiverAyeyawady along the waterfronts of Zalun.

    Finally in 1283 ME(1921 AD) in Kasone (May)the Statue was moved to thepresent brick Temple do-nated by U Shwe Kone and

    Daw Min Thwe of KanyinKwin Village. Since 1317ME (1955 AD) many ren-ovations and decorationwere added by generous

    Buddhist devotees. Thestatue was adorned withgem studded solid gold

    regalia. Many solid goldparaphanalia such as ricebowl, water goblets, watercups, gold fans etc weredonated to the statue. MoreDhamma teaching halls andrest houses for pilgrims ap-peared in its spacious pre-cincts. The entire big tem-ple looks like a big palaceadorned with best works often visual arts and brightlylit by chandellias of can-dles.

    Zalun Pyitaw PyanPaya to-day is not only one

    of the most attractive pil-grimage but also of foreigntourists attraction. River-ine cruises like the Road toMandalay, Orchaella, Pan-taw and other bring globe-trotters to Zalun only tosee, adore and marvel at thesublime statue and grandtemple.

    deterioration of renal func-tions, is 3,000 microgramsper liter or more, accordingto the sources.

    Patients of cadmiumnephropathy, an early stageof the disease, have notbeen recognized as patientsof the disease under thegovernments criteria, andthe upcoming agreementwill signify a comprehen-sive settlement of the dec-ades-old issue.

    About 500 to 600 peo-ple are expected to receive600,000 yen compensation,the sources said.

    The disease, which
