    This eighth public meeting of Dukinfield East Resident Association (DERA) was held at Astley Sports College,Yew Tree Lane, Dukinfield.

    This followed a leafleting of more than 800 addresses within the core area boundaries.

    Preamble to Meeting:KI confirmed that there were sufficient members present to form a quorum, under the rules of the constitution.The meeting, therefore, proceeded to the agenda.

    Opening address by the Chair:Introduction of the committee.

    Statement of Accounts by Treasurer:DB the account balance as 2,767.74Of note, the 9,954 purchase of a minibus, we are awaiting quotes for adding disabled access.

    Address by guests:Zad Latif:The main problem we have in this area is ASB in terms of children causing bother. Trying to tackle it early byproactively visiting, along with SB & SC, the children who are causing the bother.Problem with parking at the schools, he has visited the schools to talk to parents.He wants DERA to encourage people to join Homewatch, feedback information to the police about what ishappening in their street, to help build intelligence on underlying problems.In the ward, crime has decreased overall, but there has been an increase in ASB, kids involved in low level ASBsuch as throwing stones, fighting, drawing on lampposts & cars but with washable colours. He wants to tackleit now before it escalates.There is a presentation on the 15th at Astley to do withSafer Summer Dayswith years 7-11 to educate them.

    There is a problem with large numbers of kids in Cheetham Park some are drinking, but, he would rather dealwith them in the park than in Stalybridge town centre.

    NC there is an ASB problem with older youths (17-19) on the Astley site, bringing alcohol, refusing to leave thepitches & foul & abusive language. Monday & Wednesdays booking with Sports Development has had to beterminated due to these problems, between 5-6pm. There are also issues with controlled substances.ZL has requested a look at the CCTV.KI complained that the numbers given out for the Tameside Patrollers were invalid.Steve Fisher (SF) the Patrollers have now been disbanded & replaced by A Clean & Safe Neighbourhood

    Officer, for our area that is Lyn Evans.ZL if there is an immediate ASB threat then call 101, if it is persistent then call the Neighbourhood Team.A resident asked how they had been affected by the cut backs.ZL Stalybridge is now a police post, reduced number of vehicles, PCSOs will not be affected presently, butthere will be more cuts next year. We are trying to do the best with what we have got.

    Sarah Chilton:Tom McGuire has retired, SC & SB will cover the Yew Tree area on a temporary basis.The main problem in the Yew Tree area is kids on Chester Avenue, stones have been thrown at vehicles &property, stones being used to block roads. They have identified several families and will be visiting them to tryand get everyone together with the complainants in a restorative justice approach to come up with an actionplan.If anyone has information about the kids causing problems on Chester Avenue, then contact them.

    SB There is a meeting on Monday with Ben Buckley (New Charter) & Community Engagement (TamesideCouncil) regarding the bins at the Yew Tree Lane shops.

    Natalie CraigThank you to New Charter Housing & DERA for their support of the Community Fun Day, which was wellsupported, raised over 300.00 for the British Heart Foundation, hope to make this an annual event.

    Astley Sports Village is fronting a campaign from the Department of Health called Get Going this Summer,linking this to activities already being run on site. Resources are available for any groups that are interested.This is open to all ages but is mainly targeted at children.SC: New Charter has bought a bus to promote welfare reforms & the change to Universal Credit. They are alsotrying to use it promote other things, attracting kids to the bus by running activities, combating ASB, gettingthem involved in positive things, 30th August in the Yew Tree Lane / Gorse Hall lane areas.

    NC they are having a celebration festival as part of the change for life campaign, there may be a tie in with theNew Charter event.

    Over the summerFor 8-12 year olds there are two summer camps run with the Manchester United FoundationWeeks commencing 29th July & 19th August, these are multi sport camps.

    On 3 weeks during the summer, daily 10-12 & 1-3 pay & play, part supervised, 1 per session, bring ownequipment.

    Any young person aged of 14 -16, 20 for the whole summer, can come and use the health & fitness facilitiesthroughout the day.

    Alison Cox, Vicar, St Marks Dukinfield asked for an update on the minibus she will send an email to KIregarding hiring the bus for the August Bank holiday.KI : we are awaiting the final version of the logos for the bus. Hire costs and damage liability are still to bereviewed. The disability access adaptations are still ongoing.We have insurance for any driver with D1 on their driving licence.

    Steve Fisher (SF) advised about the bins on Cheetham Hill Road & Heron Avenue which have been removed.The one on Cheetham Hill Road at the passageway to Chester Avenue will be replaced soon.DB the bin at the bus stop at the Lodge has been removed, a resident advised that it was dangerous due thedoor keep flapping open onto the road & this may be the reason it was removed.

    Review and update of previous meeting 17th April 2013 (updates in red)

    A project for the immediate vicinity concerned a green area known locally as The Circle; that is to the east ofthe Chester Avenue Estate and bordering Green Booth Close and Yew Tree Lane. The land is jointly owned byPersimmons and New Charter and both companies are in favour of developing the space.

    This proposal was the source of great controversy at our AGM where several members from the Booth Closeestate vehemently objected to the idea of a childrens play area.To help resolve the issue, a working party was convened to discuss proposals and, hopefully reach agreementas to what could be done to improve the area. There is now tentative agreement that The Circle should beplanted with wildlife-friendly trees and shrubs to effectively create a miniature nature reserve. Details have yetto be finalised, particularly with respect to a proposed dog-walker path on the site, and a further meeting ofthe working party is to take place in March.JH: we are still awaiting legal advice over the leases with Persimmons; we expect this to take time.New Charter have cleared and surfaced the pathway between 139 and 141 Chester AvenueSF asked about the New Charter owned land and plans for a tree nursery in the area. SB advised that thiswould be decided after consultation with the residents.DB we have received some legal advice over this land. We as a group cannot take over the leases it wouldrequire the setting up of a trust or find an individual who is willing to take this on. We do NOT believe that this

    is a realistic possibility.We are going to contact Persimmons to see if they would keep the lease but let us still plant the land.

    SF asked about the plans for a tree nursery on the New Charter land.SC said she would investigate this as she was not aware of it.DB advised that this was an idea from Ben Buckley.

    DB there has been a complaint from a resident that the fence on the new pathway is too low and kids havebeen climbing into her garden.

    Review and update of issues raised at General Public Meeting 12th Sept

    A resident from the south east corner of the circle complained that someone had broken into his shed andhidden items in the grass to the rear of his property which had grown long due to lack of maintenance. Also,the trees were overgrown and need trimming. This is in the area which is New Charter property. JH LyndaWhyatt was unable to attend our meeting so we will take this up with our new area coordinator to enquireabout cutting the grass cut and pruning tree branches.JH will take this up with Tom McGuire.DB Simon has been contacted by residents regarding the trees at the back of their flats, bordering Water GroveRoad, Yew Tree Lane and Gorse Hall.SB New Charter are still trying to find out who owns that section of land, residents have advised him that whenthey spoke to Tameside MBC they have accepted it was theirs and would be sending someone to look at it.

    Pam Devine, Local Governor, Tameside HospitalThere will be a governors meeting tomorrow with the new chief executive and she will update us at the nextmeeting on the latest developments.If you have any complaint about the hospital you need to complain officially for it to be recorded.

    BS Mentioned the idea of a newsletter for the area bring together updates from local organisations.ZL they make use of social media to distribute updates, Facebook & Twitter.SC New Charter publishes a quarterly magazine.

    A resident who used to live in Mossley said they had a good local magazine every couple of months, itmentioned what was on in the area, issues in the area.

    BS suggested that we would need a team of volunteers to bring together local sources of information andcollate it into one newsletter & deliver it. Look for local businesses to sponsor the publication.KI suggested that BS should look into this and report back at the next public meeting.

    SC Last week was national Home Watch week. New Charter have a list of people who contact them on aregular basis & they visited them to talk to them about becoming coordinators for their street, alongside thisNew Charter are promoting the idea of Street Reps to report back on what is happening in their street.If anybody wants to be a Street Rep or become a member of Home Watch then please contact her.ZL in the last 15 months, they have delivered 1652 letters to invite people to join Home Watch and havegained 248 members as a result.

    KI a resident has suggested a homemade craft type event, we may look at this as a future event.There was a similar event in Stalybridge recently.

    KI asked about criteria for food banks.SC at discretion of the food bank, the limit of 3 visits and former criteria may have now been lifted.

    Mr Harrison, Deputy Head: there is a parents forum on the same night as the AGM, hopefully we will get somenew faces from this.
