Minutes of 12th Joint Co-ordination Committee meeting of IPPs granted LTA in SR held on 26.05.2015 at POWERGRID, Gurgaon

1. The 12th meeting of the Joint Co-ordination Committee of IPPs in SR was held at POWERGRID Office, Gurgaon on 26th May, 2015. The list of participants of the meeting is enclosed at Annexure-I.

2. DGM (CTU Planning), POWERGRID stated that Minutes of the 11th meeting of the Joint Co-ordination Committee of IPPs granted LTA in SR held on 21.01.2015 were issued vide letter ref. no. C/CTU/S/OA/11JCC dated 15.04.2015.

Meenakshi Energy Private Limited (MEPL) vide their letter dated 22.01.2015 requested to revise the scheduled commissioning dates for Unit-3&4 to Jul & Aug, 2016 respectively in BPTA as well as in the 11th JCC Minutes and also requested to defer the liability of transmission charges. The scheduled commissioning of the Units were updated and it was clarified that since the transmission system as per the BTPA signed is close to commissioning and the liability for payment of transmission charges cannot be deferred and upon commissioning of the transmission system they are liable to pay transmission charges. However they may approach Commercial Dept of POWERGRID for revision in commisioing schedule of Unit-3&4 in the BPTA. Accordingly, the minutes of 11th Joint Co-ordination Committee of IPPs in SR, as circulated were confirmed.

3. DGM (CTU Planning) mentioned that LTOA/LTA to most of the applicants was granted on the basis of target regions. It is

therefore high time that the firm beneficiaries should be finalized at the earliest as the common transmission system required is completed / very close to completion. However till firm beneficiaries are finalized the end links cannot be planned which may lead to constraints in transmission of power.

4. It was also stressed that generation developers should ensure completion of their dedicated lines to match with the commissioning of transmission network in order to prevent bottling up of power. POWERGRID stated that interim arrangements through LILO of existing lines were provided only as a contingency measure and the IPPs need to focus on implementing the final dedicated transmission system. Constraints shall be faced in evacuation of power from the generation projects connected through LILO arrangement, provided as an interim arrangement. Therefore, all the IPPs should expedite the construction of their dedicated line as well as the terminating bays at the Pooling Station.

5. Representative of Business Development Department (BDD), POWERGRID informed that wherever POWERGRID is implementing terminal line bays on consultancy basis, timely payment to POWERGRID contractor for the same should be made. In case of non-payment, the work of bays awarded to the contractor shall be cancelled and fresh tender of the same shall delay the work by 6 months to 1 year.

Towards this, representative of CTU Planning stated that the responsibility of such delay shall lies with the generation developer. Delay in completion of terminating bays shall also delay connection to the pooling station and interim arrangement is liable for removal for efficient grid operation and reliability and security of grid.

6. It was further stated that since the construction of transmission line constitutes a very small portion compared to the total

investment made by the developers, it is being put on a lesser priority by the generation developers and POWERGRID emphasized the need to change this scenario as it could lead to a bottleneck for transfer of power.

7. Agenda for the 12th JCC meeting was taken-up and the outcome of the same is placed below
